Two new precipitation hardening copper-base alloys, Cu-1.5pct Ti-2.5 pct Sn and Cu-1.5 pct Ti-2.5 pct Sn-0.4 pct Cr were developed. High strength and medium conductivity are obtained by solution annealing and subsequent heat treatment. Combination of solution annealing, cold working, and heat treatment increases the strength further. Good elevated temperature strength and ductility makes these alloys superior to copper-beryllium-cobalt alloys. A considerable amount of research work is being done throughout the world to develop new and improved copper-base alloys. In many cases, the object is to develop alloys having a combination of high electrical and thermal conductivities, and high strength. The problem is complicated by the fact that any alloying element added to increase strength, invariably decreases conductivity. Among the few commercial precipitation hardening type copper-base alloys, the Cu-Be-Co alloys are best known. These alloys are used in many applications that require good spring characteristics cornbined with high strength and moderately high electrical conductivity. They can be formed readily after solution annealing, then heat treated to obtain high strength and conductivity. Because of the relatively high cost of the Cu-Be-Co alloys, considerable research has been aimed at developing new lower cost alloys having similar properties. The Bertha zinc-mines of the Bertha Zinc and Mineral Company are in that part of the State of Virginia popularly known as Southwest Virginia, and are included in that division of the " Great Valley " named in recent years the " New River-Cripple Creek Mineral-Region of Virginia." The mines lie wholly in the southeast part of Wythe county, two miles from Pulaski county on the east, and three miles from Carroll county on the south. The only other zinc-mines that are opened in the region are those of Manning & Squier, which adjoin the Bertha zinc-mines on the northeast, and the mines of the Wythe Lend and Zinc Company, at Austinville, eight miles to the southwest. A little farther southwest of Austinville, near Ivanhoe, a new company is preparing to mine zinc-ores. The mining properties named are included within a distance of ten miles along a direct line, bearing north 55' east, on the south side of New river, which here flows northeastward in a tortuous course. The greatest distance of any of the mine-openings from the river is a little less than two miles. It is not the magnitude of the operations in zinc-mining in this particular region, as compared with that of other well-known districts, that merits especial notice. Lime-roasting is a term proposed by Ingalls' for the operation of forcing air under pressure through a mixture of galena and lime at the kindling-temperature with the object of oxidizing lead and sulphur and of fritting or fusing the charge. If finely-divided galena were treated in this manner without the addition of lime, the heat set free by the oxidation of part of the lead and the sulphur would be sufficiently great to fuse un-decomposed sulphide, and thus stop desulphurization. Besides the chemical action that the addition of lime, limestone or gypsum to the charge may have, the admixture has the physical effect that it keeps the particles of galena separated from one another and accessible to the oxidizing effect of the air. At present, three methods of lime-roasting are carried out on a working-scale,—the Huntington-Heberlein, the Carmichael-Bradford and the Savelsberg2 processes. In the last, which interests us here, an 8-ton charge is made up of galena, limestone and perhaps some siliceous or ferruginous flux; the whole is crushed to pass a screen with 3-mm. holes and moistened with 5 per cent. of water. It is fed gradually into a bowl-shaped converter, 6.56 ft. in diameter, supported by trunnions attached to a truck. On the bottom the converter has a grate with blast-inlet beneath. In the Journal of the Iron and Steel Institute for the year 1878, in the account of the proceedings of the annual meeting in March of that year, when Mr. Bell read his paper On the Separation of Phosphorus from Pig-Iron, occurs the following statement, as part of the reported discussion of that paper: " Mr. Sidney Thomas stated that he had succeeded in effecting the almost complete removal of phosphorus in the Bessemer process. Experiments had been carried on at Blaenavon, with the co-operation of Mr. Martin, on quantities varying between 6 lbs. and 10 cwt., and some hundred analyses made by Mr. Gilchrist (who had the conduct of the experiments from the first) showing the removal of from 20 per cent. to 99.9 per cent. of phosphorus in the converter. He believed the practical difficulties in the way had been overcome, and that Cleveland pig might be made into good steel without any intermediate process. He hoped on a future occasion to lay full details before the Institute." Few subjects have attracted the attention of metallurgists more than oxygen in steel. From the days of Mushet and Ledebur interest in this subject has been increasing, and as additional knowledge has become available, the problem has naturally grown more complex. Instead of using the simple term "oxygen" we now distinguish between iron oxide, silicates of various kinds, oxysulfides, oxygen as gas and oxygen in solid solution in steel. There are five general methods for determining oxides in steel: hydrogen reduction; vacuum fusion; various wet-extraction methods, including electrolytic methods; methods depending on volatilization of the iron away from the oxides; and metallographic methods. For oxygen in solid steel each of these methods has both advantages and disadvantages. The hydrogen-reduction method is of no use on steels above about 0.20 per cent. carbon;' furthermore, it gives only FeO and possibly some MnO. The vacuum-fusion method2 is expensive and gives total oxygen, with the exception of some A12O3, and does not differentiate between the various oxides in which the oxygen exists. Most of the wet extraction methods3 give only the more insoluble oxides SiO2 and A12O3, though the iodine method gives MnO to an uncertain degree (information that may be more misleading than no information

