Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

Southern Copper Corporation (SCC) is one of the world’s largest copper companies and is finishing the modernization of the Ilo copper smelter. A single ISASMELTTM furnace will start smelting 1,200,000 tons per year of concentrate at the end of 2006. Three existing Peirce Smith converters are being upgraded plus a new one for converting the matte to blister copper is being installed. Two new anode furnaces and a twin anode casting wheel have being operating since January 2006. This represents one of the main changes in the process because the final product of the smelter is now anode copper instead of blister copper. A new oxygen plant, acid plant, and others facilities are in the ramp-up stage. This environmental project will ensure that the new smelter will comply with the environmental regulations of Peru by the end of January 2007. This paper summarizes the background to the modernization project, describes the different stages of the project including engineering, procurement and construction, describes the main areas of the new copper smelter and also the pre-operational testing, commissioning and start-up of them. This is a brown field project with a target of reducing as much as possible the production losses of the existing operation. This paper presents the details of the development of the Ilo Smelter Modernization Project and explains the main aspects of the new facilities, the products to be obtained and the associated facilities for their commercialization, including a Marine Trestle for bulk acid exportation.

Construction of a new transportation link frequently requires crossing under an existing highway or railroad. Although traffic diversions may permit a cut and cover structure to be built, ‘zero impact’ tunnel solutions are becoming increasingly popular. The vertical clearance between the new tunnel structure and the existing highway or tracks may be very low; sometimes less than two meters. This leaves little room for error since any ground loss can rapidly translate into surface settlement. Problems can be avoided by maintaining the stability of the tunnel face and by minimizing ground movement around the tunnel lining. This paper examines construction methods that have been used to construct short tunnels with shallow cover, and highlights factors to be considered for future projects.

Unfortunately from 1991 through 1995, 44 miners were fatally injured in the stone industry. Of these 12 occurred at underground mines from a total work force of less than 2,000 miners. Nine of these 12 miners were fatally injured in falls of roof or rib. A safer environment for the miners can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground control strategies. Roof and rib conditions in the underground stone industry were observed and assessed at 33 mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania, and West Virginia [(Figure 1)]. Hazard assessment indicated that those ground failures occurring under moderate to substantial overburden (> 30 m [l00 ft]) were caused by stress concentrations and geologic structures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine layout decisions tremendously influence ground stability.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several levels — basic (mining), intermediate processing, manufacturing of finished goods and construction. The real GDP during 2004 increased by 4.4 percent. The nominal GDP was about $11.7 trillion. Housing starts were up by slightly more than 4 percent for the year. And the nation’s unemployment rate decreased to5.5 percent in 2004 from 6 percent in 2003. Interest rates continued to be low (prime rate was 5.25 percent at the end of 2004) but have risen gradually, following rising inflation.

Coal bursts are one of the least understood yet the most critical hazards in underground coal mines. The ground motions induced by seismic events can trigger unstable failure of coal and rock mass and degrade the surroundings of an excavation. Therefore, the characteristics of ground motions should be fully investigated for an improved burst risk management. This paper analyzes ground motion features of a longwall panel from a typical underground burst-prone coal mine in China. The results showed that most of the ground motions on roadways were hardly initiate coal bursts due to insignificant energy input to the damage. The intensity of ground motions in near-field zone were nearly 20 times higher than those in far-field zone. The strongest vibration on roadway was induced by a coal burst with energy of 28,600 kJ, which can cause ground motion of 0.77 m/s and equivalent dynamic stress of 14.69 MPa. The findings of this paper can improve the assessment of seismic risks and its management.

