COLCOCK JONES A meeting of the Southern California Local Section, in honor of the presence of Secretary Bradley Stoughton, was held at luncheon in a private dining room of the Sierra Madre Club on Friday, May 21, 1915, 27 members and guests being present. In the absence, through illness, of the Chairman, Dr. Comstock, the vice-Chairman, Seeley W. Mudd, presided. After the luncheon, Secretary Stoughton made a short address on the activities of the Institute. George S. Rice, of the U. S. Bureau of Mines, who was present, then spoke on the activities of his Bureau. Local Secretary F. J. H. Merrill gave a description of the activities of the Southern California Section and its progress, and reported the latter as substantial and its condition as very good. The San Francisco Section met on September 11 to discuss the problem of Labor in its Relation to the Mining Engineer. Mr. W. H. Shockley was in the chair. T. A. Rickard opened the discussion under four heads: The recognition of the union, the rustling-card, the sliding scale of wages, and the' contract system. He expressed his belief that collective bargaining cannot be ignored, and insisted that the mining company represented a collective bargaining of its shareholders with the men. employed in its mine. He held that the contract system was often used unfairly, but that used fairly it was the best check on labor tyranny. The rustling-card he held to be right in principle, in so far as it gave the employer the choice of employees, but he believed that it was often used in an irritating way to black-list refractory laborers. The sliding scale of wages was easy to establish in prosperous times, but it would inevitably lead to trouble when conditions went against the miner. His conclusion was that the quarrels of labor and capital were due mainly to a lack of the sense of fair play and of social justice. Albert Burch agreed with most of the foregoing, and insisted that 90 per cent. of the men were inclined to be just, but that the 10 per cent: made all the trouble. He stated that he had introduced the rustling-card in the Coeur d'Alene in 1899, as a means for getting rid of agitators. E. L. Foucar considered that labor was irresponsible. He described his experience in Peru, where the authorities promptly stopped a strike of Italian miners by threatening prompt punishment for any display of violence. Morton Webber also gave a bit of his own experience, to show that the chief trouble is that the men do not think for themselves, and are therefore easily led by fomenters of trouble. F. H. Probert described his experiences in Germany and. also in Arizona, and insisted that too often the men were not given a fair hearing. E. T. Blake argued that a manager must get the workmen's point of view, in order to control them effectively. He believed that young men who started life doing manual labor were in a better position to understand their fellow workers. George J. Young suggested that the mine owners should encourage the good men to lead the unions, and not leave the direction of the unions to the noisy element.

The eighth meeting of the St. Louis Section was held at the Mercantile Club on Apr. 15, 1918. ,, The meeting was preceded by a dinner, at which 51 members and guests were present, and at which T. T. Brewster presided. Bradley Stoughton, Secretary of the Institute, and Major J. R. Fordyce were the guests of the Section. A number' of the Joplin members were obliged to leave before the close of the dinner, in order to make train connections. The Vice, chairman, therefore, called on Victor Rakowsky, who brought a message of greeting from the Southwest district. At the close of the dinner, the Vice-chairman, T. T. Brewster, introduced Bradley Stoughton, who talked on various subjects of interest to members of the Institute, especially the affiliation of local sections with those of other national engineering societies. The minutes of previous meetings were read and approved-and-the Treasurer presented a financial report covering the previous year.

Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation's mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue 'to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.

