The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

The major technological advances of the last 30 years have profoundly reshaped mining practices. Machines keep getting bigger while productivity continues to increase and manning levels drop. These trends will continue and the introduction of breakthrough technologies will continue to accelerate, driven by a continued focus on lowering the cost of production, improving the productivity of workers and machines, and ensuring safer working environments. At the same time, global consolidation of mining companies has impacted on technology development in a range of ways. There are many potential technologies being proposed, some already operating in Australian mines. The automation of underground load-haul-dump (LHD) trucks for example, continues the process of removing workers from the most dangerous operating environments. Global positioning systems fitted to draglines, fibre optic communication channels, and 400 tonne trucks are only some examples of what lies ahead. However, where we need to return focus is to the technology of management û which is also one of the two key interrelated themes of this keynote address. Have we, as an industry, adequately been able to keep up with technological advances? Are our management systems as competent as the machinery we employ? The other key theme is the processes of globalisation and consolidation. What are the impacts on our industry? What are the implications of these processes, particularly for the ways in which we manage our people? My paper is divided into several components:some comments on the coal industry and the dramatic restructuring we have seen in recent years; in the context of this restructuring, an overview of my company and its evolution; my views on the role of contractors; some comments on the consolidation also occurring in the mining machinery and equipment, technology and services sectors; some observations on two major areas of technology û drill and blast; and trucks, shovels and excavators; the implications of consolidation and new technology for our employees and management; and finally some comments on research programs.

The Olympic Dam copper-uranium-gold-silver deposit, located 520 km NNW of Adelaide, S.A. was discovered by Western Mining Corporation Ltd in 1975, and is now being developed as a joint venture between WMC (5107o) and the BP Group (4907o). The discovery of this deposit resulted from the application of a conceptual model for the formation of sediment-hosted copper deposits. This model postulated that the oxidation of basaltic rocks could release significant amounts of copper into solution and that, under favourable conditions, these solutions might pass upwards along faults, and the copper be precipitated in reduced- facies sediments higher in the sequence. The Stuart Shelf province was chosen for exploration because geological interpretation suggested the presence of suitable basal- tic source rocks at depth, and favourable host sedimentary rocks in the overlying sequence. The Olympic Dam site was selected for drill-testing because of the presence of coincident gravity and aeromagnetic anomalies suggesting the presence of basalts and/or mineralisation at depth. This site also had a favourable tectonic signature, indicating the presence of deep crustal structures which might have allowed fluid migration.

Landform evolution models (LEMs) can assess the effectiveness of landform designs applied to a rehabilitated landform by predicting where erosion may occur. Here, we compare erosion predictions produced by the CAESAR-Lisflood LEM with field observations from the rehabilitated Pit 1 landform of the Ranger uranium mine, based in the Northern Territory, Australia (Figure 1). The ability to predict long-term erosion at a catchment scale is important, as the final rehabilitated Ranger landform is required to physically isolate buried tailings material for at least 10 000 years. CAESAR-Lisflood has been extensively tested and calibrated using data collected from erosion plots (0.09 ha) on the Ranger trial landform (TLF) for multiple years (Lowry et al, 2020; Saynor, Lowry and Boyden, 2019). However, until recently, it was impossible to compare model predictions with field observations for areas larger than the TLF erosion plots. We can now compare model predictions of Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 116 gully development with field observations from the newly rehabilitated, 40 ha surface of Pit 1 over two contiguous one-year periods: 2020–2021 and 2021–2022. The aim of this study was to assess whether the CAESAR-Lisflood model can successfully predict gully erosion at a larger spatial scale.

However, proper design of the entire system is critical for a paste project to be successful. An ocean outfall is currently under construction in Christchurch, New Zealand to transfer treated wastewater from the existing treatment ponds at the city wastewater treatment plant to diffusers located 3 km offshore. The New Zealand $85 million project comprises a new pump station and 5 km of 1800 mm diameter pipeline with a design capacity of 6.0 cumecs. The pipeline comprises 2.3 km of concrete pipe installed by microtunnelling and 2.7 km of polyethene marine pipe installed by dredge and lay. This paper describes the consent process, key environmental and community constraints, the tender process, risk provisions included in the contract, the type of contract, partnering provisions, geotechnical design issues and the pipejacking construction activities and issues.

Currently there are in excess of 200 companies listed on the New Zealand Stock Exchange and the total market value of all the listed shares amounts to $4.6 billion. The number of listed mining companies stands at nine and with a market value of $35 million accounts for less than one per cent of the total market capitalisation. In comparison, the Australian mining and energy sectors account for nearly 50 per cent of the total market capitalisation, which currently exceeds A$41 billion. Surprisingly the share markets in both countries were primarily founded on the discoveries of minerals last century.

