INTRODUCTION Landowners in Texas for many years have freely granted, reserved and leased "oil, gas and other minerals" or interests therein. In recent years we have witnessed much litigation concerning what sub- stances should be included as "other minerals" within the phrase "oil, gas and other minerals," and this question has received the attention of numerous legal scholars. At the South Texas Uranium Seminar held in Corpus Christi, Texas, in September, 1978, Mr. William R. Dodson presented a paper dealing with this very subject and entitled "Uranium - Mineral or Surface? Who Owns It?" In his paper, Mr. Dodson reported on two recent Texas Supreme Court decisions, Acker v. a, 464 S.W.2d 348 (Tex. 1971) and Reed v. Wylie, 554 S.W.2d 169 (Tex. 1977). which held that the particular substance in question in each case is not a mineral within the phrase "oil, gas and other minerals" if substantial quantities of the substance lie so near the surface that production will entail the stripping away and substantial destruction of the surface. Since that time another chapter has been written in the Texas saga of "When is a Mineral not a Mineral?" and it is the intent of this paper to present an update of the Texas law. A review of the early Texas cases so ably covered by Mr. Dodson in his paper will not be repeated, except as is necessary to illustrate the evolution of the legal doc- trine which has been so aptly named "The Surface Destruction Test". BACKGROUND In order to appreciate the genesis of the problem, one must consider that oil and gas production commenced in Texas many years ago, Spindletop came in in 1901. As oil and gas became more valuable, land- owners with considerable frequency sold interest in the oil, gas and mineral estates in their lands, and reserved interest in the oil, gas and mineral estates in their lands when they disposed of their property. Due to the oil and gas background, and perhaps be- cause oil and gas was paramount in the minds of the parties, the traditional language employed in these grants and reservations was "oil, gas and other minerals" or variations thereof. There are literally hundreds of instruments employing this language constituting a link in the chains of title to thous- ands of acres of Texas land. In addition, there are thousands of acres of Texas land held by oil, gas and mineral leases, the primary terms of which have been perpetuated by production, containing similar language in their granting clauses. The severance of the mineral estate from the surface estate results in two separate and distinct estates, each having all of the incidents and attributes of an estate in land. with the surface estate being the serviant estate, and the mineral estate being the dominant estate and having certain easements in the surface estate to explore. produce and remove the minerals. Harris v. Currie. 176 S.W.2d 302, 305 (Tex. 1943). As observed by the court in the Harris case, this is because a grant or reservation of minerals would be wholly worthless if the grantee or reservor co~lld rwt enter upon the land in order to explore for and extract the minerals granted or reserved. Although the Texas law has recognized that an oil and gas lessee has the right to use so much of the surface as is reasonably necessary to produce the minerals. Warren Petroleum Corporation v. Monzingo, 304 S.W.2d 362, 363 (Tex. 1957), recent decisions of the Court have qualified this doctrine. In Getty Oil Company v. Jones. 470 S.W.2d 618 (Tex. 1971). Getty's pumpine, units were interfering with ones self-propelled sprinkler system utilized for irrigating the premises, and Jones sought to require Getty to install the-pumping units in cellars so that the sprinkler system could pass over them. In an effort to accommodate both the surface estate and the mineral estate, the court held (page 622) "...where there is an existing use by the surface owner which would otherwise be precluded or impaired, and where under the established practices in the industry there are alternatives available to the lessee whereby the minerals can be recovered, the rules of reasonable usage of the surface may require the adoption of an alternative by the lessee". Bearing in mind that the "reasonable use doctrine" grew up in the oil and gas industry involving sub- stances which can be produced by methods that do not destroy or deplete the surface estate, the question presented is whether the Texas courts will extend this doctrine to situations where claimants of "other minerals" seek to produce shallow deposits of iron ore, coal, lignite and uranium by surface mining methods which do destroy or deplete the surface estate? The surface destruction test has answered this question in the negative, at least as to iron. coal and lignite. However, the multitude of mineral estates in Texas which have been created by a grant. reservation or lease of "oil, gas and other minerals" will, doubtlessly, continue to fuel the fires of litigation. REORGANIZING AMERICAN ENGINEERS There are in America approximately 500 engineers' organizations of various kinds, and yet it is estimated in many communities that 30 to 50. per cent. of the resident engineers are not members of any society of engineers. There is no enumeration of the engineers of the country, but estimates range from 100,000 to 300,000, the latter number probably including assistants, such as instrumentmen, draftsmen and inspectors, together with professional engineers. These local, state, regional and national organizations are for the most part independent and have no means for cooperation. Steps toward the improvement of these conditions are being taken in a number of localities and have already been taken in others. Many engineers are giving