As the established tailings disposal techniques do not meet the requirements of today, alternative methods of disposal are explored. McIntyre Mines Ltd., Coal Div. found a solution in the construction and operation of a tailings dewatering plant. The solids are recovered from the tailings slurry by means of mechanical dewatering equipment and are then dried in a unique drying system to provide an excellent thermal fuel for a power generating station.

ALTHOUGH flotation was known to be a successful process prior to 1912, Utah Copper Co.'s ores were not entirely treated by this process until 1923. Experiments had been conducted, of course, prior to that time, and in February, 1917, the first unit of the Arthur plant was changed over from gravity concentration to flotation. On May 16, 1918, the entire Arthur plant was on flotation, excepting the coarse concentrate which was tabled prior to fine grinding. The reasons for the delay in adopting flotation at these plants were, first, that it was decided to await the outcome of the litigation with the Butte & Superior Mining Co., which began with an injunction served on Oct. 3, 1911. This litigation continued for years. Then the demands on the plants in the war years 1916, 1917 and 1918, really precluded any further drastic changes during that period, as all efforts were bent on maximum tonnage, and the cry of tonnage, rather than of recovery, was the major issue. The postwar depression followed these years of intensive production, so that it was not until 1922 that the Magna plant was equipped to use this process. Excepting, then, the amount of coarse concentrate that was tabled, 1923 was the first year when the Utah Copper Co.'s ores were on, a full flotation basis. EFFECT OF FLOTATION ON ORE RESERVES The object of this paper is to point out the effect that flotation has had on the operations of the Utah Copper Co. In 1905, when D. C. Sackling began making history in copper, the ore reserves were 34,000,000 tons, with a grade of 2 per cent. copper and a mill capacity of 700 tons daily. The point of cut-off between nonprofitable and profitable grades was 1.2 per cent. A few years later the capacity was increased to 6000 tons, when 1.1 per cent became the point of cut-off. Ore reserves had climbed to 80,000,000 tons, having a grade of 1.9 per cent. In 1911 there was an ore reserve of 300,000,000 tons, with a grade of 1.5 per cent and a cut-off of 1 per cent.; in 1918 the ore reserve was approximately 400,000,000 tons, and a grade of 1.38 per cent., and point of cut-off 0.95 per cent., based on normal costs and prices. IT IS universal practice for corporations, at the end of the fiscal period, to call in a firm of chartered accountants to audit the books. The effect of this is to put an independent organization's seal of approval on the accounting of the business done by the management. Their report lets the stockholders know that the accounts rendered truly present the results of the year's business. This is as it should be; the average stockholder has no personal contact or even acquaintance with the managers of his enterprise and the approval of their stewardship by an indepen-dent agent is very desirable for maintaining confidence in their honesty and ability. But such an examination deals only with what may be called the arithmetic of the business; even the most elaborate audit, as the practice is at present, goes no further than to verify the items of the inventory. In other words, while checking up the entries showing the transaction's of the year and certifying to the correct-ness of the items of the balance sheet, such a report gives the stockholder no idea of the ability with which his affairs have been managed. If the profit and loss balance is satisfactory, as certified by the public accountants, he assumes that the management has been able; where it is not, he turns to the president's report and usually finds an explanation. Such an explanation never takes the form of admission of mis-takes in business judgment or of bad technical manage-ment. It could hardly be expected that it would. The stockholder is generally furnished, therefore, with a certificate of the honesty of his management, but never one of its ability. He does not worry about the latter as long as dividends come in; when they cease, his action generally finds expression in replacing the management. In other words, so long as profits are realized, he assumes the management to be good, even though its success is a matter beyond its control and better management would make larger profits. When there is no profit, the stockholders have no means of knowing whether it is due to conditions beyond the control of the management, as the annual report is sure to allege, or whether, by better management, profit is possible. Here is where the technical audit comes in.

Approximately 850 delegates from 24 countries met in Tokyo, Japan, May 24-27, for the second MMIJ-AIME Joint Meeting in 55 years, to exchange technical knowledge and experience in the fields of exploration, mining, metallurgy and petroleum engineering. The first such meeting was held in 1917 in Kyoto, Japan. Although the Mining and Metallurgical Institute of Japan was the sponsor, the entire meeting (machinery exposition, technical program, and tours) was a joint effort of the two institutes.

