ENGINEERS as a group are often criticized because they have been responsible for the development of many technical improvements only to allow the administration of them to pass into the hands of others who may have little understanding of how they operate and little competence in their use. These criticisms are not always justified. There are many engineers who have shown themselves to be great administrators in addition to being great creators or builders, and more and more one sees the engineer demonstrating unusual administrative ability as he moves into the executive ranks. The last five or ten years have seen a new movement developing in this country-a movement brought about through the recognition by business statesmen that successful business administrators and executives just cannot be expected to develop like Topsy, that the management of a company must deliberately take steps to cultivate the proper climate or environment for growth if it wishes to provide an adequate and capable succession of executives in the future. This movement has taken on a number of names-Management Development, Executive Development, Personnel Development-but are these not actually misnomers? Can we develop anybody? In the strictest sense of the word, the author doubts that anyone can change any other person, at least, not much. The change must come from within. Perhaps this movement should be looked at not as a program of developing people but as one of giving people an opportunity to develop themselves. An address before the Meeting of the New York Section, Nov. 4, 1914. As life advances one is inclined to look backward instead of forward, and the vista over which my memory carries me has been filled with such a shifting panorama of changes in metallurgy that the whole practice of the art seems to have been re-created. The first cupola furnace that I saw in operation was at one of the group of mines at Capelton, Quebec, from which the Nichols company still draws some of its sulphur supply. At that time it was operated by a Hartford, Conn., company, under a General Adams. When its small brick furnaces made a campaign of a week and smelted 10 tons a day, the feat redounded to the credit of the operator. The introduction of the water-jacketed cupola dates forward to the next decade. I was using one in Pennsylvania, making copper matte, to the horror of a noted metallurgist, who could not conceive it possible that you. could bring fused sulphides in contact with steel without rapid corrosion. In our ignorance we were doing what seemed to be an impossibility, and it is just that recklessness and disregard for precedent which has characterized so much of the work of American metallurgists, and carried us forward at such headlong speed. Once the water jacket was accepted as the type of the. copper cupola, its almost unlimited expansion in length, but not in width, was a matter of convenience rather than of skill. In Butte the cupolas have been enlarged by adding furnace to furnace. The first reverberatories which I saw in operation were those in Professor Hill's Black Hawk establishment, where the concentrates from the Gilpin County gold mills were run down into matte for separation in England. Sixty dollars per ton was the usual deduction in those days before gold and silver was paid for. Smelting was done with wood as fuel, and the capacity of the furnace was about 10 tons per diem. Shortly after this Professor Hill formed an alliance with Richard Pearce, who was running what, if I recollect aright, was called the Swansea Works, at the bend of the river approaching Georgetown.

It is unnecessary to repeat here the contents of many valuable contributions to this subject which have appeared in the Dansactions and in the publications of the U. S. Geological Survey. As a basis for the further suggestions of this paper, the following are the most important: 1. The investigation of J. R. Don,' showing the gold of certain Australasian veins to have been deposited by ascending solutions, and not by lateral secretion. 2. The theory of Prof. Posepny? distinguishing the vadose from the deep circulation, and ascribing the origin of certain classes of ore-deposits to ascending solutions of the latter class. 3. The theory of Prof. Van Hise,3 as to the underground circulation and the primary enrichment of veins thereby. 4. The paper of Prof. J. F. Kemp,4 showing that ore-deposits are largely the products of " expiring vulcanism." Many. of Prof. Kemp's ideas have been widely adopted by mining men. 5. The theory of secondary enrichment, so lucidly expounded by Mr. S. F. Emmons.V his theory, dealing with the rearrangement of ore-bodies after primary mineralization, has been generally adopted, and seems to me to have been as completely proved as the nature of the case permits. Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation—with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals—when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that:.. I . 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier7' and "public utility," although the terms are frequently confused. "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them." Probably the only hotel in the world with near 100% occupancy at all times is the modern Hotel Indonesia in Djakarta. However, there is little gaiety among the scores of business men who occupy the hotel because they fret as days grow into weeks in seemingly interminable negotiations with government officials. As one man put it, "time is a dimension that they [Indonesians] have never grasped." But the visitors still come in droves to investigate business opportunities in this sprawling nation of tropical islands which is, with 120 million people, the fifth largest nation in the world. Approximately $300 million is being spent each year in Indonesia by foreign companies and governments. Aid grants from the latter are derived about one third from the United States, one third from Japan and the remainder from many nations. Djakarta is a far cry from pleasant colonial Batavia, as the city was called under the Dutch. The orderly colony of prewar days was managed as an agricultural and trading dependency of Holland. The Dutch did little about educating the people. The islands were controlled by the Japanese during World War II and afterwards there was a war for independence--which was attained in 1949. In the ensuing years, President Sukarno devastated the economy by squandering money on a gigantic scale. A Communist-attempted coup in 1965 resulted in a military takeover and the extermination of Communists. The new government under Suharto, which took over all power in March 1966, found itself in a situation where bare survival was the first consideration.