Introduction The Bulletin of the Institute for March, 1911, is chiefly devoted to papers upon the iron ores of northeastern Cuba. At that time information about the new developments in the peculiar brown hematites of the region was becoming widely circulated and interest was especially keen. For some years exploration had been conducted with pits and trenches and so great an area had been shown to contain ore in the Mayari, Moa, and Cubitas or San Felipe districts, that the reserves conveniently situated for the consumption of American furnaces were estimated as quite two billions of tons. 6.1-1. Introduction. Of necessity, the first of the unit operations conducted during the exploitation phase in surface mining is production drilling. It precedes blasting, with which it is associated as the two unit operations employed to break or fragment consolidated material (usually rock) in place. The purpose of production drilling is to provide the cavity for placement of the explosives. So far, no alternative to blasting has been devised for fragmenting very resistant rock in situ, although some forms of excavation (ripping, bucket wheel) are suitable without prior blasting for softer rock, such as weathered shale or mudstone, decomposed sediments, etc. For the vast majority of surface mines, however, drilling and blasting are pre- requisite to excavation and essential to the production cycle. Drilling is also used in surface mining for purposes other than providing blastholes. It finds application during exploration for obtaining samples and during development for drainage, slope stability, foundation testing, etc. Only in the exploitation phase of surface mining, however, are unique or specialized drilling methods and equipment employed; and the discussion in this Section is directed primarily to that application of drilling. Drilling is the most common means of rock penetration, the operation of placing a directed hole in rock. Closely akin to drilling for exploitation purposes is the cutting or freeing of dimension stone in quarrying. This operation, usually termed channeling or sawing, also takes the form of directional penetration of rock; but instead of producing a cylindrical hole, it yields a kerf or cut. The material thus freed from the solid is both a shaped and sized product, an objective of vital importance in the dimension stone industry. In sawing, holes are sometimes drilled to insert tools, but this drilling is a minor part of the sawing operation and employs conventional methods. Cutting, as a unit operation for freeing stone in quarrying, may be considered equivalent in purpose to drilling and blasting in other forms of surface mining.

The slackening of activity in oil development in Colombia, which was noted in 1931, continued throughout 1932. In the producing fields output was further curtailed and active operations were substantially reduced. Exploratory work was at the lowest level reached in a good many years. Applications and Contracts for New Concessions The areas covered by the four applications accepted by the government in 1931 for concessions on national lands were not finally awarded the applicants, although the indications are that these will be granted during the coming year. iln application of Sr. Luciano Restrepo for a concession of 49,232 hectares located on the north side of the Sogamoso River in the Municipality of Bolivar, Department of Santander, was accepted by the Government toward the end of the year. The Government is expected to take action toward granting or denying this concession during 1933. The Richmond Petroleum Co. (Standard Oil Co. of California subsidiary) leased from Manuel Davila P. and Eduardo Villar a private tract known as the Fierro Arriba and Fierro Abajo lands located in the municipality of Victoria, Department of Caldas, near Honda. The terms of the lease provide for a cash rental and royalty. The company is allowed 10 years in which to start exploratory work. The lease covers a period of 15 years and is subject to renewal by periods of similar duration. Richmond Petroleum Co. The Richmond Petroleum Co. finally abandoned its Repelon No. 3 at 4312 ft., owing to drilling difficulties. No new hole was made on this well during the year. This was the only active drilling project in the country outside the Tropical Oil Company's concession, and with its abandonment all wildcat activities in the country ceased. As far as technology is concerned there has been no development in Bolivia during the year 1936, because the country, just emerging from the war with Paraguay, is only beginning to rebuild its economic foundations. Great steps, however, are being taken in order to secure a rapid and sound development of its oil resources, as follows: 1. The new Petroleum Law, which contemplates the problem of proration and conservation of natural resources, prohibiting the wasteful use of gas, and regulating the number of wells, their spacing and the permissible output per well, for each particular pool according to the conditions prevailing therein. 2. The creation of an official entity with the object of developing and exploiting a large petroliferous area. This entity has been called Yacimientos Petroliferos Fiscales Bolivianos (Y.P.F.B.), and the region assigned to it is all the sub-andean zone, which is approximately one hundred miles wide and borders the eastern part of the Oriental Andean range, from Argentine to Peru. It is said that drilling will be started immediately in various localities. At the present time a wide geological survey of part of the area is being made in order to find out which regions offer the best possibilities of commercial development. Y.P.F.B. has been authorized by the Government to draw up contracts with private companies for the exploitation of limited zones. Production The only company that has been producing in the country in 1936 is the Standard Oil Company of Bolivia, and only from two of its fields: Camiri and Sanandita. New wells were not drilled. During the first nine months of the year 12,762,958 liters (80,275 bbl.) was produced, 34,985 bbl. from the Camiri field and 45,290 bbl. from the Sanandita field. Reports for October, November and December are not yet available. The total for the year 1935 was 25,978,737 liters (163,388 bbl.).

Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. THE Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the. Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs and the direction and supervision of plugging all abandoned oil and gas wells under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article 1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

In the last two decades we have witnessed many new developments in the art and science of mineral beneficiation. Competition and the pressures of inflation have caused operating managements to search for every possible way to squeeze out a few more cents savings per ton of product. One illustration of this is the trend toward the use of larger grinding mills. A few years ago a 1000 hp ball mill was considered a giant. Now we have many examples of successful grinding mill installations of 3000 to 4400 hp connected load per mill. The trend toward these larger mills is increasing every year, and we have not seen the upper limit yet. For example, three 6600 hp cement finish mills are presently being built for a plant in Missouri.

At Henderson, Nev., Manganese Inc. is mining by open pit methods a low grade manganese ore averaging 21 pct Mn, concentrating it to 42 pct by flotation, and agglomerating it to produce nodules of metallurgical grade-about 48 pct Mn. The striking aspect of the whole operation, and one that has considerable effect on nodulizing, is the use of approximately 250 lb of reagent per ton of mill feed. For many years rotary kilns have been used for drying, calcining, clinkering cement and other products, and burning lime. Their use for nodulizing or agglomerating a metallic ore is new-first reported in this country in 1904, when a small rotary kiln at South Chicago was employed to nodulize flue dust from a blast furnace. After a short time this process was replaced by sintering.

St. Joe Minerals Corp. opened a new $30 million mine and mill at its Balmat-Edwards division in September. It will be the largest single zinc mining operation in the United States. St. Joe expects to produce more than 200,000 tons of zinc concentrates from its combined Balmat-Edwards mines and mills in 1972, equivalent to more than 100,000 tons of zinc metal-20% of U.S. mine production. The company has operated in Northern New York since 1926, having commenced zinc mining with its Edwards mine and mill, 12 miles from Balmat. They will continue to operate at a rate of 31,000 tons of concentrate per year. St. Joe started the Balmat facility in 1930 with two mine shafts and a mill, with a capacity of 2300 tpd.

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

Photogrammetrists are studying with new interest the problems of mine mapping and mining engineers are beginning to see what photogrammetry can do for them. Administrators in a number of European and U. S. mines have tried photogram- metric methods and are finding that better maps and data, needed for mine development, can be produced with savings of time, men, and money. In addition to wide use in small scale mapping projects, photogrammetric methods are now used for producing large scale plans and maps in German coal and lignite mines, in some U. S. open pit mines, to inventory TVA coal stock piles, and to compute highway excavation volumes. In each case surveying and map compilation has been made more efficient and accurate by photogrammetry and at significant savings over ground methods.

