10.2-1. Equipment Scheduling. In any earth-moving operation, more profit may be earned or lost by equipment scheduling than by any other single facet of the project. Many now-defunct earth movers would have survived the cost-profit squeeze had they followed an efficient, cost saving, equipment scheduling program. The ideal program would have every item of the equipment fleet working all of the time. In practice for many obvious reasons, principally mechanical conditions, operating conditions, and human nature-this ideal situation is not possible. The cost-conscious organization strives to keep as many pieces of equipment of the fleet working efficiently as much of the work day as possible. Operating efficiency requires the minimum equipment to move the predetermined tonnages in the prescribed period of time. In the case of a shovel-truck operation this would mean the scheduling of the minimum shovel and truck shifts to excavate and transport the necessary tonnage to the processing plant or waste dump. To accomplish this goal, the operator must work from the predetermined production established by the requirements of the plant, stripping ratio, mine plan, etc. This production schedule may be in terms of tons or yards per year, per month, or per hour, but must eventually be translated into tons or yards per ma- chine per unit of time. In this regard, the reader is referred to Sections 8.0, Excavation and Loading, and 9.0, Haulage and Transportation. The trend to larger and faster, and as a result more costly, equipment requires that the operator consider every possibility to keep the equipment operating around the clock, seven days per week. In some areas seven day operation may not be feasible economically, because of premium pay for Sunday work. Mine labor agreements are generally written without premium pay penalties for weekend work, and such scheduling is possible and most often desirable.

SOMEWHAT more than a year ago the writer collected some extensive notes on metal-mine fires and a paper on metal-mine fire prevention and fighting, a summary of these notes, was hastily pre-pared, with the assistance of G. Chester Brown, chief mining engineer, Industrial Accident Commission for the National Safety Council meeting. This summary, which is admittedly incomplete, is submitted in the hope that it will evoke some discussion that may result in a reduction in metal-mine fire hazard along the line. To accomplish such a reduction does not require the application of complicated scien-tific data. The use of just a little care, a small amount of thoughtfulness and a bit of common sense will work wonders. UNDERGROUND FIRE FIGHTING There may be some interest in a short list of con-clusions of a rather general nature that were reached in connection with some recent mine-fire fighting opera-tions. No effort has been made to cover the field; the items have been jotted down loosely, and very hastily, in the order in which they occurred to the writer. Originality is claimed for, only a few of them. 1. Temperature readings and analyses of mine-air samples, systematically taken, are invaluable aids to effective metal-mine fire fighting and recovery opera-tions. The analysis of the return-air samples fre-quently gives a surprisingly accurate indication of conditions existing underground. 2. Employees must be thoroughly trained in the use, of mine rescue apparatus, because a relatively slight difference in the amount of training makes a vast difference in the amount of work they can per-form under oxygen. In general, slender, wiry men make better apparatus men than those of heavy, more muscular physique, although there are frequent excep-tions to any such general statement. 3: Surprisingly high temperatures, up to 165° F. or 170° F. pan be endured for short periods by wearers of mine rescue apparatus if the air is dry, but lower temperatures, 135° to 140° F. are almost unbearable if the air is very moist.