The Exposed Treasure gold-mine has, for the past four years, been one of the largest producing mines of Southern California, its annual output havirig con~tituted I per cent. of the total gold and silver production of the entire State. At the present moment the property is idle, owing to the large quantity of water encountered on the lower levels, which will require the installation of a powerful pumping-plant before operations call be recommenced. Moreover, a prompt change in the character of the ore has occurred at water-level, which makes imperative an extensive campaign of development in the region of the un-oxidized ores before a plant adapted to their treatment call be definitely decided upon. The character of the changes encountered in these deeper ores makes the geology of this deposit a matter of importance, riot only for the immediate district, but for the desert region of Southern California in general, where many mines exist having in the oxidized belt conditions that, in many respects, resemble those in the Exposed Treasure mine. The deposit is situated in an apparently isolated butte about 2.5 miles south from the town of Mojave, on the Mojave desert. The butte, though apparently isolated, is in Fact geologicallg part of an extinct volcano, known as Soledad butte, which rises out of the plain 1.5 miles SW. of' the mine, to an altitude of 4,650 ft. above sea-level. Other buttes also rise from the desert plain toward the south and east, and again to the westward, all being closely related geologically to Soledad butte,—the whole constituting a single system as to origin and time. THE CHAIRMAN (M. L. REQUA, San Francisco, Cal.).-We have had in California a great deal of trouble from the breaking. off and collapsing of well casings from shifting sand, and it is quite true with us as indicated in the paper, that no casing has been found sufficiently strong to withstand that. I know of wells in which casing that has not been in the hole over 2 or 3 days has collapsed and when that casing has, been pulled out it has been just as flat as your hand. I am also familiar with swelling bed rock in the gold drift mining ground of California. It does swell and keeps on swelling and never seems to stop. Just as long as tunnels are kept open in that kind of material there has to be a gang going through the tunnel constantly cutting out and easing up. They have put in timbers 24 in. in diameter in an effort to hold that kind of ground and it has always filled. The only way to succeed is to keep a gang of men busy all the time cutting out and easing down as it squeezes in. C. NARAMORE, Washington, D. C.-My experience has been very similar to yours in, the same field in the matter of breaking off of casing. I had charge of one well, in which I put in reënforced casing, anchored it in place and got 1 day's production, 150 bbl., out of it. The following morning my lease foreman telephoned that it had broken off. I thought at that time we would have more evidence, so I drove out to the well without ordering a new shoe joint. It had been customary to merely start from town with a new shoe joint, pull the pipe, take off the crooked bottom joint, start the casing back and sometimes never touch any iron (lost casing)- when redrilling the well. A glance at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon. Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surfacc is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. Contact Angle and Oil Attraction The contact angle—the angle formed by a fluid-fluid boundary when both are in contact with a solid-—has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. TEACHING engineering students how to write and speak effectively -is one of the greatest problems facing the technical schools today. No phase of engineering education has received more criticism, and rightly so, for the criticism is justified. Year after year we continue to graduate men that are indifferent to the use of a tool they will need every day of their lives. Our young engineers cannot write a clear, concise report, and their business letters are a disgrace to the profession that takes pride in precision. The problem is not new. The remark ascribed to Sir James Barrie, that "The man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it" is as uncomfortably true today as it was thirty years ago. The records of meetings of engineering educators and the transactions of the engineering societies show that the inability of the engineer to communicate his ideas has been discussed for years. Engineering educators, prodded by industry, have recognized that the problem exists, but they have not solved it. Instead they continue to expose the student to composition and rhetoric, hustle him through English and American literature, and then blame his high school because he does not know enough English grammar to write a clear sentence. We must face the fact that the graduate is not going to reflect on the high school, but on his college. If the high school has shirked the job, the responsibility for correction rests on the faculty of the professional school.