the matter serious attention. American Society of Civil-Engineers took an important action at the June meeting of its Board of Direction, by, authorizing the creation of a Committee on Development of Am. Soc. C. E. This action is now well known to all representatives on Engineering Council. Other Founder Societies axe reported to be considering similar action. Engineering Foundation, at its meeting on Sept. 12, adopted the following resolutions: Survey of Engineering Organizations BE IT RESOLVED: that the Engineering. Foundation is prepared, the four Founder Societies concurring, to devote its strength and its' income, so far as this may he required, to a study of existing engineering organizations, and from information thus developed to formulate a series of constructive recommendations which may he serviceable in guiding the further development of local and national engineering organizations in their relations to the profession of engineering, to the public and to each other, to the end that a foundation may he laid upon which to establish a broadly planned procedure, which, while recognizing and preserving all that has already been accomplished, shall increase the power of American engineers in upbuilding their profession and in the service they render to society; and RESOLVED: that in accepting the responsibility for such an undertaking, it will be the purpose of the Engineering Foundation to organize the proposed research along the broadest possible lines, to call to its aid highly qualified experts, and to avail itself of the help of agencies which may be willing to cooperate; and RESOLVED: that in proposing this research the Engineering Foundation has no desire or purpose to intrude upon the domain of individual organizations; that it does not propose to control the action of any individual or organization; nor to ask the acceptance of its conclusions; but that its purpose shall he to develop a possible procedure, or a series of such procedures, of such evident, merit that they will appeal to those who are likely to be most interested; it will do this in the belief that in so far as its work may justify the confidence of engineers and of engineering organizations, it will bear its own fruitage.

Minerals: When man first picked up an appropriately shaped stone and fastened it to a stick of wood to create a primitive axe or hammer he started down the long road of mineral dependency that has continued until today (Fig. 2). Though he did not realize it, that man and his stone axe created an extremely simple form of mineral economy. The struggle against extinction from that day has been fought with minerals. In addition to providing himself with a means to fight for survival, he also exhibited an increase in intelligence. As his curiosity was stimulated, his ability increased to provide himself with better mineral and metal weapons and tools. Today, when we examine the artifacts of past civilizations, we measure the degree of development that had been attained by the variety of metals and minerals possessed and how they were used. The metals employed are so characteristic of the level of intelligence that we have named the various stages of human progress by the metals that were most commonly utilized. Thus, mall went through the Stone Age, the 13ronze Age, the Iron Age and now has reached the Steel Age. The first period of mineral development, the Stone 4ge, began during late Pliocene time. In this first mineral age, prehistoric man began to shape stones by chip- ping off small pieces until the stone assumed the crude form he wanted. As his intelligence increased, he progressed to finer workmanship and turned out finished spear heads and barbed arrows. Throughout this very

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. FOR many years pine oil has been used extensively as a frother for the flotation of minerals, particularly sulphides, yet the published information available to the average user on its composition, chemical and physical properties, has been rather meager. It is the purpose of this paper to discuss these points and their relationship to the frothing properties of pine oil used in flotation processes. Pine oil, as the name implies, is a liquid obtained from the processing of wood of the longleaf and other southern pines. It is a complex mixture of naturally occurring terpene derivatives, primarily alcohols, and a smaller amount of terpenes, which has found many uses in various industries. Its use as a frother in flotation processes was the first large-scale application in industry and today the mining industry still consumes large quantities of pine oil but the textile and disinfectant industries consume comparable volumes. Much is used in soap manufacture and laundry operations. The surface-active properties of pine oil are in a large degree responsible for this versatility. HISTORY The name "Naval Stores" goes back to the days when pine tar and pitch were used to caulk leaky ships and coat their ropes and rigging. Today this term is still used to include not only the oleoresinous products of the pine tree-rosin and turpentine-but other products such as pine oil, pine tar, and the many terpene and resinous compounds obtained by extracting the pine wood or tapping the tree. That part of the industry known as "wood naval stores" dates from about the beginning of this century and today produces a large part of the country's rosin and turpentine by processing pine wood. In addition, all of our natural pine oil is, supplied by the wood naval stores industry, as tapping of the live tree gives only rosin and turpentine. This latter phase is known as the "gum naval stores" industry. The first successful commercial operation of the steam and