The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

In this address I look back over the past 40 years of mineral exploration in New Zealand û essentially the period since the Second World War (ie since 1945). It was the period of my personal involvement, and indeed of the personal involvement of a number of you. Luckily it was aperiod of great interest and activity. In the previous 50 years, virtually nothing had happened, and it is kindest to draw a veil over that period. In the very important earlier 40 years (1855 - 1895) the New Zealand gold rush occurred. That must have been a fascinating, rewarding period, which has been thoroughly documented by better historians than myself. I will simply comment firstly that its mineral explorers (gold-prospectors) were very successful indeed, and found most localities of the minerals they sought, in spite of using very different methods from ours of today. Secondly, they were preceeded by one of Maori exploration, which searched for a much restricted list of minerals, but succeeded in finding virtually every locality we know of today. The explorers of both of these early periods were obviously highly successful, but, in the time available, I must restrict myself to the period since 1945. I am currently editing the effective up-dating of Gordon WilliamsÆ 'Economic Geology of New Zealand' (1974). It covers the last 12 years or so. Many of you are contributing to that volume û both as authors and as referees û and I would like to take this opportunity of thanking you all. Although this new volume excludes the energy field, many of us have been involved in it, and I am therefore including energy minerals in this review, as Williams did in 1974.

The chief source of metallic iron for steelmaking in India, even today, as it is in most part of the world, is through blast furnace (BF) route. This will continue to be so in the foreseeable future as the technology is most efficient, both process and economy-wise. However, as the world is moving into the next millennium, a critical look is being given to the process primarily because of its non-ecofriendliness (as a result of extensive use of metallurgical coal/coke requiring elaborate pollution control facilities) and huge investment involved for supporting facilities like extensive raw material preparation and handling, agglomeration, adoption of sophisticated instrumentation and control system, etc.

The design of the settling pond for the Malvern Hills opencast coal project was based on a primary requirement to control runoff and sediment generated from the immediate 6 ha mine catchment, which included two seepages from old underground workings. The pond has been particularly effective in controlling turbidity in the outflow water, with the consent limit of 50 NTU being met on all but one occasion and normal levels of discharge less than 10 NTU. Water quality testing carried out at the time of consenting indicated that there were no acid-generation issues with the proposed mine site in dominant mudstone strata of the Broken River Formation, and that water from the old mine workings was near-neutral in terms of pH and well-buffered. However, it became apparent over the very dry summer of 2003 - 2004 that slaking of the exposed mudrocks in the mine batters was resulting in significant acidity generation, and outflow pH levels were well below the consent limit of 6.5 during and following periods of rainfall. Although these acidity problems have been remediated in the short-term by the use of lime products, it is clear that a programme of lithotype characterisation for AMD should have been undertaken and this has now been implemented. Design of long-term acid drainage control measures is being carried out, and will probably be based around the use of hydrated lime for pH control with enhancement of natural wetlands.

According to the data provided by the most recent European Survey on Working Conditions, roughly 25 per cent of the European working population is exposed to mechanical vibrations for no less than one quarter of the work shift duration, while around ten per cent are exposed for the entire work shift. The occupational exposure to whole-body vibration (WBV), in particular, represents a major health risk in mining, quarrying and civil excavation activities. In accordance with European Directive 2002/44/EC, the latest version of the Italian law on physical risks has recently confirmed the possibility of using relevant literature data on vibration magnitude in order to evaluate personal occupational exposure (vibration database or data provided by the manufacturer). Still the alternative option, based on field measurements, represents the most appropriated method of risk assessment, as it accounts for the actual operating condition at the workplace; actual operator and vehicle under investigation and specific working cycle. The article discusses the vibration measurements taken on a number of heavy machinery (excavators, loaders, trucks, dumpers, etc) employed for talc extraction in a mine located in Sardinia and the resulting personal exposure for the drivers. The assessment was carried out in accordance with the specifications of ISO 2631-1 and EN 14253.

SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia. As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary. The works are situated at Port Kembla (New South Wales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. This will mean: a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operation...

