The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

Methods of calculation of the reliability of process computers are getting more and more important. The paper presents long period observations of 21 process computers with online applications in the iron and steel industry. About 5000 failure events during 10 years have been systematically recorded and evaluated. On the basis of these long time observations it is possible to develop a probability model of the failure behaviour of process computers.This failure model is constructed with four different states of the process computer:Working phase, working phase with undetected reasons, repair phase, failure phase resulting from external influences.The model is defined by differential equations for the probability of one of these four phases. Long time observations show, that all of these four phases are closely correlated with the capa-city of a process computer, restarting without detection of failure reason, changes of programs and software, costs and time of repair. So the result of this analysis is a model of failure for process computers, which allows to predict breakdowns of process computers on the basis of external parameters.

The Mt Tom Price deposit is a world-class high-grade hematite deposit in the Hamersley Province of Western Australia with an original resource of 900 Mt of almost pure hematite, averaging 63.9 wt per cent Fe. Petrological and geochemical studies at both the Southern Ridge and the North deposit at Mt Tom Price have identified three hypogene alteration zones between unmineralised BIF and high-grade iron ore: distal magnetite-siderite-stilpnomelane; intermediate hematite-magnetite-ankerite-talc-chlorite; and proximal martite-microplaty hematite-magnetite-apatite alteration zones.Fluid inclusions trapped in siderite within the distal magnetite-siderite- stilpnomelane alteration zone at the North deposit revealed primary high salinity (25.5 eq wt per cent NaCl-CaCl2) inclusions that homogenised between 107¦ and 142¦C into liquid. Fluid inclusions trapped in ankerite within ankerite-microplaty hematite veins in the intermediate hematite-ankerite-magnetite-talc-chlorite alteration zone at the North deposit revealed mostly H2O-CaCl2 pseudosecondary and secondary inclusions with salinities of 22.4 - 25.4 eq wt per cent and 22.9 - 25.9 eq wt per cent CaCl2, respectively. Pseudosecondary inclusions homogenised between 153¦ and 449¦C and secondary inclusions homogenised between 103¦ and 157¦C. Fluid inclusions trapped in apatite within talc-microplaty hematite veins in the intermediate hematite-magnetite-talc-chlorite-apatite alteration zone at Southern Ridge revealed that primary, medium salinity (7.0 - 9.0 eq wt per cent NaCl) inclusions homogenised between 181¦ and 257¦C and primary high salinity (22.8 - 25.9 eq wt per cent CaCl2) fluid inclusions homogenised between 118¦ and 257¦C into liquid. Microthermometric analysis of quartz from quartz-hematite veins from the Southern Batter Fault, Southern Ridge show a complex fluid inclusion history. Primary fluid inclusions consist of: low- and high-salinity H2O-NaCI inclusions trapped at temperatures of approximately 140¦ to 230¦C; vapour-rich inclusions of unknown compositions; and æcomplexÆ salt-rich (Ca, Mg, K and Na inclusions).Secondary inclusions consist of medium-salinity fluid inclusions trapped at temperatures of about 140¦ to 280¦C.A two-stage hydrothermal model is proposed for the formation of both the Southern Ridge and North deposits. Early 1a hypogene alteration involved the release of hydrothermal NaCl-CaCl2-rich (25.5 eq wt per cent) basinal brines (110¦ - 150¦C) from the underlying Wittenoom Formation and directed upward along normal faults and focused within the silica-rich rocks of the Dales Gorge Member, by the shales of the underlying Mt McRae Shale Member and overlying Whaleback Formation. Within the Dales Gorge Member hydrothermal basinal brines migrated laterally within large-scale folds with permeability controlled by shale bands and the NW trending dolerite dyke sets. Fluid rock reactions transformed unmineralised BIF to magnetite-siderite-iron silicate BIF, with subsequent desilification of the chert bands. Stage 1b hypogene involved an increase in temperature of the hydrothermal, CaCl2-rich saline (24 eq wt per cent) basinal brines (250¦ - 300¦C) resulting in formation of hematite-ankerite-magnetite-talc-chlorite alteration and the crystallisation of microplaty hematite. Late stage 1c hypogene alteration involved the interaction of low-temperature (~120¦C) basinal brines with the hematite-ankerite-magnetite mineral assemblage. At the Southern Ridge deposit this process was very intense (ie high fluid flux), therefore resulting in the almost total removal of ankerite and resulting in the increased porosity of the ore. Stage 2 supergene enrichment in the Tertiary resulted in the removal of residual ankerite and apatite and the weathering of the shale bands to clay.