solvent process of the wood naval stores in industry was carried out by Yaryan at Cadillac, Mich., in 1909.1 This operation did not prove profitable, so Yaryan went south to utilize the longleaf pine, and built a plant at Gulfport, Miss.2 Soon after, another plant was built at Brunswick, Ga., which is still in operation, and in 1914 was reported to have processed about 500 tons of wood per day.1 In 1921 Hercules Powder Co. acquired the Yaryan interests, at which time the production of pine oil was only 3 to 5 million pounds per year and flotation was the largest customer. As time went on, technological advances were made, other companies entered the field, and the production of pine oil increased many fold. Bio-epigenetic sulphur deposits occur in Pecos, Reeves and Culberson Counties of far West Texas. Sulfate reducing bacteria, utilizing hydrocarbons as energy, transformed gypsum into replacement limestone and hydrogen sulfide. Hydrogen sulfide, retained in the pores of the replacement limestone, was subsequently oxidized by highly oxygenated groundwaters, and native sulphur precipitated. West Texas sulphur was first recognized at surface exposures by William P. Blake, a geologist attached to the Captain Pope Military/ Scientific Expedition of 1854. Attempts were made in the early 1900's to mine these sulphur vent exposures by a retort method, but the ventures met with little success. In 1967, Duval discovered a large sulphur deposit near some of the old sulphur works in Culberson County. Duval also expanded reserves in a small sulphur deposit in Pecos County. The Frasch process, developed for producing sulphur from Gulf Coast salt domes, proved successful in West Texas type sulphur deposits also. However, modifications of the process were necessary to provide economical and efficient sulphur recovery from the varied ore occurrences. West Texas conditions and logistics require the ultimate in productivity to be competitive in the domestic and foreign sulphur markets. Several companies, in addition to Duval, are producing or have produced sulphur in West Texas. As of June 1, 1984, a total of 29.87 million mt (29.4 million long tons) of sulphur had been produced west of the Pecos River. Duval Corporation has produced more than 88 percent of that total.

(San Francisco Meeting, September, 1915) IN any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific. Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in. the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly riot due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul.

DURING the month of March there was some lifting of the veil, revealing somewhat of the maelstrom in the economics and politics of the world. Great Britain was in throes of political controversy, with threats of resignation by Lloyd George and a general election to ensue. Ireland was uneasy with internecine squabbles. The leaders of the opposing sides have been summoned to London for a conference which Parlia-ment believes offers the only hope of a solution of the present difficulties. France, awakening more and more to grim realities, learned of a budget for 1922 calling for more than 50 billion francs, or nearly one-third of the estimated national production, with the prospect that after this deduction is made there will be nothing left over what is required for the immediate support of the, people, and that on a reduced scale. Germany, although hard at work, found itself coming closer and closer to financial collapse and repeated its intimations that it would be unable to keep up with the provisional payments of 31 million gold marks to the Reparations Commission every 10 days as arranged at Cannes. Russia suffered more acutely from the famine and there were evidences of political insubordination among the Ukrainians. Egypt was in trouble arising from determination to win independence. About the middle of March the complete independence of Egypt was established and that country passed into somewhat the same relation-ship toward Great Britain that Panama has to the United States. At the head of the Adriatic, Fiume came into notice again with disorders threatening to produce conflict between Italy and Jugoslavia. In the Near East there were forebodings of trouble through resumption this spring. of the war between Greece and Turkey.

From the cold Pacific waters in June rolls a blanket of white clouds that tucks up around the mountains at around 8000 or 9000 ft. This is the way it happens in southern Peru and so the mining operations and daily living at Toquepala have an ethereal quality not often encountered. Besides looking down on the clouds from the brightly sunlit mountain tops, one can discern the trace of a different era in the brown barren mountain slopes. This trace is like a delicate net laid over the surface of the earth-a criss-crossing of innumerable trails that are so omnipresent, yet faint, that the local people have long since ceased to notice them. It is difficult at first to ask about them because no one understands what you are talking about. It finally comes out though, that the markings are indeed trails, but fossil trails made by animals in times when they were in abundance in a countryside that was green in some bygone century. In a way Toquepala is still pristine, it is the way the engineers planned it-from the ground up. There are no additions or expansions- those tackings-on that spoil the symmetry of design while increasing the profit. This does not deny that annual production has gone up over the years. Daily mill throughput has been increased from 30,000 to 42,000 tpd. Initial design of the concentrator was for 30,000 tpd but in 1964-65 milling capacity was increased to 36,000 tpd at a cost of $3 million.

