AT FOUR O'CLOCK members gathered in the auditorium for the annual business meeting of the Institute which, according to its charter, must be held on the third Tuesday of February each year. President Turner presided and after the usual formal action on minutes announced that he would create a precedent by transferring the President's annual address (which by tradition has always been delivered at the banquet on Wednesday evening) to the business meeting, and, furthermore, would only present a brief abstract of it. Since it appears in full on pages 127-131 of this issue it can be followed with the careful attention its thoughtful analysis of current conditions deserves.

1. INTRODUCTION. AT the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper Smelting,)' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, fee. They arrived at this inference from the observed fact that a matte containing Cu2S, 90.4, and Fee, 9.6 per cent (or, in round figures, Cu2S, 90, and Fee, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples, gave them a grayish-black field of very uniform appearance, except that 5 of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the series ferrous sulphide cuprous sulphide, and to see how the constitution could be further, revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, "The Concentration of Gold and Silver in Iron Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

Culm is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings & in. in diameter, and over a round-punched plate with openings 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F. Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant.

(Toronto Meeting, July, 1907.) NOTE.-The material from which this paper has been prepared was collected for the U. S. Geological Survey Bulletin, Contributions to Economic Geology, 1906, and appears also, though in somewhat more extended form without illustrations, in that publication. ALTHOUGH the briquetting of coals and lignites has been carried on for many years in Europe, and has reached a particularly high state of development in France, Belgium, and Germany, it has made comparatively little progress in the United States. The causes for the backwardness of the United States in this regard are several, and first among them has been the abundant supply of cheap raw fuel with which the manufactured article has to compete. With our millions of acres of coal-productive territory, from which the product can in most cases be cheaply extracted, it has appeared in many districts more economical to waste the slack or culm, which con¬stitutes a considerable percentage -of the product, than to attempt to save it at the additional expense required for briquetting. It is for this reason that the view in all sections of the anthracite-region of Pennsylvania is marred by the unsightly culm-banks which encumber the ground, and that in some of the bituminous-districts one sees huge piles of unmarketable- slack allowed to burn up in order to get rid of them. When the coal is of a coking quality, or when the slack can be used for steaming-purposes, these losses are not sustained, but many thousands of tons of what might be converted into usable fuel have been wasted every year simply because of the increased expense involved in its preparation.

Gledhill's paper, read by title at the Lake Superior meeting, but presented first at the New Yolk meeting of the Iron and Steel Institute (October, 1904), and here published under a mutual agreement. Between the two Institutes. Discussion. MR. E: WINDSOR RICHARDS, Past-President, said that at a recent meeting of the Institution of Mechanical Engineers a paper was read on tool steel, and he called the attention of the members to the high-speed tool steel at the Bethlehem Works. They would have the pleasure of seeing those wonderful works and would see 60, 70, 80 and 100 tons oil lathe with half-a-dozen of these high-speed tools running. PROP. H. M. HOWE (Columbia University) said that they all looked upon these high-speed tool steels as of very great importance, particularly to the machine shop. One point occurred to hire : Had it really been shown that Swedish steel is necessary, or better than equally pure steel that is not Swedish; and is cemented steel really necessary, and is there any advantage in using that, rather than equally pure open-hearth steel'! It might be well if the author could indicate the kind of evidence on which lie bases his assertion that it is necessary to have cemented Swedish steel. Many were hoping for the development of high-speed steels from elements which exist in great quantities, such as silicon, manganese and chromium, rather than from rarer metals like molybdenum, vanadium and tungsten, the supply of which is likely to be soon exhausted. If the high-cutting speed was to last more than a generation, it. seemed to him that they would have to draw upon the common ele¬ments and not upon the rare ones. MR. Tom WESTGARTH (Middlesbrough) said he fully appreci¬ated what had been said about the advantages of using high-speed steel, because great benefit had been derived from the