The last decade has seen a very rapid development in TBM tunnelling. Some trends are purely technical or economical and others relate more to preferences of different interests. Power levels have more than doubled and thrust levels too. Shield machines are developed to be able to handle harder rock and the open TBMs are made more feasible for `difficult' rock. What is right and what is wrong is more a matter of opinion, but one thing is certain: TBMs now are a useful tool and no longer an experimental work-shop for the enthusiasts.This paper highlights some recent developments and indicates some probable future ones. A few features that have increased the open TBMs' ability to cope with ever harder rock and also to overcome problems with poor rock are discussed in detail, using the Atlas Copco JARVA Mk 27 -the most powerful TBM built so far - as a reference.

PT Freeport Indonesia operates a large copper and gold mining operation near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. This is a remote location with its own set of unique operational characteristics. The mining and concentrating operations typically produce a concentrate containing 2500 tpd of copper and 6000 oz of gold per day from the combined mining of a 45 000 tpd (ore) block cave operation (DOZ Mine) and a 190 000 tpd (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open Pit mine will be exhausted in 2015 at which time FreeportÆs operations will entirely underground mining methods. The Common Infrastructure Project (CIP) incorporates the elements required for the shift to underground mining at a production rate approaching 200 000 tpd. The AB Adit portion of the CIP will provide deep level access to the Grasberg Block Cave (below the Open Pit), Kucing Liar, Big Gossan, and the Mill Level Zone orebodies. Commencement of the project was September 2003. The Grasberg Block Cave is planned to start production in 2014. This paper provides details on the project scope, innovative contractual framework, advancement of mining methods throughout the life of the operation, equipment selection, manpower selection, training, geological, and socio-political conditions related to the project.

Structural analyses of oriented bore core sections from the West Wallsend No.2 Colliery Holding together with investigations in adjac- ent collieries and on the surface delineated structural phenomena. The rocks examined are anisotropic due to strongly developed bedding planes and the presence of penetrative joint planes. Joints, in this context, are regarded as mechanical discontinuities, they are genetically identif- ied wherever possible and their spatial attit- udes are determined and geometrically related to the regional structure. Identifiable anisotropies in the roof- and floor-strata of the Borehole Seam render favour- able mining directions for longwall and bord and pillar layouts.

This paper attempts to highlight some of the problems encountered in the economic exploitation of the deeper coal seams by opencast mining methods. The major cost elements of three methods of overburden removal are examined in relation to the overall cost of winning coal from deeper-lying coal seams. The three overburden removal methods examined are dragline stripping and two systems combining dragline stripping with shovels and trucks at varying depths of overburden. A dragline is, undoubtedly, the most cost effective system of overburden removal for depths of up to 30 metres but it is suggested that, when dealing with incremental overburden depths in excess of 30 metres, engineers should consider carefully the possibility of using a shovel and truck operation, or other system, to augment the use of a dragline.