The Fozichong deposit – located in the south-western segment of the giant Qinhang metallogenic belt, South China – is a large-sized lead-zinc polymetallic deposit. This deposit contains two main ore districts, termed as the Guyi ore district in the north and the Hesan ore district in the south respectively. We present an integrated data set on sulfide minerals, fluid inclusions and stable isotope (H-O-S-Pb) geochemistry to better understand the features and genesis of the Fozichong deposit.Field and paragenetic relationships indicate three mineralisation stages forming the early (Po+Sp+Gn+Ccp+Py+Di+Ep+Qtz), middle (Sp+Gn+Ccp+Py+Ep+Chl+Qtz) and late (Gn+Sp+Py+Qtz+Cal) sulfide assemblages respectively. Mineral chemistry – particularly S/Fe and Co/Ni ratios in pyrite, Zn/Fe, Zn/Mn and Zn/Cd ratios in sphalerite and Pb/Ag ratios in galena – indicates a magmatic association for the sulfide minerals.Quartz and calcite coexisting with the sulfide minerals of various stages host abundant fluid inclusions. Quartz in the early stage contains two- or three-phase CO2-H2O and liquid-rich aqueous inclusions, which have homogenisation temperatures of 162~365°C and salinities of 2.9~17.8 wt per cent NaClequiv, whereas quartz and calcite from the middle and late stages are dominated by two-phase, liquid-rich aqueous inclusions that have slightly lower homogenisation temperatures (153°C~320°C) and much lower salinities (1.0~6.0 wt per cent NaClequiv). Hydrogen isotopes (dD = -59‰~-41‰), analysed using fluid inclusion waters from quartz and calculated oxygen isotopes (d18OH2O = -5.47‰~4.00‰) for the equilibrated ore fluids, indicate that the ore-forming fluids may have been sourced from magma and mixed with groundwater in the late stages. Sulfide minerals have d34S values of 2.3‰~4.3‰, consistent with a magmatic-derived source for sulfur. Lead isotopes (206Pb/204Pb = 18.592~18.794, 207Pb/204Pb = 15.648~15.864, 208Pb/204Pb = 38.909~39.580) confirm that lead and, by inference, zinc were mainly derived from magmatic rocks, with subordinate contributions from sedimentary rocks.Various lines of evidence support that the formation of the Fozichong deposit has close genetic association with the granite porphyry intruded in the late Yanshanian period (106 Ma), and it can be classified as a magmatic hydrothermal type lead-zinc deposit. Australia has been an important producer of zinc minerals and metal for many years.Late in the last century Edgar A. Ashcroft, a versatile and enterprising electrical engineer proposed the treatment of zinc rich ores by roasting, followed by leaching to extract zinc, purification of the solution and electrolysis of the purified solution to produce zinc. Residues from the leaching operation were to be smelted in a lead blast furnace to recover lead, silver and gold.Ashcroft (1897-98) and (1898) has.given us a most interesting record of the attempts made at the Sulphide Corporation's plant at Cockle Creek near Newcastle, NSW, to put his ideas into practice. In spite of the best efforts of all concerned, including the use of electrolysis of aqueous chlorides and sulphates, zinc could not be deposited consistently and the project failed although lead smelting continued until 1922 (Woodward, 1965, p. 158). Based on later experience with Broken Hill materials the presence of undetected cobalt in the solutions was the likely cause of the inability to deposit zinc (Kirk and Othmer, 1956).

Reduction of Iron Content from Silica by Gravitational Processes In this research work, it was attempted to reduce the iron contents (Fe2O3) in silica sample which was provided from Shenin silica mine using gravitational processes including jig machine, multi gravity separator (MGS), shaking table and spiral. The silica sample contains 93.75 per cent SiO2, 0.44 per cent Fe2O3, 2.78 per cent Al2O3, and 0.08 per cent TiO2 and the Fe2O3 has to be reduced to about 0.1 per cent or less than 0.02 per cent. Mineralogical studies and XRD analysis indicated the presence of haematite, pyrite and goethite as the major iron impurity phases. Mineralogical studies of polished and thin sections yielded that the degree of freedom of silica is more than 80 per cent in the range of -300 +212 mm. After elimination of fine particles, at first nine tests were carried out on crusher product (in two size fractions), wet rod mil product and scrubber product by means of Jig Machine. The best results were obtained with about 0.15 per cent Fe2O3 on rod mill and scrubber product which was not desirable. Thereafter 7 tests were carried out using shaking table; the best results were obtained with about 0.14 per cent Fe2O3 on rod mill and scrubber product which was not desirable. MGS showed the worst result in order to iron removal from silica which was not desirable. Finally 9 testes were carried out using spiral whish is the best gravitational separator for elimination of iron impurities from silica. The best result of spiral tests were achieved on scrubber product. In this test concentrate weight percent and its Fe2O3 grade were 82.32 per cent and 0.085 per cent respectively. Finally a test was carried out using 2 stages of spiral in order to develop flow sheet. In this test concentrate weight percent and its Fe2O3 grade were 78.8 per cent and 0.1 per cent respectively. This product can be used to produce float (clear flat) glass.