Dissemination of technical data on developments in rock-blasting techniques in Sweden initially takes place as personal contacts and contacts between companies. In addition to these informal contacts, contacts occur in Sweden in a somewhat more organized form. There exists an informal working group--the Rock Blasting Committee--which consists of a number of personal representatives from various companies that perform rock blasting on a large scale and from firms manufacturing the equipment that is used. This means that people from both mining and construction companies get together, plus the manufacturers of explosives, drill steel, drilling machines, and loading equipment. This working group has, so far, succeeded very well in ignoring the purely commercial interests of the companies concerned. Cooperation in this form was started in the 1940's when the tungsten-carbide drill steel was invented-the group originally concentrated entirely on the development of that product. Their activities have been broadened since that time and now a meeting is held every year, at which practical experiences are reported. Only in the past five years have subjects relating to blasting procedures to avoid rock damage been treated at such meetings. This, of course, does not mean that such techniques had been neglected previously. It does, however, reflect the fact that practice in this field is still under development. Why do we try to be careful about the rock surfaces? Obviously, it is a question of economic evaluation. An even rock surface provides, in certain cases, the conditions for more favorable maintainance costs later on, greater strength, and a diminished risk of slides. The economic connections in this field, however, are neither simple or clear. A well-controlled blasted rock surface limits the need for concrete when you later build the concrete constructions. In this respect, the connections are all the more clear. In certain situations, such as tunnels for hydroeletric power plants, a good rock surface that is not lined is hydraulically more favorable than a more coarsely blasted surface. Subzero temperatures of the Arctic pose some critical engineering problems for the developer and operator of open pit mines. Undoubtedly, the single most troublesome manifestation of this climate is permafrost. Underlying about 20% of the world's land area and 85% of the state of Alaska, permafrost has not only made its impact on building construction and mine excavation, but has created a legitimate threat to the delicate balance of nature existing within the Arctic environment. The recognition of permafrost areas by geomorphology and an understanding of its other complex developmental factors are the basis for two major concepts in building construction. The active method involves the eventual thawing of the complete permafrost section and is only useful in shallow areas. However, in some areas of coarse, well-drained material, vegetation may be stripped well ahead of construction and shallow permafrost allowed to method, leaves the perenially frozen ground undisturbed and is to be preferred. In selecting construction sites aerial photos may clearly reveal typical permafrost features.

The increased importance and value of chemical analysis in connection with metallurgical operations is largely, if not entirely, due to the increased accuracy of the analytical methods used for the quantitative determination of the foreign elements always associated with the metal operated upon. This applies especially in the working of iron and steel, and to the determination of the amounts of such elements as phosphorus, carbon, and silicon. The influence of greater or smaller amounts of these elements upon the physical properties of iron and steel will be better understood when the proper experiments shall have been made upon samples whose chemical composition is known with almost absolute certainty. From the present standpoint of analytical chemistry, it is easy to see that at least one reason for the failure of many attempts to solve this problem, is the inaccuracy of the analytical methods used. Even at the present time the frequent want of agreement (over and above the unavoidable error due to manipulation) between chemists working on the same sample, leads one to think that there is still at least a choice in the methods used. It is true that very frequently a faulty method in the hands of a skilful analyst may be made to give corroborative results

A series of cross-hole acoustic measurements have been performed in a columnar-jointed basaltic rock mass around an underground opening mined by the drill-and-blast method. The purposes of the test program were: to evaluate the rock mass characteristics around the opening; to determine the zone of blast damage; and to evaluate seismic methods for anomaly detection ahead of mining in this type of rock. The cross-hole measurements were made between four 76-mm diameter horizon- tal boreholes diamond-drilled 12 m into a wall of the underground opening. Repetitive pulses of compressional (P) and shear (S) waves of frequencies in the range 3 kHz-100 kHz were propagated from a transmitter sonde through the rock mass to a receiver sonde, both of which were clamped hydraulically to the borehole wall. After amplification the received P- and S-wave signals were digitized at the surface by a digital oscilloscope and stored on floppy discs. The results indicate considerable reductions in P- and S-wave velocities at distances less than 2 m from the face. Clearly these low values are associated with blast damage. Beyond 2 m, the velocities in a vertical direction indicate almost constant values. The velocities in the horizontal direction beyond 2 m appeared erratic, but showed a general tendency to increase as a function of distance from the face. Their maximum values remained, however, still lower in value than the corresponding velocities in the vertical direction. Near the face, the differences in velocities were considerably greater: with horizontal velocities considerably lower in value than those vertical. Results of the spectral analyses of the received signals indicated that Q-values were strongly influenced by the vertically- oriented sets of joints. Only for waves travelling in the vertical direction was the effect observed of the blast-damaged zone immediately around the opening. The acoustic data obtained are clearly indicative of an anisotropic jointed rock mass, with a greater intensity of jointing for travel paths in the horizontal than the vertical direction. The vertical, columnar joints are probably less tightly closed than those oriented in the horizontal plane.