Two types of Si-Fe columnar ingots with preferred crystal orientation have been produced: a) ingots with (0011 directions of the crystals parallel to the longitudinal ingot axis and b) seeded ingots in which all crystals have the (100) [001]orientation with respect to the sides of the ingot. Measurements of freezing rates and temperature gradients indicated that columnar freezing occurred as long as the temperature gradient ahead of the solidification front was greater than zero. THE development of preferred orientations or textures in wrought metals may be influenced by the presence of a preferred crystal orientation in the ingot from which the product was made. The deliberate introduction of preferred orientation in the ingot for the express purpose of producing a particular preferred orientation in the wrought product has not, to the authors' knowledge, been reported in the literature.* This report describes the prepara- tion of ingots of 3 1/4 pct Si-Fe in which preferred orientations near (100) [001] were produced. These ingots were subsequently rolled to strip, 0.012 in. thick, to provide a sufficient quantity of polycrystal-line sheet having the (100) [001] orientation or "cube-texture" to evaluate the magnetic properties. The properties; and test results showing the advantage of the cube-textured Si-Fe magnetic sheet over magnetic sheel having the (110) [001] texture or "Goss" texture have been reported elsewhere.' The rolling and recrystallization textures of single crystals of silicon-iron having orientations near (100) [001] have been studied by Walter and Hibbard.2 They found that if the crystal has an original orientation such that the (100) plane is within 30 deg of the rolling plane, the recrystallization orientation will approach (100) [001]. The eutectic morphology is influenced by the presence of lhree-nned dendrites 0-f MgzZn11 which may conlrol /he rricroslrccture by acting as nuclealion sites. In recent years there has been much interest in eutectic solidification and several theories have been proposed. One of the confusing factors is the existence of various morphologies in which the solidified phases may form. The lamellar microstructure seems to be most common in metal eutectics, and it has been claimed' that all regular eutectics should be lamellar if sufficiently pure. However, there still remain eutectic alloys which are not lamellar or which change their morphology as a function of growth conditions. The eutectic between zinc and the intermetallic phase Mg2Znll was chosen for this investigation because it has been found to solidify in more than one morphology. The diagram in anssen' locates the eutectic point at 3.0 wt pct Mg and 367°C. lliott gives 364°C as the eutectic temperature, leaving the phase compositions unaltered. Since the growth conditions determine the micro-structure of the solidified alloy, the factors controlling the transition from one morphology to another could be studied. The lamellae to rods transition is of particular interest. PROCEDURE Alloys were prepared from carefully weighed portions of 99.999 pct Zn and 99.97 pct Mg by melting in Pyrex containers under argon and casting into graphite boats. The resulting ingots were remelted under argon and solidified unidirectionally in a horizontal tube furnace at growth rates ranging from 2.0 to more than 50 cm per hr under a temperature gradient, measured over a 5-cm length, of 9" to 14°C per cm. The solid-liquid interface appeared to be planar at all growth rates although no attempt was made to confirm this by decantation or quenching. A few ingots were allowed to freeze uncontrolled. Most alloys were of the nominal eutectic composition, 3.0 wt pct Mg according to Hansen2 and lliott, but some contained as much as 3.35 wt pct Mg. Chemical analyses were not run since metallographic examination confirmed that the desired composition was achieved. Specimens were cut from the middle portion of the ingot normal to the growth axis, polished mechanically, and etched with 2 pct Nital. Suitable areas were selected for the determination of crystallographic orientation relationships by a tiontechniqueof described previously by one of the authors.4 The (2310) planes of zinc and the (8701, {944}? (1032) planes of Mg2Znll were found suitable for orientation determination; experimental error was on the order of 2 or 3 deg. RESULTS Three different morphologies were found in the unidirectionally solidified alloys: lamellar eutectic, rod-like eutectic, and a structure whose most predominant characteristic was the presence of three-vaned (cellular) dendrites of Mg2Znll. These dendrites were only found in alloys with more than the eutectic amount of magnesium. In some ingots fine hexagonal needles of Mg2Znll surrounding a core of MgZn2 were observed. They were probably due to incomplete alloying and seemed to have no