One session of the annual meeting of the American Society of Civil Engineers-the first since this society became a Founder society with representation on the Board of the United Engineering Society-was held on Jan. 17, 1917, in the Engineering Societies' Building. Mr. Charles F. Rand, Past-President of this Institute, and President of the United Engineering Society, welcomed the new Founder society in the following words: "As one who has looked forward very earnestly to this clay, and who has made a modest effort in favor of the new arrangements, it is a peculiar satisfaction to be the representative of the Trustees of the United Engineering Society and to welcome you on the occasion of your first meeting in this building in which you now own' a quarter interest. "'As this is your annual meeting, I cannot take your time for extended remarks, yet it seems proper that I should call attention to a few facts respecting the United Engineering Society, with which you are now identified. "The United Engineering Society exists for the purpose of holding the legal title to certain of the property of the societies of Civil, Mining, Mechanical and Electrical Engineers and to act for them in certain matters. "The value of its property, including real estate, the Library and the Reserve and Endowment funds, exceeds two million dollars, all free and clear. "The total membership of the four Founder societies is 29,000 and the membership of associate societies is 23,000, making a grand total of 52,000 engineers who now have headquarters in this building.

Notwithstanding the rapidly increasing use of copper, due to the extension of its applications within the last few years, the fact of its continued steady decline in price stands prominently forward. Nor have we far to look for the cause. The opening up of the vast copper-deposits of our Western States and territories is the metallurgical event of the last five years. We must not forget, in looking at the new field, the changed conditions under which the metallurgist must work, as compared with the previous history of copper-smelting. Until quite recently, the copper-plants of the country were few in number; and the concentration of industry implied in this circumstance, allowed many practices which must be considered as inapplicable to the conditions offered at the many mines which have of late become such important factors in our copper-production. Thus the old style of smelting the ore for matte in brick furnaces, involving great expense and time in their construction, while deservedly losing repute even in its old strongholds, in comparison with water-jacketed smelters, is still in some cases adhered to. But to put up such furnaces at Western mines would be out of the question. The large and continual need of brick for relining and repairs acts as an effectual bar, when such furnaces come into competition with the light, portable, and easily managed water-jacketed smelters of improved types. It is owing to the present unusual activity, manifested in the opening up of new copper-properties and the erection of plants for working them, that any improvement in furnace-construction is of especial interest and importance. (written discussion ? ).-The only practical method of testing mine air for gas, until recent years, was by the effect of the gas on the flame of the ordinary Davey Lamp, and it is quite surprising how nearly the correct percentage of gas can be deter-mined by many men by observing the behavior of the safety-lamp flame in the different mixtures. Mine foremen frequently guess the percentage of gas to within 0.1 per cent., making certain allowances to cover the dust-laden atmosphere, in which the test was made. It is not meant by this that anthracite dust is explosive, but that its properties increase the length of a fuel cap on an ordinary oil-burning lamp, which, as Prof. -Young contends, increases in height with the proportion of gas and in-creased temperature. Naphtha or benzine-burning lamps have a hotter flame, and, there-fore, are more sensitive so that a smaller percentage of gas can be detected. Some of the fire bosses in this region some years ago preferred the Koehler lamp, while others did not care to use it in their morning examinations. In 1911, when the experimental mine of the Bureau of Mines at Bruce-ton, Pa., was being prepared to be exploded, a large number of mining men went through it to examine the entries, which were lighted by electricity. While so doing, they saw in the face-return-airway a Koehler or Wolfe lamp, that seemed to he burning with difficulty. An investigation showed that the lamp had been filled to overflowing with naphtha and was generating this surplus gas. This shows how easily we can be

The National Mine Health and Safety Academy near Beckley, W. Va., is dedicated to reducing accidents and improving health conditions in the mining industry through education and training. Though this basic mission remains unchanged, the Academy now serves a much broader mining community than it did when established in the late 1960s. From its original emphasis on training federal coal, metal, and nonmetal mine safety inspectors, the Academy has expanded its programs to reach mining industry and labor representatives, state agency employees, and university students taking mining-related courses. The Academy's resident programs, short courses, seminars, and continuing education courses cover a wide range of subjects and various experience levels, but all have been developed with one idea in mind - to reduce accidents and health hazards through education and training of the widest possible audience.