The creep properties of lead alloys have been studied by a number of investigators but most of the work has been done on extruded material and the amount of data available on rolled alloys is surprisingly limited. Greenwood1 and his collaborators investigated various rolled commercial leads containing relatively small amounts of impurities, Phillips2 likewise studied rolled commercial leads, although he did include a few alloys— such as tellurium lead and one per cent antimonial lead. But as far as the authors are aware no data on the creep properties of so-called "hard leads"-—i.e., containing from 4 to 8 per cent antimony—have been published. In this paper some data are presented on a few antimonial lead alloys and compared with a copper-bearing lead. Preparation OF Specimens All the alloys used in this investigation were cast at a temperature of 400°C. into an open cast-iron mold preheated to Ioo°C., the resultant casting being % by I by 10 in. The copper-bearing alloy was cold-rolled by 10 per cent passes to a thickness of 0.100 in. Creep specimens 16 in. long were prepared by clamping the strips between wooden blocks and machining the edges of the strips parallel by means of a plane. Careful manipulation gave parallel specimens with no reduced section and with a minimum of distortion. The antimonial lead castings were hot-rolled in 10 per cent passes at a temperature of I50°C. to a thickness of 0.400 in., the heating being carried out in an electric oven after each pass through the rolls. After the castings had been broken down to 0.400 in., they were allowed to cool to room temperature and then cold-rolled to 0.100 in. with the usual Io per cent passes. Sufficient time was allowed after each pass for the strips to cool to room temperature. The apparatus and method of measuring strain have been adequately described in a previous paper3 and essentially the same practice was used in obtaining the present data. AS a result of the study of social problems to which so much thought has been given in this country and Europe in the last half century, many employers of labor have come to think that some provision should be made for their workingmen in case of injury. There has been a growing tendency so to administer the laws governing industrial pursuits in these countries as to add self-interest on the part of capitalists, to the plea urged by humanity, that every possible care should be taken to guard the workers from accident; but as no care can guarantee immunity, there is a necessity to supplement these precautions by some method of providing pecuniary aid that shall be available when disabling accidents do occur. It was once a favorite idea of theorists on political economy, that in the ideal state of society every man should take care of himself, and that the less care or control there was assumed by any man over others' private affairs, the better; but this gospel of selfishness has had its day, and it is now generally recognized that in the existing state of affairs the stronger and richer cannot escape the duty of being to some extent, the keepers of their less fortunate brethren ; and, on the other hand, that an assumption of care for them involving to some extent an exercise of authority, is not a thing to he necessarily and always resisted. Out of these convictions, many efforts for the amelioration of the condition of workingmen have grown—which or one result have produced various plans which combine the con-

R. L. Bullock (St. Joseph Lead Co., Bonne Terre, Mo.)— The progressive approach of The International Salt Co. as described by Mr. Ryon is certainly commendable as is his paper. St. Joseph Lead Co. has been shooting AN/FO in 13/8 to 1 1/4-in. holes for several months now (as of October 1960) on a trial basis. The results thus far obtained are excellent, but conclusive evidence at this date is premature. One point that he gave should interest even the most ardent skeptic. That is, they are getting a detonation of the 1 1/4-in. ANDO charges in 2 1/4-in. holes. In light of its low sensitivity and critical diameter, this would appear to be one of the worse conditions that one could expect in which to get proper detonation of AN/FO. It has been shown* that partial confinement sometimes decreases sensitivity of a column of explosive because the air space above the explosive becomes highly compressed and in turn compresses the explosive prior to passage of the detonation front. Apparently, this does not happen in their shooting and the poor explosive coupling caused by the 2 1/4-in. holes yields a minimum of overbreak and is an ideal condition for their back.

