IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

By the death of Prof. Pettee the Institute has lost one of its earliest, most distinguished, most useful and most beloved members. Among those who survive him there are few who have rendered services of equal professional value or unselfish devotion. The warrant for this statement will be amply furnished in the present brief notice of his life and work. William Henry Pettee was born, January 13,1838, at Newton Upper Falls, Mass., where hie childhood and youth were spent. His father, Otis Pettee, a manufacturer of cotton cloth and of cotton-mill machinery, died in 1853. Up to that time, the son had been educated mainly in the district school; but, being inclined by temperament and constitution rather to books and study than to physical exertion, he had been wisely rest,rained in mental activity, and required, for a season, to work regularly in the foundry and machine-shop of his father. Unquestionably, this discipline not only benefited his health, but also constituted a valoable preparation for his subsequent professional career. In 1857, after suitable preliminary study at various New England academies, he entered Harvard College, where he took high rank in the classical course then required, was selected in his Junior gear to deliver a Latin oration; was elected a mem-

INTRODUCTION TO MINERAL INVENTORY The first explanations to be made must answer the questions: What is a mineral inventory, and how is a mineral inventory different from an ore reserve? The term mineral inventory is a relatively new designation-born of the computer age and grown to common usage with the development of computer techniques for extending drill-hole sample values to regularly gridded data blocks representing in situ mineral values. The term has been generally accepted by geologists and engineers because it has a precise meaning which avoids many of the ambiguities of ore reserve. A mineral inventory is an estimated inventory of mineral in place and is usually achieved by dividing the deposit into regularly spaced gridded blocks to which are assigned estimated values using various extension techniques. A mineral inventory makes no presumptions about the mineability of the blocks or their cutoff grade. Such parameters are implied with the use of the term ore reserve. Ore has a specific definition (see Chapter 1) and ore reserve must reflect that definition and thus has economic and mining constraints. An ore reserve will be different under different economic and mining conditions and is subject to reclassification by many factors. The term mineral inventory avoids all such ambiguities. A mineral inventory estimate may be good or poor according to how much is known about the deposit, how extensively it has been sampled, and what techniques have been employed to assign estimated grade to the blocks. Such an inventory, however, does not change with time, economic conditions, or mining technology, but only with new and better data and methods. Thus, the mineral inventory is an excellent designation for describing mineral value distribution within a deposit's geological setting. The techniques for assigning values and tonnage to mineral blocks or panels are the subjects of this chapter. Whether a summation of the blocks be called a mineral inventory or mineral reserve is not important. Many conventional methods for computing reserves of minerals refer to the methods in terms of ore reserve calculations. OBJECTIVES OF MINERAL INVENTORY OR RESERVES Mineral inventories are computed for the purpose of determining the quantity, the quality or value, and the spatial distribution of potentially economic minerals within the earth. Such computations are made at all stages in the life of a mineral extraction process, from the early exploration phase to the final year in the life of a mine. To quote Popoff (1966, p. 2), "They are the most responsible and irreplaceable tasks in the valuation of a mineral deposit. Efficiency in extraction and productiveness is impossible without accurate reserve computations." The accuracy of estimate required for each of the three parameters of quantity, value, and location is dependent upon the objective for which the reserve estimate is being made. Again quoting Popoff (1966, p. 2): Reserves are computed to determine the extent of exploration and development; distribution of values; annual output; probable and possible productive life of the mine; method of extraction and plan design; improvements in extraction, treatment, and processing; and requirements for capital, equipment, labor, power, and materials. Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.

The experiments described in this paper are very incomplete and only preliminary to those I hope to make in the future. Having had a good deal of experience in cutting, forming and drawing sheet-metals, and feeling a great interest in the commercially new and wonderful metal, aluminum, I applied to my friend, Mr. A. E. Hunt, for some specimens in sheet-form, that I might, from time to time, test its working-properties in presses with which we happened to be experimenting at the works of the Ferracute Machine Company. The chances for such trials being accidental only, and the time having been limited to the last few weeks, no crucial experiments have been tried, and no exact data have been obtained for a rigid comparison with other metals. The results of what little we have done, however, are shown in the articles exhibited in connection with the reading of this paper, which comprise various cups, plates, boxes, bells and cartridge-cup and shells. For the latter I am indebted to my friend, Mr. Hobbs, of the Union Metallic Cartridge Co., who, at my request, ran several pieces of sheet-aluminum through the dies with which he was making brass cartridges. The specimens are rougher than they would be had the metal not been a little too thin for the particular dies which he happened to be running.