NOW that the dust of World War II has settled and we and our allies are faced with extravagant losses of men, money, and materials, virtually the only hope that the United States and Britain have in the way of reparations lies in the capture of industrial, technical, and scientific secrets. Even during the war American and British scientists and technicians gained access to German factories, questioned German personnel, studied German documents, and endeavored generally to keep pace with new discoveries in science, industrial technology, and process development. Under various agencies this work continued for two years after the war. Altogether at least 600 American scientists and industrialists have gone to Germany and brought back reports and several times as many British, Canadian, and. Australian investigators have been similarly engaged under co-operative arrangements designed to assure the maximum of coverage with a minimum duplication of effort. As a result of these investigations and document studies, about 500 or 600 reports have been prepared on metallurgical and allied subjects. Those by American authors or joint teams have been listed in the annotated Bibliography of Scientific and Industrial Reports, issued by the Office of Technical Services in the U. S. Department of Commerce. Many of the British reports are also available in this country through the same office or through a British representative in New York. JIGGING is the stratification of a mass of solid particles in upward pulsations of water or in alternating upward and downward pulsa¬tions. The stratification usually is effected in a rectangular open¬top container having a perforated bottom through which the pulsations of water are applied to the materials to be separated; in separating coal, to a mass of coal and refuse. Jigging usually is a continuous process involving three steps: (1) the reception of the raw coal, (91) the stratification of the coal and refuse so that the refuse settles to the screen plate, and (3) the overflow of the cleaned coal and the withdrawal of the refuse collected on the screen. The jig is the most universal washer ever devised. It is handling in practice a wide range of closely sized coals and ores, mixed sizes of coal from 8-in. to 0 through %-in. to 0, and mixed sizes of ores down to %3 O-in. to 0 and even smaller. It is treating materials ranging in specific gravity from that of gold at 19 to that of coal at 1.30. It is handling feeds in which the proportions of high-gravity materials range from 90 per cent or higher, as for some iron ores, to 10 percent or less for some coals. It is handling feeds containing all shapes of particles-round, rectangular, and flat. It is handling simple separation problems and difficult separation problems. Thus, it is an almost universal separating device. One might add that it has been one of the most misunderstood types of washers, from both a theoretical and a practical point of view. Although con¬siderable progress has been made in coal jigging in the past 10 years, the jig probably has more unexplored possibilities than any other type of washer. In this chapter the object has been to treat the jigging process in a practical manner and to give information that will help the reader to improve his particular operation. Inasmuch as performance data from operating plants would contribute little of value, none has been given. Instead, the emphasis is upon jigging principles as a foundation for attacking the problems that arise. These principles are in reality tenta¬tive conclusions from research in the field of jigging during the past 10 years and most of this chapter should be regarded as a progress report on an investigation still under way.

I DESIRE to present this evening a few notes from the standpoint of a manufacturer upon the subject of tests of iron for structural purposes; not that I have any new facts to which to call your attention, but rather a statement of a few of the objectionable features of the present modes of operation, showing the absolute necessity of important and very radical changes. At the present time, as most of you are well aware, proposals for materials are accompanied by certain specifications as to quality and tests to which the manufactured article must conform. Evolved in many cases from the inner consciousness of some one more expert in theory than in practice, we find a few of the specifications to be good, many bad, and some indifferent. Appended are specimens of specifications of the most prominent engineers and railroad companies, which may be taken as representing the best and most intelligently framed specifications which we now have, arid yet in some pints scarcely satisfactory, owing to misunderstanding of tests as now made. To show the very varied opinions held as to proper quality of iron for bridge-work, I give the tests of two lots of fron made by inspectors with the results, which were referred to the maker with the following commensts : Lot No. 1. FOR nearly 100 years wire rope has been fabricated in much the same way. To the great majority of mine superintendents wire rope is just wire rope, little or no semblance of individuality or identifying characteristics. Such an impression was fairly justified until three or four years ago when a practical means was found of performing or preshaping the wires and strands. This discovery permitted a revolutionary change in wire rope manufacture. Instead of merely twisting a number of wires into a strand, then twisting several strands into a complete rope (which twisting would naturally result in great internal strain, thus reducing the resiliency and over-all efficiency of the completed rope), the preformed wires and strands were laid in place without force or twisting. The obvious result was a rope more nearly approximating mechanical perfection. The applied loads are more evenly distributed throughout the component wires and strands, thus reducing unbalanced wire stresses. This results in a higher safety factor. The fact that preformed rope will not unravel when untied at the ends proves the absence of a torsional stress that exists in ordinary rope. A greater useful allowable stress in the wires is therefore possible in actual operating service.