F. W. SPERR, Houghton, Mich.-Why does 10 to 20 per cent. of the ore formation have to he lost? It is not clear to me why it should not all be taken out, from the conditions as I saw them underground this afternoon. H. I. YOUNG.-The grade of our ore is so low that we cannot stand the expense of timbering to support the roof, which, in a sheet-ground mine, would be from 25 to 50 per cent. of our total mining cost at present. After the orebody is mined out, we can often recover 10 to 20 per cent. of the material that is left. F. W. SPERR.-I think it should be a very simple mining engineering problem to mine all of that mineral without the use of a stick of timber. Similar work has been done in the mines of Grand Rapids Plaster Co. The usual operation in deposits of this kind is to open up and excavate as far as the roof will stand; when it caves, start in and dig somewhere else. But in the case I referred to they learned that by working the ground more systematically and leaving in a sufficient amount of pillar, they could later draw those pillars and get them all, and avoid uncon¬trolled breakages which would be likely to occur if they tried to hold up the overburden permanently. From the point of view of safety and also from the financial point of view, I contend that it is better to keep the caving under control and make it do what you want it to do, rather than to take out what you can conveniently for the time being and after a while be compelled to let the overburden do what it pleases.

THIS paper is presented with the idea of discussing only the basic open-hearth charge. The importance of the charging operation in producing steel is more clearly understood by dividing the principal components into four groups and discussing each separately, thereby becoming acquainted with what constitutes a charge. The significance of these components in the charge itself will then be taken up. Classification of the charge components is as follows: steel scrap; pig iron ; limestone ; refractories and coke. Steel Scarp The first component, steel scrap, according to size, analysis and cleanliness, may be classified as heavy, medium and light. Heavy melting scrap includes crop ends such as are produced in blooming ingots or the heavy crops from bar mills abovely in. in diameter; railroad scrap, which comprises rails, side-plates, car-frames, draw- bars, etc.; and such automobile forgings as axles, crank- shafts, gears, etc. This class of scrap should give a four-box charging-car (box dimension 24 by 18 by 72 in.) an average load of 10,000 to 20,000 lb.

THE properties required of gold alloys for jewelry are not well standardized, due in part to problems peculiar to certain branches of the jewelry industry, in part to the individual preference of the fabricator and to his willingness to cope with certain difficulties in manufacture, which arise with the use of certain alloys. GENERAL REQUIREMENTS In general, the properties desired may be classed as follows: 1. Color should conform to the dictates of good taste and smart style. 2. Corrosion resistance and tarnish resistance should be good. This is to a considerable extent determined by the carat. Resistance to such corrosive agents as mercuric chloride as well as certain depilatories is unreasonable to expect and difficult to meet. 3. Strength and hardness must be adequate to maintain the delicate contours of finely modeled jewelry. 4. Wear resistance must be great enough to resist abnormal wear, such as is encountered by a wedding ring in a lifetime of wear. 5. Ductility must be sufficient to permit the fabrication of drawn shells, tubes and difficult shapes. Material having a yield point of not less than 60,000 lb. per sq. in., an ultimate strength of 100,000 lb. per sq. in., and an elongation of 40 per cent. is desirable. 6. Melting point should be between 800° and 1200° C.

