A. R. POWELL*—Mr. Doherty has outlined in a most thorough manner valid arguments for the development of an industry in this country making syn. thetic liquid fuels from coal. No thoughtful person will dispute the statement that it is essential to carry on fundamental and applied research and acquire engineering "know-how" by the erection and operation of two or three large plants in the near future. Considerations of national security indicate that this should be done, irrespective of any temporary present surplus of natural petroleum. It is the belief of the discusser and of many others interested in coal technology that our energy picture of the future will include an increasing utilization of coal directly, without any conversion to liquid fuel, as a source of energy. A fact that is sometimes forgotten is that petroleum fuels have often been cheaper than coal in many locations and over long periods of time, and this price factor has been of great importance in expanding the use of petroleum fuels at the expense of coal. Synthetic liquid fuel made from coal must necessarily be several times as costly as the coal from which it is made, and this fact alone will have a profound effect on the future energy pattern of our country. This complete change in the economic relationship between solid and liquid fuels will lead to the substitution of coal itself for many uses now supplied by the relatively cheap petroleum fuels. From the standpoint of conservation of our natural resources, the substitution of coal itself for liquid fuels wherever possible when the age of synthetic liquid fuel arrives is also logical. At least 50 pct of the energy of coal is lost during conversion to liquid fuel. Nor is this com-pensated for by a higher utilization effi-ciency of the liquid fuel in most cases. For example, modern steam-boiler plants can operate at equal fuel efficiencies with either coal or fuel oil.

ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

Widespread wildcatting for new supplies of natural gas and the beginning of importation from the southwest characterized the petroleum industry of West Virginia during 1944. Within the state, drilling for oil did not increase but. more gas wells were completed than in any previous year since 1937. Out of 40 wildcats drilled there were 25 gas discoveries and 15 dry holes. No commercial oil was found in the 40 wells. The proved limits of several oil pools were slightly extended by marginal drilling, resulting in 1300 acres of new oil territory, although no distinctly new pools were found. At least four new gas pools were assuredly discovered and various successful wildcats indicate future pools or wide extensions. The new proved gas territory, in definite new pools and definite extensions, is about 34,000 acres. A considerable net decline of proved oil has occarred and probably a slight decline of proved gas reserves. The account of operations, as gathered from trade journals and other reporting services, shows that 918 new wells were drilled, resulting in 71 oil wells with 613 bbl. of daily new production; 577 gas wells with 305,372,000 cu. ft. of daily open flow, and 142 dry holes. Also, 107 old wells were drilled to deeper sands, with 22 bbl. and 12,327,000 cu. ft. of added production. On the new wells the oil average was 8.6 bbl. per well per day, and the gas average was 529,241 CU. ft. per well per day. On new wells the ratio of dry holes to completions was 15.47 per cent. On deeper drilling the ratio of failures was 19.63 per cent. Production of oil for the year was estimated by the Oil Weekly as 3,069,000 bbl., as compared with 3,349,000 bbl. in 1943. Production of natural gas for the year is estimated by the author as 200,000, 000,000 cu. ft., as compared with the U. S. Bureau of Mines final figures of 223,789,000,000 cu. ft.t in 1943.

There was optimism on 14th Street on April 22, Earth Day. We only have the report second hand because the demonstration conflicted with another appointment. Fifth Avenue was closed to vehicular traffic from 14th Street to the Park for a few hours and the crowd that showed up to promenade rivaled anything that can be imagined, even one at a country fair in Merry Old England. Certainly the domestic animals were there and the costumes were wild-as they are almost any day on 5th Avenue. However, the mood was friendly, happy and optimistic according to one of our neighbors who filmed and taped interviews with some of the characters. People think the air is going to be clean, and the water pure in the future. Land is going to be treated with respect. Even if the demonstration temporarily fouled the streets with litter, it served the purpose of dramatizing awareness. In talking to our friend about his experiences we didn't miss the opportunity to sound out his impression of whether or not people recognize that no group of people nor industry has a monopoly on pollution.

THOUGH the Annual Meeting of the Institute-officially numbered 158 on the records was delayed a bit at the start by low steam pressure on the locomotives bringing members to New York, the crowd that finally arrived more than lived up to expectations, and the technical program had few difficulties because of absent authors or lack of competent discussers. The transportation difficulties were occasioned by the fact that Monday, Feb. 15, was the third coldest day in the 72 year history of the New York Weather Bureau, the official temperature being 8 below zero. The New York Central's premier train, the 20th Century, due at 9:30 a.m., arrived about 6:30 p.m., and the Commodore, another crack train from Chicago, was about equally late.