Financial markets are subject to constant change and project finance, as a product within these markets, adapts and will continue to adapt with those changes. A meaningful discussion of these adaptations requires an understanding of differences between non-, limited and full recourse project finance. The reasons sponsors seek and lenders provide project finance are also pertinent in this context. Arranging a project, financing package can be a canplex and time consuming task. An important first step is choosing the right advisor for the assignment and then structuring and tailoring the financing before approaching prospective lenders. The last thirty years has seen changes in the needs of sponsors and the ability of lenders to meet them. These shifts in preference may well be a guide to the future. Several major project financings successfully canpleted in Australia in the last few years and more recent examples are broadly discussed. Project finance will be keenly sought in the future and the form and nature it takes will continue to vary.

As a project moves through the mine life cycle, the quantity of data available increases and the understanding of the orebody matures. Incorporating new information quickly and efficiently in current 3D models, is essential for adding value across the life-of-mine value chain. At the Martabe Gold Mine, the resource development group manages 14 drill rigs on six resource projects, including three operating mines. The Martabe deposits are geologically complex and the volume of new information that becomes available each day is substantial. It is imperative that new geological and assay information is integrated into the 3D models as soon as possible, so that drill planning and targeting can be modified accordingly. Martabe uses Leapfrog<sup>®</sup> 3D software to update and interrogate the 3D models on a dynamic basis as data becomes available. This results in faster and more effective changes to drill planning and schedules. The impact of this is better drill productivity and cost savings due to optimal drill targeting, and availability of up-to-date models incorporating the most current data. As mineral commodity markets experience cyclical price highs and lows, mine operators, increasingly, look to their equipment suppliers for equipment and support that can help reduce multiple tangible and intangible operating costs. A brief history of the mineral sands industry is given from a radiation protection standpoint, with gamma radiation and inhalation of radioactive dust being identified as the main sources of radiation exposure of persons working in the plants. The principal sources of gamma radiation exposure are identified and the history of early bagging methods is discussed. The concept of ALARA is introduced and the impact of the "bulka bags" (and more effective monazite storage facilities) are detailed as illustrative examples of dose minimization, together with the requirements for the transport of monazite. The dose from radiation received from inhaled dust is dependent on a number of parameters of the dust, some of which are not well known. ICRP 30 (1978) makes recommendations relating to the intake of radionuclides by workers. These recommendations are discussed with respect to the inhalation of dust containing thorium. The possible pathways of radioactive material throughout the body are also described. The effect of having parameters that differ from ICRP 30 is discussed and suggestions are made relating to measurements that can be carried out to more accurately determine these parameters. Since in some instances the exposures to dust yield personal doses which may exceed the annual ICRP 30 based limits, it is necessary to define more accurately parameters of the dust so as to determine more accurately personal Doses.

The Porgera Gold Mine, located in the highlands of Papua New Guinea, has produced over 5 million ounces of Au, since its opening in late 1990. The deposit is located within Upper Cretaceous Papuan Platform sediments approximately 25 km south of the Lagaip Fault, and is spatially and temporally associated with the 6 Ma alkaline Porgera Intrusive Complex.

The considerations which led to the decision to_ install discs at the Dampier Pellet Plant of Hamer ley Iron Pty. Ltd. are described. Initial testwork showed that the ore could be ground dry in open circuit to a Blaine index of 2500 cm2/g and that it pelletized readily. The various design criteria including diameter, slope, speed, motor size, depth of sidewall, feed point and water spray location were then determined. Plant performance after commissioning is described including the various problems encountered and the modifications since carried out to overcome them. The main problem was quickly identified as disc feed rate control. Various bin and bin feeder modifications were tried to overcome the effects of the fluidising characteristics of the dry ground ore. Other factors found to affect disc operation are ore size distribution, additives and operator competence.

