I have the pleasure to present 6 excellent papers in this section all of major relevance to the mining environment of today where competing social, legal and monetary interests and their often complex interaction require serious consideration. This is particularly true today where huge fluctuations in commodity prices makes mining a perilous undertaking while the world increasingly are becoming aware of the serious threat that mans activities has on his environment. The 6 papers deal with such complex issues as safety in an underground environment; How to protect sensitive wetlands well into the next century; The enormeous waterproblems in China and conflicting dewatering/water supply needs; Disposal of contaminated water in sensitive areas and the dynamic interaction between mining companies and legislation.

EcoTechnology refers to a series of potential metallurgical processes for complex ores, concentrates, tailings and slags that are all based on an initial chlorination step at low to moderate temperatures probably in a fluid bed chlorinator (FBC). Examples of the research and development (R&D) results are provided in this paper for a high grade Au/Sb Leach Tailings (EcoGold<sub>®</sub> Process), a very refractory sulphide Au concentrate, a refractory gold calcine tailings, a Cu/Au tailings (EcoCopper<sub>®</sub> Process), bulk polymetallic sulphide concentrates and polymetallic sulphide/oxide complex ores (EcoZinc<sub>®</sub> Process and EcoLead<sub>®</sub> Process). R&D on over thirty different ore types has been conducted at a bench scale as discussed. Latterly a dedicated pilot plant was designed and constructed by EcoTech Mining Pty Ltd (EML) and several of the different feed stock results have been confirmed by pilot plant testing. It is planned to scale up to a commercial demonstration plant. To demonstrate the versatility of EcoTechnology, bench and pilot plant test results on five of the projects are used as case studies as follows: Fosterville ‘leach tailing’, VIC; Wiluna flotation concentrate – BIOX Feed, WA; Wiluna calcine facility tailings, WA; Mt Morgan Cu/Au tailings, QLD; Polymetallic sulphide concentrates from Pegmont Deposit, QLD and Polymetallic sulphide/oxide ores from Commonwealth Mine Project, NSW. There is growing interest in the mining industry on the application of ore sorting. While many are familiar with particle sorting, including the limitations that technology presents (e.g. throughput), bulk sorting, with its higher throughput potential, is less understood. Despite the potential to sort at higher throughputs, few operations have adopted bulk sorting processes, certainly not at large scale. It is suggested that the inability to reliably predict outcomes from bulk sorting may be limiting its adoption in mining projects. Consequently, an evaluation approach for bulk ore sorting has been developed such that mass pulls and grade upgrades can be predicted in the context of a mining study. The approach allows for evaluation of drill core assays and application of the consequently derived heterogeneity relationships to the block model for estimation of sorting outcomes. These processes were applied to conveyor-based bulk sorting for the CuMo project in Idaho, USA and are described in this paper.

Pulverised coal firing was pioneered in the cement industry prior to the turn of the century. Ash from the coal is absorbed into the mix in the kiln and replaces secondary materials. With high purity limestone coal with high ash content can be used. Fuel cost is a major part of the total manufacturing cost. Cement plants are thus quick to respond to fuel price changes and will use low grade fuels if there is a price advantage. Combustion conditions in a cement kiln differ markedly from a boiler. Flame length is determined by air/fuel mixing but because of fixed secondary air conditions this depends on primary air momentum. Volatile content has some effect on flame length but this can be offset by coal fineness. Much of the heat for cement production is for limestone calcination which is a low grade energy requirement. By allowing long residence time in separate direct fired vessels which then feed the high temperature kiln the energy of materials such as oil shale, tyres and lump lignite can be utilised.

This paper examines the complex interplay of deposit characteristics, mining plans, tailings disposal techniques and rehabilitation requirements on planning for mineral sands operations. All component parts of this mining cycle are interdependent and cannot be evaluated in isolation when optimising a mineral sands operation. This is most evident when projects are large-scale or involve resources that contain complexities such as high slimes content, consolidated hard band materials, acid forming materials and radioactive materials. Projects located in environmentally sensitive areas add further to the need for more stringent planning. This paper describes the analysis techniques adopted by Hatch to evaluate mining and tailings placement options for a dredging and floating concentrator system. The principles and methods used in the analysis are applicable to any mining system involving the complexities listed above. The focus of this paper is on the reconstitution of mined material as tailings and the impact of this process on mining schedules and tailings construction and placement options.