STILFONTEIN and surrounding areas gave nega-tive results in all prospecting attempts since about 1904 when Goerz and Co., a forerunner of Union Corporation Ltd., first drilled in the region and on the farm Stilfontein. Subsequent efforts by African and European Investments Co. and Anglo American Corp. from 1934-37 were completely unsuccessful. Holes drilled by these companies on the farms Riet-fontein, Hessie, and Palmietfontein were stopped in the Lower Witwatersrand system without finding payable reefs. The results of gravimeter, ground magnetometer, and aerial magnetometer surveys are presented in the area, in and around the new Stilfontein Gold Mine, in the Klerksdorp District of the Transvaal in the Union of South Africa. The gravimeter and ground magnetic surveys were completed in 1947—48. The gravity anomalies suggested a block of Upper Witwatersrand quartzites faulted-up between denser rocks of dolomite and Ventersdorp lava. Boreholes S.T. 1, 2, and 3 were drilled in 1948 and, after penetrating the dolomite and Ventersdorp lava, entered Upper Witwatersrand quartzites and intersected the Gold Estates Reef and Vaal Reef. Subsequent drilling delineated the suboutcrop of the Vaal Reef and determined the main structure of this horizon. The gold content of the Vaal Reef was highly payable and shaft sinking is now in progress. The Stilfontein Gold Mining Co. has been formed and, up to date, f5,000,000 capital has been raised for plant, shaft sinking, and development. The payable Vaal Reef horizon extends further south from Stilfontein, the reef occurring at increasing depths. It is possible that at least another mine may be established on these deeper horizons. The farm Stilfontein 39 is situated in the Klerksdorp District of the Transvaal. This farm and the surrounding areas have been subjected to repeated programs of prospecting dating back to about 1904, when Goerz and Co., the forerunner of Union Corporation, Ltd., first drilled on the farm and in the surrounding areas. From 1934-37, numerous boreholes were drilled on the neighboring farms, Riet-fontein. Hessie. and Palmietfontein, by African and European Investment Co. and Anglo American Corp. All these efforts were completely unsuccessful, and nobody suspected any possible gold-bearing area on Stilfontein until about 1947, when a gravity traverse run by B. D. Maree on the main road, showed a negative gravity anomaly. During 1947-48, the writer's organization completed gravimeter and magnetic surveys on Stilfontein and Rieffontein. An area of negative gravity anomalies was mapped, and it was suggested that this could be caused by blocks of Upper Witwatersrand quartzites, of the average density of 2.65, faulted up between dolomites and Ventersdorp lavas, the density of both of these rocks being 2.8. Fig. 1 shows the geology of the area as mapped by L. T. Nel of the Geological Survey of South Africa. The boreholes on Stilfontein, with the exception of a single hole of Goerz and Co., were drilled after the completion of the geophysical survey. The grouping of the first boreholes S.T. 1, 2, 3, 4, 5, and 6, clearly shows that these were located in the zone of negative gravity anomalies. Fig. 2 shows the gravity anomaly contours. Fig. 3 shows two sections across the gravity anomaly, together with the corresponding geological sections as obtained from boreholes. The close relation between gravity values and thickness of dolomite plus Ventersdorp lavas is striking. The two latter formations having the same density (2.8), act as one mass as far as gravity effects are concerned. Fig. 4 shows the magnetic anomalies observed on the ground by vertical magnetometers and at 500 ft abbve mean ground level by aerial magnetometer. The latter are anomalies of the total magnetic intensity. The magnetic results show that, on the farm Rietfontein and on the northern half of Stilfontein. Lower Witwatersrand magnetic shales were to be expected at relatively shallow depths. As the strongly

Members of the Institute have already received a special pamphlet descriptive of the United Engineering Society building, and wilt doubtless be interested in the progress that has been made up to date-February 24th-in erecting this home for the engineering profession. The old buildings on lots Nos. 25 to 33 W. 39th St., New York, were,' removed many months ago, but final contracts for the new, building were not let until the summer of 1905. The size of the building is 115 ft. on 39th Street, and 88 ft. in, depth; the height from, the sidewalk to the top of the parapet is 220 feet. The cubic contents of the building from the. bottom of the basement floor, to the top of the roof, including the pent houses, is 2,290,000 cubic feet. The number of light's, in the building will be between 4,000 and 4,500. The air supply for Auditorium and Lecture. Halls will amount to nearly 10.0,000 cu. ft, per minute, and the exhaust. to 90,000 cu. ft. per minute. In excavating for cellar and foundations, the average depth where good rock was. found was 37 ft.-it varied, however,: from 27 to 65 ft., due to an old water-course having run through the center of the lot; this condition, and the presence of soft rock, which rapidly disintegrated when exposed to air and water, made the foundation-work very difficult. As two of the column-footings of the building have to sustain a weight of 3,000,000 11) each, the most substantial foundations are necessary; 13,000 cu. yd. of earth were excavated for the foundation and basement; and 1,600 cu. yd. of concrete were necessary, to build up the footings. In the completed building there will be about 3,500,000 bricks. Owing to the number of auditoriums, and their location, and the placing of the library on the top floor; where allowance will have to be made for the enormous weight of 300,000 books, the structural steel work has been unusually complicated in this building. FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.

DISCUSSION Milton C. Shaw and Donald R. Walker (Massachusetts Institute of Technology)—For many years the two empirical rules of comminution bearing the names of Rittinger and Kick have been applied to grinding processes to account for the energy required to crush brittle materials. The basis for Rittinger's rule was the thought that the energy to grind a substance went largely into supplying the additional energy associated with the new free surface, while Kick's law was prompted by the concept of dimensional similarity and is a special statement of the concept of constancy of strain energy to cause rupture.
