About nine years ago the President's Materials Policy Co commission under the chairmanship of William Paley released its report entitled "Resources for Freedom." Not long ago the Senate Select Committee on National Water Resources under the chairmanship of Senator Kerr released a study entitled Water Supply and Demand. Both reports contained projections of future water user the report for 1975, and the Select Committee print for 1980 and 2000, It is my task to compare the two reports. In the initial letter from Mr. Kazmann arranging for thus session he suggested that I present "a critical evaluation of the Paley Report's section on water ?ten years later,? which might include a comparison of predicted and actual water-use rates and would spotlight the assumptions which lead to errors in the predictions , . ." It is possible to compare the results of both studies, and it possible to explain art of the differences that can be found between them. The remainder must remain shrouded in doubt, since the Paley Report did not give all details of the methods used in estimating the com¬ponents of water use.

Throughout the history of the development of mechanical conveyor systems, it has always been an established condition that loads are received at one end of a single-belt conveyor and discharged at the other end, in a point-to-point, manner. In systems designed for the continuous transport of granular materials, vertical or horizontal changes in; direction have always necessitated two or mope single-belt conveyor units, with a corresponding number of motors, assemblies and attendant mechanical and human or electronic controls. Besides these high-cost factors, every change in the system's direction also calls for a transfer point that involves a drop-back of the material from one level to another with some loss of the material and, in many cases, unwanted additional granulation. Where changes in the location of the discharge point are wanted, the conventional single-belt conveyor must either be replaced by a shorter or longer unit or additional units purchased and installed, or existing units rearranged. This can take days or weeks, and involve special expenditures as well as loss of valuable production time.

The flotation of quartz, feldspar and alumina was studied as a function of pH when using N-alkyldiamines as collectors. The lengths of alkyl chains of diamines were 8, 9, 10, and 12 carbon atoms. It was found that shorter hydrocarbon chain length of alkyldiamines has stronger tendency to float quartz while the feldspar responded poorly to flotation with these collectors at high pH values. The effect of addition of nonionic surfactant of Brij type, when using dodecadiamine as collector, was investigated. Flotation studies in the absence and in the presence of sodium dodecylsulfonate were carried out. These studies have indicated that sodium dodecylsulfonate, in the concentration studied, functions as strong depressant for feldspar.

Approximately 6 years ago, Newmont Mining Corporation (Newmont) initiated reclamation/closure at its’ Hollister operation in Nevada. Reclamation/closure challenges existed at three primary areas within the operation. One the open pits had a small, low pH lake. The primary waste rock dump had a collection system for seepage of low pH solution. The heap leach had a typical inventory of process solution. In each of these three areas water quality and water quantity challenges existed. Reclamation/closure techniques were employed that utilized run-on controls, re-sloping, capping/topsoil placement, pit backfilling and vegetation for water quantity control. Water quality controls included installation of passive, anaerobic systems. These mechanisms have effectively limited water volumes that require treatment and effectively treated the water to meet standards.

The study investigates the effectiveness of the canopy air curtain (CAC) in reducing respirable dust exposure for shuttle car and ramcar operators in underground coal mining. Field testing showed that the CAC reduced dust exposure by 11-34% overall and by 57-65% during ramcar loading by the continuous miner. These results demonstrate the CAC’s potential as a significant dust control device.

Allis-Chalmers has combined a new heat transfer device, called the ROLLER GRATE, with a unique processing scheme, resulting in the ROLLER GRATE Oil Shale Processing System of Allis-Chalmers. In order to test both the process and the equipment, a batch Process Development Unit (PDU) ROLLER GRATE retort was designed and built. This unit vas designed with the flexibility to process shale over a wide range of test conditions in order to demonstrate the attributes of the oil-shale processing system. Instrumentation on the PDU and extensive sampling of the effluent streams permitted the PDU test data to be used in the design and scale-up of the process. Over 30 tests have been conducted with Colorado shale, and over 25 tests have been run with an Indiana shale. In addition, rests have been run with California and Utah tar sands.

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. Respirable crystalline silica (RCS) is an inhalation health hazard for mining and industrial work environments and must be monitored. We provide theoretical analysis of real-time measurements for determining RCS mass concentration without the use of filters by using photoacoustic spectroscopy. The suspended dust in the mine air can be continuously sampled by the photoacoustic instrument. A tunable quantum cascade laser is the light source, allowing for determination of interferences such as kaolinite, coal dust, and water vapor. The most useful spectral region is found to be between 11 and 13 μm. Absorption by water vapor, and, to a lesser extent, carbon dioxide, in this spectral region has gaps that allow for quantification of the aforementioned dust species as well as a convenient check on the calibration of the instrument. This work brings photoacoustic measurement of aerosol to the mid infrared range where spectrally dependent light absorption can be used to quantify dust composition and mass concentration.

The construction and modification of tunnels brings a requirement for precise measurement of convergence and divergence to safeguard the structure, maintain safety and provide the assurance needed to maintain efficient progress. Established methods include manual measurement using tape extensometers and automated methods using photogrammetry and automated total stations. Drawbacks include the need for frequent access, power supply, cabling, and cost. The paper describes how the development of reliable optical displacement sensors (ODS) has changed the landscape. ODS sensors are connected to a long-range wireless mesh communications network via a solar-powered gateway outside the tunnel, with data instantly transmitted to the internet. A sensor and its reflector target can be installed in 20 minutes and is maintenance free for a decade. Tunnel movement is measured to sub-millimeter precision with repeatability of ±0.15 mm. Integration of a triaxial tilt sensor allows slope distance to be converted to horizontal and vertical changes and allows rotational movement to be determined. Applications include new-build and long-term structural health monitoring. Case studies will be given, including the refurbishment of rail tunnels in Spain where the ODS measured movement during track lowering in a situation where no other automated system was considered viable.

