Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased.

IN May, 1878, I had the honor of presenting to the Institute, at the Chattanooga meeting, some observations upon the heat of the Comstock Lode, and since then the subject has attracted some attention and criticism, in the course of which, I have observed errors of apprehension which I beg leave to correct now. Mr. John Arthur Phillips discussed it before the Geological Society, his paper being printed in the Quarterly Journal for August, 1879.* His criticism is based upon that part of my paper in which I quote a number of analyses of the mine waters, to illustrate the fact that the heat does not come from the oxidation of pyrite. I pointed out that these waters contain only an insignificant proportion of sulphuric acid, and not enough to account for even one per cent. Of * A Contribution to the History of Mineral Veins. By J. It is too late to gloat over the fact that minerals have furnished 67 per cent of the primary wealth of Pennsylvania. It is high time that Pennsylvanians do some constructive thinking in terms of the present and future with regard to the remaining mineral heritage.1 The discovery of a deposit of pyrophyllite in the South Mountain region of the Cumberland Valley indeed emphasizes the increased importance of a more exact inventory of the metal and mineral resources of Pennsylvania. Active geological work and research have been in progress for many years, but the surface has been little more than scratched. The results obtained thus far in survey and research have been extremely beneficial to the Commonwealth and a fundamental hub of its industrial development. But these activities are wholly inadequate in the face of rising demands for the future. The need for an accelerated program to continue a study of Pennsylvania's mineral resources on a more intensive scale was never more acute.2 In part, this has been caused by the insatiable demands of industry. It has been caused also by wasteful use and ignorance.

The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

With today's technological advances in mineral processing equipment, there is an increasing demand for accurate system control. This can only come about through representative sampling. The purpose of this paper is to guide in the selection of sampling equipment and outline design parameters for the cutters used in dry and wet sampling without adding redundant mathematical probability formulas. Special attention will also be given to the equipment wed in conjunction with samplers and sampling system, such as feeders, crushers, chutes, launders, and controls.

IT is a well-known fact that the solubility of zinc compounds decreases when these compounds are roasted in contact with iron compounds, but descriptions of tests to quantitatively express the fact have not appeared in the literature. Possibly such an expression cannot be uniformly and exactly duplicated by different operators because of the variation in the personal equation. In a general way, however, the reactions between zinc compounds and iron compounds under roasting conditions will show a certain trend with changing conditions and the approximate quantitative expression of this trend appears reasonably well established by experimental work conducted for this purpose.

Design methods for foundation anchors and sockets constructed in rock are based largely on empirical correlations which yield a reasonable estimate for initial capacity, but do not address the general concerns of failure mode and load-displacement behavior. This paper focuses on the behavior of foundation-rock interfaces and shows that interface behavior under increasing load results in a progression from an elastic response to secondary behavior, in which interface failure occurs, and finally to a residual stage at large deformations. Procedures to follow this progression are outlined to provide a more fundamental understanding of the problem.

ANALYTICAL results have previously been presented for the diffusion-controlled solution of a second phase in a finite medium for planar, cylindrical, and spherical geometries.' These results were obtained by numerical methods using digital computer techniques and are applicable not only to the stage of the problem where the unstable phase shrinks to zero size, but also the subsequent stage where the concentration gradients in the matrix phase become negligible (essentially complete homogenization). It is anticipated that the results of such an analysis may be of use to those workers who are interested in the processes

"IRON for iron" may soon be the primary concept of Mexico's mining industry. If reports that President Adolfo Ruiz Cortines intends to extend federal control over mining are true, Mexico will export iron ore to the U. S. only in return for machinery. Actual exporter will be the Federal Government, with negotiations through the Bank of Mexico. Shipments of iron ore, under this kind of arrangement, can be tightly controlled, assuring that machinery and heavy equipment instead of dollars are the means of payment. Expansion of this policy in the next few years can be expected according to reports.