A meeting of the San Francisco Section was held at the Engineers' Club of San Francisco on Mar. 28, 1916. Dr. Bailey Willis, Head of the Geological Department of Stanford University, read a paper on The Relation of the Major Structural . Features of the South American Continent to the Mineral Districts. Vice-Chairman Shockley interested the Section with an account of his experiences in South America. Discussion was participated in by C. F. Tolman, Jr., A. C. Lawson, Frank Probert, and E. A. Hersam. OIL FLOTATION DISCUSSED BY SOUTHERN CALIFORNIA SECTION . A meeting of the Section was held in the home of R. H. Norton, 335 W. 27th Street, on Mar. 10, thirty-two members and five guests being present. Vice-chairman Staunton opened the meeting with a description of an experiment he made with oil flotation, and then introduced the guest and speaker of the evening, L. C. Penhoel, of the South-western Engineering Co., who gave a very interesting and informal talk on the subject of Flotation. During the talk, as points were raised, there was a general discussion, in which valuable information was brought out. A number of examples of successful competitive, results by cyanidation and flotation in large milling plants in this country and Mexico were cited and discussed. The latter part of the meeting was devoted to a discussion of the bill introduced in the California State Senate, to license and register engineers. Mr. Ernest Strout gave a most favorable opinion of the principal of licensing mining engineers from his extensive experience in the working out of such a law on the Rand. All members who spoke were opposed to this bill as drafted but felt that the subject was of too great importance to the profession to attempt to amend the present bill in the week or two that remains, and that the passage of a bill that was so crude and inefficient for the achievement of the results desired, would harm the engineering profession. After the meeting adjourned a short time was spent in social intercourse, during which light refreshments were served. The appreciation and thanks of the Section is extended to Mr. and Mrs. R. H. To Install Waste Heat Boiler at White Pine White Pine Copper Co.'s smelter 18 miles southwest of Ontonagon, Mich., will have a six story high boiler utilizing what otherwise would be waste heat from a copper reverberatory furnace. Designed and under construction by the Babcock & Wilcox Co., the boiler will supply steam to a turbo-generator furnishing power for the projected development. The boiler will be in line with and following the reverberatory furnace. Using waste heat from the furnace in place of fuel for steam generation, about 50 pct of heat in the fuel originally supplied to the furnace will be recovered by the waste heat boiler. Exploration conducted over the past 15 years at White Pine, wholly owned subsidiary of Copper Range Co., has disclosed reserves of 309 million tons averaging 21.3 lb of copper per ton. Ore mineral is chiefly chalcocite (Cu2s).

COLCOCK JONES FRANK ROBBINS The February meeting of the Southern California Local Section-was held at the headquarters in the Chamber of Mines and Oil of. Los Angeles on Feb. 17, C. Colcock Jones presiding. Fourteen members were present. The subject announced was Ore Sampling. W. M. Watts opened the discussion by a general outline of the important points to be covered, in sampling a mine and the methods to be used in the various stages of the work. All the members present successively contributed details from their personal experience. The March meeting of the Section was held at its headquarters on Mar. 15. Twelve members were present, with Dr. Theodore B. Comstock in the Chair. The subject announced was Secondary Enrichment and all present took part in the discussion, Frank Robbins contributing a short paper on some observations in Central America. The next meeting will be held on Apr. 14, at which time the subject of Mine Accounting will be discussed. F. J., H. MERRILL, Secretary.

The semi-annual meeting of the Montana Section was held at the Silver Bow Club, Butte, Montana, on Friday, Nov. 16, at 8 p. m.; this was a postponement of the regular October meeting because of conflict in date with the St. Louis meeting of the Institute. An informal dinner was served to 68 members and guests. After dinner, Chairman W. C. Siderfin called the meeting to order. The minutes of the annual meeting, of Feb. 2, 1917, and the special meeting of May 21, 1917, were read and approved. C. W. Goodale led the discussion with "Notes on the St. Louis Meeting." He was followed by J. H. Warner who spoke on " The Joplin and Miami Districts," and by J. L: Bruce, Alexander Leggatt, N. B. Braly, and E. B. Young, the latter speaking on the work of the War Minerals Committee; and on the Cosden Oil Refinery at West Tuba, Okla. R. H. Sales reviewed briefly the manganese situation. E. N. Norris presented a paper on "Fire Proofing of Mine Shafts by the Anaconda Copper Mining Co." This resulted in interesting discussion by C. L. Berrien, C. E. Nighman, N. B. Braly, W. B. Daly, B. H. Dunshee, and J. J. Carrigan. C. L. Berrien and C. E. Nighman presented their papers on "Fire Extinction by Hydraulic Filling." In view of the late hour, discussion was waived. The executive committee, by unanimous consent, decided to request written discussion of the above papers to be presented at the next meeting, in February. B. B. Thayer spoke interestingly on the work of the Naval Consulting Board, and referred to the arsenic situation. Spencer Miller, also a, member of the Naval Consulting Board, entertained the-meeting with a vivid description of the method of "Coaling Battleships at Sea." Robert Sticht of Tasmania, in a short talk, spoke feelingly of his relations with the United States. At a late hour adjournment ended a most successful and interesting meeting. E. B. The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