FROM the earliest times when our prehistoric ancestors laboriously fashioned crude tools and weapons from meteoric iron until our day when we manufacture steel in 150-ton open-hearth furnaces, the production of iron and steel has played a dramatic and important role in the development of civilization. Progress in the science of refining iron ore into iron and steel was painfully slow for many centuries. The keen scimitars of Damascus, the broadswords of the English knights, the coats of mail of French knights, and the Iron Pillar of Delhi are well¬known examples of medieval metallurgical technique. Expense and the scarcity of raw materials originally limited the distribution of iron and steel products. It was not until the nineteenth century that a determined effort was made to adapt the use of steel to peaceful pursuits. The spectacular and rapid strides made in the manufacture of steel during the last hundred years were hastened by the invention during the decade 1860 to 1870 of two great steelmaking processes-the Bessemer and the open-hearth process.

THE investigation discussed in this paper concerns phase equilibria in the alumina-silica-water system. Studies in this system are part of a re¬search project sponsored by the Geophysics Branch of the Office of Naval Research2 directed toward increasing knowledge of the stability relations of metamorphic mineral assemblages. Inasmuch as metamorphic rocks consist largely of aluminosilicate struc¬tures, many of them hydrated, the system alumina-silica-water is a logical starting point for the systematic laboratory study of metamorphic mineral systems. Although logical, this is not, however, an easy approach to the problem because of the very great difficulty of obtaining transformations among structures in response to changes in temperature, pressure, and con¬centration. Commonly equilibrium among the phases in this system is exceed¬ingly difficult to attain. New laboratory techniques are required to produce certain structural rearrangements, such as inversion of diaspore to boehmite or the transformation of alumina-silica mixtures to andalusite or kyanite. Phase equilibrium data for the alumina-silica-water system are consequently only partly complete, and only a summary progress report is presented here. Crystalline phases in the alumina-silica-water system are numerous and many are common minerals. The oxide components exist as: quartz, tridymite, cristobalite, corundum, water, and ice. Binary compounds occurring naturally are: sillimanite, andalusite, kyanite, and mullite in the alumina-silica system and gibbsite, boehmite, and diaspore in the alumina-water system. The most abundant among the ternary compounds is the composition A12O3.2SiO2.¬2H2O, existing in the four structural modifications, kaolinite, nacrite, dickite, and halloysite. The hydrated form of halloysite, A12O3.2SiO2.4H2O, is here called endellite. Pyrophyllite, A12O3.4SiO2.H2O, is the third ternary compound of natural occurrence. In addition to these minerals, two other ternary crystalline phases have been encountered in this study. The first is a structure resembling montmorillonite and corresponding perhaps to the pure aluminian end member of the beidellite series. The other has a composition approximating A12O3.2SiO2.H2O but its composition and structure are still in doubt. ALUMINUM alloys containing magnesium and silicon are susceptible to strengthening and hardening by suitable heat-treatments, and they constitute a class of alloys of considerable commercial importance. Generally, they contain these two elements in the proportions required for the formation of the intermetallic compound Mg2Si, or an excess of silicon; no commercial wrought alloys are made with an appreciable excess of magnesium. The reason for not having excess magnesium is obvious from the results given in this paper, since it is shown that excess magnesium results in a proportional decrease in the solubility of Mg2Si. This is the eighteenth1 of a series of papers from the Aluminum Research Laboratories dealing with the equilibrium relations in aluminum-alloy systems; most of the previous publications concerned binary aluminum-alloy systems; this is the fourth of a group pertaining to ternary aluminum-alloy systems. The work on this system was com-pleted in 1930, but the results were not published because of the pressure of other work. Hanson and Gaylor2, in 1921, presented the results of an extensive investigation of the aluminum-magnesium-silicon system. Their results indicated that an excess of magnesium over the amount required to form the compound Mg2Si caused a noticeable decrease in the solid solubility of Mg2Si in aluminum. A more recent investigation3 in these laboratories showed that the solid solubility of Mg2Si in aluminum was 1.85 per cent at 595° C. and decreased to 0.30 per cent at 300° C. The results of the latter investigation were used as the basis for the present work.