By 1950 or soon thereafter facilities will be available in foreign countries for the production, transportation, and refining of about 4,305,000 bbl per day of crude oil—a volume not far short of current United States output. This is indicated by announced plans for foreign expansion, - some of the work being already under way. The projected potential production is about 1,500,000 bbl per day or 50 pct above the record-setting foreign production of 2,810,000 bbl daily in 1946. The scheduled new foreign facilities are equivalent to almost one third of the present facilities of the United States. Fears that so much additional foreign oil may flood world markets and disrupt the domestic industry of the United States are not justified. The projected foreign expansion apparently has been planned on a sound business basis, with careful consideration of the world's actual need for all the projected additional production. Materially increased world demand for petroleum promises to absorb the increased supplies without ill effect upon the domestic industry. Even by applying conservative estimates of both foreign and domestic demand, it is indicated that world requirements can absorb the projected larger foreign output and still permit continued increase in United States production. World demand would have to increase only 5.7 pct per year in the 1947 to 1950 period to absorb the prospective supply. Such an increase may be conservatively projected, in view of past and current trends. Introduction Recent announcements of plans for expanding petroleum facilities in the Middle East and Venezuela foreshadow an unusually sharp increase in foreign production in the immediate future. Therefore, the next few years will bring far-reaching changes in world petroleum affairs, with foreign petroleum production and other activities assuming much greater importance than formerly. Tabulation of figures on development already under way or planned indicates that in the next several years facilities will be available for producing, transporting and refining twice the prewar production of foreign fields and about 50 pct or nearly 1,500,000 bbl a day above their record-level output of 1946. To say that foreign fields may be producing such an enlarged quantity by 1950 is, of course, a statement of great significance to everyone connected .with the oil industry and especially to those of the American petroleum industry. A production of 1,500,000 bbl daily is equal to the combined yield of the states of Oklahoma, Kansas, Illinois, Louisiana, Arkansas, Mississippi and New Mexico. This means that within the next several years foreign petroleum facilities will undergo a new expansion equivalent to one third of the present facilities of the United States. To think of such an expansion in foreign production is to raise at this meeting the question of what this prospective foreign development means for the United States, the American petroleum industry in general, and the American engineer and technologist in particular. It is only logical to question whether or

A detailed description of the smelting and refining operations of the Amax-Homestake Lead Toller's smelter at Buick, Missouri. This is one of two completely new lead smelting and refining operations to go into operation in the United States in over forty years. Incorporated into the operation are the new methods and equipment which have been developed and lend themselves to the particular metallurgy of this plant. The text, as well as the statistical data presented, represent actual current practice after 22 months of operation, and although the metallurgy is considered to be relatively simple, several metallurgical problems unique to Missouri concentrates are discussed.

THE dislocation theory of plastic flow originated in 1928, when Prandtl1 suggested that the internal damping of metals of plastic origin might arise from the motion of a crystalline imperfection. Following this, Dehlinger2 employed a similar imperfection in a theory of recrystallization. The first detailed theoretical discussions were those of E. Orowan3 and G. I. Taylor4 in 1934. The resulting theory was gen- eralized by J. M. Burgers5 in 1939. Mott and Nabarro, in England, and Seitz and Read,6 in the United States, started an extensive examination of the atomic theory of dislocations in the period between 1939 and 1941. However, this development was arrested by the mar and was not taken up again until after 1945. Since 1946, the field has been the object of very intense activity, particularly in the United States and England. Dislocations are beautiful and intricate imperfections; they are sufficiently complicated to account for the great variety of phenomena encountered in the field of plastic flow. Above all, the dislocation concept enables us to understand how a metal or other plastic solid can deform inelastically under very small stresses at temperatures far below the melting point. THE telluride of gold and silver, the " Tellurgold-silver" of Hausmann, and " Petzite" of other mineralogists, has been found in so few localities, that a late discovery of the mineral in a new locality may not be uninteresting. So far this mineral has been found in Europe only in a few mines in Transylvania, and in Hungary ; and in the United States in the Stanislaus Mine, in Calaveras County, California, in the Golden Rule Mine, Tuolumne County, California, and in a mine in Montana, the precise locality of which I have forgotten. The new locality referred to is at the Red Cloud Mine, Gold Hill District, Boulder County, Colorado.

