A SYMPOSIUM on current. conditions in Mexico, particularly in the oil and mining industries, was a most successful feature of the May meeting of the New York Section of the A.I.M.E. Heath Steele, vice-president of The American Metal Co.. Ltd., with an intimate knowledge of Mexico gave the principal address, and asked that his analysis of the present situation he regarded neither as an endorsement of Mexico's policy nor as the criticism of a disgruntled operator. To explain the .attitude of the great mass of the Mexican people towards recent developments, he first described briefly the political, social, and religious beliefs and customs of tile Mexican Indian. In spite of their contact with foreigners these beliefs and customs have remained unchanged throughout many generations. The old communal spirit and the idea of common ownership of the land still persist especially in the rural districts and villages; the old custom of a council for local self-government is reflected in the present-day labor committee. The study of an entirely new series of alloys may be undertaken from a desire to obtain knowledge applicable to the perfection of industrial alloys, or merely to test certain theoretical considerations. In the case of antimony-tellurium alloys, the theoretical side only is at present important; but it is hoped that the results of this investigation may have some industrial value, at least indirectly, by furnishing one more example for comparison when studying commercial alloys. The statement is found in various places that antimony is isomorphous with arsenic, bismuth and tellurium; but very little experimental evidence has been offered in support of this assumption. All four metals crystallize in rhombohedra, and the ratio of the axes a: c is approximately the same—which seems to indicate, but does not prove, their isomorphism. The close association of these metals in minerals also seems to indicate that they are isomorphous. Mr. Eschholz discusses the particular case of large precipitators installed in connection with large metallurgical operations, and receiving their high-potential energy through the conversion of alternating current to direct current by means of the mechanical rectifier. He classifies these mechanical rectifier installations, according to source of power, as follows: System A.-Applications utilizing individual alternating-current generators, either single-phase or polyphase, installed exclusively for furnishing energy to one or more transformer-rectifier-precipitator units. System. B.-Applications having no special alternating-current generators, but utilizing the existing alternating-current industrial or lighting mains to supply the energy to one or more transformer-rectifier-precipitator units. System C.-Applications receiving their energy from high-tension power circuits supplied directly to potential regulator-rectifier-precipitator units. I do not intend here to enter upon a detailed technical discussion of the foregoing classes, which would really interest only the manufacturers of electrical apparatus and the electrical engineers. An obstacle to the more careful and satisfactory study of metals has been the difficulty in harmonizing the results of chemical and physical tests. These give us records of observations made from different and often widely separate points of view, and while it is true that they furnish bases for more or less accurate triangulations into the realm of speculation, it is doubtful if, with only the laboratory and the testing machine, our investigations would not move in parallel lines, leaving between them an unexplored field in which must probably be sought the information which shall connect the results of chemical and physical tests, and give to both a practical value which neither has yet been found to possess. The use of the microscope in the study of metals is not a new thing, but it is only lately that it has begun to attract the attention it merits or to show results of tangible value to the metallurgist. For a number of years the Bureau of Mines has been investigating certain problems relating to the blast furnace. In the course of these investigations it was desirable to measure, with the optical pyrometer, the temperatures occurring in the hearth of the furnace. Since no systematic measurements of these temperatures have been published a statement of the results may be of interest. The data given in this paper were obtained it thirty-two blast furnaces operated by seventeen companies; twenty of these furnaces were making iron, eight ferromanganese, and five spiegeleisen. The collection of this information was made possible by the cooperation of the American Manganese Co., Bethlehem Steel Corpn., Brier Hill Steel Co., Buffalo Union Furnace Co., Clinton Iron & Steel Co., Donner Steel Co., John B. YUGOSLAVIA is one of the smaller countries in Europe-about twice the size of Pennsylvania -but one of the richest nations in variety and quantity of minerals on the Continent. The country, just now beginning the pangs of a real industrial birth, has a mining history that goes back as far as the sixth century, B. C. Among others, the Romans exploited Yugoslavia's lead and zinc deposits, and there was intensive mining during the Middle Ages. But until now, the country's industrial development was such that it made no great demand on the mining industry for development or expansion. Conversations with Yugoslavian officials in New York give the impression that they are interested in two things. They need money and they need trained engineers to solve their mining problems. Yugoslavia appears to be attempting to attract both foreign money and foreign technical skill. They want financial aid in the form of loans. The U. S. Government has given aid to Yugoslavia in the shape of armaments, foodstuffs, and equipment. Recently, American banks have advanced funds.