The aim of this paper is to disclose some of the correlations between rock parameters, hidden in Wuerker's "Annotated Tables of Strength and Elastic Properties of Rocks," 1956. The empirical relations concern dry rocks of varying porosity. Curves and equations interrelating the specific gravity, compressive strength, bar velocity, and Poisson's ratio are presented. In 1956 Wuerker published his "Annotated Tables of Strength and Elastic Properties of Rock", in which various physical properties of rocks determined by different authorities, are tabulated systematically. The tables are primarily intended for use by mining-, quarrying- and ore-dressing engineers. Since the list of measured parameters for each type of rock includes properties such as — grain size, specific gravity, porosity, compressive strength, static elastic cons:ants (moduli of elasticity, rigidity, specific damping capacity and longitudinal bar velocity) the tables are also of considerable interest to the practical geophysicist. Correlations between rock parameters may enable geophysicists, geologists and civil engineers to transiate measurements from one parameter to another. Even if these translations are of limited accuracy, or valid only within certain specified ranges, they often serve a useful parpose. The aim of this paper is to disclose some of the correlations between rock parameters concealed in wuerker's Tables. Throughout this paper the following symbols and units are used unless otherwise stated: Sg is Specific gravity, the ratio of the density of a specimen to the density of water at 4°C. P is Porosity, in %, the ratio of the volume of voids in a specimen to its total volume. CS is Compressive strength in 1000 p.s.i., the stress under which a specimen will fracture when undergoing a standard compression test. V is Bar Velocity in kilo-feet/sec, the velocity of longitudinal seismic waves measured in a slender bar type specimen. Vc is Bulk or Constraint Velocity in kilo-feet/ sec, the velocity of longitudinal seismic waves measured in a very large specimen.+is Reciprocai bar velocity in millisecs/ft (1 millisec = 10-3 sec). cis Poisson's ratio, the ratio of the lateral to longitudinal strain of a body under longitudinal stress. THE QUESTION of whether the production of oil should be limited to market demand has been constantly discussed during the last two years. Oil men, legislatures and courts have reached highly conflicting conclusions. Opponents of limitation to market demand assert that it is a scheme of the big purchasing companies to fix prices and to create a monopoly. Proponents, on the other hand, declare that such a limitation is necessary to prevent physical waste and that the effect on prices is merely incidental. A brief review of market demand legislation will disclose the confusion existing. The laws of Oklahoma,' prohibiting waste of oil and gas, specifically' authorize limitation to market demand as a method of preventink such waste. These laws and the proration orders based thereon have been upheld by the Supreme Court of Oklahoma, by several three-judge Federal District Courts, and by the Supreme Court of the United States.' Kansas has a similar law3 but no case has been found which discusses its validity. About a year ago the California Legislature passed a comprehensive conservation act, generally known as the Sharkey Bill giving authority to restrict production to an amount representing current requirements for use, taking into consideration oil and products in storage. This may be considered as equivalent to limitation to market demand. The Act was defeated upon referendum vote after a hard fought campaign in which it was charged that the Act would result in destruction of the independent operators.

USINOR has conducted four blast furnace tests with formcoke made from marginal coals in the pilot plant of HBNPC ("H. B. N." process) in four different blast furnaces of various sizes and with medium and high grade burdens. The tests in which up to 30% of the blast furnace fuel burden was replaced by HBN formcoke yielded good results on furnaces ranging in hearth diameters from 5.6 to 9.5 m. The tests demonstrated that: - the slight increase of pressure drop in the stack did not prevent smooth operation at record production rates with the same blowers - the total coke rate was not significantly affected, but there was a slight increase of the calorific value of the top gas - the hot properties of the formcoke are satisfactory as seen from the samples withdrawn at the tuyeres and tapholes. At the end of the two months test on BE nº 2 of Dunkerque, the hearth was as permeable and clean as with good standard coke. Our conclusion is that HBNPC formcoke made from lean coals is an adequate substitute for conventional coke in the range of 20 to 40% replacement, which is of interest to USINOR.