effect on the eutectic morphology. In addition hexagonal spirals like those discussed by Fullman and wood5 and Hunt and acksonh ere observed in some ingots frozen without directional control. Both MgZZn,, and MgZnz were detected by X-ray diffraction in these alloys. Since the morphology could not be grown unidirectionally and no characteristic orientation relationship between the phases was found, further study was limited to the lamellar: rodlike, and three-vaned dendrite morphologies. Alloys of Eutectic Composition, No Dendrites. The mcrostructures of allovs with no three-vaned dendrites were either lamellar or rodlike depending on the growth rate. At rates below 10 cm per hr the morphology was lamellar, consisting of two sets of parallel plates intersecting at about 54 deg like the Mg-MgzSn eutectic described by raft.7 At growth rates faster than 14 cm per hr the microstructure showed rods of zinc in a matrix of MgnZnll, while intermediate rates yielded mixtures of rods and lamellae in small groups. The lamellar "grains" were often several millimeters in cross section, but contained small irregular areas which divided each grain into perfect islands 100 or 200 p in diam. Lamellae were parallel to each other throughout the grain in spite of these defects in the structure, Fig. 1. Rods, on the other hand, could only be produced in small groups arranged like fish scales and separated by irregular areas of appreciable thickness, Fig. 2. Alloys Not of Eutectic Composition, With Dendrites. In alloys with 3.1 to 3.35 wt pct ME,-. three-vaned dendrites bf MgzZnll were usually found surrounded by eutectic. At growth rates slower than about 10 cm per hr the dendrites were separated from each other by small areas of both lamellar and rod eutectic, Fig. 3.

Although lateritic ore deposits are relatively flat-lying, surficial ore bodies, the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist. Laterite is a soil formed under tropical conditions resulting in the concentration, within the soil zone, of certain trivalent metals - principally iron and aluminum, but also, locally, nickel and manganese. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of partially altered bed rock or saprolite. Whereas bauxite generally is confined to the lateritic zone, some nickel deposits occur in both the laterite and saprolite zones. The evaluation of bauxite and lateritic nickel deposits thus has both similarities and differences. These ores have been formed by supergene, soil-forming solutions moving downward through zones of widely varying permeability within the weathering rock. Because the permeability varies widely, both vertically and laterally. the extent of weathering may vary greatly within short distances. Because the weathering process varies widely, the degree of metal concentration may also vary widely. It is not at all uncommon for a laterite to change, within a few centimeters, from a virtually valueless rock to a high grade ore. Moreover, the depth of weathering, and hence the depth and form of the ore profile, vary greatly. Obviously, for this type of deposit, a few grab samples or a few drill holes are virtually worthless. The evaluation of such a deposit requires a sophisticated statistical study based on thousands of carefully selected samples. As a rule of thumb, the cost of evaluating a large bauxite or lateritic nickel deposit will be about one cent per ton of ore in the ground. Thus, the cost of evaluating a several hundred million ton deposit may be considerable. The following factors must be considered during the evaluation: Type of Sampling: The best and most reliable samples for the evaluation of lateritic ores are taken along large, vertical channels in hand-dug pits. Where labor costs are high, some form of drilling may be used in place of pitting, but it is always wise to choose a drilling procedure after checking drilling results against a series of pit channel samples. The drilling may not reproduce exactly the results from pit channel samples, but it may be possible to derive a constant correction factor. If the physical character of the laterite varies within the deposit, it may, of course, be necessary to change the type of drilling, the correction factor or both. In some areas, it has been found empirically that augers, chum drills, vacuum drills, rotary drills, or core drills yield satisfactory results. The problem is to find which drilling technique gives results most similar to channel samples through the heterogeneous sequence characterizing the laterite in a given area. In lateritic nickel deposits, the drilling characteristics of the lateritic and saprolitic portions of the deposit are very different. Within the saprolite, the major nickel values are commonly found in weathered zones within less altered boulders - a type of occurrence which makes sampling very difficult.

