The application of high technology to monitor and control fire life safety, critical functionality in tunnels and underground spaces generally has progressed at an ever accelerating rate over the past decade. Today these systems comprise some of the most complex and little understood aspects of the tunnel/underground facility construction industry, with this area being perceived as high risk comprising impenetrably complex ‘black box’ technology covered in blinking LEDs. This paper will seek to explode some urban myths and common misconceptions associated with such systems, providing its intended audience with a review of what all this technology comprises and where the real risks lie in its delivery lie.The author contends (and looks to support such contention via this paper) that by applying baseline project and risk management processes to the procurement of this widely misunderstood black box technology, the quality of the final outcome can be much improved, driving innovation, reducing both cost and significantly mitigating delivery risk.CITATION:Taylor, G M, 2014. The Australian minerals sector has a shortage of skilled professionals to satisfy an industry that is experiencing renewed vitality. Graduate numbers are low throughout Australia and the world, while economic rationalisation is seeing many educational institutions downsize, or even close, their minerals-related programs. In addition to requiring more entry-level graduates, minerals producers are looking to update the skills of their current workforce to keep up with the industryÆs continuing technological revolution. To address the issue the Minerals Council of Australia (MCA) endorsed collaboration between several Australian minerals producers and a team of universities to generate the Mineral Tertiary Education Council, or MTEC. MTEC recently initiated a venture to increase the availability of professionals with relevant skills to the minerals industry. Primarily aimed at delivering postgraduate programs, the initiative will allow graduates from other disciplines to æconvertÆ to the minerals sector as well as provide professional development training to an existing work force. This venture represents a novel approach in that courses will be delivered by more than one institution and will employ innovative teaching materials with flexible and remote delivery formats. The programs will cater specially for professional development in the minerals sector, which generally requires high flexibility due to the nature of work conditions and locations.

A comprehensive field program was implemented to evaluate the internal structure and hydrology of two full-scale waste rock piles. The excavation of waste rock dumps for in-pit disposal at the two mine sites provided an opportunity to characterise the in situ properties of the dumps given contrasting geologic and climatic settings. The internal structure and materials within the dumps were observed and sampled as the waste rock piles were being excavated and placed in the open pits for permanent closure. The field program was designed to fully characterise the structure and material properties of the waste rock. The alteration of the material by physical and chemical weathering was also observed. Samples were analysed for paste pH, water content, grain size distribution and geochemistry. In situ density and matric suction were also measured. Soil water characteristic curves and saturated hydraulic conductivity were measured for representative materials. These properties were used to predict seepage pathways through the waste rock and the resulting outflow geochemistry using the finite element model SEEP/W. The materials in the dump at Site 1 were predominantly fine-grained in texture and highly weathered. The presence of dipping beds with alternating coarse and fine materials was evident throughout the profile of the dump. The structure of the waste rock appears to have an impact on the hydrologic pathways within the waste rock pile. The material in the dump at Site 2 was found to be competent and resistant to particle size breakdown. The particles range in size from clay size to large boulders with the median particle size being approximately 125 mm in diameter. The coarse-grained texture of the waste rock resulted in a loosely packed arrangement of coarse particles with little matrix material infilling the pore spaces between the coarse-grained particles. Seepage modelling for Site 1 was completed to predict seepage paths based on observed structure and hydraulic properties measured in the laboratory. The modelling showed that materials with a fine grain size distribution become the dominant pathways for flow through the waste rock pile. The modelling also showed that layers with high silt and sand contents are subject to the highest flow rates. Finer grained clay rich layers have a low hydraulic conductivity and do not convey large volumes of water. Alternately, coarse gravel and cobble materials are unsaturated under values of matric suction that approach the residual water content of the material and do not transmit liquid water. The seepage modelling together with the results of the geochemical analysis show that the dominant particle size that receives the most fluid flow and flushing ranges from fine sand to silt, corresponding to materials with air entry values ranging between 5 kPa to 50 kPa.

A new portal and access drift was constructed by Concrete Constructions for BHPÆs Elouera Colliery, south of Wollongong.The portal area at the base of the Illawarra Escarpment is in soft colluvium material, underlain by highly to moderately weathered sandstone. The area has a well documented history of slope movement or slope creep and one of the main criteria for the design was to minimise disturbance to the unstable slope by limiting the excavation for the portal establishment. This was achieved by incorporating a sloped headwall and gabion wingwalls to accommodate the anticipated creep and groundwater seepage.Main features of the design process also included the provision of both primary and secondary support in a single shell application and the use of canopy tubes to provide support ahead of the tunnel face.The active involvement of the designer during the construction phase and the flexibility of the design concept allowed changes to the support methodology to be carried out as excavation proceeded.This paper describes the design process undertaken for portal establishment and access drift to cater for the variability of the exposed ground conditions along the drift alignment.