The Coeur d'Alene district in the panhandle of Idaho is one of the major lead-zinc-silver producing areas in the world. The value of recorded production to date has exceeded $2 billion. Country rock comprises six formations of the fine-grained, highly siliceous, and slightly metamorphosed Precambrian Belt Series. Small stocks of monzonitic rocks and several varieties of dikes intrude the sediments. The district is at the intersection of a north trending major anticlinal uplift and the west northwest-trending Lewis and Clark line of which the Osburn fault is the dominant feature. The district structure is complicated and comprises folds, some of which are overturned, and a complex of faults of diverse ages and directions of movement. Late Cretaceous stocks but are also probably Cretaceous in age. The productive veins are localized within a series of 12 subparallel, straight mineral belts that trend approximately N65°W and that appear to be controlled by deep fractures in the basement rocks. The mineral belts are in two groups, separated by 15 miles of post-mineralization movement on the Osburn fault. Veins and ore shoots are variously disposed within each mineral belt. Many crop out at the surface, but others apex several thousand feet beneath it. Local controls that influence the position of ore shoots within the mineral belts include the brittle character of host rock attitude of bedding relative to the mineralized fracture, and the amount and direction of movement on faults. Depth appears to have had little effect on the occurrence or type of ore. Ore occurs in a series of steeply dipping replacement veins of relatively simple mineralogy. Six periods of mineralization, ranging from Precambrian to Tertiary in age, are recognized. The Banner mining district is about 70 miles northeast of Tucson in the southern part of Gila County, Arizona. Production from the district, valued at about $26 million, is chiefly from copper-silver-lead zinc ores. The stratigraphic section consists of Precambrian conglomerates, quartzites, dolomites, and limestones, Cambrian quartzites; Devonian limestones; dolomites, and shales; Mississippian limestones; Pennsylvanian limestones and shales; and Cretaceous volcanic and sedimentary rocks. Deformation of these rocks presumably started near the end of the Cretaceous, and extended into the late Tertiary. The sedimentary rocks were folded, faulted, and intruded by fine grained diorite, quartz mica diorite, and dacite porphyry. At least four distinct stages of mineralization are recognized. In the first stage of contact metamorphism and the second stage of hydrothermal alteration, favorable zones were prepared for ore deposition. Metallization occurred in three of the mineralizing stages. Magnetite, pyrite, and hematite were deposited near the end of the second stage of hydrothermal alteration. The third stage included the main deposition of sphalerite, chalcopyrite, bornite, and galena. In the fourth and final stage, minor amounts of sulfide minerals were deposited with a late anhydrite and quartz gangue. The ore deposits in the form of veins and veinlets, pipes, irregular massive replacements, and bedded replacements are localized by the extent and distribution of metamorphic and hydrothermal alteration, by the proximity to the intrusive contacts, and by the effects of structural development. Oxidized ores of copper, lead, and zinc constituted the principal production of the district prior to 1940, but, for the most part, supergene enrichment was of minor economic importance. The ore bodies of the district are in the mesothermal class of deposits, occurring as normal metasomatic replacement and vein types.

