ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

This discussion is concerned with those com-J- paratively infrequent bumps that eject material from the failed mass with enough energy to wreck heavy machinery and seriously injure or kill people. In such cases there is a loud report, and the pressure waves set up in the mine atmosphere wreck ventilation controls several hundred feet from the site of the failure. Vibrations are induced in the earth's crust which may be detected several miles from the point of origin, and explosive gases may be released in large quantities." Usually a dense suspension of dust is produced from the failed mass, together with dust placed in suspension by the resulting air blast. These rock bursts or bumps have also been called mountain shots, bounces, pillar bursts, and crumps. Such occurrences, when extensive, are serious catastrophes, and may force abandonment of the mine.' CAUSES OF ROCK BURSTS Rock bursts in coal mines have occurred in sev-eral places under diverse geological conditions, mining methods, and/or practices. A study of many such occurrences indicates that they depend on the following conditions: 1) cover thickness of 500 ft or more, 2) cover composed of strong members and having a strong member lying close to or on the coal bed, and 3) a floor that does not readily heave. The minimum thickness of cover under which coal mine rock bursts occur is based on observation. Under unusual circumstances involving very strong roof members and/or mining systems, and/or practices especially likely to induce bursts, a burst conceivably could occur under less roof. Under special circumstances rock bursts have occurred in marble quarries almost at the surface.' Furthermore, under very heavy cover it is likely that controlling roof members need not be as strong and as close to the coal bed to cause bumps. Just what constitutes a strong roof or roof member is open to question. Obviously the strength of a roof member is determined by its thickness, the distance between bedding planes across which little or no bond exists, the spacing and development of joints, and the inherent strength of the rock material. Strata sections showing roofs under which rock bursts in coal mines have developed are illustrated in Fig. 2. In several instances the strength of rocks composing the roof of mines developing bumps has been tested. The tests (Table I) show that these rocks develop considerable strength in compression, bending, and shear and that in some cases the strengths are very high. No quantitative data are available concerning joints in roof members over coal beds where rock bursts have occurred, but the author has examined many mines subject to bursts and has received the impression that joints in the shales immediately over the coal beds are always present and well developed. In the main sandstone or conglomerate members themselves, however, where observed, he has yet to see a fracture system indicating well developed joints. Undoubtedly joints are present, but the evidence indicates that they are few, poorly developed, and widely spaced. In a mine subject to bumps, moreover, actual measurements of roof spans up to 225 ft between supports under a cover of about 800 ft have been made before roof failure occurred. Such spans signify strong roof. In coal beds subject to rock bursts, the bottom rock is usually a sandy shale. A few tests (Table I) have been made on the floor rock of coal beds. Observations in mines indicate that they are usually weaker than roof rocks and that under load they show more plastic effects. Observation in ground subject to bursts invariably indicates a relatively strong floor highly resistant to heaving, although some heaving may occur. Other factors listed as favorable to rock bursts are: 1) mountainous surface; 2) steeply dipping beds; 3) proximity of faults, folds, and other similar geologic structures. Many bursts have occurred in mines under mountainous country, although many bursts in mines under a surface with little relief indicate that thickness of cover, not relief, is the essential factor. In steeply dipping beds, many bursts occur in mines that are essentially flat, and rock bursts have been recorded in beds dipping as much as 35o Most rock bursts in the U. S. occur in beds that dip less than 10 pct. It is also true that most U. S. coal is produced from beds dipping less than 10 pct. Geologically, faults are regarded as providing stress relief, but in the vicinity of faults, as well as sharp folds, it would seem that residual stresses could be present. The fact that rock bursts occur in areas remote from faults and sharp folds suggests that their presence is not necessary for this phenomenon to take place. There have been many bursts close to faults and folds, and it may be assumed that occasionally such structures accentuate their occurrence3 The conditions and circumstances under which they occur, coupled with the effects produced, leave In the Crowsnest Pass coalfield, British Columbia, a rock burst is estimated to have released 1.8 million cu ft of methane.