"As the cost in time and money of data from sensors and small-scale tests has reduced, additional challenges have arisen. Although many mine data sets are not big relative to those in other disciplines, they are complex in other ways, and becoming too large to manage efficiently on personal computers. In order to take advantage of the opportunity offered by increased data, a diverse team from Universidad de Chile and CSIRO Mineral Resources has developed a virtual geometallurgical laboratory to support the computational requirements linking data acquisition with data-driven business decisions. A particular focus to date has been the development of user-guided workflow ensembles to enable comparison between plausible geometallurgical hypotheses.A case study has been undertaken using publicly available data from the Rocklea Dome iron deposit in Western Australia. A hypothetical mining schedule was produced from geochemical and hyperspectral drill core/chips data via the following steps: data preprocessing, exploratory data analysis, geochemical interpolation, block modelling, ultimate open pit design and scheduling. The key outcome of this study was the integration of workflow stages through new plug-in methods or modification of existing software. It is believed that disc cutter shape affects rock fracture and therefore cutter performance and cutter life. However, the current generation of disc cutters is made of hardened steel and these cutters wear rapidly and consequently they are unable to maintain their original shape in strong and abrasive rock. This wear problem could be reduced if the cutter was made from a harder material. Unfortunately as material hardness increases so does the propensity for brittle failure. In this study the optimum cutter shapes were identified by studying the mechanics of rock/tool interaction. The results showed that bevel and wedge cutters are better than cutters with dome and flat edges. A new cutter was designed, based on this result, using a harder material to increase the life by a factor of 20.

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the projectÆs gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the LendersÆ and BorrowerÆs teams has facilitated a greater understanding and æownershipÆ of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

Artisanal and small-scale gold mining (ASSM) offers lucrative employment opportunities to the locals of most developing countries. The major drawback of ASSM is its adverse impacts on the environment resulting from improper mining and processing techniques. Papua New Guinea (PNG) has very active ASSM activities. The artisanal and small-scale gold mining in PNG provide employment at local and national levels and the sector is an important source for inflow of foreign exchange into rural communities. However, small-scale mining activities are associated with sensitive health and environmental issues. The process of recovering gold by retorting and heating the amalgam over an open fire is a dangerous health practice. This paper discusses artisanal and small-scale gold mining operations in PNG and their impacts on the local environment.

Broken Hill metallurgists have been responsible for some of the most important developments in mineral processing technology. These occurred mainly in two periods, 1902 - 15 and 1955 - 70. Mineral flotation was developed as an industrial process during the first period and this happened in two stages, the recovery of zinc minerals from the tailings dump accumulated during the gravity concentration of the oxidised ores and the selective recovery of galena and marmatite during flotation of the primary ores. During the second period fast accurate analytical procedures were developed to provide rapid assessment of process performance, and new means of controlling the process were devised which improved throughputs, grades and recoveries. These technological successes were due to the skills of the metallurgists and the commitment of the companies. They brought large financial returns. They were achieved under difficult circumstance. There are important lessons to be learnt from these successes.

An airlift pump is fitted to the screw conveyor of a decanter type centrifuge in order to pump out soft cakes which are difficult to discharge from a standard decanter. The new patented2 design improves separation performance and allows more stable operation, particularly when operating the decanter as a thickener.

With the next mining boom looming, the industry will once again struggle to meet skills needed as the current generation boomers are set to retire. In order to meet these needs it is going to need to focus on what underutilised human resources - in particular women - want!   Women comprise around 14 per cent of the mining workforce, compared with a 45 per cent participation rate in the work force overall. Within the industry, women still make up only one per cent of trades people, eight per cent of operators/production employees, 12 per cent of engineers and 11 per cent of executive management.   It may be worth pointing out that mining has an age profile skewed towards the older end of the spectrum. When it comes to employee retention, what women want may be a good starting point to examine, more broadly, what all employees might want (but are too afraid to ask!).   Women in mining want the following: To be scrutinised for their work and performance, not their personal lives, appearance or relationships. True pay equity. This is addressed at lower levels between companies but at professional levels the salary differentials begin to appear and little is done to identify why this continues to be the case. Recognition and acceptance that women can have different work-styles, and that diversity of work-styles is an asset to be nurtured not a threat to be neutralised! Recognition that a more diverse workforce demographic that better reflects society at large will assist the company in its dealings with many diverse stakeholders from society at large. For employers to recognise that a career break to accommodate caring responsibilities does not mean that an employee's commitment to progressing their career is any less than that of someone who has not taken a career break. Similarly, for employers to recognise that working part-time for to accommodate caring responsibilities does not mean that an employee's commitment to progressing their career is any less than someone who works a more traditional roster. Access to affordable and quality child care compatible with mining rosters in mining towns. Zero tolerance for bullying and harassment, and workplace cultures that promote respect and safety. Recent research publications in extractive metallurgy were analysed for their stated and self-evident objectives. Over 100 different objectives (not specific to a metal or unit operation) were identified. These were divided into groups of economic, environmental, professional and fundamental significance. Comparisons were made of the objectives adopted in universities, industry and national research organisations. The most common primary and secondary objectives (by a large margin) were "to develop a new process (different chemistry)" and "to determine the effects of variables on a process" respectively. It was concluded that, overall, recent research has been dominated by commercial objectives. Objectives related to thermodynamics and kinetics have been the most common of the fundamental sort. Those related to professional methods in general, sensors and process dynamics, among others, have been largely neglected.

QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

Design of the new cemented hydraulic fill plant was based mainly on experience with a succession of previous fill plants. Two stage cycloning of combined concentrator tailings was introduced. Design of the two stage cyclone configuration was assisted by computer simulation of cyclone performance. Cementing additives, namely Portland cement and ground copper reverberatory furnace slag, drawn from bulk storage, are pre-slurried prior to mixing with hydraulic fill. Quality control of fill being sent under- ground is achieved by a series of automatic control loops. Plant instrumentation was given prime consideration during the design phase. Inventory checks of all mass flow metering equipment are made at regular intervals. Fill is pumped to boreholes at several locations. Details of the equipment and operating procedures for the plant are Discussed.

The approvals process for a major cut-back is not a simple exercise when a mine is located alongside the community. Kalgoorlie Consolidated Gold Mines (KCGM) has been through an extensive process of government, JV owner and community consultation to ensure that necessary permitting processes and detailed studies have been completed to allow this six year extension to the open pit mine life to be achieved. With the Kalgoorlie Boulder community being on the doorstep of the mine, it is critical to ensure that the operation runs smoothly and complies to the license conditions to achieve the full value of the Golden Pike cut-back, and leave behind a sustainable legacy for the local community. Sheet flotation is a new two dimensional column flotation cell that produces continuous spectrum of products. Analogous to a shaking table in its performance and analysis, sheet flotation is a sheet of bubbles rising through packing contained between two walls. Feed enters the sheet at the lower left and the product exit along the top and right edges. Iligh grade materials exit at the top left, middlings exit at the top right comer and low grade waste materials exit at the bottom right. As in the case of a shaking table, two motions are required: up and right. Bubbles furnish the upwards movement for hydrophobic particles, slanted packing the rightward movement for hydrophilic particles. The sheet flotation cells is analysed as a 40 x 40 array of simple cells. In practice, 1000 x 1000 arrays of simple cells may be expected. With larger arrays, excellent separations may be expected. The highest grades of the Porgera gold deposit, Papua New Guinea, are contained in Zone 7 due to the presence of the Roamane fault, which acted as channelway of the gold-bearing fluids. Prior to the development and underground mining of this fault-controlled high-grade zone it was critical to provide grade estimates of relatively small mining units, and of the proportion of mining units above cutoff. To be applicable to Zone 7 of Porgera a grade estimation method should account for the following:1. the highly skewed and apparently lognormal distribution of the grades,2. the rapid drop off of the local mean grade and the variance as the distance to the Roamane fault increases,3. the presence of high grade pockets in the footwall, away from that fault, and4. the existence of variograms for the logs with sills parallel to the fault and without sills perpendicular to it.

Recently there has been increased recognition o'f the cost savings that can be achieved by the greater use of offsite preassembly for the construction of industrial plants. Preassembly is a method of construction which involves considerable offsite assembly of complete sections of an industrial plant in established fabrication shops. The preassemblies are transported to the plant site, often by large and oversize transport systems where they are set on prepared foundations, finished and interconnected to other sections of the plant as required. The concept of preassembly is not new, but widespread interest has been shown because site construction costs in all parts of the world have increased rapidly and often at a greater rate than in established fabrication areas. Particular interest has be focused on remote, isolated and inhospitable plant site locations. These areas require the import of skilled labour, the payment of high labour rate premiums and the development of infrastructure to support the workforce for the duration of the construction period.

Simple quotation of quantities of coal reserves neglects the relationship between qualities of coals and their efficient use. If exploitation of a deposit is contemplated, its life expectancy can be deduced only if its reserves are estimated according to the coal user's technological standards. A wide range in properties will satisfy a steaming coal, whereas a high vitrinite high rank coal would be preferred for coking and a low inertinite low rank coal for conversion. In competitive trading the buyer's commercial specification may require weighing against the producer's practical ideals, especially when beneficiation is critical. Differentiation of grades in quality of a deposit provides an intelligent understanding of the economic importance of the deposit. The Wongawilli seam of the New South Wales Southern Coalfield exemplifies the effect of quality criteria upon the extent of in situ, recoverable and marketable classes of economic reserves. Effective management of a deposit will result from simultaneous quotation of coal qualities and quantities in a statement of its reserves.

The past 20 years have seen the replacement of hydraulic control of longwall mining systems by the neater. smaller and better controlled electronic units.Early problems of moisture and other effects on reliability were overcome to see electronically controlled supports chosen for Corrimal Colliery ten years ago. Lessons from Corrimal and elsewhere, with following improvements and sophistication led to wider use as exemplified by Meco and other electronically controlled supports used in more recent installations in New South Wales, Queensland, USA and Czechoslovakia of the total of over 80 electronically controlled support installations worldwide in the past decade. Present work is toward a fully "integrated face" of British Coal by 1993, incorporating the Meco automatic face straightening system already due for practical use in the UK later this year. However the manless face still appears to be some way off although the present minimum crews and close monitoring, including early warning, are promising stages.