The control of phosphorus in steelmaking is one of the famous challenges of pyrometallurgy. It is well established that highly basic slags, the presence of FeO in the slag and lower temperatures (less than 1650°C) are favourable for phosphorous removal. The thermodynamics of this reaction have been extensively studied under laboratory conditions and the general trends confirmed through industrial trials. However, in general, phosphorus slag/metal distributions measured in industry are far from equilibrium and quite specific to the oxygen steelmaking technology being used. This variability was quantified by Urban, Weinberg and Cappel (2015), who found that the phosphorus partition ratio measured in plants varied with blowing practice, stirring intensity and even converter life. Some recent kinetic studies by Gu, Dogan and Coley (2017) have shown how the kinetics of these reactions vary with FeO content and dissolved sulfur at the droplet scale. A global kinetic model by Rout et al (2018) provides meaningful predictions of where dephosphorisation occurs in an industrial basic oxygen furnace (BOF) and some recent heat transfer modelling by Madhavan et al (2021, 2022) implies that temperature difference between droplets and slag has a role to play in explaining why equilibrium is not achieved. This paper will review the current state of knowledge and provide suggestions on predicting phosphorous removal for industrial operations and how greater removal could be achieved.

The Bulolo Graben represents an intra-arc rift formed by activa- tion of transfer structures in an extensional setting formed be- tween the eastern and western sectors of the New Guinea Origin. Crustal thinning has facilitated the emplacement of dacitic Edie porphyry intrusions, locally as flow dome complexes, phreatomagmatic (diatreme) breccias and the Bulolo ignimbrite/ agglomerate as an extrusive equivalent of the Edie Porphyry. Gold mineralization is localized along intra-graben structures, com- monly at the intersection with cross structures and occurs in sub- sidiary dilational fractures and not the localizing major structures. Gradations are apparent in the styles of mineralization according to the degree of erosion of the hydrothermal system. Hamata occurs as the deepest mineralization of the quartz-sul- phide style Wau, Hidden Valley, and Edie Creek are dominated by carbonate-base metal styles. Kerimenge grades from quartz sulphide through carbonate-base metal to epithermal mineraliza- tion, the latter style also being present in the periphery of Edie Creek. Here, pre-existing fractures of the Edie Creek Structural Corridor have been reactivated by movement on NS structures to form the ore-hosting dilatant lodes. Fluid flow may have been from the vicinity of the Nauti diatreme margin and along the vein System.

This paper presents the results of the first part of a research project to study the effect of various inhibitors to reduce the spontaneous heating susceptibility of some highly susceptible Indian coal seams. In this investigation 11 inhibitors were chosen and applied at three, five and ten per cent of their concentrations in an aqueous solution for four coal samples collected from four different seams. The susceptibility of coal samples, before and after application of these inhibitors, was determined by carrying out crossing point temperature (CPT) analysis. The findings of this study have indicated that it is possible to retard the tendency of spontaneous heating of Indian coals to a considerable extent by the application of six of the inhibitors studied. Further, these inhibitors were tested in 1:1 combination to study their synergistic effect. Finally the economics of the application of these inhibitors has been analysed and four inhibitors are recommended for field use. These results have direct application to control fire and improve productivity and safety in coal mines.

Pyritic tailings from the Quirke mine waste management area in Elliot Lake, Ontario were subjected to long-term column leaching experiments in two PVC columns measuring 122 cm in height and 15.2 cm in diameter. At the end of the leaching experiments, the columns were taken apart and sampled at 5 cm intervals for quantitative mineralogical and geochemical characterisation. Each column is represented by a total of ten samples. Polished sections, prepared from the samples, were studied by optical microscopy, scanning electron microscopy, electron microprobe and X-ray diffraction techniques. Mineral quantities were determined based on linear mixing models of whole rock and mineral compositions. Pyrite particle sizes were measured by image analysis interfaced to an electron microprobe. The tailings are coarse-grained (ie 96 per cent passing 75 ¦m) and composed of quartz, K-feldspar, muscovite and pyrite. Pyrite is homogenous and occurs as liberated particles displaying angular to subangular boundaries with strong dissolution features at the end of the leaching experiments. Based on up to 3518 particles measured in a sample, pyrite particle sizes range from 1.7 to 78.6 ¦m. Pyrite concentrations vary from 0.1 to 7.8 wt per cent, depending upon their location from the top of the columns. These correspond to pyrite losses of up to 99 per cent from their original level of 7.2 wt per cent in the upper half of the columns. Pyrite oxidation rates in terms of moles of pyrite oxidised per mole of pyrite per square metre per second were calculated from the effluent data and the measured pyrite particle sizes. The rates vary from 1.71+10-12 to 5.78+10-10 mole+m-2+s-1 within the 1.5 to 3.5 pH range for 10 ¦m particles. These results are comparable with the published oxidation rates at pH 2 where the dissolved oxygen is the only oxidant.