Concrete is not a new, nor even a modern substance. Important structures built by the old Romans before the commencement of the Christian Era are to-day sound and solid— for example, the dome of the Pantheon in Rome, 142 ft. in diameter. I do not propose, therefore, to discuss the durability of the material, as in the mining and metallurgical business, structures, as a rule, are not calculated to endure for two thousand years. I do wish to urge, however, that much of the stone masonry around mines and smelters would have given better results if concrete had been used in place of stone. Concrete looks better; is stronger, cheaper, more durable, more quickly built, and above all requires no skilled labor, except that of the carpenter, who, like the poor, is always with us. Well proportioned concrete, that is to say, having well proportioned ingredients, may be safely relied upon to withstand a compressive or crushing strength of 50 tons per square foot. In most American cities, however, the building laws limit it to the absurdly low figure of 16 tons. This restriction is probably due to the political influence of the building-trades unions, which object strongly to its too free use, undoubtedly owing to its not requiring the services of skilled workmen. I hope to show that quite important construction work may be' undertaken without the aid of the gentleman with the trowel. In some of the isolated districts of the West and Southwest this is no mean advantage. The weight of good concrete, dry, is from 130 to 160 lb. per cubic foot. Ingredients of Concrete. Concrete is composed of four ingredients; viz., 1. Crushed Stone; 2. Sand; 3. Cement; and 4. Water.

THE increase in the production of iron has been accompanied by a growing demand for an improved quality, and more especially at the present time, in the manufacture of Bessemer steel, which is rapidly becoming an important branch of industry. This has led the makers of pig iron to a careful investigation of the composition of the materials from which their metal is produced, the inquiry being greatly assisted by a cordial alliance of science and practice. Formerly, chemical science was held in abeyance, or admitted in a hesitating experimental way ; but now it is received as a valuable auxiliary, and its decisions are accepted as final and conclusive. It is called on to assist the iron-maker in determining the quality of his stock, and to detect the presence of injurious elements in his fuel, ores, flux, or iron. The object of this paper is to submit the method now in use at the furnaces of the Kemble Coal and Iron Company in the Broad Top coal and iron region, for removing, by a process of crushing and washing, slate and other impurities from coal, designed, when coked, for furnace fuel. It is not contemplated to claim very advanced progress in this work, believing that it is susceptible of improvement, but to show that some progress has been made in a comparatively new field, and it is hoped in the right direction, since coke is probably destined to become the principal fuel in the metallurgy of iron. The Broad Top coal region occupies an isolated geographical position, standing 25 miles east from the Alleghany field. It is associated with the latter by the structure of its coal, and more closely with the Cumberland field by a similarity in the quality of coal.

The activity of SiO2, in the entire liquid system SiO2-CaO-Mg0-A12O3 at 1600°C is calculated from the distribution of silicon between these slags and Fe-Si-C alloys saturated with either graphite or silicon carbide, the activity coefficient of silicon in these alloys, and the requisite thermodynamic data. The activities of the other components in the ternary systems SiO2-CaO-A12O3, SiO2-MgO-CaO, SiO2-MgO -A12O3 are computed from these data by the IrON blast-furnace slags can be regarded as consisting of the four major oxide components, SO2, CaO, MgO, and A12O3 along with minor proportions of other oxides and of sulfur. The purpose of this study is to measure the activity of silica in the liquid solutions of these four oxides at iron-making Gibbs-Duhem equation with the aid of the known free energies of several of the interoxide compounds and the accepted phase diagrams. Based on these activities, new data are Presented for the free energy of formation of a number of the interoxide compounds. The free energy of mixing the liquid metasilicates of CaO and MgO shows slight positive deviations from the ideal. temperatures and to obtain activities of the other components by application of the Gibbs-Duhem equation and the properties of several interoxide compounds. Recent investigations on the activity of silica in the SiO2-CaO-A12O3 system1-3 and recogntion of a serious error in older data for the free energy of formation of SiO2 (Ref. 4) have succeeded in bringing a fair degree of concordance into the results of different investigators. Interest by petroleum engineers in the flow of three phases—oil, gas and water—in irregularly bounded porous media lies mostly in the performance calculation of water floods of reservoirs that have been partially depleted as the result of expansion of much of the originally dissolved gas. The authors present a method to forecast three-phase flow in complex geometry and explain the details by the use of a specific example of a five-spot water flood of a partially depleted stratified reservoir. In this example, the fluid and rock properties of a field given by Prats, et al,' were used. The computed results fit the field performance more accurately than Prats, et al, and Slider.' The time required for the high-speed digital computer to make the calculations, including the contributions from the different layered zones, is about one minute. INTRODUCTION The declining rate of discoveries of new oil fields in the United States makes the recovery of more oil from known reservoirs more attractive than previously. Water flooding has an excellent proved background for recovering additional oil economically. Accordingly, the main interest of this paper is in this type of recovery. In petroleum