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine or the expansion of an existing mine can range from nine to 24 months, or even longer. The time frame will vary depending on whether an environmental assessment (EA) or an environmental impact statement (EIS) will be completed Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. In this paper, a two-year natural resource baseline study by Homestake Mining for the Ruby Hill Mine, Eureka County, NV, is used as a case study to describe how a properly designed and executed natural resource baseline study streamlined the NEPA process.

A new method of slaking lime has been developed by DENVER EQUIPMENT DIVISION of Joy Industrial Equipment Company and patented under U. S. Patent 4,261,953. The new method utilizes an attrition machine, commonly used in mineral processing circuits as a sand scrubbing device, to slake lime. The scrubbing effect of the attrition slaker continuously produces a fresh reactive surface so that further slaking may occur. This process allows for utilization of slaking all grades of burnt lime and most grades of dolomite lime. Testing indicates that poor grades of water usually not considered for this service can now be tolerated using the attrition slaker. The slaked lime produced is of higher quality, faster reacting and much less apt to produce scaling problems than previously experienced. The attrition slaker can be combined with a spiral classifier and ball mill to eliminate any need for grit handling or grit removal. The attrition slaker can be designed for all burnt lime tonnages up to the limit of 175 tph and 1" pebble lime size. Control can be maintained easily with minimal operator assistance. The equipment, the principals of process metallurgy, and the above topics will be presented.

The Rochester Mining District is located some twenty-five miles NE of Lovelock, Nevada. The District was discovered and named in the 1860's by prospectors from Rochester, New York. For a number of years, they worked Rochester Canyon, sinking shafts and inclines and making open cuts. After reaching a depth of approximately eighty feet, the miners tapped an underground channel and were driven from these workings by a strong flow of water leaving pumps in the shaft and barely escaping with their lives. With the Rochester workings no longer accessible, the miners went to the southeast and established the Relief Mining District. About 1881, gold was found in the gravel at the mouth of American Canyon, to the east of Rochester. These placers were worked until 1895, first by the Americans who reportedly took out $1 000 000, and later by the Chinese who mined the gravel with great skill. It was estimated that the Chinese took out as much as $10 000 000.

An effective maintenance program ensures the adequate availability of production equipment. In turn, this availability enables production to maximize utilization and successfully meet production targets. An overall production strategy is necessary to draw all departments toward this common effort. Only then will production targets be met. From the maintenance view this means that production must comply with PM and repair schedules. Purchasing must supply parts and materials on time. Mine engineering must not overwhelm maintenance with non-vital construction. Accounting must provide correct, timely cost information - - etc. This strategy - - its content, effectiveness and enforcement is the responsibility of the mine manager . . . his alone. This paper describes a successful approach to maintenance within this strategy.

In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations of in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence from the Lucky Friday Mine collected by U.S. Bureau of Mines researchers, as well as a review of case studies, demonstrates that in situ stress variations affect the spatial distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies, they are too expensive and, depending on conditions, may be too difficult, to use routinely in mapping stress variations. However, information from borehole and raisebore breakouts; deformation of mine openings; and patterns of seismicity, ground control problems, and rock burst damage can be used to build a stress database. This database can then be used in con-junction with maps of mine structure and geology and models of rock mass behavior to build a map of in situ stress variations. Such a map provides a means to anticipate patterns of mining-induced seismicity that are likely to be encountered and, hence, provide a means for planning appropriate measures to ameliorate rock-burst hazards.

The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

The design, operation, and performance of an integrated pilot plant for recovering zinc and copper from a complex sulfide ore are described. Metallurgical processing comprised selective sulfate roasting in a fluid bed, leaching in a weak sulfuring acid solution, recovering copper by cementation with scrap iron, air oxidation to remove soluble iron, more-or-less conventional purification for removal of impurities deleterious to zinc electrolysis, recovering zinc by electrolyzing solutions, and recycling spent electrolyte to the sulfating roaster. The effects of several feed preparation and roasting variables on the sulfation response of zinc, copper, and iron are set forth, together with the electrolyzing characteristics of the zinc solutions.

New and developing communication systems enable underground miners to not only connect to the surface from an increased communication coverage area but also to be discovered in the event of an emergency. Communication and tracking systems are required by MSHA regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broadcast devices results in a reliable communication network that can better withstand disruption in both daily operation and emergencies. This paper will discuss recent regulatory developments in underground coal communication systems, the implementation of these new technologies, and how communication system?s networks can be modeled and analyzed using computer simulations.

The economics of a mineral-processing circuit is dependent on the numerous sensors that are critical to optimization and control systems. When a sensor goes off calibration, it results in errors that can have a severe impact on plant economics. Classical statistical approaches fail to detect when errors are “subtle,” unless they grow and become large enough to be “gross,” whereas methods based on signal processing and artificial intelligence fail in dealing with the complexity of process fluctuations. Due to the sheer volume of sensors, undetected errors are not remedied until the next calibration, which on average are a year apart across all industries [1]. This research aims to detect such subtle errors (2 percent bias) in shorter time spans of about a month — rather than wait for errors to grow — using innovative data-mining techniques and algorithms.

We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

In this paper, we present design and implementation details of a fuzzy-behavior-based controller for an automated excavator. This robotic excavator must be equipped with sensors, actuators and an embedded control system. The excavator controller uses neural-networks to interpret forces and torques gathered from bucket mounted force sensors during the excavation process. Implementation details and experimental results using the fuzzy behavior based excavation controller are given for several excavation tasks. These excavation tasks demonstrate some of the complex skills that are essential for an autonomous mining excavator controller.