Fox most of their practical applications metals are required to with-stand stresses of appreciable magnitude: indeed, it is because they possess the quality of resisting stress without becoming permanently deformed that they find such extensive use in the service of man. Metals and alloys must, in service, usually behave as elastic substances-or nearly so. It is not difficult to satisfy this condition at ordinary temperatures. Iron and its alloys, especially the steels, are at normal temperatures excellent elastic bodies, capable of satisfying most of the mechanical requirements of the engineer: where electrical, chemical or other properties are impor-tant, which cannot be met by steels, it is usually possible to find a non-ferrous alloy such as nickel, copper or aluminum, which will prove satisfactory. When the metals or alloys are not inherently sufficiently elastic, cold-working or heat-treatment may develop elastic properties to a sufficient extent for practical needs. By means of relatively simple, rapid tests we can measure such properties as elastic modulus, limit of proportionality and proof stress, upon which design can be based with confidence. The case of the soft metals, such as lead and tin, is well known to be exceptional. They possess no definite limit of elasticity, and the value of proof stress or tensile strength depends to a great extent on the speed with which the test is carried out. Design here must be based on other considerations than a well-established theory of the proportionality of stress and strain. It is now generally recognized that steels and non-ferrous alloys possess at temperatures not greatly exceeding that of the atmosphere, characteristics quite different from those existing at ordinary temperatures, and that they assume qualities similar to those of the soft metals. Not only have they no limit of elasticity, but the proof stress and the ultimate stress depend on the time of application of the load. Flow under load may persist for long periods of time, possibly indefinitely, and the determination of a true maximum stress becomes a matter of great difficulty.

PROGRESS in the petroleum industry in 1929 has been characterized by outstanding accomplishments in the fields of new discovery of supply, economic control of production, increased efficiency and reduced costs of recovery, and lowered costs and greater flexibility in manufacture. Resources have been developed in an outstanding degree in the Kettleman Hills. California, the Oklahoma City field (which adds a large potential area in central Oklahoma), the discovery of Woodbine sand production in East Texas, and the discovery of Wilcox sand production in west-central Kansas. Engineering technique has progressed both along the lines of development and production, with a net result that costs have been reduced and extraction increased in notable degree, although it is impossible to give a close measure of either. In the field of re- fining crude oils variations to the end of promoting reduced cost and greater flexibility has been more important than genera! acceptance of innovations in practice.

Alexander Forsyth, Southport, Me. (communication to the Secretary): In Mr. Irving's able and interesting paper he describes minutely the appearance of the wolframite and its association with the refractory siliceous gold-ore. He also describes this gold-ore, but fails to mention the important pockets of metallic gold found in the Lead City occurrence of it. I use the term " metallic " in preference to the more usual " free," for it has been found that this gold is not easily amalgamated. Metallic gold is comparatively rare in the refractory siliceous gold-ores of the Black Hills; hence its occurrence in considerable amounts in the Lead City wolframite district deserves notice. I possess a beautiful specimen from the Harrison mine. It is a lump of drusy, granular ore, about 6 in. in diameter. The gold .is " shot" through it in large and small pin-heads; and in two specially oxidized areas, each about 11/2 in. in diameter, it is peppered full. The famous " Grantz strike," made in the Lead City wolframite locality, produced many beautiful gold specimens. This district affords an excellent example of the repeated discovery of new mineral values upon old ground. By reason of its proximity to the Homestake vein, this wolframite deposit was inevitably traversed many times by experienced geologists, mineralogists and mining engineers, who evidently must have thrown aside, with no thought of wolframite, the lumps of " black iron " lying about. I have the admission of an able geologist that, six months before the wolframite was discovered, he visited some of the very mines where it occurred, and passed it by as magnetic iron-ore. At the time of the discovery, the mineral was scattered over the gold-mine dumps in no small quantities, having been culled as worthless out of the gold-ore. It remained for