"Based on solid simulation material research, the simulation conditions for methane and coal solid-gas coupling were obtained using solid-fluid coupling theory. Using sand as the aggregate and paraffin and oil as the cementing agents, a material suitable for solid-gas coupling simulation was developed. A permeability testing instrument was also developed, and the compressive strength, brittleness parameters and seepage velocity of material were tested with different aggregates. The results showed that as the paraffin content increased, the compressive strength of the material increased but the permeability decreased. The oil removed the drawback of intensely changing material compressive strength. By setting a different ratio of aggregate to cementing agent, it can simulate rocks with different strengths and permeability. Applying the material to a mining simulation experiment revealed a relationship between methane seepage velocity and overlying strata movement. By extracting pressure relief gas from Shanxi Tianchi coalmine drainage, the authors found that the mining fissure zone was a storage area of pressure relief gas, and a gas drainage system can be placed to achieve good results. The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.

A production information management system (PIMS) was recently implemented at Queensland NickelÆs Yabulu Refinery. Although a strong business case was developed to justify the significant investment in PIMS some potential beneficiaries remained sceptical of the anticipated benefits. The decision to install PIMS was justified as the on-line availability of continuous production data enabled the optimisation of some crucial operations resulting in significant cost savings, improved throughput and final product quality. Furthermore the rapid access to extended historical data has allowed the cause of repeated failure of equipment to be determined. The investment is expected to pay for itself within two years and has already contributed towards significant savings. This paper focuses on some of the diverse production improvements gained and compares the anticipated benefits in the business case to those achieved. A brief outline of the phased implementation of the OSIsoft PI data historian and complementary client software at Yabulu is included, along with details of the lessons learned.

Bauxite was discovered in the Kimberley in 1965 by an Amax field crew. Reserves of 230 million tons, of bauxite. averaging 47% total alumina on Mitchell Plateau and 980 million tons averaging 36% total alumina on Cape Bougainville have been indicated by the results of drilling and bulk sampling. Laterite which contains the bauxite deposits caps basalt and interbedded sandstone and siltstone of the Carson Volcanics formation. Bauxite on Mitchell Plateau is 3.2 metres thick on average and is underlain successively by nodular ironstone, clay and basalt. The major components of the bauxite are gibbsite,boehmite, hematite and goethite containing some alumina, anatase and clay minerals. Quartz and vanadium oxide are minor constituents. Boehmite and hematite are concentrated near the surface, whereas gibbsite and goethite predominate at depth. The bauxite profile consists of ferru- ginous, pisolitic and gibbsitic zones with increasing depth. Cape Bougainville bauxite is 8.6 metres thick on average and of tubular structure; its mineralogy is relatively uniform..

Gas dynamic phenomena, particularly instantaneous outbursts of coal and gas are problems experienced in gassy, highly stressed coal, both usually the result of depth. Diff- erent mining geometries present different opportunities for seam gas to escape, starting from the virgin condition unaffected by mining and ending with the mining of the coal. The mining of the coal varies from entering a virgin seam cross-measure, heading out into virgin seam, advancing longwall faces into virgin seam and extracting developed blocks from large longwall retreating blocks to small pillars. Each method has its particular gass- iness patterns and particular stress patterns, both changing to some extent with time, and changing as mining progresses. Geological structural anomalies are the cause of gas and stress anomalies, causing in turn greater gas and stress manifestations. Pre-drainage of gas from the working seam not only degasifies the coal but causes it to shrink and so may affect stress as well as gas patterns. Unfortunately prior degasification is not all benefit, and there are some d13- advantages to its use. Also although it is possible to degasify places ahead, gassiness will return if drainage holes are shut down or sealed up and other deleterious aspects may be induced. Research should continue into the problem of instantaneous outbursts of coal and Gas.