THE object of this paper is to, describe the several necessary characteristics of the zinc-retorting charge and to show how by certain improved methods; the large excess of coal, over that theoretically required, can be reduced, thereby effecting an increase in the smelting capacity of a retort plant as well as other economies. In the Southwestern zinc works a charge of roasted zinc ore with a side mixture of carbonates and silicates, analyzing on the average 50 per cent. Zn, is mixed with 55 or more per cent. of its weight of a mixture of coal and coke analyzing 60 to 70 per cent. fixed carbon. . The ore is of varying fineness and the coal and coke are usually crushed in a semi-moist condition through a 3/8 -in. screen. With ores of a slaggy nature, this coal proportion is increased, sometimes to as much as 100 per cent. of, the weight of the ore. With carbonate ores, or where anthracite screenings with higher carbon content are cheap enough, the percentage of reducing agent is cut to 45 per cent. or even somewhat lower. The average charge per retort for a monthly run of a plant on ore, as distinguished from retorts on blue-powder, ladle-skimmings and other between-products, runs from 60 to 66 lb., with a mean of 63 lb. for the Southwest with standard retorts of 8 ½ -in. inside diameter and 50 in. long inside, using roasted sulphide ores. Conditions will change these figures, but 40 lb. of ore per cubic foot of retort space is, I believe, an average in the better-operated plants. Since the rise in. the price of spelter, the tendency has been to overcharge. To remove the slag that is formed when retorts are overcharged, extra men are put on to "gum-chisel" the retorts to prevent "set" furnaces and "butchered, retorts." Taking the above conditions as premises, we find that from four to six times the amount of coal necessary for the reduction is used, as is evidenced by the fact that the residues analyze as high as 35 per cent, fixed carbon. There are good reasons why this excess of fixed carbon must be used and perhaps these can be best explained by a description of the metallurgical requisites of a zinc charge. (Read at the Amenia Meeting, October, 1877.) IN a paper by Mr. Frank Firmstone, published in vol. iv, of the Transactions of the Institute, on "Comparison of Results from Open-topped and Closed-topped Furnaces," the regularity of the average grade of pig iron produced by the furnace under different conditions is expressed by means of a curve or diagram. The object of this note is to show that the graphic method, or that of representing variations by plotted curves or diagrams, is capable of a much more extended application to blast-furnace records, making a valuable auxiliary to the "furnace .book," and that by it the practical metallurgist may obtain at a glance information concerning the variations of the furnace during long periods, which could be found in the furnace book only after a tedious search. Plate XII is a graphic record of an anthracite blast furnace for one month. The table on page 554 gives the figures obtained from the furnace book, together with a record of temperature of the atmosphere, barometric pressure, and moisture in the air, which was obtained from a meteorological observatory not far from the furnace. In the records of a furnace, two of the variable qualities are final results, viz., the quantity of pig iron produced, and its grade; all the other variables are antecedent causes which produce the final results. Of these variable causes which contribute to the quantity of product and its grade, some are partially under the control of the furnace manager, others depend upon the state of the atmosphere, and still others are accidental. Of the first class are the character of the materials charged, and their relative proportions, their mechanical conditions, as wet or dry, large or small pieces, etc., the revolutions of the engine, the heat and pressure of blast, and the distribution of the charge. Of the second class are the number of pounds of air blown into the furnace for each stroke of the engine, the amount of moisture in the air, and the condition of the chimney draughts. These vary largely with the season of the year. Of the third. class is the