Untensioned, fully grouted, steel bars (dowels) up to 30 m long and 45 mm in diameter were used to reinforce rock slopes several hundred metres high, excavated for a hydroelectric project near Revelstoke, British Columbia. These dowels were successfully used to prevent surface rock from loosening, to prevent sliding on interconnected discontinuities and to prevent sliding of relatively intact rock on a thin shear zone. Because the interaction between rock slopes and dowels is not well understood, critical slopes were extensively monitored. Based on the experience from Revelstoke and elsewhere, it appears to be worthwhile, in most circumstances, to reconsider the need for tensioning rock anchors.

DIFFUSION coefficients of RaD (PD) and RaE (Bi) in a Bi-0.255 atomic pct Pb alloy have been measured by the methods outlined in a previous paper.' The following changes were made in the experimental procedures: the bath was made up of about 400 to 500 g Bi; and no correction was made for the volume change of bismuth on melting. The data are presented in Table I and Fig. 1. A least-squares analysis of the data yielded D = (0.120 t 0.09) exp ( -9680 + 1070/RT) D- (0.0465 0.001) exp (-8100 + 466/RT). Statistical analysis of the data indicated that the activation energies are significantly different at the 50 pct level, but not at the 75 pct level, while the D values are significantly different at the 97.5 pct level, but not at the 99 pct level. The differences are thus not as clear-cut as they were for lead. However, bismuth diffuses faster than lead in high bismuth alloys as well as in lead. The high activation energies, more than twice the value calculated from viscosities, are in good agreement with the results of Grace and Derge.' No data were obtained at higher temperatures because of gas bubble formation in the capillary. In 1948 the shaft sinking record in the Republic of South Africa was held by the Van Dyk Consolidated Mines Ltd. for a ventilation shaft with a footage of 461 ft sunk during the month of August 1941. This record remained for some ten years; but in the ensuing nine years it was broken no less than 13 times. Table I gives shaft sinking records throughout the world for the 21 years, 1940 to 1960. History shows that the wide, deep, timbered rectangular shaft had passed its peak of popularity by 1948, although it still had a great deal to commend it, both from the sinking and operational points of view. In sinking, it is easy to clean manually, and water can be handled by bailing when wet ground has to be negotiated; its shape also lends itself to equipping concurrently with sinking. In operation it provides the most convenient "in line" hoisting arrangement, and if the ventilation requirements so demand, it offers the simplest solution in that it can be divided into upcast and downcast sections. Furthermore, in the case of a multi-level mine, the shaft compartments can be reduced conveniently if the full area of the shaft is not required to serve all levels.

INTRODUCTION Flotation is by far the most important unit operation of mineral processing. Most of the common base metals are produced from flotation concentrates of metal sulfides. Flotation is proving to be a valuable process for producing non-metallic minerals such as ceramic oxides, silicates, clays and phosphate fertilizers. All these fltation separations are carried out on materials which are predominantly in the 10 to 100 micronssize range. The present practice of flotation circuits for the production of large tonnages of metallic and non-metallic mineral concentrates is fairly well understood, developed, and standardized. Two kinds of problems are encountered (1, 2) with fine particles smaller than 10 microns. First is the interference of the fine particles with the flotation of the coarser particles and the second is the poor flotation behavior of fine particles. In general, these problems are handled either by eliminating, minimizing, or ignoring the fines in the flotation circuit feed. In recent years, however, a considerable number of experimental and theoretical studies have been carried out to understand the flotation behavior of fine particulates. This literature is summarized in four review papers (2-5). Application of the conventional flotation techniques for the separation of mineral fines is known to be uneconomical, and to present several scientific and technological problems (1-5). The objective of this presentation is to examine the flotation behavior of fine particles in terms of their physical-chemical properties and to review the potential techniques of fine particle flotation. Specific reference to the problem areas and research needs will also be included in the discussion.