Equipment selection was made after extensive investigation and visits to existing facilities throughout the world.The equipment selected is described and compared with the alternatives. Foundations were designed to minimise clean up effort and to ensure stabilily of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

The removal of rock blockages in mining operations has long been a risky undertaking, especially in high overhead conditions. Moreover, the assessment of where to put charges and the placement of them has been difficult due to the lack of visibility and safe access to the area. Traditionally, wedging long poles with explosives on them to keep the operator at a relatively safe distance has been the tried and true method of attempting to remove the blockages. Unfortunately, this is not a perfect system as it usually takes several attempts to remove the blockage. Each successive attempt results in even more dangerous conditions for workers and/or damage to the mine due to the successively larger amounts of explosives used until the hang-up finally comes down.Over the years, different ideas have been proposed to improve this process and reduce the inherent safety risks. Some of the technologies that have been trialled include projectiles fired at the hang-up; large, cumbersome arms; and massive amounts of explosives, each of which come with their own inherent safety risks that result in dangerous situations for miners and the mine.After gaining a thorough understanding of the process, Penguin Automated Systems Inc has developed a robotic system that is capable of working in a rock blockage safely. The idea combines the latest in telerobotics technology with 3D scanning and underground geospatial positioning. The hang-up removal is performed by scanning the inside of the hang-up to rapidly develop a geospatially placed 3D model for the operator to use. The 3D model is detailed enough that the operator can attempt to pick the ‘keystone’. A blasting engineer or the operator can then determine the exact position where the explosive charge should be placed in the 3D model and thus at the actual hang-up. The operator, controlling the robotic arm, uses the 3D virtual reality model of the robot system and the actual drawpoint information model to display the location information, the arm can then reach into the hang-up to position the charge using the kinematic model of the robot system. The 3D model is used to provide views inside the hang-up so that the operator can move the arm safely and precisely. This process allows the operator to place the charge (using the 3D representation of the drawpoint) from a long distance away. As the process continues, the end of the arm drills the rock and precisely loads the explosives. The robot then returns the blasting cable to the command station, which is located in a truck at a safe distance from the blockage.This paper will review the development of the system and present the results to date.CITATION:Baiden, G, 2016. The recent paper by Dr. Edwards upon the copper deposits of Australia furnishes a perspective upon that portion of the Commonwealth's mineral deposits which is the more welcome because it has been long overdue. The paper yields in compressed form and in handy arrangement for reference the more relevant data to end of 1938 for all of Australia's important copper deposits 'past"and. present, and for many of the lesser ones. The information supplied 'obviously' has 15een collected' painstakingly and compiled with discrimination.Such published surveys of a national character have been far too few.The Mineral Resources Survey branch of the Department of Supply and Shipping at Canberra has been engaged for several years upon comprehensive compilations of data concerning each of the more important minerals used in industry. Presumably the results will be published after the war. The group will constitute an impressive and valuable series.As yet the work has not been completed, and, for security reasons, much of that which has been finalized is not publicly available. This makes the paper by Dr. Edwards the more timely.In the compilation of data by those not acquainted at first hand with many of the districts involved it is inevitable that, from reading of the literature alone, certain misconceptions will arise relationships become confused; and some of the more recently acquired information unavoidably fail to be taken into account. One need only compare his own impressions of a district, gained from reading the published literature prior to inspection, with the impressions later arrived at following a visit, to realize the difficulties in appraising the various features,in their proper relationships.On the whole, Dr. Edwards has, kept such misinterpretations at a minimum, which is a tribute to the care he must have exercised in analysing the vast fund of data perused. A few errors of statement, mainly concerning, Queensland deposits, have been noted. The production of metallic titanium and titanium-rich alloys in forms useful to the engineer involves the use of certain techniques not usually necessary in fabricating the commoner metals and alloys. However, not all stages in the handling and shaping of titanium-base materials require the application of unfamiliar methods. It is the purpose of this paper to indicate where the well-known techniques are applicable as well as to outline the unusual operations which are necessitated by certain chemical characteristics of titanium.In brief, the characteristics just mentioned are manifestations of the very great reactivity of titanium, especially at elevated temperatures. Liquid titanium burns vigorously when brought into contact with air. It also reacts with practically all refractories, causing damage to the latter as well as undesirable contamination of the metal. Even solid titanium undergoes serious superficial contamination when heated above 800°C. in air for more than a few minutes. In addition to an oxide skin being formed, oxygen enters into solid solution in the surface of the metal causing the latter to become hardened and eventually embrittled.Up to date, titanium has been made only on a pilot plant scale by methods which produce a spongy or powdered product. Refractory problems have prevented the development of chemical reduction methods for making titanium in the form of a liquid pool from which ingots of useful size could be cast. An extensive series of tests was carried out on a ball mill-rake classifier circuit in the New Broken Hill Consolidated Ltd. concentrator. The data were used to develop a mathematical model of the operation of a rake classifier and this model has been used in the simulation of the performance of a ball mill-rake classifier circuit on a digital computer. As a result of this simulation it has been possible to develop a technique for the optimization and control of a circuit which includes these units.