Warkworth Mining has been successfully operating a large open cut coal mining operation in the Hunter Valley of NSW since 1981.The mine is a complexmulti seam operation and utalises both truck and shovel and draglinetechniques. Warkworth Coal Sales Ltd markets approximately 10 different coal types.Since the mines inceptionthe development of mine scheduling and planning has been an ongoing programme. Resource recovery and coal utalisation have been the driving factors with this development as we strive to achieve maximum revenue for the investment dollar.The principal aim of this paper is to discuss the scheduling methodology as it is utilised todayhighlighting the interaction in the development of the final coal products schedule.Whilst the system is notperfect it has evolved and operated successfully in these difficult economic times and offers a practical and achievable approach to resource optimisation.

Hematite ore has been mined in the Southern Middleback Ranges as blast furnace feed for the steelworks at Whyalla, by what was then BHP, since 1991. With the floating of BHP Integrated Steel as OneSteel in 2001 and the subsequent loss of key mining personnel, breakdowns in grade control methods and procedures occurred. These were compounded by changes in orebody characteristics and grade distribution leading to poor reserve recovery and poor grade control, both which resulted in loss of control of ore specification and severe deviation from the mining schedule. As a result, a total review of grade control, mining method and scheduling procedures was undertaken as well as a review of contractor quality assurance. It was found that sampling methods were poor and unrepresentative, grade control blocking processes were outdated and did not reflect the geology of the deposit, the ore mining method was outdated and did not respect the geometry of the orebody, reconciliation methods were being completed globally and were not reflective of individual areas of the deposit, and that deviations from the mine plan were occurring due to access to high-grade areas outside the schedule in order to bring stockpiles back on grade. Based on these findings, updated sample splitter systems were fitted to drill hole rigs, double bench sampling was implemented (2 + 4 m samples as opposed to 1 + 8 m sample) and a three-dimensional cellular grade control system introduced to better reflect the geology and orientation of the deposit. At the same time ore mining was changed from front end loaders mining on 8 m benches to excavator mining on three lifts on 8 m benches; this aided selectivity and respected the geometry of the orebodies aiding cleaner recovery. Reconciliation is now completed on a blast-by-blast basis, which allows for quick and easy identification of poorly performing areas of the resource model that can then be incorporated back into resource model updates. Regular daily and weekly meetings are also held with emphasis on the mining schedule to ensure no deviation from the schedule in the long term. These improvements have resulted in a lift in reserve recovery both globally and locally associated at the same time with improvement in grade.

How aqueous fluids move through rocks and minerals is a question of possible pathways and mechanisms. Existing pathways such as fractures and grain or mineral boundaries provide obvious channels for fluid movement. We show how minerals reactive in the presence of an interfacial fluid can be replaced by new product phases through a process of interface-coupled dissolution-reprecipitation. A resulting porosity in the new phase provides a new pathway for fluid movement and therefore mass transport through the mineral, which progressively reacts at a moving interface. Eventually fluids of new and changing composition can pass through originally solid minerals and move on further, taking remobilised elements with them, to be reprecipitated whenever the chemical and/or physical conditions allow. One such example is albitisation of rocks associated with mineralisation.

Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

At the Huasco Pellet Plant of Compa±fa de Aceros del Pacffico, Chile, the production of iron concentrate suitable for pellet feed from a low-grade iron ore was technically evaluated. In this study, three treating schemes including comminution, magnetic concentration and flotation in pneumatic cells were tested. The best results were obtained at the laboratory scale by flotation technique using Lilaflot D 817 M as the collector without using any depressant. The operational parameters were determined including pneumatic flotation, and three circuits, two including magnetic pre-concentration, with the low-grade iron ore. The best results were obtained by size reduction at 80 per cent under 325 Tyler mesh, three steps of magnetic concentration and three steps of flotation in pneumatic cells. The magnetic concentrate contained 63.02 per cent of iron and 6.6 per cent of silica, and after the pneumatic flotation the iron content increased up to 70.18 per cent and silica decreases to 1.07 per cent with 78.78 per cent of iron recovery at a weight recovery of 31.89 per cent. Therefore, it is possible to use low-grade iron ore to produce pellet feed from magnetic concentrates by using reverse iron flotation in pneumatic cells.