J. B. Cohen (AVCO Mfg. Co.)-The model presented by the authors is only one of several possible mechanisms for low-temperature aging. It is true that the motion of dislocations to the copper atoms, followed by diffusion along the dislocation lines, is one such mechanism. However, the details of such a process which would :result in copper-rich platelets on (100) planes in the f.c.c. matrix are not clear. Furthermore, there is at least one other mechanism that may be used to e.xplain the authors' results, so that the data do not clearly favor the Turnbull model. The zones may form by "normal" diffusion. The diffusion constants would be higher at room temperature than extrapolated data would suggest due to vacancies trapped in the specimens in the quench. The diffusivity would then be multiplied by the ratio of the number of vacancies present at the solution temperature to that present at room temperature. These vacancies could remain in the alloy specimen for long times at room temerature, due to interaction with the copper atoms. ' The activation energy for diffusion is smaller than that for bulk diffusion at elevated temperatures for it is only that for the motion of vacancies existing after the quench; after these are used up, the aging process effectively ceases. It is somewhat questionable if the laws governing transformation kinetics can be directly applied to changes in elastic moduli, especially in the case of aging where the structure and the composition of the zones may be changing during aging, If such laws are assumed, it is possible to explain the exponential factor of % with this vacancy model. It is probable that the structure of the zones and the matrix match only on (100) planes. Certainly the precipitates that form in this system after various aging treatments show orientation relationships similar to those of the zones. Strains on the edges of the zone may set up fields which do not allow the zone to grow in an edgewise manner. The exponent in the growth of a thin plate in a direction perpendicular to its face would be %. It may also be that copper atoms are attracted to dislocations. If this is the rate-controllin factor in the growth process Ifthisthen an exponent of % or % may arise. The writer would like to know if the authors have tried plotting l/a; proportional to as might be expected for "dislocation drainage." R. H. Doremus (General Electric Research Laboratory)—An important new method for following the growth of Guinier-Preston zones is presented in this paper, and I wish to congratulate the authors on their experiments. Their interpretation of the results, however, is doubtful in certain respects. To determine the exponent m in Eq. [4] the authors plotted -log at against t to various powers (their Fig. 6). The initial value of frequency used for these plots was found by extrapolating the data to zero time. In Fig. A the data from their Fig. 2 are plotted against a linear, rather than logarithmic, time scale. To obtain graphs similar to their Fig. 6 for these data one must use an initial frequency of about 52720; such a plot for m = % is shown in Fig. B. THE angles between the crystallographic planes in cubic crystals have been given by Bozorth,¹ in magnesium, zinc, and cadmium by Salkovitz,² and in tin by Nicholas. The determination of the orientation of single crystals and the study of plastic deformation require the knowledge of these angles and are often facilitated by use of a standard projection. Tables of these angles and standard projections have not been published for titanium or zirconium which have c/a ratios considerably less than those hexagonal metals for which this data is available. Accordingly, Table I has been prepared giving these angles. Fig. 1 presents a standard (0001) projection of titanium. The co-operation of the members of the Institute is earnestly sought by the Committee on Nominations, recently appointed by the Board of . Directors, in its work of formulating a ticket for officers and places falling vacant in the Board of Directors in February, 1916. FOLLOWING the development of elec¬trolytic manganese production by the Bureau of Mines, an extensive program was planned to study the character of this high-purity product and its possible utilization in various alloy combinations. Previous work reported in the literature concerning alloys containing substantial amounts of manganese dealt largely with material prepared from relatively impure grades of the metal, and in many instances the impurities thus introduced did not permit true evaluation of manganese as an alloying element. One phase of the Bureau's program included a general review of the system and the establishment of the physical properties of copper-manganese-zinc alloys, using electrolytic manganese, and with particular emphasis directed to com¬positions within the alpha solid solution area. A number of reports of the work on alloys in this system, giving specific data concerning the equilibrium system and some of its alloys, have already been published. One study1 established the alpha solid solution area at various temperature levels and composition ranges up to 50 pct manganese. Other investigation reports presented the properties of selected alloys; namely, a 65 pct copper, 10 pct manganese, 25 pct zinc alloys' a sensibly white manganese brass composed of 70 pct copper, 20 pct manganese, 10 pct zinc,3 and a series of alloys with a constant copper content of 60 pct and 5 to 25 pct manganese, balance zinc.4 In these reports tensile properties as influenced by cold-working and subsequent annealing were given in detail. Additional data are now available on other alloys of the alpha region up to 50 pct manganese, and these, together with previously published information, are sufficiently complete to establish the relationship between properties and composition for this portion of the ternary system. The present report is a summary of the tensile properties of wrought alloys in the form of sheet and rod stock. The summary is necessarily limited to data for only one condition of cold-work and a single annealing temperature, since a complete exposition of all the data available would be too extensive for this presentation. Nevertheless, it is possible to make a reasonable approximation of the tensile properties in other conditions of cold-working and annealing by a correlation of the data previously presented on specific alloys and the data given here.

NONMETALLIC MINERALS, exclusive of fuels, may be divided into three groups: Building materials, fertilizer minerals, and miscellaneous minerals. Building materials, such as sand, gravel, slone, lime, and the ingredients of cement and clay products, occur widely in nature and are thus available near consuming centers at relatively low prices. Cost of transportation over great distances deters any' substantial movement in world trade. On the other hand, fertilizer minerals, such as phosphate rock, potash, nitrates, sulfur, and pyrite, and the miscellaneous nonmetallic minerals, such as long-fiber asbestos, mica, graphite, fluorspar, and china clay, do not have such widespread occurrence and consequently contribute the major part of the world's commerce in such minerals.