Laboratory batch flotation rests are used for comparison of the floatability of ores and for comparison of the effect of various treatments on ore floatability. Although it is difficult to predict exact recoveries for continuous flotation on the basis of batch tests, considerable quantitative information can be obtained through their use. A simple method is presented which provides a convenient means of quantitatively evaluating results from laboratory batch tests. The information obtained is in the form of a discrete flotation rate distribution, which, if desired, can be used directly in a simulation of continuous flotation. Equation of Batch Flotation The validity for batch flotation of the first-order kinetic equation is accepted: [ ] where k is flotation rate of a class of articles and W (t) is weight of particles of the class in cell at time t. FREQUENTLY the careful engineer puts the word porphyry in quotation marks or precedes it with "so-called," when he writes of the Porphyry Copper mines. This is done by way of serving notice that he is aware that the term is not a precise one, though no one who is informed on the subject would in any event misinterpret it. The name originated from the fact that the rock containing the copper at Utah Copper, Morenci, Nevada Consolidated, and Braden-the first four to be developed-was in each instance known as porphyry. The term was convenient; and when Ray, Miami, and inspiration came along they fell into the Porphyry category even though the ore consisted essentially of a rock called schist instead of porphyry. The word is not inclusive enough; nor as a matter of fact is it sufficiently exclusive. Numerous copper deposits occur in porphyry rocks that are not Porphyry Coppers, paradoxical as it may seem. Desiring to be more accurate and at the same time to use a word that is in some degree descriptive, various engineers have adopted the expression "disseminated copper deposits." This alludes to the characteristic scattering of grains or specks of copper minerals more or less uniformly throughout the mass of the rock. Yet here again the implication is not entirely accurate, for the following reason: in some of the ores, the proportion of copper minerals "peppered" in the rock is small, compared with that which coats the walls of cracks and minute fissures; and that which is found as veinlets along planes of fracture. Many geologists have extended their interpretation of the term disseminated to include both types of mineral occurrence. THE Asientos-Tepezala district is in the north of the State of Aguascalientes, about 30 miles north of the city of Aguascalientes, the capital. The district is reached by a standard-gage railway on the west side through the junction, Rincon de Romos, which is on the main line of the National Railways of Mexico from El Paso to Aguascalientes. The terminal is Tepezala. On the east side a narrow gage connects Asientos with the junction, San Gil, on the main line, Asientos to San Luis Potosi. Tepezala on the west side of the Asientos hills is about 2 miles from Asientos on the east side. The area between the two mining centers is separated by a low subued divide which forms the central part of the hills. The district is in a group of isolated hills surrounded by characteristic bolson plains. The hills rise above the surrounding plains about 6500 to 10,000 ft.; the highest peak is Alta Mira. The two mining districts lie somewhat upon the flanks of the hills at about the same elevation, 7200 ft. The district is an old one and has been known since early in the 17th Century when the mines were worked by the Franciscan Monks. Their mining operations which were limited to the oxidized ore above the water level, consisted chiefly in extracting silver from the Santa Francisca vein. To judge from the old workings and the remains of surface plant, the operations were on a large scale. By modern mining operations since about 1900, the various mines of the district have been one of the principal sources of ore for the smelter located at Aguascalientes.

Since the earliest discoveries of oil in the Rocky Mountain area the spirit of cooperation in drilling and production programs has prevailed. There has scarcely been a field which has not been developed in an orderly manner through mutual agreement between competitive operators. An appreciable saving has resulted, as many unnecessary wells have been eliminated. We have unit operation plans and agreements which were developed at an early date. Rock River, found in 1918, has been a unit operation. One of the first prorate agreements ever attempted was made in Salt Creek in 1921. Teapot, first developed in 1922, has been a unit operation; the lessee, the Government, and the lessor, one operator. South Casper Creek, found in 1918, has been developed as a unit. Rex Lake, found in 1923, is a unit operation. The list might be extended materially but it serves to indicate that the Rocky Mountain region enjoyed the fruits of unit operation at an early date. It is concluded from this unitization study in the Rocky Mountain region that there is an appreciable saving in both development and production costs as well as the elimination of waste of a natural resource. Certainly, when unit operation conserves an irreplaceable natural resource as well as capital, any legal or political impediment to its successful development will be overcome. If one company supervises the operations in one field, it appears to be a unit operation. This may not be true if the lands involved have been leased from a great number of lessors. Royalty holders create a most intense competitive operation. The Rocky Mountain region has its full quota of such diversified interests. The original study calls for consideration of two types of fields, unit and near-unit operation. This Committee has felt that if an agreement of any character has brought about a saving it is an approach to unit operation. The fields have been classified into four types: 1. Unit Operation.—Any field whereby the competitive drilling-drainage feature is or will be absent in the development and operation of the pool.