I HAVE lately had occasion to examine sulphuretted ores of bismuth both from Tudor, Ontario, and Latete, New Brunswick. The former consisted chiefly of bismuth-glance, carbonated at the outcrop, and within associated with some metallic bismuth, iron-pyrites and graphite, in a quartz gangue. In the second locality, where it appears to be present in considerable quantity, the veinstone is also quartz, but the associates of the bismuth-glance are chalcopyrite and galena. The treatment of such mixed ores in the furnace for the extraction of the bismuth could yield only a very impure product, and in view of the high price of the metal I tried with success a wet method for the treatment of the ore, which is based on well-known chemical reactions, and may, in some cases, be advantageously used. The pulverized ore is dissolved by heat in commercial nitric acid, and the remaining gangue washed by displacement, first with a little strong acid (which is used to attack a fresh portion of ore) and then with a moderate quantity of water, which is added to the first solution. RECORDS in mining operations naturally fall when improved equipment and methods are developed. And tunneling through the Continental Divide is a mining operation, even though the tunnel was not driven to strike a vein at depth. Although many engineering feats have been successfully accomplished in the development of water supplies in the Western States, the Twin Lakes Tunnel in Colorado presents some unusual features that make it noteworthy. To begin with, it is the first trans-mountain water diversion project in the West. The fact that the Continental Divide intervenes between where the water is and where it is needed was brushed, aside as of minor importance. It was enough to know that on the western side of Independence Pass, the highest in Colorado, with an elevation of 12,095 ft., there was water which was needed on the eastern side, where the Twin Lakes are situated, forming the

Studies have been undertaken to determine the indicidual effects of particle size, degree of long-range ovder, antiphase domain size, and root mean square stran on the microhardness and yield strength of ordered alloys. Dnta have been analyzed for Cu3Pt initzally ordered to a value of 0.82 and after deformations of 1 and 6 pct. It was observed that deformation fleatly reduced the degree of long-range order. Furtherrnore, wztkin this range of relatively small deforntntlons, the average particle size changed very little while the antiphase domain size was greatly reduced. Smultaneosly, the mcrohardness changed by a factor of two durzng the deforrtation process. PREVIOUS studies have reported some of the effects of cold work on the broadening of X-ray diffraction peaks. These investigations were performed on powder and wire samples representing both ordered and disordered states; i.e., the specimens were initially studied in a severly cold-worked condition. By comparing the difference in line shape between the annealed and cold-worked peaks, fundamental information was obtained concerning particle size, strain distribution in different crystallographic directions, degree of long-range order, and change in antiphase domain size. Considerable theoretical work has been done concerning the analysis of diffraction data obtained from cold-worked metals. Stokes' expressed the change in diffraction profiles in terms of Fourier coefficients. Much of the work in this area has been summarized by warren2 in an extensive review article concerning the analysis of plastic deformation by X-ray diffraction. Cohen and Bever3 applied these techniques in studying the effects of cold work on alloy systems exhibiting long-range order. They utilized the Fourier coefficients of fundamental peaks in conjunction with those of the superlattice peaks to determine the change in antiphase domain size. Little work of this nature has been reported for ordered systems that have undergone small degrees of plastic deformation. The purpose of this investiga-tion was to determine the effects of small deformations in such a material with respect to particle size, strain distribution in various crystallographic directions, antiphase domain size, degree of long-range order, and hardness. EXPERIMENTAL PROCEDURE CusPt was used for the initial investigation since the order-disorder transformation takes place with- out a change in crystal structure. The transformation is readily detectable via X-ray diffraction techniques due to the large difference in the scattering factors of copper and platinum. Additionally, the alloy is relatively low melting (approximately 1300°C) and is easily deformable in both the ordered and disordered states. 1) Specimen Preparation and Cold Working. A 100-g, 12-in. diam., cylindrical specimen of Cu3Pt was prepared by melting and casting 99.99 pct pure Cu and Pt i.n vacuo. Prior to any mechanical working, the material was homogenized in a vacuum for 60 hr at 100O0C, and surface defects were removed by machining to a depth of approximately 116 of an in. The material was then cold-rolled, with an intermediate anneal, into a strip approximately 12 in. wide by 14 in. thick. Straightening and flattening removed another 0.025 in. from the thickness. After a recrystallization treatment at 750°C for 30 min, the specimen was slow-cooled from 55OoC, at the rate of 6°C per hr, down to 150°C to induce superlattice formation. This treatment yielded an ASTM grain size of 7 and a degree of long-range order equal to 0.83 0.06. After obtaining X-ray and Knoop hardness data, the sample was cold-rolled approximately 0.75 pct in one pass through a hand-operated jewelers' mill. X-ray and hardness data were again obtained and the specimen was reduced an additional 5.41 pct in a single pass through the mill. 2) X-Ray Measurements. The specimen was examined in the ordered condition and after the two degrees of cold working previously mentioned using a General Electric XRD-5 unit equipped with a spectrometer and scintillation counter. Using Mo-Ka radiation with a zirconium filter, six orders of the 100 reflection were obtained. It was anticipated that point counting would be necessary for an accurate determination of the low-intensity peaks and tails: however, it was demonstrated that, by using a scanning speed of 0.2 deg per min and the appropriate time constant, the recorded data were sufficiently accurate. Thus, for ease of experimental procedure, all peaks were recorded on chart paper. Specimen position in the holder was considered to be insignificant after making a series of measurements of the same peak area in different positions with respect to the beam. Since peak overlapping did occur at high values of 20, it was necessary to separate the peaks graphically prior to analyzing the data in order to minimize this source of error. The peak tails were also carefully drawn to obtain the best possible data. Fourier coefficients of the line profiles were calculated on an IBM 7072 computer, and graphical meth-ods2j3 were employed in analyzing the results. For this type of calculation, in which the line profile is represented by intensities taken at set intervals, the intervals selected must be sufficiently small to give an accurate representation of the line profile. Masjid-i-Sulaiman Field.—During the past year, drilling activities have been limited to repair work. No new developments of importance can be recorded in production technique. Fall of dome pressure is maintained at the 1 lb. per sq. in. per annum rate mentioned in previous reports. Acid treatment of wells is being increasingly used and for wells in fissured areas has been very successful. Such wells have been converted into first-grade producers with substantial drops in bottom-hole differential pressures. The effect of acid treatment has been to increase the flowing lives of wells so treated. The normal procedure consists of threo treatments of 500 gal. commercial acid diluted 100 per cent but success has been met with fewer applications. The policy of returning products to the resorvoir has been continued. The total quantity of products returned since the policy was commenced in 1929 now amounts to approximately 30 million barrels. Haft Kel Field.—The drilling of the main Haft Kel structure for production purposes has now been completed. Production and control wells have been completed to meet the rate of production anticipated over the next few years.