engineering studies, commercial interest in three-phase flow is mostly in the water flooding of reservoirs in which the oil has been partially produced by the expansion of dissolved gas. When water is pumped into these reservoirs, three-phase flow takes place. Although this paper is concerned with these conditions, the principles involved could be used for other conditions when and where they come to the fore. Many investigators have made contributions to non-empirical forecast methods using basic scientific engineering principles. Several of these used the oil in place at the start of the water flood and the oil remaining after a large quantity of water has passed through a core for key values in their calculations. Recently, Prats, et al,' and Slider have reduced assumptions by adding the third phase—gas—in their forecasting methods. Slider uses the mobilities in the immediate vicinity of inlet and outlet wells as an aid to simulate the resistance effect in the five-spat pattern of the flow of oil, gas and water. Prats, et al. minimize assumptions by using previously determined laboratory data for determining sweep efficiency in the five-spot pattern. In neither of these papers is the saturation profile continuously affected by permeability-saturation curves. Sheldon and Dougherty- recently described a method that employs continuously changing saturation profiles using permeability curves, has a minimum of assumptions and needs no prior sweep efficiency. The Higgins-Leighton method, described in this paper, has all of these features; however, many of the techniques are different from those of Sheldon and Dougherty. The Higgins-Leighton method, tested in May, 1961, is direct and easy to apply and requires very little computer time to calculate a forecast. The short computer time is especially helpful in the study of a reservoir containing many layers of different relative permeabilities. In the Higgins-Leighton method, the individual pressures do not have to be calculated, as the resistance to flow in each cell in the flow pattern is readily determined without the use of any iterative techniques. The saturation and permeability distributions are readily determined. These data and the shape factor, which is measured only once from the potentiometric model when mobility ratio is one, determine the resistance to flow in each cell. THEORY The authors showed in a previous paper4 that, as an aid to calculating performance, the reservoir can be divided into channels using the streamlines of a potentiometric model as a guide. See Fig. 1. This procedure also was used in this paper. The authors also showed that, by treating conduits as approximately one-dimensional and neglecting pressure gradients transverse to the main flow, the Buckley-Leverett equation may be expressed as The principles expressed by this equation are employed extensively in the three-phase flow, as they were in two-phase flow. The problem of rock behavior under concentrated loadings has been the subject of a number of studies in the past and has been receiving increasing attention by rock mechanics investigators in recent years. Its application covers various fields, but main interest in its solution has arisen in connection with the problems of drilling, bearing capacity, and rock testing. These widely different purposes and fields of interest probably have been one of the reasons why, in spite of the large amount of published experimental data and several theoretical studies, there are still many points which need further clarification. Another reason for this situation undoubtedly is due to the fact that the rock behavior in indentation is complicated by a great number of influencing factors. Experimental evidence shows that, depending on the rock type (mechanical properties, porosity), environment (ambient effective pressure, pore fluid, temperature), and the type of loading (indenter shape, initial embedment, load level, loading rate), the rock response to indentation may vary within very large limits. The widely different rock behavior has made it impossible up to now to treat the problem with a consistent single mathematical theory, but has required instead a series of simplified models covering only certain most important events in the failure sequence. As far as the theory of rock indentation is concerned, this chapter does not add much new information. Its main purpose is, however, to state the indentation problem in a general manner and to indicate which points need to be studied in more detail before its definite solution is attempted. Also, since excellent reviews of the state-of-art of rock indentation in drilling have recently been given,1-4 this will not be repeated here, and only references pertinent to the points of the problem under study will be quoted. The John Fritz Medal was awarded in January, 1916, to Dr. Elihu Thomson, "For -Achievements in Electrical Inventions, in Electrical Engineering, and in Industrial Development, and in Scientific Research." The medal will be presented to Dr. Thomson at a meeting, to be held in Boston on Friday evening, Dec. 8, 1916, in the Central Lecture Hall of the new buildings of the Massachusetts Institute of Technology. The program of the evening will include adresses by John J. Carty, Chairman of the Presentation Committee of the Board of Award, E. W. Rice, Jr., President, General Electric Co., and Dr. Richard C. Maclaurin, President, Massachusetts Institute of Technology. The presentation will be made by Dr. Charles Warren Hunt, Chairman of the Board at the time the award was made, and the ceremonies will conclude with the response of Dr. Thomson. The John Fritz Medal is awarded from time to time for notable scientific or industrial achievement, and was provided for in a fund subscribed in memory of the great engineering pioneer, John Fritz. The award of the medal is made by a permanent board composed of four members from each of four American National Engineering Societies, namely, the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Mining Engineers and the American Institute of Electrical Engineers.