Phu Bia Mining Ltd, a subsidiary of Pan Australian Resources Ltd owns and operates the Phu Kham copper concentrator located in the Xaysomboun District, Lao PeopleÆs Democratic Republic. Construction and commissioning of the 12 Mt/a copper concentrator and associated facilities was undertaken by Ausenco Ltd and handed over to Phu Bia Mining Ltd in April, 2008. The first copper concentrate was produced in April 2008 and the ship carrying the first shipment of copper concentrate set sail 27 July 2008. Nameplate mill throughput was reached in August, 2008 when 1 020 000 dmt of ore was treated in the milling and flotation circuit. The Cu-Au mineralisation is contained in skarn and stockwork mineralisation and is interpreted as a distal expression of a conventional porphyry copper-gold system. Copper mineralisation is principally in the form of chalcopyrite with lesser bornite. Gold occurs as small grains, typically associated with copper minerals. In the upper portions of the orebody, oxidation and water table movements have resulted in near surface leaching of the copper and below the leached zone, supergene enrichment resulted in chalcocite mineralisation. The circuit operates with a semi-autogenous grinding (SAG) û ball mill circuit, feeding a bank of OK200 rougher cells. Rougher concentrate is reground in an IsaMill prior to entering a cleaner circuit consisting of three stages of cleaning and one stage of cleaner scavenging. The concentrate typically assaying 24 per cent Cu and 6 - 7 g/t Au is hauled for over 1000 km across the border to the Port of Sriracha in Thailand, and stocked in sheds at the wharf from which it is shipped to various Asian smelters. This paper discusses the successful commissioning and ramp up to design tonnage and metallurgical performance. In addition, a program to optimise both the comminution and flotation circuit is detailed with reference to grinding efficiency, flotation residence time and size by size mineral recovery.

Seeking to reduce the likelihood of uncontrolled personnel entry into the operating footprint of a dragline, Coronado Global Resources initiated a review of proximity detection systems currently available and equipment interactions in and around dragline operational areas. At the time of the assessment, there were no established personnel proximity detection systems in compliance with functional safety standards for large machinery in Australia. Our primary objective was to guarantee a functionally safe outcome, particularly by implementing a performance-level-rated system in accordance with AS4024 (Safety of Machinery series of Australian Standards). Applying appropriate detection technologies, the goal was to reduce the residual operating risk for machine-to-machine and machine-to-personnel interactions. A comprehensive analysis of available or in-development technologies was conducted, and a layered approach (demonstrated in Figure 1) was adopted to achieve the desired risk reduction by segregating the sensing zones into distinct areas using diverse and disparate technologies consisting of radar (short); light detection and ranging (LiDAR) (medium); and optical (long). To address the potential limitations of each technology, overlapping layered sensing zones were designed. With LIDAR and optical using two distinct artificial intelligence (AI) systems to classify detections, these were specifically trained to handle the unique environments of a mining operation.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

It is my pleasure to deliver the first Keynote Address to the first joint conference between The Australasian Institute of Mining and- Metallurgy and The American Institute of Mining, Metallur- gical and Petroleum Engineers. I am particularly pleased to be participating in this first joint meet- ing as I have been a member of one Institute for 41 years and the other for 35 years. An examination of the membership of both Institutes confirms the fact that the mineral in- dustry is an international one. This has long been the case and basically stems from the occurrence of mineral resources in most countries of the world. It is therefore fitting that these two 'Inter- national Institutes', representing the professions involved in the mineral industry, should choose `International Resource Management' as the theme of the first joint conference. The topic of this Keynote Address is `The mineral equation' or the counterbalancing supply and demand items and the factors affecting them. I propose to attempt to present the overall picture of the mineral equation as subsequent papers and sessions will deal with specific items in more detail. My thesis is broad and deceptively simple; it is that the continued existence and growth of world material civilization depends, in large measure, on the continued use and further dis- covery of world mineral resources. Material civili- zation is used as a broad term to include the pro- duction of man's shelter and tools together with the production of the `consumer' goods and ser- vices needed by society. First let us spend a few minutes looking at the development of material civilization.