MOST metallurgists are well acquainted with the contributions already made to the study of metals by the use of X-rays. On the one hand, the radiographic method is constantly becoming of increasing importance as a nondestructive testing procedure, while on the other hand the techniques of X-ray diffraction have made important contributions to the fundamental knowledge in studies of phase diagrams, stress conditions, and so forth. A new, and as yet insufficiently appreciated, tool exists in the application of microradiography to alloy structures. This new procedure in many respects bears the same relation to microscopic investigations as does macroradiography to the gross inspection of metal surfaces. However, where macroradiography is used ordinarily to determine the soundness of the metal structure, this new method can be used not only to investigate micro-un- soundness but also to examine the distribution of the constituent elements within the body of the alloy. When combined with the normal procedures of microscopy, this offers a technique of great potential power. It is intended in this paper to present a few examples of copper-base alloys demonstrating the additional knowledge obtained from the microradiographic method. The detection of micro-unsoundness is demonstrated in Fig. I for a sample of cartridge brass as cast. The sample appeared quite sound when viewed under the microscope, but in reality was thickly populated with minute voids. This application of the method conforms in every way to conventional large-scale radiography and has been used to facilitate production of metal for vacuum devices.1 The true potentialities of the technique are revealed by comparison of Figs. 2a and 2b, which are respectively a- photomicrograph and a microradiograph of a cast alloy of 80 per cent Cu, 10 per cent Sn, 10 per cent Pb. The remarkable difference in appearance provides some concept of the additional information this method may yield when used as an auxiliary to microscopic studies. Fig. 2a shows two phases of the copper-tin system plus segregated lumps of lead. Fig. ab, on the other hand, shows with exceptional clarity the actual dendritic growth of the metal crystals during solidification. The practice of microradiography depends upon the laws of absorption of X-rays. This subject has been reviewed thoroughly in recent papers,1,2,3 but for clarity a brief resumé will be given here. As is well known, when a beam of X-rays is transmitted through a layer of homogeneous material, the intensity is reduced according to the relation:[ ]

INTEREST is currently being directed toward grain boundary morphologies in zinc in terms of grain boundary facetingl and grain boundary energies.' Some years ago the present author attempted to measure grain boundary energies in 99.999 pct purity Zn as a function of boundary angle, using the standard procedure of measuring equilibrium angles of the boundary traces at triple points. The interfacial free energy of the high angle grain boundary and of the stacking fault is assumed to be thermodynamically equivalent to the corresponding in-terfacial tensions. In terms of the true dihedral angles & between the intersecting interfaces, the equilibrium of interfacial tensions in the direction parallel to the stacking fault yields: ysF = -ygb(cos F1+ cos ±cosF2) Here, ysF is the stacking fault free energy and ygb is the grain boundary free energy, assumed equal on both sides of the intersection. Forces acting normal to the grain boundary, of the form ??gb/?F,l are assumed negligible as the grain boundary remains straight for a considerable distance on either side of the intersection. The micrograph of Fig. 1 may actually consist of several closely spaced stacking faults on the same slip plane. The actual point of intersection between the grain boundary and the first stacking fault, and the equilibrium configuration of the intersection, should not be affected by the presence of the other faults, as