A description of tests made by a committee of the Division of Engineering of the National Research Council to determine whether velocity of impact affects the formation of Neumann bands. FOREWORD Not infrequently, in the case of the failure of a metal structure, such as a bridge, tank, airplane, gun carriage, etc., a doubt arises whether the failure was due, among other causes, to the effect of an overburden or of an explosive maliciously or accidentally exploded in contact with it. As few means of discriminating between the effects of these causes have been known and these means were of a rough qualitative character, it was surprising to find in the record of an inquiry into the failure of a structure, the statement that, by observations on the Neumann bands in the structure, it was possible to determine the speed of breakage in the metal and to distinguish between a fracture caused by an explosion and one caused by an ordinary mechanical strain. Such a criterion, if well proved, was of value to the explosives experts of the Bureau of Mines, the Ordnance Department of the United States Army and the Bureau of Ordnance of the United States Navy, but search showed no record of it in the literature nor did any of the metallurgists and metallographers consulted know of any data on which such a criterion could be based having been assembled and critically studied. However, it was universally held that there was promise in the idea and that there existed unique facilities at the Bureau of Mines Experiment Station at Pittsburgh for the preparation, under definitely known conditions, of material for study by metal-lographers, and that material of value might also be obtained from the proving grounds of the Army and Navy. Therefore, with the approval of the Director of the Bureau of Mines and the Chiefs of Ordnance of the War and Navy Departments, the Chairman of the Division of Engineering of the National Research Council, on April 12, 1919, appointed a Committee on the Investigation of Neumann Bands, which has since been engaged in this study and which, after some slight change in its personnel, consists now of the following: Dr. William Campbell, Advisory Metallurgist, Bureau of Ordnance, Navy Department. At the Jeffrey mine of Canadian Johns-Manville Co. in Asbestos, Que., automatic batched concrete from surface is placed underground pneumatically for distances of 2500 ft directly into forms or to a second placer for greater distances, through 6-in. pipe of high carbon steel. The use of Celite C-4-C in addition to the usual aggregates achieves greater compressive strengths, lowers cost, reduces segregation, and improves workability and placeability results. Each year 25,000 cu yd of concrete are placed without interrupting production and development work in the mine, making possible a cheaper concrete that can be poured wherever and whenever it is needed. In about 90 pct of the underground openings in the Jeffrey mine concrete is necessary to preserve them in their original sizes and shapes for production. In the remaining 5 pct, the greater portion is united with or without steel support. When large quantities of concrete were forecast for underground use at the Jeffrey mine, preliminary and first hand information regarding pneumatic placing was acquired from articles by Bernhardt and Swanson and visits to their respective mines.

Russell B. Paul, Chairman of the Special Committee on Divisional Relationships, presented the interim report of his Committee which was published in the September, 1945, issue of MINING AND METALLURGY and a copy of which is incorporated in the official minutes of this meeting. The following specific actions were taken by the Board of Directors in relation to the six recommendations in the Summary of the Report as published: (1) Mr. Haider, Chairman of the Petroleum Division, presented the formal request of his Executive Committee that the headquarters of the new Secretary of the Petroleum Division be established in Dallas, Texas. After lengthy discussion in which the point was made that the success of this program would depend upon effective co-operation between the Chairman of the Division, the Secretary of the Petroleum Division, and the Secretary of the Institute, the request was approved. The new secretary will be selected by the Division and will be employed by the Institute in the capacity of an Assistant Secretary. (2) The following item in the report was approved:

Studies of the adsorption of dialkyldithiocarbamates at the surfaces of galena and sphalerite have shown that characteristic contact angles are obtained at galena surfaces in the 7-10 pH range, whereas lower angles are obtained at unactivated sphalerite surfaces even at pH 71 Further, the angles at sphalerite surfaces progressively decrease with increase in pH. However, when sphalerite is activated with cupric sulfate, characteristic contact angles are obtained at pH 7 and beyond. This shows that galena and sphalerite can be selectively floated with dithiocarbamate collectors at pH 7 and beyond. Experimental Materials Ore: The lead-zinc ore for the present study was obtained through the courtesy of the Geological Survey of India from Dariba, Udaipur, Rajasthan, India. The average ore analyzed 15.5% lead, 11.6% zinc, 6.7% iron, 15.6% sulfur and 36.6% acid insolubles. The ore was crushed in a Denver laboratory rod mill and sieved in a Denver automatic sieve shaker to obtain a -200- to +250-mesh (Tyler standard) fraction. This particular size was chosen because it was conducive to good liberation of sulfide minerals, both from one another and from gangue minerals. Collectors: Dimethyl, diethyl, diisopropyl and diisobutyl dithiocarbamates were prepared and purified by the methods described by Klopping and Van der Kerk.2 A freshly prepared 0.03% dithiocarbamate solution in distilled water was used for flotation studies. Frother: A 0.03% solution of pine oil in ethyl alcohol was employed. Activator: 7.3 g of cupric sulfate pentahydrate were dissolved in 1 1 of water and used for the activation of sphalerite. Depressant: 16.0 g of zinc sulfate heptahydrate were dissolved in 1 1 of water and used for the depression of sphalerite.

DURING the past year a survey was conducted by the Committee on the Promotion of Student Interest in Coal Mining to determine whether the program as laid down in past years was operating effectively. It is a source of satisfaction and pleasure to be able to report considerable headway among operating companies in putting cooperative scholarship plans into operation. In previous committee reports the pioneer work along this line by Eugene McAuliffe, president of the Union Pacific Coal Co., has been cited. That Company now has in its employ, in responsible positions, three men who received their education under such scholarship plans. One student under a similar plan is now studying at the Colorado School of Mines.

LANS are underway for the annual meeting of AIME, to be held in New York, February 17 to 21. The technical program includes meetings of all divisions of all three branches, Mining, Metals, and Petroleum. The bulk of the technical sessions will be held at the Statler Hotel, and the annual banquet will be held at the Waldorf-Astoria, Wednesday evening, February 20. The technical program of the Mining Branch activities is included in this issue. While it is not complete in every detail, it shows general interest groupings as well as subjects to be discussed. The program for each division is shown separately to facilitate following the activities of these special interest groups. Then, after a full scale and possibly somewhat strenuous technical meeting, a post-meeting feature will appeal to many of the members. A restful cruise to Bermuda and Nassau is offered at special rates to AIME members and friends. The schedule is a 3:00 pm departure from New York on the Queen of Bermuda on Saturday, February 23; arrival at Bermuda at 7:00 am Monday, February 25; arrival at Nassau at noon, Wednesday, February 27; and the trip ending again in New York at 9:00 am, Saturday, March 1. Rates begin at $202.10 per person, with higher rates depending upon accomodations desired. THE annual meeting of the Arizona Section was held at the Pioneer Hotel in Tucson on Dec. 10, 1951. Registration and ticket sales for the social functions started at 8:00 am and lasted throughout most of the day. There were 489 registrations, consisting of 216 members, 64 students, and 209 guests. Chairman Harrison Schmitt opened the Mining Geology Div. meeting and a short business session was held at which Dr. Charles Anderson of Prescott, Ariz. was elected chairman and Seton Williams of Tucson was elected secretary for 1952. Dr. B. S. Butler was program chairman with R. B. Mulchay as co-chairman at the technical program. Eldred Wilson spoke on Oxidation and Water Levels at Some Arizona Mines. George Kiersch spoke about Economic and Engineering Significance of Ground Water Localization in Limestones - Big Bend Country, Texas. Harrison Schmitt gave The Definition and Use of Terms in Mining Geology. These talks were followed by discussions. E. N. Pennebaker, A. D. Wandke, and H. Schmitt gave informal talks on foreign trips made during 1951, the meeting was then adjourned.