This paper presents some of the results of a rock mechanics instrumentation program designed for, and implemented at. longwall panel 4N at the York Canyon Mine near Raton, New Mexico. The objective of this particular instrumentation program was to determine the response of the rock mass to longwall mining of a thick coal seam utilizing shield-type supports. Measurements were made in the rock along the ground surface, above the coal seam, in the coal seam, and immediately below the coal seam. Longwall test panel 4N had a total developed length of 762 m (2500 ft) and a face width of 168 m (550 ft), [Fig. 1]. The seam mining height in the panel area was approximately 3 m (10 ft). The average depth of overburden above the panel is 107 m (350 ft) although it ranges from 73-134 m (240-440 ft). Roof support at the face was provided by 116 Hemscheidt 320 HSL shields. These shield-type supports weigh 11.4 metric tons each.

SAFETY records have improved in all branches of the mineral industry. While annual production was rising from $2 billion in 1910 to nearly $12 billion in 1950, fatalities decreased from 3539 in 1911 to 974 in 1951. And, although safety progressed under hand methods, it progresses more effectively under modern, mechanized methods. But powered devices such as electric or diesel units can in themselves create new hazards unless proper safeguards are instituted. Health Use of diesels underground is increasing. Diesel equipment has been used in construction of 34 tunnels in 16 states in the last 17 years. The 77 noncoal underground mines in 24 states using diesels underground range from mines with large open stopes to those with narrow veins, so that the ventilating problems represent a good cross-section of U. S. mining. The U. S. Bureau of Mines has received no report that anyone has suffered ill effects from the proper use of properly maintained equipment. The necessity for correct maintenance and use of satisfactory exhaust conditioners cannot be emphasized too strongly.

Sylvite of Canada, a division of Hudson Bay Mining and Smelting Co., operates a new 8500-tpd potash mine ten miles northeast of Rocanville, Sask. This mine, employing less than 60 men in its underground maintenance, engineering, and production operations probably ranks as one of the most highly mechanized and automated mining operations in the world. Access to the flat lying potash bed is through two 16-ft-diam concrete and steel lined shafts 3300 ft deep. The backbone of the operation is two 258-ton, 1500-hp continuous mining machines capable of mining in excess of 700 tph per machine while employing extensible conveyors for haulage. This production capability is complemented by a completely automated haulage, storage, and hoisting system. Of the other unique features of this operation, the principal ones are that the mine was designed and developed by the people that are currently operating it and from the time the shafts were commissioned, the mine was completely developed, equipped, and brought to full production in less than six months.

Lying approximately 110 miles east of Toronto, Canada, the Marmora mine produces iron ore with a content of about 40 pct Fe, primarily in the form of magnetite. Operated by the Marmoraton Mining Co., a subsidiary of Bethlehem Steel Co., the orebody is mined by open pit methods. The ore from the pit is crushed, cobbed, ground to -100 mesh, magnetically concentrated to 67 pct iron, and then pelletized in shaft furnaces. The pellets are normally shipped by rail throughout the year from Marmora to Picton on Lake Ontario where they are unloaded and stored. Subsequently, during the navigation season, the pellets are shipped to Bethlehem Steel's Lackawanna plant in Buffalo, New York, for use in the blast furnace. At Marmora, the pellet plant demand and the concentrator output are not usually equal. To counter this problem, surge capacity in the form of storage pits in combination with a 30-ft diam thick¬ener has been provided between the concentrator and the pellet plant. THE Oaxaca coal fields, shown in Fig. 1, are located in the Alta Mixteca region in the states of Oaxaca, Puebla, and Guerrero. Known out crops are scattered over 3125 square miles. It is probable that further exploration will reveal a more extensive area of deposits. The region is of great importance to Mexico, as at present the only sources of coal are the fields near the U. S. border. Steel mills are also located in the North, and finished products must travel 600 to 800 miles to the area of consumption in central Mexico. The Oaxaca coal, only 120 miles south of Mexico, D.F., lies close to several iron ore deposits. If this coal can be used in steel production is will be possible for the Mexican steel industry to reach new dimensions, commensurate with the growing industry of the central region. Coal can be utilized in thermoelectric plants in this area, which lacks not only petroleum and natural gas but also electric power. It can be used as domestic fuel, replacing charcoal and firewood.

THIS coal area, and the coal from a limited portion of it, has been known for a long time. In 1817, McClure prepared a geological map to represent the boundaries, and they are not controverted at the present date. In 1834, Richard C. Taylor made a survey and report on portions of the basin. In 1835, Prof. W. B. Rogers was appointed by the State of Virginia to make a geological survey, and made six annual reports in which this area was included; but the re¬ports and maps were not published. R. C. Taylor's Statistics of Coal, published in 1855, gave to the public the details of exploration and production, to date, very perfectly and completely. Daddow and Bannan's work, Coal, Iron, and Oil, published in 1866, repeated the details before given, and advanced some vague theories respecting the coal-field, but gave no new facts. Macfarlane's work, Coal Regions of America, published in 1873, under the head of "Triassic Coal," chapter 27, gives what is known from existing publications of the position, geology, and production of the field, making

We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.