DURING the course of a lubrication study in relation to the compacting of metal powders, it became desirable to measure the thickness of sprayed graphite coatings on steel dies for hot pressing. The thickness of these lubricant coatings ranged between 0.0001 and 0.002 in. In their particular case, the authors were interested in a method for measuring the lubricant thickness on tapered die inserts having curved surfaces. The lubricant was sprayed on the inserts at an elevated temperature and it was desirable to measure the thickness as soon as possible after application. Various standard types of commercial equipment were tried. Most of the available devices operated on either a mechanical or magnetic principle. ASARCO's copper smelter at Hayden, Arizona has been upgraded to meet the increasing Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) environmental standards. Fortunately, means were found to accomplish these standards and provide for more efficient operations. With the adaptation of oxygen flash smelting and other related operations at Hayden, ASARCO has turned to the use of minicomputers and microprocessors for inter-plant communications and local area process control. The applications of distributive and computer controls to the plant operations at the Hayden smelter are discussed in this paper.

OIL-FIELD waters enter into many underground problems with which the petroleum engineer has to deal. Whether the problem is one of infiltration or natural encroachment, it is always desirable to determine the source of the water before commencing repair or remedial work. The usual mechanical tests for determining the source of extraneous water in wells are slow and expensive. An excellent means for the identification of oil-field waters may be afforded by their chemical characteristics when the chemical character of waters from the various sands has been established, by careful sampling and analysis cautiously interpreted. In the Salt Creek field, Wyoming, a fairly high degree of efficiency has been attained in the controlof field operations by utilizing the information afforded by the analysis. All of the operating companies appreciate this means of identifying waters, with the result that water-sampling has become general practice. Most of the chemical work dealing with Salt Creek waters has been done since the laboratories of the Midwest Refining Co. and the U. S. Geological Survey, were established in the field; the former in 1922, the latter in 1924. A spirit of cooperation has existed between the company and the government personnel by which many of the data for this paper were made available.

Devices for saving labor in immediate connection with the operation of the iron blast-furnace have received comparatively little attention. Machines for hoisting and blowing, always employed in some form, have been improved; but charging, tapping, casting and handling the pig-iron in the beds are still performed chiefly by manual labor. At almost all furnaces, filling is done with the handbarrow of twenty-five years ago; and it is only recently that, here and there, chills have been employed in the cast-house instead of the usual sand-beds, to lessen the labor of handling the pig, as well as to secure its greater purity. Owing to circumstances which are entirely unavoidable, the cost of rendering to Institute Members the services which they have been ac-customed to expect from the Institute has increased enormously, especi-ally during the past year. The cost of printing has increased 20 per cent. and another 30 per cent. is expected. There is no recourse; the Institute must pay this or cease publishing. The increase for supplies and office force will be very great. Justice to our employees, whose cost for living expenses has risen by leaps and bounds, demands an increase in. wages, wholly aside from the fact that the employees need not and will not stay. The Institute is, therefore, faced with the alternative of greatly re-ducing its service to the members or else of asking from them a small increase in clues. An amendment to the Constitution has been offered by the members increasing the clues to $15 per year, which cannot become effective until 1921. This still leaves us as the engineering society with the lowest annual clues, except only one, whose dues are $15 per year. To help meet the immediate emergency, the Directors have exercised the authority vested in them by the Constitution and By-Laws and requested the members to pay $3.00 for the Transactions to be issued during the year 1920, which is very much less than the cost of publication. It is the opinion of the Board that the members will prefer to pay this slightly additional expense rather than to have the Institute take a backward step in respect to the services which it is rendering, and which has been increasing constantly in amount, as well as in unit cost, during the past seven or eight years.

Forecasters, in estimating long-term energy requirements and supplies, have predicted a bright outlook for coal. Some predictions have annual coal output reaching 800 million tons by 1980, almost twice the average of the last five years. These projections assume that ultimate consumer energy products will be supplied adequately not only in volume but also by kind and type. The consumer energy schedule shifts continually as it reflects the changing demands for numerous uses. Its appearance, expressed generally in proportions of solids, liquids, gases and electricity, is quite different today from what it was in 1940. It may change even more by 1980. Thus, the shares that coal and the other energy sources will have In total supply will depend upon how well each source can be processed into products that will be accepted by consumers.