DURING the summer of 1875 I visited some of the iron mines of Houghton County, Mich., and was quite interested to observe the progress made there within a. few years. Working in open pits is gradually giving place to underground work in most of the mines where this system is practicable. In some cases, as in the Lake Superior Mine, the body of ore is so irregular, and the deposit so liable at any time to be pinched out, or nearly so, that it has been found impractical, if not impossible, to lay out any plan for systematic underground work. But in many other mines the deposit is so regular in character, that the work can be laid out in shafts at regu¬lar intervals, and a series of 60 feet levels. The Michigammi Mine, opened in 1872, and first worked in 1873, is arranged on this plan, though some quarrying is still done. But the men are being put at overhead stoping as fast as it can be got ready for them, and before long it will all be worked in this way. The New York Mine is undergoing a similar change to the pillar system, and several others have either been changed, or it is about to be done. My principal object in visiting this region was to obtain samples from some of the important mines, so as to be able to answer the question : "What is the average percentage of iron in the Lake Superior ores?" Most iron furnaces work on mixtures of ore, so that it is impossible to tell, from their records, just the percentage in each one.

DURING the war, the Navy undertook the construction, under my direction, of an experimental gun embodying features designed to lessen the cost and time of production. These experiments were initiated after representations as to their, desirability had been offered by myself, by the Naval Consulting Board, and by the National Research Council. The first drawings were made in June, 1917, and the experiment was completed in November, 1918. For the sake of clearness it will pay to recapitulate briefly the fundamental idea of gun construction. It is well known that if a hollow cylinder is subjected to internal fluid pressure, the maximum stress occurs in the inside layers, the outer parts carrying much less than their due share of the stress. This inequality of stress is more pronounced the thicker the walls of the cylinder. If such a cylinder is pushed to the elastic limit, failure in elasticity will take place long before the outer layers have reached the limit of their capacity. Economical use of the material would demand, however, that all parts of the cylinder reach the limits of their capacity simultaneously. This may be brought about, at least in cylinders of not too great thickness, by producing in. the inner layers an initial compression, and in the outer layers an initial tension. The effect of internal pressure is at, first to relieve the compression of the inside layers, while increasing the tension of the outside layers. If the initial stresses are properly distributed, all parts of the cylinder will reach their elastic limits simultaneously, thus giving a cylinder of maximum strength for its weight. In gun construction as hitherto practiced, this initial distribution of stress is produced either by winding the inner tube with wire, a common English practice, or by shrinking hoops over the inner tube, which has been the standard American practice. The Industrial Minerals div. has been forging ahead in formulating a program for the February Annual Meeting in Los Angeles. Several papers have been listed and more are being worked into the program. For the cement, lime and gypsum part of the sessions, papers on Gypsum in the Aircraft Industry, Geology of San Marcos Island Gypsum Deposit, and Status of New Dry Rotary Blast Hole Drills, are expected. The Chemical Raw Materials sessions will feature a symposium on potash, with 13 papers as the anticipated number to be presented. Airborne and Ground Magnetometer Work has been suggested. Eight papers have been set for Mining Geology, Four papers, Mining Phosphate Rock, Idaho Phosphorous, and Geology of Carlsbad Potash and Geology of Pearlite will be on the program. Sessions on Dimension stone and slate have been tentatively worked out with papers on Geologic Factors Affecting the Dimension Stone Industry of California, A Quarter Century of Granite Quarrying in Massachusetts, Rock Bursting and Other Geologic Problems in the Granite Quarries of Barre, Vt., Quarry Practices in the Indiana Building Stone Industry, Stratigraphy and Composition of the Salem Limestone, and Dimension Stone in the U. S. in 1952. The Rare Minerals Committee is aiming for six papers with two papers now definitely on the program.

These are exciting times for the coal mining community. Although the industry is in the middle of a healthy boom, there are strong forces tending to counteract or at least temper the rate of growth. There are many pushing and pulling factors of interest to mining people, and a few salient ones will be mentioned here. Primarily because of a tremendous demand for energy, a demand that can't be met by other fuels, the coal industry is in boomsville.