leaking of a tuyere or a temporary stoppage. To keep a record of this kind for a whole year, it is only necessary to procure a sheet of common profile or cross section paper, about 38 inches long and 8 or 10 inches wide, with cross lines ruled about 0.1 of an inch apart. Discussion of the paper of Ralph Hayden, presented at the Butte meeting,. August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1443 to 1467. JOHN V. N. Done, Denver, Colo.:-Mr. Hayden has placed the metallurgical profession greatly in his debt .for this valuable paper. The importance of such a complete description of the research work on which is based the building of a plant to add at least 10,000,000 lb. of copper per year to the production of the Anaconda Copper Mining Co., at small expense, will be appreciated by all our members, and especially those who are facing similar problems. The information given in regard to the treatment methods discarded will be a great help to many workers, as it is often of as much importance to know what ? not to do" as what method to adopt. I Some further comment on the tests of the Dorr thickener may be of interest, as they have led to developments which I believe will prove of great importance. Before the Dorr thickener was installed, I had shown Mr. Laist reports from the Steptoe Valley concentrator, in which it was stated that one thickener 17 ft. in diameter was the equivalent in settling capacity of twelve 8-ft. cones, although the latter-contained double the surface area.. Mr. Laist, had made careful tests on the settling capacity of in 8-ft. cone on Anaconda slime, and we naturally expected the thickener would show a much higher capacity for equivalent area. When, is Mr. Hayden stated, the tests showed no increase, I realized that we were comparing it with a cone under test conditions, while the Steptoe results were based on operative conditions, find the explanation given by Mr. Waddell for the great difference had been, that " there is only one unit to watch instead of twelve, without the constant result of feed to twelve cones becoming unbalanced. Also the one 1 1/8-in. spigot used on the Dow requires no attention compared with the dozen 3/8-in. spigots of the cones.' I realized also as a. result of the tests that the total settling area required to handle the immense tonnage of the Anaconda company would be enormous, and very expensive in view of the housing required by Montana climatic conditions. After studying the matter over, I told Mr. Laist that I believed a thickener operating in a much shallower tank would have nearly the same capacity. No observations on the mechanical properties of iron-manganese alloys have been published since pure manganese became readily available, either distilled manganese or electrolytic manganese. The purpose of this investigation was to determine whether iron-manganese alloys are essentially brittle, as reported by Hadfield,1 or whether the lack of ductility observed was due to impurities in the alloys that he studied. EXPERIMENTAL METHODS The alloys were melted in a 100-lb. high-frequency induction furnace with a magnesia crucible, using ingot iron and electrolytic manganese. The heats were split, the first giving six 18-lb. ingots and the second three. Each successive heat was higher in manganese and about 0.3 per cent silicon [ ] was added as ferrosilicon. The alloys forged without difficulty-and were given a 90 percent reduction to 3/4-in. rounds. The chemical analysis of the alloys is given in Table I. The forged rods were homogenized for [ ] 24 hr. at 1150°C. (2100°F.) and air-cooled. The alloys were tested in two conditions of heat-treatment: (I) as normalized from 870°C. (1600°F.) and (2) normalized from 870°C. and tempered for z hr. at 540°C. (1000°F.) and air-cooled. The tensile specimens were 0.505 in. in diameter with a 2-in. gauge length, and the impact specimens were V-notch Charpy. The proportional limit and yield strength were taken from the stress-strain diagrams drawn by a Peters recorder. The data obtained from the tensile test and the hardness measurements are given in Table 2. Specimens that were normalized are designated by N; those that were normalized and tempered by T. Alloy G was tempered after forging (D).