NQ Minerals PLC, through Hellyer Gold Mines Pty Ltd, plans to reprocess the contents of the Hellyer tailings dam to produce lead/silver concentrate, zinc concentrate and pyrite concentrate (containing Au and Ag). This paper discusses the project development, mineralogy, metallurgy and chemistry of processing Hellyer tailings and the associated environmental benefits. The Hellyer and Fossey orebodies were volcanic hosted polymetallic massive sulphide deposits located within the Mount Read volcanic arc of western Tasmania. Mineralisation was hosted in massive sulphide (pyrite) and comprised predominantly of sphalerite, with lesser galena, chalcopyrite and arsenopyrite. The Hellyer orebody was mineralogically complex (fine grained) and was treated through differential flotation with initially modest recoveries. Fossey ore processing characteristics were similar to those of Que River ore and simpler than Hellyer but treatment still resulted in significant grades in flotation tailings. "Approximately 32 per cent of the worldÆs total gold production has come from greenstone belts (Frimmel, 2008). In these regions numerous small to large, quartz vein-associated gold deposits are hosted in metamorphic rocks ranging from lower greenschist to granulite facies. Historical exploration has focused its efforts on rocks of greenschist to lower amphibolite facies because these seem to contain the most deposits. Consequently, these regions are now reaching mature brownfield status, particularly in developed nations, and finding new deposits is becoming progressively more difficult. In comparison, regions of similar tectonic setting, but instead containing high-grade metamorphic rocks of mid-amphibolite to granulite facies, have received little attention because the first explorers found fewer deposits there.However, these regions certainly do contain some very significant gold deposits such as Hemlo in Canada (~684 t Au), Renco in Zimbabwe (~31 t Au mined since 1980), the very profitable Challenger deposit in South Australia (~36 t Au; recovered + reserve + resource), and the most recently discovered Tropicana deposit in Western Australia (~182 t Au; reserve + resource). High-grade metamorphic terrains therefore offer explorationists an excellent opportunity to move onto relatively green fields within developed nations, which carry less risk associated with development. However, explorationists have comparatively little knowledge of the geological controls on gold distribution in high-grade terranes because: industry experience lies in traditional lode-style gold deposits these gold deposits are geologically more complex there has simply been minimal research conducted on these deposits as a holistic group.Furthermore, research conducted in the last five years has shown us that the previous widely accepted model for gold genesis in these terranes, the crustal continuum model, is incorrect. Here, I discuss features from several gold deposits hosted in high-grade metamorphic rocks and use these to define two categories for explorationists to consider: deposits that formed prior to peak metamorphism (metamorphosed gold deposits) deposits that formed well after peak metamorphism (post-metamorphic gold deposits). Nuggety gold-quartz reefs are characterised by localised, high-grades and in many cases coarse free-gold. Geometrical and grade complexities are often observed. The high-grade regions are generally erratic and have a low continuity; though may make the deposit economic. Viable grades are generally contained within discrete oreshoots, which are surrounded by barren/low-grade material. Drilling is an effective measure of geological continuity, however grade distribution can only be reliably obtained from underground development and bulk sampling. In general terms, only an inferred resource is likely to be estimated from surface drill data alone. Underground development, further drilling and probably bulk sampling will be required to delineate inferred and indicated resources. Closely spaced development with bulk sampling is likely to be the best way to determine a probable reserve. The resource evaluation process must driven by a clear geological model that should attempt to understand the controls to reef geometry and grade distribution. Geological interpretation has traditionally been undertaken in two-dimensions, though computer software is now being used to produce three-dimensional models. Grade interpolation has generally been undertaken using classical methods, typically weighted averages, zone of influence weighting and polygonal/sectional blocks. Tonnages can generally be calculated from diamond drill and development information with a reasonable degree of confidence. Grade is much more difficult to define with confidence because of its highly erratic and discontinuous nature. To account for variability it is recommended that a best estimate be reported within a grade range, as this more accurately reflects the uncertainties involved. Reporting should be undertaken within the framework of the JORC code, but should involve special consideration of grade reliability.

