SEVERAL years ago a group in the metallurgical division of the U. S. Bureau of Mines began a study of the application of new developments in physics to metallurgical problems'. Among these developments were the extensions of what may be termed by analogy the "sound spectrum." Electromagnetic waves, from X-rays to radio waves, have been quite thoroughly explored for metallurgical use, but the sound spectrum, extending from low-frequency vibrations involved in certain types of metal failure by fatigue through the range of audible sound to inaudible vibrations having frequencies of many kilocycles, has had only meager consideration from metallurgists. Because of the general interest in the process recently demonstrated by St. Clair3 for flocculating smoke by means of sound waves, this article is written to point out possible applications of sound and supersonic (ultrasonic) waves in the metallurgical industry.

Up to within a few years, the consumption of nickel has been more directly dependent upon the available supply than that of any of the other useful metals. The Gap mine, in Lancaster county, Pennsylvania,* has been, for the last quarter of a century, the only property in this country furnishing nickel in paying quantities. Its yearly output was about 300,000 pounds of metallic nickel, or nearly half the amount used annually in the United States. Foreign nickel from mines on the New Caledonia islands, in the South Pacific, found entrance into our markets as the production of the Gap mine fell off. The price of nickel was constantly maintained, and no special effort was made to extend its use. Over-production was cautiously guarded against, and all surplus metal was held by the banking-houses of the Rothschilds, who assumed the bonded indebtedness of the Sociètè le Nickel. The opening of the Ontario nickel-mines has, however, brought about a radical change; and nickel from the Sudbury district can be delivered in New York within four days, and in European markets within two weeks, as against two months consumed in transporting South Pacific ores. Former prices have been irretrievably smashed, and European trade-journals comment favorably on the influence which Canadian nickel has had in making lower prices, and breaking the backbone of the " nickel trust." Results of a laboratory investigation of some sintering variables are presented. The effect on physical properties of mix component variation and rate of cooling of the sinter is illustrated by crush and tumbler test results and data of reducibility tests and microscopic examination of sinters are shown. The results of using solid additions in the mix to improve bed permeability are given. SOME of the variables encountered in the sintering of iron ores and their effect on sinter properties have been investigated at the Jones and Laughlin Ore Research Laboratory in Michigan. Ores requiring agglomeration before blast furnace utilization may be classed as coarse, intermediate or fine. Coarse iron ore is considered similar to a — 1/4-in. Mesabi wash ore containing some 95 pct of its particles between 94 in. and 100-mesh. Intermediate iron ore is considered similar to our New York State magnetic concentrates in which all the particles are — 20-mesh and about 60 pct are +100-mesh. Fine ores are considered as being at least 100 pct —100-mesh. This paper will deal only with the two coarser classifications. Most of the work has been done in a small experimental batch unit previously described in an AIME1 paper. Results being obtained form a basis for present and future trials in production sinter plants. It is expected that new production units that may be added in the future will benefit from laboratory studies. Introduction THE occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the mineral.' As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 ½ miles along the direction of strike N. 50° E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pegmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. 'and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and, the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. The experiments here described were made under my supervision while temporarily acting as head of the Department of Metallurgy at the Missouri School of Mines, at Rolla. The work was done by Messrs. W. E. Brown, W. C. Richards, and F. L. L. Wilson, and the description of the results forms a portion of a thesis presented for the degree of Bachelor of Science. These results are submitted because I have seen no description of the application of pot-roasting to the treatment of a copper-concentrate. This work followed that already described in the discussion of the Lime-Roasting of a Galena-Concentrate,' and was similarly occasioned by the lack of a furnace of the reverberatory type in which the copper-concentrates could be smelted. The material for the tests was a mixture of three lots available. The first consisted of 8-mm. ,jig-concentrates and the second of 0.5-mm. table-concentrates, from the San Juan district, Colo. Both contained pyrite, chalcopyrite, and galena. The third was a lot of copper-ore, found in the laboratory, which had been crushed through 8-mm. screen, and had at some previous time, before the laboratory roasting-furnace was torn down, received a partial roasting. The analyses of these ores are given in Table I. In order to determine the applicability of pot-roasting as to each lot of ore, and the effect of varying proportions of lime, six preliminary tests were made in a " size N " Battersea crucible, 9 in. high by 6 in. in diameter at top, with a 5/8-in. hole bored through the bottom. The crucible was set in the upturned elbow of a 2-in. pipe, the joint being luted with clay; and air was obtained from a receiver supplied by a compressor. The