As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

Waste phosphatic clay presents a difficult disposal problem and a significant loss of P2O5. Recent developments make this study on the use of phosphatic clay as a feed material for H3PO4 production worthwhile. (a) New data from Florida Industrial and Phosphate Research Institute (FIPR) suggest that the Bclay^ waste can be effectively treated by improved solid separation coupled with flotation to produce feed material for recovering additional phosphate. (b) The use of BOLI Flowsheet^ provides capability to predict performance of aqueous-based processes for a range of possible operating conditions. Using the new FIPR data and BOLI Flowsheet^ enabled the design of a new process that can potentially extend the usefulness of current P2O5 ore deposits. Predictions using OLI Flowsheet were able to identify process conditions that effectively overcome the difficulty of high Mg content of phosphatic clay. Estimated manufacturing cost in the current study lead to valuation of the P2O5 content of the phosphatic clay recovered/utilized at 60 to 70% of that of the phosphate rock feed material currently used. Phosphatic clay should be considered as a valuable material that is currently given zero value. Dressed in black tie and Victorian attire, some 200 people came to Leadville, CO, for a September weekend featuring a National Mining Hall of Fame and Museum (NMHF&M) induction banquet and a scenic mountain train trip to Fremont Pass and the Climax Mine. The 18th annual induction banquet on Sept. 17 began with cocktails and a open house. It was a chance for visitors to tour the National Mining Museum including the new Hennebach Wing, opened in February. The new wing is named in honor of Ralph Hennebach, retired chairman of Asarco. Formerly Leadville Junior High School, the Hennebach Wing encompasses more than1,440 m2 (15,500 sq ft) of floor space in two stories. One prominent feature is a 1923 Wills Sainte Claire touring sedan. Climax Molybdenum donated this first all-molybdenum steel motorcar. Docents were available throughout the museum to give banquet attendees directions and answer questions.

"Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

The kinetics on the growth of Thiobacillus ferrooxidans was studied by use of series piezoelectric quartz crystal ( SPQC ). Arsenic ioninhibits the growth of Thiobacillus ferrooxidans, which is consistent with the previous results by other measuring method. This further demonstrates that the SPQC can monitor the chemical activity of the growth of Thiobacillus ferrooxidans. Cupric ion accelerates the growth of Thiobacillus ferrooxidans. The mechanism was discussed, it was considered that copper promotes the protein enzyme of Thiobacillus ferrooxidans, rustic yanin, to form over the range of cupric ion concentration studied. There action order of cupric ion in accelerating the bacterial growth is 0.067. The growth of Thiobacillus ferrooxidans is dependent on temperature, the apparent reaction activation energy decreases from25.56 kJ / mol to 18.32 kJ / mol because of the addition of 10 mg / L Cu(II) to the bacterial growth solution of pH 2.0 at initial inoculum of 10%.

INTRODUCTION As the population increased along the coast route (California Route 1), and the people’s need to have guaranteed access increased, the landslides and related road closures began to have serious adverse economic impacts. Landslides were causing major long-term road closures about every 10 years on average. In 1983, ground movement at Devil’s Slide caused Highway 1 to be closed for an extended period of time which caused significant economic loss to the surrounding coastal communities. A number of options for bypassing the slide area were considered, and the Martini Creek inland bypass was selected for design. Subsequent litigation led to the creation of the Devil’s Slide Tunnel Study in 1996. The results of this study indicated that a tunnel alternative would be competitive with the inland bypass. The final decision was left to the citizens of San Mateo County, who approved the tunnel alternative in the November, 1996 election After completion of environmental studies and the processing of legal challenges, the final environmental document was finished in 2001. The preferred tunnel alternative was designated to proceed for final design and construction. PROJECT DESCRIPTION The Devil’s Slide Tunnels consists of a separated two-lane road, one lane in each direction, which passes through twin tunnels and over twin bridges and then connects with the existing non-separated, two-lane road at each end. A precious metals refinery’s switch to personal computer-based, three-dimensional piping design saved many hours in the design of a South African precious metals refinery. Bateman Minerals and Industrial provided engineering, procurement and construction management services for Impala Platinum Limited-Refineries’ new $60 million refinery in Springs, South Africa. This project is one of the largest platinum refineries in the world. Bateman evaluated a new design method during this project that involved developing a three-dimensional model for the project. The new method saved time by reducing the man-hours required to generate complete project documentation, including plans, sections, isometrics and material takeoffs. The new method also saved design and construction time by allowing designers to detect clashes before construction began.

Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. The safety of personnel is the most important matter during a mine fire. However, there is not enough research on a case when a fire occurs near a shaft and the behavior of the fire gas is not well understood. Therefore, a series of experimental study using a scaled ventilation circuit model was carried out. The behavior of ventilation air during a mine fire near a shaft was investigated. The model consists of two vertical shafts, three horizontal ducts connecting the shafts and an exhaust fan from the shaft bottom. The cross section of the shaft and duct is a square of 200×200mm. The height of the shafts is 3400mm. The length of the ducts is 1540mm. The lower duct is set at the same level as the shaft bottom. The middle and upper duct are set at 750mm and 1760mm above the shaft bottom respectively. The airflow rates through the ducts can be adjusted by regulators installed in each duct. The behavior of the fire gas was measured by anemometer, thermometer, and visualized using laser light .The air was ventilated downward in both shafts before the initiation of the fire. Some amount of fire gas of high temperature rose upward gradually along the shaft wall regardless of the downward ventilation after the initiation of the fire. Then the direction of main ventilation air suddenly reversed upward in the shaft. The direction of ventilation reversed in many places in the model and the fire gas reached even the part not anticipated.

As the popularity of precast concrete segmental linings for tunnels is growing in North America, some problems related to grouting of, and near, these linings are starting to appear. The installation of a segmental lining behind a TBM requires that the annular space around the lining be quickly filled with grout to prevent collapse of the ground. In practice, the filling of the annulus is frequently delayed and takes place a distance behind the machine typically via grout ports centrally located in the segments. If partial collapse of the annulus has occurred, it may become necessary to use higher grouting pressures in an attempt to distribute the grout. There have been several occasions where these increased pressures have caused damage to the tunnel linings. Similarly, compaction grouting adjacent to a tunnel lining can cause damage. This paper quantifies the effects of such grouting on a typical precast lining.

Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on several recently constructed tunnel projects. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed.

The schlieren technique describes an optical analysis method designed to enhance light distortions caused by air movement. The ability to visualize air flow has significant implications for analyzing underground mine ventilation systems, including the enhancement of surveys and models. Currently, traditional schlieren methods are impractical underground. Background oriented schlieren (BOS) provides a solution to this problem. BOS requires two primary components, a professional quality digital camera and a schlieren background. A schlieren background is composed of a varying contrast repetitive pattern, such as black and white stripes. This background allows the camera?s sensor to capture minor light diffractions, such as those caused by air flow. Although BOS shows great potential for ventilation analysis, sensitivity is an issue. This paper seeks to validate the BOS technique for imaging flow through a regulator by comparing BOS images with traditional schlieren images. This paper also outlines initial experimental efforts used for the validation.

In medium- to high-grade metamorphic terrains such as found in New York City(NYC), rock mass texture and mineralogy are important factors in predicting TBM penetration destiny. Integration of data from over two decades of traditional field and tunnel mapping suggest that hard-rock TBM penetration in the NYC area depends upon textural, mineralogic, and structural control. The bedrock of NYC consists of many different lithologic units of varying age, composition, texture, and metamorphic grade including many varieties of intrusive rock. In addition, brittle faults of numerous orientations cut the polydeformed crystalline bedrock, producing zones of highly fractured and disturbed ground and high water inflows. Pre-bid compilation of published bedrock data, drill core analysis by geologists to establish lithologic and mineralogic trends, integrated surface geologic mapping along a proposed alignment, and targeted petrographic and geotechnical investigations to characterize the rock mass conditions together constitute an important prelude to successful subsurface bidding and tunneling. A carefully planned program of as-built geological mapping, structural analysis, fracture class mapping, and monitoring of machine performance data provide important information for adjusting to changed conditions. In complex terrains, a clear understanding of the structural geology of any proposed tunnel line is the simplest and most cost-effective method to mitigate losses encountered during TBM tunneling.