Geological Engineering can be all-encompassing and it necessarily overlaps many applications of economic and applied geology. Other review articles will cover specific developments in rock mechanics, open-pit and underground mining, geology, geochemistry, geophysics and geohydrology- all of which overlap many fields of economic and applied geology. Nevertheless, there still remains a diversity of new and innovative applications of geology to engineering works through the activities of federal and state agencies, college and university departments, and industrial or consultant firms-particularly with respect to the properties of earth materials and their behavior "as-is" in nature or under the stress of engineering works. Governmental Agencies: Federal John T. McGill (Chief: Engineering Geology Branch; USGS, Denver) relates that recently the Engineering Geology Branch, together with several other branches of the Office of Environmental Geology, has undertaken the production of interpretive maps of unusual character. These maps are commonly called special-purpose or single concept maps. A folio, or series of maps, is prepared for each topographic quadrangle or area selected for study. The individual maps in a given series are printed on standard-size sheets so that they can be bound together if desired.

Introduction In recent years, the industries of the US have been caught between ever increasing environmental concerns and an increasing uncertainty in availability of fuel. An obvious solution is to use our vast reserve of coal by direct combustion or gasification. The problem involves development of a fuel that is environmentally acceptable for these purposes. In order to resolve this problem in the shortest period of time, it would be ideal if an existing technology could be modified to produce a clean fuel from coal. Shortly after World War II, the iron ore industry was compelled to develop a high quality ore from low grade resources. This need led to the development of the taconite industry which involved milling, concentrating, and pelletizing technologies. These technologies are now fully established and applicable to conversion of coal. This presentation introduces a process for converting high sulfur coal into carbonized composite pellets, which emit low quantities of sulfur and particulate matter and may be produced by employing proven elements of technology. The new product, a clean pellet fuel (HelifuelTM) was initially developed by McDowell-Wellman Co., a subsidiary of Helix Technology Inc., at their Dwight-Lloyd Research Laboratories