Historically, rock deposits and sand deposits of titanium minerals came into production about the same time, although there may be some argument as to what is meant by production. Beach deposits of heavy minerals in India (Figs. 1-4) and Brazil (Figs. 5) were worked for monazite about the turn of century, but as there was then no market for titanium minerals, these were thrown away. The rock rutile deposits at Roseland, Va., Fig. 6, were worked to supply rutile for titanium chemicals and for coloring ceramics long before there was a titanium pigment business. The pigment industry started about the middle twenties, both in Europe and the U. S., and almost simultaneously the rock deposits at Ponte Vedra Beach near Jacksonville, Fla., were worked for titanium content. Since those days, production from both types of deposits has continued to grow at a rapid rate; many deposits of both types have been found, and reserves have grown to very large figures. In total tonnage of reserves, there is no doubt that the rock deposits are far ahead of the sand deposits; nevertheless there is a very large tonnage of commercial sands available. It is the quality of titanium mineral in the sand and the relatively lower costs of operating sand deposits that have kept them abreast, at least in annual tonnage produced, with the rock deposits. The principal titanium mineral used is ilmenite, but as soon as that mineral began to be sought as a titanium ore, it was obvious that there are ilmenites and ilmenites. Textbook ilmenite should have the composition FeOTiO2 and should analyze 52.6 pct TiO2 and 36.8 pct iron as Fe. The Indian ilmenite, for almost a generation the standard ore for manufacturing pigment in the U. S., was found to analyze about 60 pct TiO, and only 24 pct. Fe, and most of the iron is in the ferric condition. The whole process of pigment manufacture in the U. S. was built up on the use of a raw material of that grade, and the American chemical engineers who operate the pigment plants shuddered at the thought of using a rock ilmenite with 45 pct or so of TiO, and nearly 40 pct Fe. Intensive search was made around the world to find other deposits of rich black sand, like the Indian beaches, but although a few were found, there was some objectionable feature about each. A deposit in Senegal, south of Dakar (Fig. 7), was worked for a while, but an organic coating on the grains made attack by acid difficult. Modern practice would have included a scrubbing operation, in a caustic soda bath, to eliminate the organic coating. Brazilian deposits were numerous, but individually small, and shipping from them difficult. Deposits on the east coast of Ceylon had many attractive features, but the ilmenite analyzed only 54 pct TiO2 and could have been used only with a penalty. Sand deposits with 2 pct ilmenite, like those now worked in Florida, would not have been considered commercial ore, even if they had been known at that time. Most rock ilmenites are associated or mixed with hematite or magnetite, which accounts for the lower titanium and higher iron values than in the sand ilmenites. The Norwegians, English, and Germans, with cheap Norwegian rock ore at hand, learned to install in their pigment plants adequate capacity on the black side, as it is calltd, and counterbalanced the extra cost of plant, and larger amount of acid used, by the lower cost of ore. When World War II arrived, two of the largest pigment manufacturers in the U. S. had to learn how to use the Adirondack ilmenite, but one of them very gladly went back to sand ores when the Florida deposits came into large-scale production after the war. The other continues to use Adirondack ilmenite and finds it commercially attractive to do so. Rutile is not a raw material for titanium pigment manufacture by the sulfate process, since it is insoluble in sulfuric acid. In addition to its small consumption in chemicals and ceramics it began to be used in quantity in welding rod coatings. With the outbreak of World War 11, and the tremendous need for welding rods in shipbuilding and other structural steel construction, rutile suddenly became in heavy demand. Equations are developed which describe the growth of graphite nodules during a-phase graphi-tization under various limiting conditions. When carbon diffusion is rate controlling a modified Birchenall-Mead equation predicts an "apparent activation energy" of 31 keal mole-1 for the parabolic growth constant. If reaction at the graphite or cementite interface is the slowest process growth kinetics are linear and the activation energy must be >50 keal mole-1. A comparison with the experimental observations confirms that carbon diffusion determines the rate of reaction. Apart from minor approximations associated with Lou! carbon solubility in a iron the theory may also be applied to I-phase graphitization. It is well-known that cementite exists as a meta-stable phase in Fe-C alloys and that if a specimen is held at diffusion temperatures for a sufficiently long period the cementite decomposes and graphite is precipitated. Graphitization occurs by the nu-cleation and growth of carbon nodules and several impurity elements catalyze the reaction when present in minute amounts.1 The growth kinetics of nodules have been extensively investigated in the fee ? range2, 3 and recently in the bee a range.1, 4 Experimental growth curves (nodule radius vs time) have slopes which decrease with time, but the scatter of points is generally too great for the precise shape of the curves to be determined with certainty. Birchenall and Mead5 concluded that they are parabolic in ? iron, indicating diffusion control, and that the migration of carbon atoms determines the growth rate. Harris et al, 1 advanced similar ideas for a-phase graphitization. On the other hand, Burke3 chose to regard the initial growth region as a transient followed by a linear law indicating interface control (i.e., cementite decomposition or graphite crystallization as the slowest process). Jeminson and Higgins6 originally considered the initial steep portions of "parabolie" to represent a linear growth law also. In support of these ideas it has been noted that the apparent ac-