Air leakage through rock fractures in coal mining is a major cause of coal spontaneous combustion. In order to overcome the deficiency of the existing fire control technology and prevent coal spontaneous combustion by isolating coal from oxygen, the article proposes a novel technology of inorganic solidified foam (ISF) with high expansion to fill fractures effectively. ISF consists of fly ash, cement, setting accelerator, redispersible polymer powder, water and aqueous foam. For preparing homogeneous and stable ISF, a preparation system with a pore type foam generator, a mixer device installed with a hollow shaft and helical blades, air compressor, slush pump and monitoring instruments was developed, and the working principles of key devices were elucidated. Based on a series of experiments on the different ratios of each component material and technological parameters of the preparation system, ISF with a foam expansion ratio of 8~10 and dry density of 250–400 kg/m3 was prepared. The relationship between elastic compressive strength, modulus of elasticity and density was summarised. Based on the injection experiment for fracture of loose coal pile with high temperature, the characteristics of sealing air leakage, compressive strength, thermal insulation, flow and cooling of ISF in the fresh state were investigated, indicating that ISF can effectively cut off the air leakage and cover the coal sample to reduce the temperature in the earlier stage, and ISF can remain stable and not crack. The ISF was applied to Luwa coalmine to seal small coal pillar pressure fractures and loose coal fractures in goaf. After press-casting the ISF in Luwa coalmine, the pressure-difference of inner-outer increased, meaning the effect of external conditions on the pressure-difference decreased, showing that it could plug the air leakage effectively.CITATION:Qin, B T, Shi, Q L, Lu, Y, Zhu, C, Li, F L and Jia, Y W, 2015. Thank you for the opportunity to speak at this important conference attended by aspiring mining professionals, some of whom will become the leaders of the mineral resources industry that forms the solid foundation of AustraliaÆs past and that will fuel the exciting growth of AustraliaÆs future.I want to briefly touch on the history of our business, then look at the opportunities that exist in the contract mining industry and finally comment on what the educators need to consider in their curriculum to meet the needs of our business. Byrnecut started out as an idea in early-1987 developed by a group of four mining people. At the time the industry was on the high end of a mining boom, the era of the Bonds, Connels, Skases and so on. Riding on this wave of euphoria we borrowed $600 000 from the National Australia Bank and, without having enough knowledge to lose sleep over the potential risks, started business in mid-1987. The euphoria quickly evaporated with the 1987 October stock market crash. The bank pulled our overdraft, equipment finance rates increased to over 20 per cent per annum and my house was mortgagedseveral times over. The business learning curve was extreme for a young mining engineer who had developed his trade in the relatively sheltered environment of a large public mining house, namely WMC. We were somewhat bitter that the banks had done a runner. We were a private company, backing the business with personal assets with our shoulders to the wheel, whilst the Bonds of the world had theirnoses in the trough ripping off mum and dad shareholders. All of this had a sobering effect, namely keep your feet on the ground, stick to the knitting, work hard and worship cash flow. Since that stressful but adrenaline pumping beginning the company now employs over 600 people and is now working for major mining houses at over a dozen locations in Australia, east Africa and WesternEurope and the National bank is again our banker. On this basis I consider myself qualified for the subject of this speech.

Cable bolts have been used extensively in the development of the footwall of the Mt Whaleback Mine as a part of the ground improvement program since 1986. High tensile seven wire stress relieved steel strand similar to that used in pre-stressed concrete and grouted in place with sulphate resistant cement have been employed for rock-mass reinforcement.Most of the footwall is developed in Mt McRae Shale which contains a 20 m thick pyritic shale layer 14 m below the ore/waste contact. Due to extensive folding of the footwall rocks, the pyritic shale layer regularly occurs on, or close to the pit slope. Rain water run-off seeping through pyritic shale becomes acidic to the extent where its pH value can be as low as 1.5.

In the 25 years since Broken Hill's 75th Anniversary which was marked by an Australasian Institute and Mining and Metallurgy Conference in Broken hill, there have been some significant changes in the role of mines inspectors. This paper updates the information given by the then Chief Inspector of Mines, J.H. Burford, to that 1968 Conference, with an emphasis being placed on mines inspection, although it also reflects changes to mining legislation and regulatory bodies.