During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Microaerobic biodegradation oflow-grade manganese dioxide slurry tailings was demonstrated in enrichment cultures treated with dilute molasses at 30°C and pH 5·8. Supplementary nitrogenous nutrients, yeast extract addition and pH adjustment were not required.Continuously stirred, air-limited reactors were superior to still intermittently agitated cultures, in that, at 5 per cent (w/v) MnOz tailings and 5 per cent (w/v) molasses, the yield of 0.12 g Mn++/g molasses, the rate ofleaching of 1·06 g Mn++/l/d and a recovery of Mn++ of 58 percent from MnOz were 2·8 times, 1·7 times and 1·9 times greater, respectively. The best compromise in yield (0·45 g Mn++/g molasses) and rate ofdissolution (0·73 gMn++/l/d) was at 1 per cent (w/v) molasses in a stirred reactor.Where leaching organisms were separated from sterile ore by a bacteria impermeable membrane leaching was shown to be some 20 per cent due to diffusible metabolites and 80 per cent due to a direct contact between the bacteria and the ore particle's surfaces.

The contiguous Kotre Basantpur and Pachmo (KBP) coal blocks in the Hazaribagh District of Jharkhand State in east India are being developed by Tata Steel Limited (Tata Steel) to supply coking coal to a new steel mill at Kalinganagar in Orissa.The planning challenges are many. The multiple coal seams range in thickness up to 6 m and extend to nearly 500 m depth, with dips up to 25¦ and highly variable quality. Several normal faults with throws up to 150 m intersect the deposit. There is little room for waste dumping on the lease, several large nalas (seasonal creeks) cross the blocks, and the KBP leases are not contiguous with Tata Steel's existing mining operations at West Bokaro. Geotechnical conditions, while not well defined at this stage, are largely unfavourable. There are several villages on the blocks, and extensive paddy fields. In 2009, Adelaide Mining Consultants Pty Ltd (AMC) completed a Detailed Project Report (DPR) for a production level of 8 Mt/a. A terrace mining system was proposed using 28 m3 hydraulic excavators and 185 t trucks working horizontal up-dip slices. Subsequently the viability of in-pit crushing and conveying was assessed, but the full results were not available for this paper.It is planned to extract a total of 147 Mt of raw coal at a strip ratio of 5.2 bank cubic metres per tonne (bcm/t). The planned maximum pit depth is over 300 m.The project includes a washery, a 2 + 25 MW fluidised bed power station to utilise all the coarse washery rejects, and a railway spur line to carry the washed coal to the railhead some 7 km distant.

The Coal Mining Engineering Branch of the New South Wales (NSW) Department of Mineral Resources, in its continuing effort to improve coal recovery from underground coal mining operations, has undertaken a study of the mechanics of sub-surface deformation caused by caving of the extracted area behind retreating longwall faces. The strata movement was monitored by a multi-wire borehole instrumentation system consisting of mechanical anchors installed at different horizons in a borehole extending from the surface to the coal seam. The mechanical anchors were connected to the suspended weights on the surface by stainless steel multi-strand wires. The movement of these weights was monitored as the longwall face approached and retreated past the borehole. The anchors started subsiding as soon as the face retreated past the borehole and continued to subside until the subsidence levelled off when the face retreated 900 m past the borehole. The zone of major caving and bed separation extended to roughly 10 to 13 times the extracted seam thickness and high tensile strains developed inthis zone. The bulking factor of broken strata was less than 1.14 which indicated that the roof layers collapsed in big blocks. The goaf compaction was almost complete when the face retreat was 200 m. Low tensile strains prevailed in the strata overlying the zone of caving and bed separation.

