In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

Conventional smelting reactor systems were designed to recover only one main element from their feedstocks. They did not possess sufficient flexibility to allow optimisation of co-production of multiple values from a complex feed.New reactors such as Sirosmelt and Top Blown Rotary Converters are providing new possibilities for making separation between components and this is of great significance for the complex feeds which are becoming prevalent in the metal extraction industry.Process routes using chemical procedures which take advantage of the flexibility of these reactors will be discussed in relation to a number of possible feedstocks.

Remnant rib pillars at Castlemaine Goldfields Ltd’s Ballarat Gold Project have been sterilised by the placement of loose rock fill in production stopes. The application of selectively injecting low-viscosity grout into the backfilled stopes to form a stabilised material has enabled recovery of the previously sterilised pillars. This paper outlines the engineering design, quality control and quality assurance program implemented to ensure the safe and efficient recovery of the rib pillars. The theory of constraints (TOC) is a business improvement method that focuses on exploiting a business’s bottleneck to deliver the highest possible profit. Early applications were mostly in the manufacturing industry; however, the theory in itself is completely generic and has now been applied widely in other industries such as services, retail, software and distribution, amongst others. The intent of the approach is attractive – it focuses on the ‘silver bullet’ rather than ‘death by a hundred projects’, and it focuses on growth rather than cost cutting. Application within the mining industry has been limited to date, although there are a few applications emerging. This paper discusses how TOC can be applied to maximise value during the project planning phase and how to maximise profits when the mine is operational. The paper uses two case studies to illustrate the approach. Case study 1 uses the approach to improve tactical mine planning, which delivers an increase in revenue of 58 per cent. The second case study is a strategic mine planning example that delivers an increase in value of 77 per cent.CITATION:Finch, A and Elkington, T, 2014. The Southwest Pacific is a region of active volcanism and geothermal systems. Only in New Zealand have the geothermal systems been exploited for electricity generation and industrial processing. At present, approximately 280 MWe of geothermal electricity is generated in New Zealand. A considerable amount of further exploration work is required before the total geothermal potential of the region can be assessed and before the significance of these resources can be judged against other local energy sources.

Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

So, it is imperative for the lithium industry to prioritise HSE measures to protect workers, environment and surrounding communities. Implementing robust safety protocols and technology helps ensure the sustainability of mining operations and contributes to the overall responsible development of the industry. In this work we present how the Chilean lithium mining industry becomes a safer and more compliant industry using digital transformation (Cochilco, 2018; Bradley et al, 2013; Cabello, 2022).

This is the second of a series of papers dealing with Geology in Exploration. The first, published by the Australasian Institute of Mining and Metallurgy, Proceedings Nos. 143-144, 1946, was written as an introduction to the subject and employed the exploration geology of the Cobar field to illustrate the prospect thinking. This paper will be concerned with the problem of ore repetition in depth and borrow its- example from the Mount Lyell copper field. The writing will be taken up altogether by the example. Nevertheless the intention remains to develop the subject in terms of its wide interest and application.The Mount Lyell field possesses large actual and prospective resources within, and in the vicinity of, the known deposits. This paper does not bear at all on these accessible ore reserves and tangible prospects. There is also in this area evidence of deep ore. The possibility is of little practical interest at present. But the picture of ore repetition, exemplified by the Mount Lyell field, does matter now to the outlook on exploration in this country. For once this essential feature of ore occurrence is widely understood there may develop, on the scale warranted, the search for major deposits which do not outcrop but which are still at shallow depths because of the part erosion plays in this story of concealment and exposure of ore. Also there is the chance in some fields (including Mount Lyell) of a second harvest of orebodies within mineable depths. This exploration goal, introduced in the first paper, will appear more clearly as the Geology in Exploration series is written up. Here the concern is to show the character of the geological evidence which points to the occurrence and recurrence of ore in the earth's crust, the picture at the foundation of this exploration scheme. The Australian gold industry has in recent years experienced a tremendous growth period, though not to levels prevailing at the turn of the century. There are, however, a number of dynamic factors at play which collectively indicate that it would be unwise to assume that this growth will be maintained; indeed the future discovery of viable new deposits may be insufficient to prevent an industry decline in Australia.The higher gold prices of the 1980's together with technological advances, made previously worked mining centres areas of excellent prospectivity. These resources, signposted for us by the oldtimers, are being rapidly depleted. Whilst there can be no doubt that these resources can be replaced the real question is whether it is economic to explore for new deposits when it is likely that:The cost of future exploration will increase as exploration must focus on grassroot areas with few signposts. Almost by definition this primary exploration effort will be subject to a lower success ratio.The cost of future exploration will increase as new deposits will be located in more remote areas and at depth.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.