FATIGUE crack propagation in some aspects can be viewed as being a result of localized plastic deformation concentrated near the tip of the crack.' Deformation is influenced by microstructure which in turn can affect the fatigue crack growth significantly. To study the effect of localized microstructural changes on fatigue crack propagation, cantilever-type notched specimens were subjected to cyclic bending at constant load amplitude. The extent of fatigue crack propagation was obtained by measuring the length of the crack by periodic observation with a microscope on the polished side of the sample,2"4 and these data were used in preparing the curves in the figures which follow. Figs. 1 (solid lines) and 2 show experimental results obtained in austenitic type 302 stainless steel containing higher than standard carbon (0.24 pct C) and 310 stainless steel. Both steels were homogenized for 8 hr at 1120°C and then water-quenched in order to prevent the precipitation of carbides. Fig. 3 shows experimental results obtained on 9440 low alloy steel in the normalized condition and in the quenched and tempered (580°C) condition. Indications of microstructural influence can be seen in scattering of the experimental data. The degree of scattering depends on both the microstructure and the amount of cyclic stress applied to the sample. For microstructures which are more easily deformed plastically, e.g., normalized or annealed as compared with hardened and tempered structures, the scattering is greater. Similarly, higher stresses produce greater scattering in the results, regardless of whether the cause of the stress increase is due to initial loading conditions or the growth in crack length. Scattering is believed to be a result of partial redistribution in the stress field around the tip caused by plastic deformation. This opinion is borne out by much smaller scattering of experimental results in the austenitic 302 high-carbon (0.24 pct C) steel. In this steel, plastic deformation in the neighborhood of the crack causes partial mar-tensitic transformation of metastable austenite,5 which in turn restrains further plastic deformation. In January and February of the current year, at the Tooele plant of the hternational Smelting Co., Tooele, Utah, a modification of the usual method of converting, for the treatment of copper-lead matte from lead blast furnaces, was developed and put into successful operation. In brief, the method consists in blowing molten matte direct from the blast furnaces in basic-lined converters, without the addition of siliceous fluxing ores, to the almost complete elimination of the lead contained, and to the production of copper bullion, the resulting lead fume being recovered by the filtration of the converter gases through woolen fume bags. The process is carried out in conjunction with the converting of rever-beratory copper matte, the heavy iron slag, together with the copper precipitated, being transferred to converters blowing copper matte. The purpose of this transfer is to reduce the copper oxide formed, due to the necessary overblowing of the lead-matte charge, and to utilize, as far as possible, the value of iron from the lead matte, for the fluxing of siliceous dry ores. The final slag from the copper converters is then skimmed off and transferred molten to a reverberatory smelting furnace treating copper ores. This variation from general converting practice was the outgrowth of results obtained during 1913 when it was endeavored to convert copper-lead matte in the usual manner, with the direct addition of siliceous fluxing ores. To make clear the reasons lying back of the process it is necessary to recount at some length the results of operations during that year. In the design of the lead plant it mas planned to treat the copper-lead matte from the furnaces by direct converting without reconcentration and thereby to recover the copper, silver, and gold as quickly as possible. A converter plant of ample capacity, treating copper matte, already being in operation, it was only necessary to install a bag house, a fan, and the necessary flues to complete the equipment. The bag house constructed has a bag-cloth filtering area of 136,000 sq. ft., provided by 960 fume bags, 18 in. in diameter by 30 ft. in length. Undoubtedly other members have given their lives in the Service of the United States and the Allies during the past four years, but the following biographical notices are all that have reached us as yet. Lewis Newton Bailey Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., Apr. 30, 1918, at the age of 34 years. He was Master Engineer, Senior Grade, in the Fourth Regiment, U. S. Engineers, and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character. Mr. Bailey was born at San Diego, Cal., May 28,1884, and graduated from the University of California, College of Mines, in 1906. He joined the American Institute of Mining Engineers in 1916. During 1904 he was employed at the cyanide plant of the Buckeye mines, Forest Hills, Cal. In the autumn of 1909 he went to the Coeur d'Alene District, Idaho, and was first employed on construction work of the Bunker Hill & Sullivan Mining & Concentrating Co'., with a short intermission at the Hercules mill, after which. he was sampler and assayer for the Bunker Hill & Sullivan Co. until May, 1910, when he was obliged to return to California to attend to family interests. Returning to the Coeur d'Alene district in November, 1911, he was given charge of remodelling and operating the mill of the Coeur d'Alene Development Co., treating the output of the Ontario mine; this work he performed with credit and complete success. In December, 1914, he returned to the Bunker Hill & Sullivan Co., as assistant metallurgist and mill superintendent, his work consisting mainly in the testing and improvement of concentrator practice, which he continued with great credit until August, 1915, when family considerations required that he again return to the home of his parents at San Diego. Mr. Bailey was characterized by energy, both physical and mental, by devotion to his friends, associates and employer. He was particularly successful in his relations with the men under him and, in fact, was thoroughly well likcd by everybody with whom he came in contact.