The following observations on the mineral composition of the lead-zinc ores at Captain's Flat, New South Wales, are based upon the examination of a collection of specimens made during a brief visit to the mine in January, 1942, in conjunction with earlier studies of specimens and mill products, which have 'been the subject of various Mineragraphic Reports, Captain's Flat is about 35 miles south of Canberra, and is connected with the main line from Goulburn to Bombala by a branch line to Bungendore, 23 miles away from the mine.The geology of the mine has been described by Kenny and Mulholland2 and by Harper.3 The country consists of Silurian sediments, which have been invaded by a composite sill of quartz-felspar-porphyry. Both sediments and sill have been folded gently, the axial lines of the folds trending north and south. In the vicinity of the orebodies the folds are steeper, and thru,st faults are associated with the anticlines. The intense compression and shearing that accompanied the faulting has converted the adjacent porphyry to schist. The Captain's Flat orebodies occur along such a zone of shearing and faulting, on the eastern limb of a steep, north-pitching anticline. At their southern end the orebodies are enclosed in the slates underlying the porphyry, but the northerly pitch of the fold carries the slate to greater depth in the northern part of the mine, where the orebody lies beween schistose porphyry on the hanging wall and massive porphyry in the footwall.THE OREBODIESThe orebodies occur along a N.-S. strike length of 4,200 ft., and from the point of view of mining, fall into three sections: the Elliot's Section to the north, the Central Section, and the Keating's Section to the south. The Keating's Section is separated from the Central Section by 500-600 ft. of mineralised ground of so low a grade as' to be called barren, and is offset about 125 ft. to the 'east of the Central body by an oblique fault striking N.300E. Froth flotation of iron ores is one of the most widely used methods to upgrade iron ore into high-grade concentrates. In recent years, reverse cationic flotation of iron ores has been specifically the subject of several studies. Since quartz is the most common gangue mineral in iron ores, understanding the behaviour of this mineral was the main target of the majority of such studies. However, with the depletion of mineral deposits considered rich and easy to process, it has become more common to find iron ores with complex gangue minerals, which are composed not only of quartz but by a variety of silicates. The mineralogical composition of the ore is an important factor for determining reagents and mineral processing parameters. The mineralogical suite of an ore also presents a paramount role for operational optimisation of any given flotation process. Some studies were performed with different types of amphiboles and other Fe-bearing silicates, for example, but the influence of the mineralogical nature of these silicates in reverse cationic flotation has not been fully explored and will be discussed here. Changes in the traditionally used reagent scheme for reverse cationic flotation, generally including alkaline pH values, polysaccharides as depressant (mainly starches) and primary ether amines and diamines, are expected when dealing with iron ores with complex silicate gangue composition.CITATION:Veloso de Melo, C H, Correa de Araujo, A and Filippov, L O, 2017. Situated in the Greymouth Coalfield, the Mt Davy Block contains a significant resource of high quality bituminous coal suitable for use in metallurgical coking coal blends. The coal, which is all low sulphur, is seen as a complementary deposit to export coking coal at Stockton Mine.   Previous drilling by State Coal Mines (1948 - 1953) and Japanese interests (1970's) have been supplemented by Coal New Zealand drilling (1992 - 1993) and surface mapping. A mining feasibility study was completed in late 1993 and approval gained for the driveage of an exploratory tunnel to the target seam.   Following construction of surface facilities, tunnel driveage on a 1:5 decline commenced from Rewanui in May 1995 and to date about half the required length has been driven. When the seam is intersected a comprehensive geotechnical testing programme will be undertaken to assess the in-situ mining conditions. It is expected that the results will confirm the assumptions made in the feasibility study.   The Mt Davy Mine, at depths of 500 - 700 metres, will be the deepest underground coal mine ever inNew Zealand and in-situ stresses (orientation and magnitude) will be important considerations for mining engineering. The coal has a high gas content and suitable techniques for gas control and prevention/mitigation of coal outbursts will be necessary.   Mine development is scheduled to commence in mid 1998 and an annual production level of 500 000 tonnes is forecast. The coal seams will be developed by continuous miner and coal extraction will be by hydraulic monitor. Coal will be pumped to the surface and from Rewanui transported five kilometres to Dunollie either by truck or slurry pipeline. At Dunollie a coal dewatering plant, coal stockpile and rail loadout will be constructed.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion.