The following procedure in estimating mineral oil when mixed with vegetable or animal oils, is the result of a long series of cxperiments based on the method suggested by Sir William Thompson and Mr. A. H. Allen, in a paper read before the Royal Society.* Four to five grams of the oil under examination are weighed out into a porcelain capsule of 75 C.C. capacity. Thirty C.C. of a 10 per cent. solution of potassium-hydrate in alcohol are added, and the capsule covered with a watch-glass is placed in a water-bath heated to about 93' C. The mixture of oil and alkali should be stirred frequently, and after three-quarters of an hour it is boiled with stirring. This will secure the complete saponification of all the vegetable or animal oil. After the boiling has been continued some time, and most of the alcohol is expelled and a thick scum of soap forms on the surface, a little bicarbonate of soda is added to convert the excess of caustic alkali into carbonate. When the contents of the capsule have become pasty an equal bulk of fine, clean sand is stirred in. This makes the soap granular, and facilitates the removal of the last traces of alcohol. The capsule is now heated for two hours more on the water-bath. After cooling, the contents of the capsule are transferred to a short-necked funnel, having a thin plug of asbestos, and washed with petroleum-ether, or some other light petroleum spirit. The ether dissolves out the mineral oil from the soap, and is best collected in a quarter-liter flask having a short neck. The ether can be applied conveniently and effectively by a small washbottle. Probability sizing, a fairly recent development in the field of particle separation, is now under investigation to determine its value to the mining industry. The method employed is probability sizing through a vibrating network of decreasing screen openings. While probability sizing is not new, the possibility of using it for coarse, highly abrasive ores at high tonnage rates has only recently appeared to merit practical consideration. The advantages of probability sizing vs. conventional screening methods are: (1) reduced space requirements for a high capacity unit, (2) fewer moving parts, (3) more versatile product sizing selection, (4) reduced maintenance requirements, and (5) lower power consumption. Screening is a necessary part of virtually every crushing circuit. At some stage in the process, particle separation becomes a controlling factor in the operation. The basic type of screen in use today is the vibrating unit, which usually employs a mechanical vibrator of one type or another to obtain sizing and material transportation across the screen surface. The vibrating screen has its limitations and inherent problems. Operators must live with: (1) high maintenance — worn rods, screen cloth, spacers, cross members, chutes, etc., (2) low capacity in relation to floor space requirements, (3) extreme noise levels, (4) high power consumption, and (5) structural problems in the screens and supporting steelwork. All plant operators have become tolerant of these drawbacks through the years, and little innovation has been developed in screening. The vibrating screens in use today incorporate improved metals, more efficient power sources, better lubricants, and increased manufacturing skill, but the basic machine itself remains unchanged. Screening is a relatively small part of most plants' operating expenditures and gets relatively little attention from research and development. The HiProb sizer is a new approach to the problem of particle separation on a high tonnage basis. Developed by Dr. Fredrik Mogensen (president of Fred-rik Mogensen, A. B. of Djursholn, Sweden), this unit has found its primary acceptance in the sizing of wet or dry materials in the fine ranges. Climax has been working cooperatively with Mine and Smelter Supply Company, the United States licensee, on the adaptation of the sizer to obtain consistent recovery at a high tonnage rate on a — 3/8-in. separation. This was a new application for the sizer and opened up a whole new field of problems. Dr. Mogensen's machine utilizes the control of normal probability of falling particles and is designed to eliminate some of the undesirable features of vibrating screens mentioned earlier. The machine is light, compact, consumes less power than conventional screens and has a low noise level. PRINCIPLES Probability sizing is a process designed to allow solid particles to segregate with a high ratio of the materials reporting into their respective size fractions with a minimum amount of misplaced particles. Sizing is defined in this paper as segregation of dry solid particles into fractions of comparable sizes. Probability is usually estimated as the ratio of the number of ways an event might occur vs. the total number of allowable ways. The probability process described depends upon the fact that particles falling through a network will segregate across the sizing surface even though all openings are larger than the particles. The degree of segregation is dependent upon the particle size and the trajectory applied by the sizing network to each falling particle. Specifically, the process utilizes a maze made up of screen cloth to control the path of a particle in free fall as illustrated in Fig. 1. The usefulness of this probability sizing process is dependent upon the degree of efficiency of an effective maze. Primarily, a maze must be extremely flexible to meet the multi-faceted nature of solid particles and, at the same time, the degree of control must be reproducible so that a desired separation is predictable. Dr. Fredrik Mogensen has formulated a maze that is not only flexible and easily controlled, but, mote importantly, easily adaptable to a working machine.