•Mineral Development Corp. of Salt Lake City, Utah purchased the Somerset and Oliver coal mines from the Kaiser Steel Corp. The mines are located at Somerset, Colo., about 75 miles east of Grand Junction, Colo. Somerset Town, with housing for 600 persons was included in the transaction. The mines employ 115 miners and have a combined capacity of 1750 tons per day. The Minerals Development Corp. is headed by Claude P. Heiner and is controlled by Godfrey L. Cabot, Inc. of New York and Boston. The Cabot Company is a major producer of carbon black. • The Dept. of Interior has announced that the name of the Defense Minerals Administration will be changed to Defense Minerals Exploration Administration. The new name of this defense agency more nearly describes its duties, since the mineral programming, procurement and claimant functions of the former DMA have been transferred to the Defense Minerals Procurement Agency. C. O. Mittendorf, formerly acting administrator of DMA, is serving as acting administrator of the new DMEA.

The 37th meeting of the Boston Section was held at the Engineers' Club, on Monday evening, Oct. 2, 1916. Fourteen members and guests attended the dinner. The Society was fortunate in having present not only the announced speaker, J. G. Carleton of Marblehead, Mass., but also a brother member from afar, Thomas Warner of California. Mr. Carleton, who has spent the' past few years in South America, gave an informal talk on the mining of the precious metals on the South American continent. He drew a comparison of the geographical distribution of the precious metals in North and South America and pointed, out the similarity in the geological occurrence of the eastern mining, regions, mentioning particularly Venezuela and Brazil. He also directed attention to the fact that the great placers of the northwestern part of North America had their counterpart in the gold-bearing region of Columbia. The marked contrast between the southern end of North America, so rich in metals, and the southern part of South America, so poor in mineral deposits, was clearly brought out. It is difficult to avoid the conclusion that the South American Cordillera is less intensely mineralized, than the corresponding mountain.

The annual meeting of the St. Louis Section was held at the St. Louis Club, Saturday evening, Mar. 10, 1917. Philip N. Moore, President, and Bradley Stoughton, Secretary of the Institute, were the guests of the Section. The meeting was preceded by a dinner, at which 70 were present, and was presided over by F. W. DeWolf. Addresses were made by Mr. Moore and Mr. Stoughton. The routine reports of the officers were- presented and the Executive Committee named above was elected for the current year. The special business of the meeting was a report of progress concerning the arrangements for the Institute meeting to be held in the St. Louis Section district, Oct. 8 to 13, 1917. The general program for the meeting met with the cordial approval and cooperation of the members of the Section. The forty-ninth meeting of the Boston Section was held at the Boston City Club on Monday evening, Dec. 23, 1918. The meeting was preceded by an informal dinner at which 29 members and guests were present; three or four others came in later. The reading of the minutes of the previous meeting was dispensed with by consent.