(Presented by invitation at a meeting of the Spokane Local Section of the institute, Feb. 17, 1912.) THE Pilares de Nacozari mine is located in Sonora, 75 miles south of Douglas, Ariz. The town of Douglas is on the International Boundary and is the place at which the ores from the Bisbee mines are smelted. The Moctezuma Copper Co. owns the mines at Nacozari, and the copper-concentrates shipped to the Copper Queen smelter, at Douglas, make a good smelting-mixture with the Bisbee ores. The Moctezuma Copper Co. and the Copper Queen smelter at Douglas, as well as the railroad from Douglas to Nacozari, are owned by the Phelps Dodge Co. The ore-deposit occurs in the form of a large ellipse with a major axis of approximately 2,000 ft. and a minor axis of about 600 ft., the major axis bearing about 90 W. of N. The whole of this ellipse is more or less mineralized; the surface being principally an iron gossan with some occasional copper-stains. Below the oxidized zone, which is not more than 50 ft. deep, the minerals are pyrite and chalcopyrite, with occasional seams of chalcocite, the latter being rare. There appears to be no well-marked zone of secondary enrichment, the oxidized gossan over the greater part of the deposit changing suddenly to what is apparently the original unaltered ore. The copper-values are concentrated around the perimeter of the ellipse, and it is principally around this perimeter that the mining is done. The ore mined averages a little more than 3 per cent. of copper, with a small amount of silver, less than an ounce per ton. Some ore of considerably higher grade than this has been shipped, however, but the above average is of the mill-run. The ore is wider near the two ends of the ellipse than along the sides, and is mined in some cases to a width exceeding 200 ft. Many problems have surfaced in our economy during this decade, and the mining industry has certainly had its share: huge capital outlays for environmental controls, volatile markets, double-digit inflation, inadequate capital markets, political uncertainties-plus shortages of energy, manpower, supplies, and equipment. All these and other problems have left their visible marks on the economy of our industry. Solutions are slow in coming; perhaps, in some instances, there are no right answers. However, it appears that many companies are using joint ventures to an increasing extent in efforts to reach partial solutions to some of these problems. A joint venture does present an economic alternative that should be examined-especially when trying to answer questions arising within the current economic context. The dictionary defines "venture" as an undertaking involving chance, risk, or danger. The word was originally applied to hazardous undertakings involving delivery of cargoes to distant ports and subsequent disposition of the merchandise, but it is now applied to any project of limited scope and temporary duration. When two or more entities join in such a project, it becomes a joint venture, and this is the context in which I have used the term. Joint ventures may be formed for exploration, for development of a new ore body, or for expansion of an existing operation. Each requires different approaches for negotiating and drafting the agreement governing the conduct of the joint venture.

Recently we read a short article which stated that Marcona Corp. was studying the use of 25,000-hp autogenous grinding mills for an iron ore project in Alaska. As if that weren't enough, they were going to dispense with the primary crusher and feed run-of-mine ore to the grinding mills which were to be driven by wrap-around seven-cycle motors. We see also that Bougainville Copper Co. will be grinding 90,000 tpd of ore in only eight 4250- hp ball mills. At Bougainville too, their float section will be the first large one to be completely equipped with the new 350-cu ft flotation cells. After a half century of relatively peaceful growth in the minerals industry, we are now seeing almost exponential advances in both equipment and plant size. At the same time, we are seeing a constant blending of hydro and pyrometallurgical techniques and processes into minerals beneficiation until the sample grind-'em-up-and-concentrate-'em plant is becoming a rarity.

The Bingham Canyon Mine, located 48 km (30 mi) southwest of Salt Lake City, Utah, is operated by Kennecott Copper Corporation's Utah Copper Division. This operation is the world's largest open-pit copper mine and produces 96 000 tons (106,000 st) ore and 327 000 tons (360,000 st) waste each day. This material is loaded by large electric shovels and transported by both truck and rail haulage. To meet the requirements of the Clean Air Act of 1970 (as amended), new facilities for the control of smelter emissions were required and are now nearing the final stages of construction. The facility will be capable of treating all the output from the mine, some 2,530 tons (2,789 st) per day of combined concentrate and precipitate. Costing $280 million and necessitating the replacement of reverberatory furnaces with continuous smelting vessels, the plant, with its massive and complex gas handling and acid-making facility, is required to remain on-stream with the minimum of pollution control equipment outages to conform with Federal Regulation 52.2325.