Discussion of the paper of Frederic P. Dewey, presented at the Cleveland Meeting, October, 1912, and printed in Bulletin -No. 70, October, 1912, pp. 1075 to 1101. EDWARD KELLER, Perth Amboy, N. J. (communication to the Secretary *) :-Mr. Dewey, in his paper, offers a liberal addition of new data to those already to be found in the technical literature on this subject. However, now as before, the work issuing from the U. S. mints and assay-offices conveys the impression that systematic sampling in those institutions is more or less a secondary consideration, the chief attention being given to the principle of producing approximately homogeneous bars; recourse being taken to remelting or refining the bullion. This practice has been definitely rejected in the realm of copper-bullion sampling, for the reason that in such operations there are always unaccounted losses. Does not the same objection hold true for gold-bullions; although, perhaps,in a lesser degree ? Differences of opinion would seem justified on the following statements made by Mr. Dewey: 1. "Only two classes of alloys can form homogeneous bars-those that are solid solutions, and the eutectics."

THE object of all classification is to group together things which are alike, and separate those which are unlike. This object is essentially a practical one, enabling us to apply past experience to new conditions: Many costly large-scale experiments lose half their importance for want of proper description of the coal used, and the consequent impossibility of predicting other coals will behave in the same way. I do not, therefore, make a fundamental distinction between "scientific" and "use" classifications, except in so far as use depends on conditions, such as size or impurities which are not related to the nature of the coal substance itself. The characters chosen to define the classes of coal must be such as are accompanied by as many other properties as possible. It is not to be expected that any system of classification will enable us to predict every property of coal, since all specimens have an individuality of their own. But specimens can be grouped by a number of resemblances into species. Further, species which resemble each other can be grouped into genera.

Since most modern metallurgical plants are operated continuously and on a large scale, successful operation at maximum efficiency demands that an accurate knowledge of the performance at each stage of the process be available at all times. Quantitative analyses provide the most practical process guides, and it is essential to have analytical procedures that combine accuracy and speed. In continuous plant operations, large losses may occur if the time interval between the development of trouble at any stage and its recognition and correction is great. Many metallurgical plants are using rapid colorimetric and spectrochemical methods of analyses for control purposes. So-called "color coppers" may be cited as an example of the colorimetric methods, in contrast with- the routine use of the ultraviolet spectrograph for the analysis of steels.42 By means of this more refined spectrochemical procedure, a complete quantitative analysis of the molten metal is obtained every few minutes. During the past two years the Physics Division and the Ore Dressing Laboratory of the American Cyanamid Company's Stamford Research Laboratories have collaborated in a study of the use of spectrochemical methods for the analysis of various metallurgical products. New methods have been developed, which have proved of practical value in plant operation. The following pages give a general review of the principles of spectrochemical methods and also the details of several specific analyses. Principles of Spectrochemical Analysis In general, it can be said that a visible light spectrochemical analysis can be performed for any ion or molecule that is naturally colored, or that can be made to react with another to produce a colored salt or complex. Whereas transmission measurements in the ultraviolet and infrared portions of the spectrum are most useful for the analysis of organic molecules, * visible light measurements are of particular value for metal salts. Such elements as copper, manganese, cobalt, nickel, iron, molybdenum, vanadium, chromium, phosphorus, mercury, zinc, lead, and a great many others, can now be determined with a high degree of sensitivity, accuracy and dispatch. From the simplest of qualitative determinations, color analyses have been improved to such an extent that, at the present time, through the use of recording spectrophotometers, hundreds of accurate quantitative analyses can be performed by a single analyst during an 8-hr. day after the standardization curves have been established for the ions to be determined.

Many of those who attended the meeting at Chicago spent the first part of the following week in Pittsburgh, when the Experiment Station of the Bureau of Mines was dedicated and the fourth annual First Aid and Mine Rescue Contests were, held. The Bureau buildings were open for inspection during the three days, Monday, Tuesday, and Wednesday. The dedicatory ceremonies were held in the Bureau of Mines main building, Monday morning, Sept. 29, Mr. T. J. Gillespie, representing the Pittsburgh Chamber of Commerce, presiding. In his address of welcome, Hon. E. V. Babcock, Mayor of Pittsburgh, said: "The reclamation work already done stands out conspicuously beneficial to industry and populace alike all over the United States. It has demonstrated methods of preservation of life and reclaiming of injured persons which are new and greatly beneficial to modern civiliza-tion.