In recent years a considerable tonnage of the 18 per cent chromium and 8 per cent nickel steels has been used in lightweight high-strength structures that must be resistant to deterioration under atmospheric conditions. These steels are austenitic in character and their strength can best be increased by cold-working. Although a marked increase in tensile strength is obtained, claims have been made that the cold-worked steels do not possess fully satisfactory elastic propertics. Under certain conditions, however, this has caused no great concern, because, as explained by Ragsdale,1,2 he cold-rolled steels have been widely applied for construction of lightweight, high-strength trains using spot welding for joining purposes. Ffield3 agrees that the ease with which thin sections of the cold-rolled 18-8 steels can be joined by spot welding is greatly in their favor, but that they would be more satisfactory if higher elastic properties and a higher modulus of elasticity could be obtained. He states that, as far as the mechanical properties are concerned, the straight chromium stainless steel is superior to the cold-worked 18-8 steel, and in order to illustrate, he prcsented the data of Fig. 1, which also give a stress-strain curve for a low-carbon 13 per cent Cr steel. Ffield† proposed that columbium-bearing or titanium-bearing cold-rolled 18-8 steels be given a heat-treatment (preferably for 1 hr.) in the range 400" to 600°C. to precipitate carbides in order to obtain better mechanical properties. Discussions by Sutton,4,5 de Ganahl,6,7,8 Krivobok and Lincoln,' Knerr,l0 and Thaden11 have given further information on the properties of the cold-rolled 18-8 steels compared with other materials used in lightweight, high-strength structures. At the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that time impending. The simplified flow sheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.l The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopy-rite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow ,would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) the very fine sand, and especially the very fine but still granular sulphide particles, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrassment, the increase of capacity required. METALLURGISTS engaged in the pulling of single crystals of germanium and silicon, and their zone purification and zone levelling for transistor and diode production, have found that the lifetimes of minority carriers in low resistivity samples tend to be shorter than in high resistivity material, although equal care is taken in the crystal preparation. In other words, it is more difficult to obtain long lifetimes in single crystals of low resistivity semiconductors. It is the purpose of this note to point out that this phenomenon follows directly from the Hall1 and Shockley-Read' theories of lifetimes in semiconductors." Integrated forms of two solutions of Fick's second law for the movement of a plane interface through a sample of wustite, and for diffusion into a semi-infinite slab of wustite, are shown to yield nearly identical values of the chemical diffusion coeffcients of cation vacancies in wustite, over the temperature range 900° to 1100°C. In treating a cast metal by any working process such as rolling, drawing or forging, variations in the conditions present in the remelting, casting, chilling and preheating of the initial ingot will certainly have some effect on the physical properties of the final product. In considering the effects of cold working on the physical properties of metals, however, it will be assumed that these factors, being controlled according to best practice, will remain constant and therefore may be neglected. Starting with such a uniform metal ingot, the next operation in the production of wrought metal involves hot working by rolling, forging or extrusion so as to produce a slab, billet or bloom. This working must be sufficient to produce substantial grain refinement and minimize any defects occurring in the initial ingot. Even such a hot-worked product is not suitable as a starting material for determining the effects of cold working because it contains internal strains analogous to those resulting from cold working. It is necessary, therefore, to supplement the hot working with a considerable amount of cold working, followed by a proper annealing in order to obtain a material suitable for use in defining the effects of cold working on the physical properties of a metal. That is, if the effects of cold working are to be evaluated accurately it is necessary to have other effects at least constant if not absent. Such material, unfortunately, cannot always be obtained in commercial practice but the requirements just indicated certainly represent the desired goal; this goal has been attained in the treatment of some metals, one being aluminum. MORE than 90 pct of the total tonnage of ingots made at Abbey Melting Shop is for steel sheet to specifications ranging between 0.055 and 0.07 pct maximum carbon. Since the rate of carbon elimination in the open hearth declines considerably as the carbon approaches these low levels, the use of oxygen for this purpose constituted a profitable field for development, particularly to increase ingot output. Development Several experiments were carried out initially in which water-cooled guns, originally of all-steel construction and later with fabricated copper heads, were introduced manually through a hole in the back wall of one of the 225 net ton furnaces, the oxygen being delivered about 4 to 6 in. above the slag. Successful blows were obtained, but manipulation of the gun was cumbersome. Application through the charging doors by means of bare steel lances was considered but rejected, because much of the scrap was light, necessitating a large number of buggies per charge, and consequent long occupation of the track in front of the furnaces by buggies. To construct an efficient mechanism it was decided to experiment with the introduction of the gun through a hole in the roof. This was eventually successfully achieved, with the following advantages. 1) The actual mechanism required is simplified, and can easily be remotely controlled. 2) No large steel framework projects out over the back platform, possibly interfering with tapping, and there is no danger of damage by casting cranes. 3) The railway track in front of the furnaces is left entirely clear for the passage of scrap buggies, eliminating interference with adjacent furnaces charging. 4) As compared with the use of bare steel lances, a water-cooled jet eliminates the manpower required to handle, control and change the bare pipes. 5) A jet through the roof can be situated over the center of the bath so that, whatever the direc-

BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government.