THE function of this paper is to present certain results based on the fact that the strain energy arising from the solution of out-of-size solute atoms into the solid matrix is free energy and not internal energy, and that this strain energy is almost wholly shear strain energy as Zener1 pointed out. One natural consequence of this fact is an expression for the excess entropy of mixing due to the strain energy. Also, a derivation of the integral molar free energy of mixing partitioned to strain energy will be made using the model of Lawson2 and thermodynamics. This derivation has the advantage of showing in a simple way the assumptions involved in Lawson's treatment. The excess entropy of mixing partitioned to strain energy can be derived in two ways. The first way makes use of the fact that the strain energy is almost wholly in the form of shear strain energy. In this case, as Zener1 pointed out, the change in entropy due to the addition of shear strain energy is to a first approximation given by ?S/?? p,T = - ?lnµ/?T p,? Hence, the excess entropy of mixing partitioned to strain energy will be given by Sx ? = ?S/?? p,T Gx ? = - ?lnµ/?T p,? Gx ? where, Gx ? is the relative integral molar free en- ergy partitioned to strain energy; S is the entropy; is the shear strain energy; µ is the shear modulus; T is the absolute temperature; p is the pressure; and ? is the shear strain. Zener,1 as well as others, has pointed out that the shear strain energy stored in a compressible isotropic solid due to the insertion of an off-size incompres-sible sphere into a spherical hole in the solid, is approximately given by 2/3 µ/O (O°I - O)2 where a is the volume of spherical hole and no , is the volume of sphere. If we now consider the introduction of one mol of such spheres into an infinite volume of solid, then the relative partial molar free energy excess due to strain energy alone is GM ? = 2/3 µ/v (v ° 1 - v)2 where v is the molar volume of solvent and v°1, is the molar volume of pure solute type 1. Let us consider that these spheres are the two types of atoms in a binary solution, then there will be a similar relation for solute 2. Poly crystalline aluminum specimens having random and diffuse (001) initial orientations were reduced 90 pct in area at room temperature by drawing, extruding, and swaging. Although each procedure produced the duplex (001)- (111) texture, there were marked dqferences in the relative amounts of each component. This also produced variations in the tensile properties of the aluminum rods. It is generally agreed that the fiber texture found in aluminum rods consists of a strong (111) and a weak (001) component after reductions in area of 90 pct or more. An examination of data summarized in recent reviews'-3 shows much spread in the values for the relative amounts of the two components reported by different investigators. That the initial orientation has a marked influence on the final texture even after reductions in area greater than 90 pct is well-documented.4-7 Another factor which may influence the relative amounts of the two components is the method of fabricating the wires or rods. Barrett and ~assalski' state that the center of wires formed by rolling, swaging, and drawing have the same textures. The data cited in support of this conclusion came from qualitative X-ray techniques. In recent years there has been renewed interest in correlating the type of preferred orientation with such parameters as stacking fault energy and onset of mechanical twinning.'' Since these analyses have often used many sources of data, it is essential that the data be evaluated for the effect of fabrication variables. In this study we have produced aluminum rods by drawing, swaging, and extruding and have quantitatively determined their textures. All specimens had the same purity and fabrication temperature, and the amount of deformation and the starting textures were determined. We have compared our results with published studies on similar materials and fabricating parameters. We have also compared results from the same three fabricating procedures for single-crystal specimens in three instances. EXPERIMENTAL PROCEDURE The aluminum was 99.99+ pct with the only detected impurities being (by weight) 0.002 pct Cu, 0.001 pct Si, and 0.001 pct Mg. Cylinders a in. in diam by 1 in. long with a fine-grain random texture were made by the following method. Cubes 1+ in. on a side were machined from 2-in.-diam ingots. These cubes were slowly pressed about 30 pct in each of the cube directions. The material was recrystallized by annealing 1 hr at 350°C. Three deformation-anneal cycles produced the desired material. Polycrystalline specimens with a diffuse (001) texture were made by casting into a graphite tube 1 in. ID, li in. OD, by 8 in. long which had been preheated to 900°C. The coal industry was beset with work stoppages and strikes throughout the year, and there was some loss in markets to oil and gas. These conditions, along with the mild decline in industrial activity, the steel strike, and the reduction in exports, contributed to an unfavorable year for the industry. All coal mines are working three days a week at the time of writing, and in estimating production for the year, it will be assumed that the mines will continue to work on that basis through December. Total production of bituminous coal in 1949 is estimated at 420 million tons, which is 179,518,229 tons under the production in 1948. Anthracite production is expected to reach 39,400,000 tons as compared with 57,139,948 tolls in 1948, a loss of 17,739,948 tons. Coal stocks, as of January 1, 1949, were 69,373,000 tons but at the end of the year will have dropped to approximately 22 million tons. THE great development of the mines and metallurgical works of this country during the last few years, accompanied as it has been by the investment of enor¬mous sums of money in purchasing lands, and in the erection of improvements, requires that advantage should be taken of the accumulated knowledge of engi¬neers, superintendents, and others, in mastering the problems which are con¬stantly presenting themselves for our action. Among those may be mentioned the consideration of more economical systems of mining in our coal and metal¬liferous mines, improved methods of transportation above and below ground, unwatering and ventilating mines, the mechanical preparation of coal and other minerals, the various metallurgical processes, and, in fact, every question tending to the attainment of two great objects 1st. The more economical production of the useful minerals and metals. 