Botanical exploration has identified many plant species that naturally accumulate very high concentrations of elements, particularly heavy metals. The enormous potential applications of some of these species to remove metals from soil (phytoextraction) are slowly being realised. The discovery of hyperaccumulation has resulted in considerable research into applications for removing contaminants (phytoremediation) or more importantly, in the context of this discussion, for commercially æfarmingÆ metals (phytomining) from metal-bearing soils. Currently published phytoextraction models estimate Ni yields using Berkheya coddii (a South African nickelophyte) are approximately $US 750 ha-1, excluding the cost of processing. Research indicates that B. coddii will also accumulate significant amounts of Co, resulting in a considerable increase in the value of the crop. Modification of the substrate by acidification, fertilisation and/or chelation indicate fruitful avenues for improving this yield by increasing the extractability of the target element, elevating biomass production rates and/or rendering other contained heavy metals extractable. Plant uptake of more insoluble elements, such as Au, may be induced in many plant species using chemical compounds. These chelates applied to the soil, form soluble complexes with poorly soluble metals forcing them into the soil solution. Plants may then accumulate these metal complexes through transpiration. Research has achieved foliar Au concentrations of 78 mg kg-1 in Iberis intermedia, 56 mg kg-1 in Brassica juncea and 9 mg kg-1 in B. coddii (on a dry weight basis). Therefore in theory B. coddii could phytomine a soil containing modest concentrations of Ni, Co and Au to yield 116 kg Ni, 36 kg Co and over 6 oz Au ha-1 at a current value of $US 4000. Root crops have also shown promise in chelate assisted Au accumulation (eg 6.8 mg kg-1 in Beta vulgaris and 118.5 mg kg-1 in Raphanus sativus). Phytoextraction, in its varied applications, is rapidly coming of age as a technology having considerable potential for application in environmental science and the minerals industry. Phytotechnology employs unique plant biochemical behaviours in the rhizosphere, driven by the sunÆs energy, to seek out and concentrate low levels of heavy metals at very low cost.

A number of hydrometallurgical treatment methods are being developed to extract copper from chalcopyrite flotation concentrate including microbial leaching and ferric sulfate leaching. However, chalcopyrite is difficult to process efficiently by hydrometallurgical methods as it exhibits slow reaction kinetics. Comparative leaching tests do not always satisfactorily explain or predict observed copper recovery, acid consumption, or differential leaching of minerals. This is especially true when reactive gangue constituents are present. The aim of this study was to determine how the leaching regime (microbial versus ferric sulfate) affects both the extraction of copper and residue mineralogy. Chalcopyrite flotation concentrate was leached at 30¦C and 65¦C using a pure culture of Acidithiobacillus ferrooxidans and a mixed consortium of thermophiles, respectively. In addition, the concentrate was leached at the same temperatures using 0.1 M ferric sulfate. Microbial leaching of chalcopyrite extracted more copper than ferric sulfate oxidation of chalcopyrite at 30¦C, demonstrating that the microbes promoted the solubilisation of copper at this temperature. This result was confirmed by leach solution analyses and residue analysis using quantitative X-ray diffraction (QXRD). More chalcopyrite was oxidized with ferric sulfate at 65¦C than at 30¦C (as expected). QXRD confirmed that pyrite reacted during ferric sulfate leaching at 65¦C but was relatively unreactive during lower temperature leaching. The high ferric ion concentration in the ferric sulfate leach at 65¦C led to significant precipitation of jarosite. This phase was only detected in small amounts at 30¦C in both the microbial and ferric leached residues. Sulfur also precipitated in the ferric leaching at 65¦C whereas no sulfur was detected in the microbial leached residue. Quartz was a relatively unreactive mineral phase regardless of the leaching medium and temperature. QXRD analysis indicated the residue mineralogy differed with different leaching regime.

An experienced and reliable knowledge of fire fighting procedures is necessary for mine emergency situations. Since experts in this area are scarce the technology of expert systems lends itself as a suitable component in the decision making process. This paper describes an expert system that is being developed for this purpose. The expert system. RESCUE. is a knowledge-based computer programme which incorporates the judgement, experience, rules of thumb. mine environmental conditions as well as human intuitions in the mine rescue operation. RESCUE makes decisions such as whether or not the affected area should be sealed.&apos; whether or not rescuemen should be withdrawn, and which fire fighting agent is most appropriate for the situation. The IF..... THEN rules written in the VP-EXPERT shell contains antecedents and conclusions based on environmental as well as other conditions prevailing in the mine. For example, the CO/Oz deficiency ratio indicates the progress of heating; explosibility trends are given by varying flammable gases C CH4,H2,CO) in relation to oxygen concentration, and barometric pressure falls may affect explosibility by increasing CH4 content in workings. The interaction of such numeric-based rules with others rules reflecting the experience and judgement of the experts assist the system to arrive at its conclusions and subsequent course of action.

Inevitably the &apos;post-boom&apos; era has changed the emphasis of many mining companies away from new project development and expansion to optimisation of existing operations. However, regardless of the project, high quality ore characterisation will remain of the utmost importance. In the case of new project development the need to understand the breakage characteristics will remain as important as it has always been. In optimisation projects, however, where it will be required to get the very best from existing comminution circuits, accurate geometallurgical modelling will take on an increasingly important role. However, these requirements, in both new development and optimisation projects, are likely to be at odds with budgets as these will be tight. Hence obtaining the best value for money will be essential. This paper discusses the elements that need to be satisfied for ore characterisation programs to be successful. Some of the issues covered will be: ore variability and sample selection, test precision, problems with the use of non-standard testing equipment, and the value of databases.