IN THE early evening of October 15, 1954, a large specially designed truck, convoyed by a second smaller one, arrived at Silver Bell, Arizona, completing a ten-hour 110-mile journey from Phoenix. The big truck was driven through gaps left in a previously prepared concrete foundation, the load was jacked up, the large girders that constituted the bed of the truck were pulled away, and the load was then lowered into place on the foundation. A crew of two men, the two truck drivers, finished the job in a little more than an hour. When they were through, a complete and attractive three-bedroom house, prefabricated in Phoenix, was almost ready for occupancy. About all that remained to do was to connect the utilities-water, electricity, plumbing, and gas. The kitchen and bathroom equipment and appointments were superior in every respect, and there was a built-in car port for the automobile of the prospective residents. This family domicile was one of more than one hundred, each averaging about $8,000 in cost, that the American Smelting and Refining Company has provided for its employees engaged in mining and milling 7,500 tons per day of low-grade Porphyry copper ore. Aside from the fact that it is more economical-partly because of the variety of union craftsmen needed to build and equip a house-to do the work in a city 110 miles away, the significant point is the high quality of housing that is provided for what may be called in nostalgic vein the "mining camp" of 1955. DURING the past decade, methods of producing bituminous coal in the State of Illinois, which ranks third in production among the states in which bituminous coal is mined, have undergone great changes. From less than one million tons in 1923, the strip-mine production has gradually increased to a high of 11,725,870 tons in 1937. From a negligible amount prior to 1927, the amount of coal mechanically loaded underground had increased to a high of 28,374,362 tons in 1937. The amount manually loaded in 1937 reached a low of 12,332,023 tons. In this same year, this state ranked first in strip-mine production, also in mechanically loaded production. For this reason a study of the influence of mechanization on location of production in Illinois may be helpful in anticipating what may happen in other producing states. The reason for the changes in methods lies in the differences in costs of production. The Bureau of Research and Statistics of the National Bituminous Coal Commission has made public the following costs of pro-duction by various methods in the State of Illinois (district 10) for the last nine months of 1937: all mines, $1.7602 per ton; strip mines, $1.4319; mechanical loading mines, $1.7457; hand loading mines, $2.1793; all underground mines, $1.8703. These are weighted averages for the entire district. Inasmuch as production in 1937 was reported from 58 counties scattered over two-thirds of the area of the state and from five different seams varying in thickness from less than 3 ft. to as much as 12 ft., it is apparent that the location of production must be influenced by the extent of mechanization possible in the various producing counties.

THE zinc deleading processes at the Parral and Santa Barbara mills are described separately to provide a basis for comparison. Although the two procedures are fundamentally alike, there are some differences in application to meet specific conditions. The Asarco mill at Parral in the State of Chihuahua is a flotation plant treating 1450 metric tons per day of complex sulphide copper-lead-zinc ores. In general, the procedure used for selective separation of the minerals into a copper, a lead, and a zinc concentrate follows the usual practice. First, a bulk copper-lead concentrate is floated and then separated into a final copper and a final lead concentrate by the sulphurous acid process. A small tonnage of high grade gravity lead concentrate is tabled from the bulk copper-lead cleaner tailing before it is reground so as to avoid undesirable over-grinding and sliming of this portion of the lead mineral. Next, a zinc concentrate is floated from the lead rougher tailing and, as described later, is separated into a final lead product and a final zinc concentrate. Finally, the zinc rougher tailing receives a strong scavenger float to remove all recoverable middling values for regrinding and return to the flotation circuits. The slime is separated from the scavenger flotation product, and only the sand portion goes to the regrind section. The minerals in the separated slime are extremely resistant to all methods of selective separation and pose one of the major problems awaiting solution. Nevertheless, the slime shows a profit when mixed with either the lead or the zinc concentrate, except when metal prices are very low, so it is accepted as a final product for lack of a more profitable method of handling it.