2d. The greater safety and welfare of those employed in these industries. In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed as the free interchange of experience among those actually engaged in these industries, and this object has been accomplished, mainly, through the medium of institutes, associations or societies, composed of those engaged in these occupations, and by the- periodical publication of essays or papers, communicated to such societies by their members. It must be evident to all practical men that the interchange of the varied experience of those engaged in such occupations in this country could not fail to advance very materially the desired objects; it is, therefore, proposed to establish an American Institute of Mining Engineers, which will hold its meetings periodically in the great mining and metallurgical centres, where works of interest, such as mines, machine shops, furnaces, and other metallurgical works, can be inspected, and the members exchange their views, and consult for mutual advantage upon the difficulties encountered by each; these transactions or proceedings, when published, would form a most valuable and greatly-needed addition to our professional literature. It is proposed that a meeting of those sympathizing with the object above men¬tioned shall be called for the purpose of organizing such an association, the place and time of meeting being Wilkes-Barre, Pa., and the month of April or May. Communications indicating the opinion and wishes of all, both as to these points, and also as to the organization and objects of the Institute, will be gladly received by any of the undersigned, and a notice of the date of meeting, which will be arranged to suit the greater number, will be duly communicated. I have bad considerable experience with the testing-machine at the Watertown Arsenal, having had broken there sixteen large steel eye-bars, besides quite a number of iron bars and two compression members. So far as accurate mid satisfactory results are concerned, the machine is all we could ask for, and the officers who have it in charge, together with their civil assistants, are thoroughly conversant with it 1 details, and entirely competent to make the tests required. The principal defect is that the force is very inadequate. As the machine is arranged, tile weighing apparatus is at one end and stationary, the measure of strain being carried from this to the scale-beam by the fluid in a tube m small that it looks like a wire. At the other end is placed the hydraulic press by which the power is applied; this press is mounted on a small carriage and held by two eight-inch screws about four feet above the floor, which arc of course strained in compression during tensile tests, and in tension during' compression tests. When the stretch of the material has exhausted the throw of the plunger it is necessary to relieve the strain, draw back the plunger, and move the carriage along, which is done by nuts turned by steam working on the large screws. Every specimen placed in the machine must be lifted above the large screws and lowered into position. To do this, crabs, running on travellers, which span the entire room, are placed over the machine, and by these the specimen can be lifted and put in place. The actual time required to make a test depends largely on the amount which the material stretches, bat it may generally be said, that for specimens which will stretch from two to three feet the

PRORATION in the petroleum industry has come to mean a method for curtailing the production of crude petroleum by artificial effort, and it is in this sense that the term is employed throughout this paper. Although a contrived curb on supply has been invoked at various times in the past in particular fields and to meet specific situations, it is not until the past few years that this procedure has become general and assumed a dominant role in the oil business. In the sense that we now understand it, proration had its inception in the Seminole area of Okla-homa in 1927, from which time and place the practice spread to include practically all the flush oil fields of the country, especially those of California, Kansas, Oklahoma and Texas. At present there is perhaps no phase of the oil business that commands more attention than proration, nor one that engages more time and effort on the part of executives in the business. The practice of proration, indeed, has not only become an integral part of the policy of most companies and operators, but it has also taken on the aspects of a "movement" involving two schools of thought with considerable feeling, and at times some bitterness, on both sides. In this atmosphere it is difficult to find calm, dispassionate consideration of proration, for most discussions are either vigorous exhortations by its proponents, or else sharp condemnations by its opponents; although it appears that the majority of the industry is clearly "in favor of" proration. It is hoped that this analysis will be taken as an attempt to appraise the movement as an economic force, without bias and without regard to the incidence of the conclusions upon any preconceptions that the industry may entertain.

SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.