The Metaline district from 1906 through 1965 has produced nearly 16 million tons of ore yielding 400,808 tons of zinc and 178,062 tons of lead. The sediments, ranging from Precambrian into the Devonian, are schist, phyllite, conglomerate, greenstone, quartzite, limestone, dolomite, and carbonaceous slates. Quartz monzonite and granodiorite of the Cretaceous(?) Kaniksu batholith are exposed over a large area beginning a few miles south of the district. There is minor Tertiary conglomerate and basalt. Abundant glacial deposits obscure much of the bedrock. Northeasterly trending folds, having steep to overturned northwesterly limbs, and thrust faults, striking northeasterly and dipping southeasterly, characterize the deformation of the Precambrian and Paleozoic rocks. Recent drilling indicates that the Slate Creek fault, too, is also a southeasterly dipping thrust fault. This new evidence suggests that the Valley Block, like the other major structural blocks, may in part be a thrust plate rather than a graben, and that thus the district may have greater structural unity with the surrounding region than has heretofore been apparent. The Cambrian Metaline Formation of limestone and dolomite contains essentially all the lead-zinc mineralization. Most of the ore mined to date has come from a carbonaceous and irregularly siliceous breccia of sedimentary and diagenetic origin, locally called the "Josephine Horizon," that makes up the top few to 200 feet of the formation. The Josephine Unit is a breccia of gray limestone, coarse light gray dolomite, very thin-bedded, dark gray siliceous dolomite, and "zebra rock" believed to be of algal origin, embedded in a matrix of black dolomite or black jasperoid or some mixture of these two. The jaspcroid fragments and irregular blobs embedded in the black dolomite matrix and the jasperoid laminae in the very thin-bedded dark gray dolomite suggest that jasperoid was formed at the same time as the breccia matrix and as the laminated dolomite. So too, the marked tendency of sphalerite and galena to be disseminated mainly in the dark breccia matrix and their tendency to be most abundant in the jasperoid laminae of the very thin-bedded dark gray dolomite, even where the mineralized and laminated dolomite is fragmented and engulfed in black dolomite breccia matrix, suggests that in these ha bits the sulfides also were deposited contemporaneously with the sediments. Yet very commonly, veins and vague veinlets and patches of white quartz, usually carrying rather coarse sphalerite and sometimes galena crosscut all rock types. These contradictory relationships throughout the Josephine Unit suggest that both the black jasperoid and the sulfides were original constituents of the Josephine Unit but that, locally, they later were remobilized and deposited as white quartz and coarser grained sulfides. Possibly, at least in part, this "metamorphism" is one of the effects produced during or shortly after the intrusion of the Kaniksu batholith.

Oct. 3-6, and many other mining men were present at some of the sessions, but failed to register. Headquarters were at the Palace Hotel. Technical papers for the Metals Session were sponsored by the San Francisco Section, whereas the program for the Industrial Minerals Session was arranged by the Southern California Section. Walter W. Bradley, Chairman of the San Francisco Section, opened the General and Metals Session, introducing President Buehler, who gave a hearty welcome to those present. Clyde M. Eye, of the. Benguet Consolidated Mining Co., presented the first paper, entitled "The Economic and Strategic Value of Philippine Metals to the United States." IN the art of cementation a controversy has been going on for years as to whether solid or gaseous carbon is the active agent in carburizing steel. More recently opinion has crystallized into a compromise to the effect that carburizing is a gaseous cementation of steel in the presence of solid carbon. The importance of this theory has a particular bearing upon the work to be described. In the art of carburizing, use is commonly made of such words as "catalytic," "atomic," "nascent" and "activated;" in an attempt to describe the process. These words are used indiscriminately. For, instance, the gas is said to be "catalytic" and carbon to be "nascent," or vice versa. In using these expressions, investigators are confirming the acceptance in their minds of the active conditions of both gas and carbon in the cementation process.

[ ] Professor Hibbard's paper presents a very interesting theory concerning the influence of texture on the tendency of brass tube to stress-corrosion crack. I should like to present the result of some work done in 1941 which may throw further light on the subject. In the first place, in regard to his review of the influences of grain boundaries, we not only confirmed the findings which he quoted, but also were unable to crack single crystals of beta brass in the standard mercurous nitrate test in 50 hr under loads up to 18,500 psi. Samples containing two or more crystals of beta brass always cracked at grain boundaries and generally followed the same pattern as for alpha brass, although cracking occurred sooner than in alpha brass under the same conditions. Such a specimen is shown in Fig 4. Second, at the possible risk of repetition, we should like to call attention to the reported role of grain size as influencing the tendency to stress-corrosion crack. This phenomenon, originally mentioned by Dr. Allan Morris in the Transactions, AIME, 1931, is illustrated in Fig 5, showing the effect of variations in grain size on the tendency of drawn brass wires to crack under load in the mercurous nitrate solution.