This paper presents a composite of ideas on materials handling systems by describing the design of an over-all system for a hypothetical steel pellet plant located on the Great Lakes. The bulk materials handling industry has served for years as the skeleton and the central system of nerves and nourishment for the body of basic industries. During the past two decades, this body has undergone substantial growth and mutation to meet the surging demands of our national economy for more and better products. The steel industry has kept pace with spiralling demand by innovation which has resulted in new processes and improved designs which generally yield greater production from fewer units. Materials handling technology has likewise improved its techniques and currently has a new, stronger generation of equipment to perform its necessary supporting function. Drawing upon excerpts from several recent plant designs, this paper describes a basic approach to the selection and application of modern bulk materials handling systems to an entirely new steel plant. Specific details are not available for publication, and therefore the plant described herein is a composite of ideas. This imaginary plant will be located on the United States side of the Great Lakes and its owner will be called the Hypothetical Steel Corp. for purposes of discussion. TYPES OF EQUIPMENT The basic bulk materials handling systems and components required in a plant so situated are: lake boat unloaders; railroad train unloading systems; storage pile stackers and reclaimers; large bins and regulating feeders; and the conveyor systems — with their attendant controls— which connect the foregoing. PROGRAM OF DEVELOPMENT The initial work on the plant must be that of the process engineers who develop and refine the basic data, i.e., the logistics of all raw materials, waste materials and products within the plant. During this phase of study, the materials handling engineer may advance his planning only in basic areas such as movements at the dock and movements at the railroad. This initial planning work is concerned only with defining logical plant locations in the light of channels, currents, existing traffic, governmental regulations, locations of existing railroads and available rights-of-way. These systems alone have their own individual criteria which must be respected and accommodated in the final layout. All other elements, such as the arrangement of the blast furnaces, power house, coke plant, by-product plant, scrap preparation plant, BOF shop, and facilities for continuous casting, degassing, calcining, etc., are dictated by their own specific needs and their relation to each other. In the arrangement of these latter facilities, the materials handling system is secondary and must be designed to accommodate. BASIC LOGISTICS The result of the process engineer's work can be expressed in terms similar to those shown in Table I. Plants are customarily rated in terms of annual tons of ingots. Therefore, the basic size of this plant can be determined by referring to the BOF Shop wherein it is sized at 5 million tpy. From the base, the required hot metal can be traced to the blast furnace, which in turn indicates the amount of required flux, iron bearing materials and coke —which in turn establishes the demand for coal. Likewise, the total demand for flux can be determined by the combined demand of the lime plant and blast furnace. The generation of fines and waste products, which have significant value but are not usable as such, create the need for a sintering plant. From projections such as the foregoing, the complete flow of materials can be established and accommodated. The basic premise upon which this typical materials balance is predicted is that the plant will be a producer of high tonnages of non-SpecialtV- products. A RETURN to nonwar conditions characterized the year 1946. The acquisition and forced use, under Government auspices, of low-grade and uneconomic ores, both foreign and domestic, ceased in 1945, but there was some carry-over into the early months of 1946. The world shipping situation delayed the procurement of some foreign ores, but conditions were improving by the end of the year. No actual shortage of any important alloy was experienced, hence the industry was able to make prompt shipment of orders placed. Price levels of ferroalloys, which had remained virtually constant through the war years, were forced upward, with increases on specific products as conditions necessitated. Standard ferroman-ganese and low-carbon ferrochrome were notable exceptions in that their price did not change. No new ferroalloy smelting plants were constructed. The Defense Plant Corp.. sold the works at Ashtabula, Ohio, to the Electro Metallurgical Co. A new type of ferroalloy furnace was described at the Birmingham meeting of the Electrochemical Society.