Reported are singular results of a completed combustion research program designed to reliably determine the ignition, burnout, and pollution characteristics of various ranks of pulverized coal (bituminous and lignite), chars, and water-slurries of the raw bituminous coals. Well controlled simulated boiler environments were diagnosed to do so. The standardized, systematic, and comprehensive investigation established relationships between physicochemical fuel properties (coal rank, volatile matter, and reactivity) and thermochemical combustion behavior (ignition and burnout times, and NOX pollution potential) for 31 different fuels.

INTRODUCTION One of the most important decisions involved in the design of an open pit mine is the selection of a slope angle. Despite this fact, engineering procedures have developed slowly in this field. Only recently have the instruments and know-how become available to undertake a design based on sound engineering principles. The effect of blasting on open pit slope stability is one aspect in which the state of the art has not developed fully. These effects include: a) the effects of the ground motion associated with blast waves on slope stability, and b) the fracturing of rock in the vicinity of slopes caused by blast waves. Natural rock jointing plays an important role in both of these. SUMMARY OF BLASTING EFFECTS In recent years there has been a trend to larger sizes of blast holes in open pits to the extent that today 9% in. and 12% in. diam. holes are the most common. The reasons for this have been economic. Larger machines are more efficient and produce at a lower overall cost per ton. As the size of blast holes have increased, so have the other factors associated with blasting. Bench heights have increased, the tons/ft. of hole yield has risen significantly and the explosive load per hole has increased. Quite naturally the rupture radius for a single blast hole has increased along with the vibration level produced per blast hole. Open pit blasting operations can result in two types of unwanted damage: 1. Damage to structures, such as buildings, dams and slopes by ground vibrations initiated by the blast. 2. Fracturing of ground beyond the planned excavation limits. Let us first consider item one. Vibration effects are determined by the type of blast which is fired and the type of medium through which the blast wave is being transmitted. They are strongly influenced by the weight of charge per hole, the number of holes per delay, the distance from the shot point, the mode of initiation, the point of interest relative to the blast, etc.

A technique using propellants has been developed for producing multiple fractures about a wellbore. The use of propellants having a range of burn rates permits precise control of combustion gas release and thereby of borehole pressurization. The pressure rise- time is the key variable governing fracture behavior. The peak pressure attained is of secondary importance and appears to be a function of in situ stress and loading rate. The fracture geometry is governed by the in situ stresses and pressure risetimes. The major fractures occur along the principal planes of stress and along apparent planes of maximum shear stress.

Pink Tennessee Marble was tested for wedge bit penetration characteristics at static and dynamic (10 - 250 ft/sec) loading rates. No significant differences were found within the dynamic range as far as the energy required to remove a unit crater volume and the force used to cause a certain penetration. Under static loading, however, both the energy and the force required were significantly lower. Tests run on bits of varying width indicated that as the wedge bit narrowed to an almost conical shape, the energy used per unit crater volume became considerably lower.

A study was made of the United States Bureau of Mines chlorine-oxygen leaching process for complex sulfide concentrates. The investigation sought to determine the kinetic order and mechanisms involved in the reactions between galena and sphalerite with chlorine. The influence of copper on the extraction rates was also studied. It has been shown that the rates of reaction of chlorine in aqueous solutions with sphalerite and galena are both zero order at 373 K with rate limiting step being the chemical reaction. Addition of cupric chloride increased the extractions of both lead and zinc.