With the inauguration of Petroleum Technology this year, and approval by the Board to add an Assistant Secretary to the New York staff to serve the Petroleum and Coal Divisions, the Petroleum Division looks forward to greater opportunities and responsibilities. An improved medium of publication offers further incentive to engineers and investigators in the oil industry to make contributions. The authorization by the Board of Directors of a new Assistant Secretary is an appreciation of the splendid contributions made to the industry by the open forum of the Petroleum Division. It is also a recognition of the possibilities of greater service to the membership along the lines established ten to fifteen years ago by DeGolyer, Fohs, Ambrose and Lovejoy, to mention a few leaders. It isexpected that the new officer will spend a substantial part of his time in the field, visiting the student sections, the respective Divisions, helping in the arrangement of papers and Section meetings and intensifying interest in the Institute. The Petroleum Division will hold three meetings this year. The Fall Meetings will be held on Oct. 6 and 7 in San Antonio and on Oct. 20 and 21 in Los Angeles. The programs for these meetings will deal chiefly with engineering research and production engineering problems. Papers on production statistics and general economics of the industry are reserved for the Annual Meeting in New York. The annual production symposium and statistics are accepted as standard for the industry. With continuously deeper penetration into the earth in search for and exploitation of petroleum, it is necessary to have a better understanding of reservoir conditions and to place more phases of the operation under engineering control. Among the subjects relating to reservoir conditions tha thave been proposed for the fall meeting programs are phase equilibria at high pressures, interfacial tension between oil and water, the flow of oil and water through sands, the chemistry of films and underground temperatures. Investigations relating to control of operations include methods of continuously logging while drilling both visually and electrically, methods of studying drilling samples, properties of drilling fluids, improved cementing practices for isolating thin sands under high-temperature conditions and gas conservation, particularly production from high-pressure reservoirs. Additional suggestions of general themes or individual subjects will be welcomed, since it is desirable to build a backlog of material for Petroleum Technology. 9

KIRCHEN, FREDERICK BRADSHAW, C. B. LAKENAN, TASKER L. ODDIE. The formation of the Nevada Section was originally suggested by Professor F. C. Lincoln, who had discussed the subject with Mr. William L. Saunders when the latter was President of the Institute. Professor Lincoln sought the assistance of the Nevada Mine Operators' Association, whose Executive Committee constituted itself a Committee on Organization, and authority for the establishment of a Nevada Section to include the entire State was secured from the Board of Directors of the Institute. The formal installation took place at 10 A.M. on May 18, Mr. William L. Saunders officiating. The Honorable Emmet D.. Boyle, Governor of Nevada (and a member of the Nevada Section), made the address of welcome. A meeting of the New York Local Section of the American Institute of Mining Engineers, in joint session with the American Electrochemical Society, was held at the Engineering Societies Building, 29 West 39th Street, New York City, Nov. 20, 1913. Mr. Lawrence Addicks, Chairman of the American Electrochemical Society, presided at the meeting, in conjunction with Mr. Louis D. Huntoon, Chairman of the New York Local Section of the American Institute of Mining Engineers. The Chairman announced the subject to be discussed it the meeting as follows: As this is a joint meeting of the New York Sections of the Electro-chemical Society and the Institute, Mr. Huntoon has insisted that I share the responsibilities of the chair to the extent of introducing the speakers.

HUNTOON Since the annual meeting in February, the New York Section of the Institute has held three meetings. The meeting-on March 10 was held in conjunction with the American Society of Mechanical-Engineers and the American Electrochemical Society, at the Engineering Societies Building. The papers of the evening were devoted to records of progress in the Processes for the Photographic Reproduction of Natural Colors. The speakers of the evening were F. E. Ives, one of the earlier workers in color photography, Westley Allison, C. W. Robinson, George F. Clyfton, John B. Taylor, and Henry Hess. The April meeting was held on April 22 at the Institute headquarters, and the topic for discussion was Sanitation in Mining and Metallurgical Work. The principal paper was by J. W.. Luther, chief surgeon of the New Jersey Zinc Co. This was followed by a similar paper by Charles L. Close, secretary of the Welfare and Sanitation Committee of the United States Steel Corporation, and by an account of the sanitation work done in Cuba by the Spanish-American Iron Co., which was read by the Chairman, in the absence of Charles F. Rand. Following these papers general discussion was indulged in.

QUIN. The Pennsylvania Anthracite Section held its second regular meeting at the Pottsville Club House, Pottsville, Pa., July 25,1914. The meeting was attended by more than 90 members and guests. Vice-Chairman W. J. Richards presided. Following an informal dinner, W. G. Whildin, Mining Superintendent, Lehigh Coal & Navigation Co., Lansford, Pa., presented a. paper on Steep Pitch Mining of Thick Coal Seams, illustrated by numerous drawings. This paper will be printed in the November number of the Bulletin. A lively discussion followed the reading of the paper.