A full-length paper was not prepared for this presentation.The Middle Palaeozoic Gurvansaikhan Belt (Southern Mongolia) of the Central Asian Orogenic Belt is one of Central Asia’s most significant emerging porphyry copper provinces. The belt has become the focus of extensive exploration for porphyry copper-gold deposits over the last decade following the discovery of the giant Oyu Tolgoi porphyry copper-gold deposit. The Gurvansaikhan Belt is known to host porphyry deposits of Late Devonian (~370 Ma) and Early Carboniferous (~320 Ma) age. The characteristics of Early Carboniferous porphyry systems are poorly known compared to their older counterparts, despite their probable abundance and potential economic significance. Exploration within the Kharmagtai porphyry breccia complex has identified multiple cogenetic gold-copper-porphyry centres and late-stage mineralised magmatic-hydrothermal tourmaline breccias emplacement within a composite high-K calc-alkaline quartz monzodiorite intrusive complex. Early porphyry alteration and mineralisation at Kharmagtai are zoned around vertically attenuated early- and inter-mineral quartz monzodiorite dykes and stocks and comprises a complex sequence of calc-potassic, potassic and propylitic assemblages. Hematite dusting is a common alteration product that gives intrusions and the host rocks a distinctive pink-orange colour. Several of the systems have bornite-rich cores, where mineralisation is characterised by high gold grades (0.7 to &gt;5 g/t Au) that zone outward to chalcopyrite-rich and then outer pyritic halos. Early stockwork mineralisation is overprinted by magmatic-hydrothermal tourmaline breccias. High-grade magmatic-hydrothermal tourmaline breccias form part of a major copper-gold mineralised breccia system with significant exploration potential. The Early Carboniferous porphyry copper-gold systems of the Gurvansaikhan Belt represent a substantial exploration challenge in an area of increasing exploration maturity. This paper summarises the characteristics of the Kharmagtai porphyry system that have helped to define the Early Carboniferous porphyry province of the Gurvansaikhan Belt and discusses implications for future exploration.CITATION:Stewart, A L and Baatar, M, 2015. Hamersley Iron Pty. Limited mines and pro cesses iron ore from two orebodies at Tom Price and Paraburdoo, situated in the North West of Western Australia. Conventional open pit mining methods are used at both sites in that material is drilled and blasted in benches, loaded by shovels and hauled to the Primary Crushers or dumped on waste or low grade material stockpiles. The present drilling fleet, consisting of eight high capacity Bucyrus Erie Rotary drills has evolved from an initial fleet of a large number of small percussion rigs. There are significant physical differences between the ore types encountered at both mines which nec- essitate the drilling of smaller diameter blast holes at Paraburdoo than those at Tom Price. The drilling practice at each site is dis- cussed, with examples of performance achieve- ments under varying drilling conditions.

The Lower Palaeozoic Woolomin Association is composed of chert and jasper (often radiolarian), siliceous argillite, the mafic volcanics with associated hyaloclastites, and occasional greywacke and limestone lenses. Several "Cyprus-type", conformable pyritic copper (+/- zinc and cobalt} sulphide lenses are spatially related to individual mafic volcanic units and manganiferous chert and/or jasper. The Association has been interpreted to represent an oceanic crustal remnant generated either in an island arc environment (Herbert, 1981) or at a divergent plate boundary (Scheibner and Glen, 1972; Leitch, 1974a, 1975) later to be obducted, or tectonically emplaced, into continental crust; the adjacent Peel Fault was considered to be the palaeo-obduction zone (Scheibner and Glen, 1972) and the associated alpine-type mafic/ultramafic complex, an ophiolite (Crook and Felton,1975).

The mostly submerged New Zealand sub-continent has a complex geological history and an active oceanographic regime that provides opportunities and challenges for offshore mineral exploration. Known deposits include polymetallic Fe-Mn nodules and crusts, polymetallic massive sulfides, phosphatic nodules, titanomagnetitie ironsands and placer gold deposits. Currently exploration interest is high with some 3.5 per cent of the EEZ under prospecting permit or application. &nbsp; Article 76 of the UNCLOS convention allows coastal states to have sovereign rights over areas of the seafloor that are natural prolongations of the landmass that constitute submerged parts of the continental margin as extended continental shelf. New Zealand has substantial areas of elevated ridges and plateaux beyond the 200 M EEZ that form extended continental shelf. New Zealand has nearly completed a ten year, $44.4 M programme to define its outer extended continental shelf. New Zealand will lodge its outer limits of the extended continental shelf with the UN-appointed Commission on the Limits of the Continental Shelf in 2006, which if accepted, will enclose ~1.8 million km2 beyond the existing EEZ. Ocean Survey 20/20 is a follow-on marine mapping programme to underpin resource exploration and environmental management of the EEZ and extended continental shelf.