THERE once was a little kid, whose lot was a very tough one until he grew up. His parents did not have much in common; from all indica-tions, it is probable that the child was not wanted. His father Geology and his mother Physics separated shortly after his birth, which occurred during the World War amid a smoke screen of mathematics. He was kicked around a great deal. His parents could not agree on a name, and they finally christened him "Geophysics," for short. His relatives insisted that the name should be "Geophysical Prospecting," "Geophys-ical Exploration" or "Exploratory Geophysics"; though the youngster has grown up by now, this battle is still going on. His father did not think the child would amount to much until he began to show some unexpected talents, which were acquired, no doubt, from his mother Physics. His progress caused his father no little worry, and he began to wonder whether his offspring would help him in his business when he grew up or would set up shop in competition with the old man. His aunt Petroleum watched his growth with benevolent interest; his uncle Mining remained rather skeptical and cousin Civil Engineering not only assumed the attitude of the man from Missouri but was not much con-vinced even after he had been shown. Making a long story short, the kid decided that he had to stand on his own feet and get along as best he could. Having come from a good family . he possessed some outstanding characteristics such as resourcefulness and a reasonable amount of business ability. He therefore decided that it would be to his advantage to follow in his father's and mother's foot-steps as much as possible, and develop the good qualities of both. As a result, the youngster did fairly well for himself, and his relatives decided that it might be to their advantage to be on better terms with him. Father Geology had come to the conclusion that the boy could be very helpful to him and now wanted him to live in his house. His mother, who had brought him through the teething and measles stages, felt quite capable of bringing up the boy without the help of his father; and, as the fairer sex will do, would confide to a neighbor every now and then that his

The chemical reaction occurring in collection of nonmetallic minerals with amine-type collectors was early postulated by students of flotation phenomena to be metathesis between the mineral and the collector, involving exchange between the amine-bearing (aminium) ion and the cation of the mineral, and formation at the mineral surface of an oriented film of the amine salt of the mineral anion. Qualitative evidence of exchange has been obtained on several occasions at Columbia. Thus 1000 C.C. of a solution containing 495 mg of laurylamine hydrochloride was shaken 17 min. with 100 grams of barite and ground in a porcelain mill to pass a 200-mesh screen; the mixture was then set aside for 48 hr. Filtrate therefrom analyzed 476 mg. per liter of laurylamine hydrochloride. There was no substantial loss of chloride ion (78.4 mg. per liter in the original; 74 in the filtrate). No successful analyses were concluded for barium ion. Earlier, confessedly rough work with scheelite indicated a solution gain in Ca++ equivalent to about one-half the aminium ion lost. Real quantitative roof of the exchange, in the form of an established stoichiometric balance, is unknown to the authors. The data of the present paper, however, obtained from experiments designed on the basis of the exchange hypothesis, constitute strong evidence of its truth, and at the same time point the way to economic utilization of the expensive nitrogen-bearing collectors in concentration of the low-priced nonmetallic minerals. The basic postulate underlying the experiments performed was that, if the collecting reaction is of the type R+ + Y- + MX = RX + M+ + Y- where R = aminium ion, Y = the anion of the amine salt, and M and X are, respectively, the cation and anion of the mineral, the reaction should obey qualitatively the implications of the mass-action and solubility-product laws. This is to say that coating and collection should be aided by the addition to the solution of either ion (R+ or X-) of the collector-coating compound, and hindered by the addition of either of the ions M+ or y-. Experimental work comprised determination of (,) the relative solubilities of the laurylammonium salts of a variety of nonmetallic-mineral anions; and (21 the contact angles' of various minerals in solutions containing different concentrations of the postulated controlling ions. Probably the outstanding feature of the oil industry in the Argentine, during the past year, was the increase in production from the Comodoro Rivadavia field. This increase was accounted for by the discovery of a deeper producing horizon in the old coastal field (zone A). The oil, derived from the deeper sands, served not only to balance the natural decline of the upper sands and increase the yield from the area, but also provided a product of comparatively superior quality.