The establishment of the Imperial Smelting Furnace at Sulphide Coporation Pty. Limited for the smelting of zinc and lead made it necessary to design and install sintering capacity to produce approximately 500 t.p.d. of zinc-lead sinter. The updraught sintering process installed is a recent development and the plant was designed with adequate flexibility and equipment to enable operating staff to investigate the process and achieve maximum production under optimum operating conditions.Sulphur dioxide gases from the sinter machine are passed to a contact acid plant for the manufacture of sulphuric acid.

Recovery of gold by smelting zinc dust concentrate has been carried on at Lake View and Star, Ltd., since July, 1930, when the Merrill-Crowe precipitation plant was first put into operation.Part I describes the development of current gold-room practice, commencing with the clean-up of the MerrillCrowe plant, a procedure that has not materially changed since its inception, and then shows how modifications to straight roasting and smelting became necessary, following a gradual increase in the copper content of the ore treated by the mill.Present smelting practice converts most of the copper into a mixed copper-lead matte, thE sulphur being supplied by the addition of flotation concentrates containing about 35% sulphur as pyrite. The process yields gold bullion of a sufficiently high grade to send to the Royal Mint, but until 1943, suffered from the disadvantage of giving matte and slag by-products high in gold and silver, that were not recovered directly but had to be sent to a smelter.Part Il gives details, of experimental work cnrried out since 1943 which led .to a process for the satisfactory and economic recovery of not only the gold and silver, but also the copper from these, hitherto, troublesome by-products. Nevertheless, incidence of matte in a smelt has always been considered undesirable, and it is hoped that eventually it will be obviated by removing most of the copper from the zinc slime before smelting.Part III indicates the methods by which this might be achieved, and outlines the experimental work that has been done up to the present.

In 2005, Dyno Nobel Canada Inc, DynoConsult and CANMET-MMSL used their pool of expertise in blasting, ground control, open pit and underground mining, mineral processing, information technology and applied mineralogy to launch a research project aimed at evaluating the role of electronic detonators in the development of a sustainable energy-efficient rock reduction process. The overall objectives were to improve health and safety in a mining environment and reduce energy consumption and greenhouse gas (GHG) production in the Canadian mining industry. The study was conducted in a quarry located in Nova Scotia, Canada, with the objective of taking advantage of the higher accuracy and flexibility of electronic detonators towards improving blast efficiency and measuring its impact on productivity in a quarry environment and energy savings. Optimising the blast sequence was the first aspect to be considered before starting to look at designing bigger blasts and achieving productivity improvements, without creating additional environmental concerns, as the quarryÆs location was representing a challenge in itself in the surrounding community. The use of high-speed cameras (500 fps) was an improved means of analysing blast dynamics during the firing sequence. Seismic monitoring and linear superposition techniques were also applied to validate the sequences to be tested in all three specific geological areas. The combination of field measurements allowed to identify the optimal blasting sequences that would then be delivered accurately with the electronic initiation systems. The data from 12 blasts (six with electronic detonators and six with pyrotechnic detonators) carried out in three different geological formations (soft, medium and hard rock) showed that the electronic blasting technology could increase rock fragmentation by 15 to 20 per cent. A more uniform distribution of rock fragment size was also obtained. Blast improvements on downstream processes resulted in a five per cent productivity increase in rock excavation and transportation, a ten per cent energy reduction in primary crushing and a 15 per cent increase in the primary crusher throughput. A prototype soft-sensor based on primary crusher data (eg energy consumption, throughput, feed and product size distribution) and a simplified computer process model were developed for online measurement of a rock operating work index. Furthermore, rock samples were collected and specimens were prepared in order to determine the tensile and compressive strength of the rock materials, evaluate the aggregate crushing work index and examine the development of micro and macro-fractures under binocular and scanning electron microscopy (SEM). Blast-induced rock damage was evaluated at the end of the laboratory testing program. A reduction in rock hardness by about 30 per cent was observed after blasting. However, the impact of the blasting method (eg using electronic versus pyrotechnic detonators) on the induced rock damage was either absent or not perceptible within the measurement technique accuracy and the number of samples analysed.
