The distribution of mercury in soils, rocks, and ore was studied in three areas of the Pachuca-Real del Monte District: (1) An area north of the town of Pachuca where ore veins have been found at or near the surface. The mercury content of soil samples taken near the vein zones is far above the background value. The highest value was 1900 ppb (parts per billion) mercury in a soil sample above Veta Vizcaina; the background is about 50 ppb Hg. (2) In the area north of the town of Real del Monte where only a few of the veins are known to crop-out. Regardless of exposure, soils collected over veins show anomalous mercury values ranging from 250 ppb to 1900 ppb. (3) In an area south of the town of Real del Monte. Here, although vein outcrops are lacking, mineralization is known at a depth of about 120 m. All soil samples taken at 50 m. intervals along an east-west traverse contain anomalous amounts of mercury, with peaks corresponding with the known location of the veins.

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). The Archean (2.65 b.y.) aged Canning Stock at Copper Mountain, Wyoming contains an average of 20 ppm U. The North Canning and Fuller deposits occur within the enriched interior of the stock. Post-Laramide development of super gene enrichment blankets occurred in wide (25- 100 m) crushed zones. Hematite and chlorite accompany pyrite and sooty pitchblende in the mineralized zones. Reduction mechanisms proposed for deposition of pitchblende are: 1) sulfides, 2) hydrocarbons, 3) bacteria, 4) the water table, or 5) some combination of these. Abundant tar- type organics appear to have preserved the enrichment blankets from degradation. Trace element and radiometric data define target zones, but exploration models focus on favorable structure.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

According to the scientific views formed by the middle of nineteen seventies there should be no possibility of commercial diamondiferous kimberlites in the north of the west European platform. However a later analysis of the geological data gave rise to the concept that diamond bearing kimberlites would be present in the north but on the mineralogical level they would differ from kimberlites of South Africa and Yakutia. Further investigations resulted in the confirmation of these conclusions and with discovery at the beginning of 1980 of diamond bearing kimberlite pipes in the Arkhangelsk region.

The gypsum industry makes significant contribution to the wealth of our nation. This non-metallic mineral ranks in the highest order with America's most precious resources. Evidence of this is borne out by the fact that gypsum is a vitally necessary element in the building, industrial and agricultural industries. In 1967, the United States consumed 14 million tons of this valuable ore. Of .this amount 69% was required by the building industry for the manufacture of building materials. An additional 21% was directed to the industrial market, for the manufacture of Portland Cement and for other industrial uses. The remaining 10% was used for agricultural purposes.

The long and often undefined period in the post-mining phase challenges geo-monitoring with its various responsibilities, like the detection of environmental changes, ground movements and water management. Modern methods of geo- and environmental monitoring observe numerous aspects using active and passive sensors with multispectral, hyperspectral and microwave sensors, with diverse spatial dimensions and spatiotemporal resolutions from satellites, Unmanned Aerial Vehicles (UAVs), in-situ sensors. Data integration, together with on-site knowledge and experience, provides the basis for comprehensive modeling, which improves the understanding of the environmental changes and their related causes, which is an essential step for public acceptance. In this paper, we aim to give a brief overview of various geo- and environmental monitoring methods.

This paper demonstrates, using the results of an unusually complete industrial test sequence, what the various interactions are between grind size, collector dosage, and frother type. While particle size is universally acknowledged to be important in optimizing industrial copper sulfide rougher flotation circuits, many of the various interactions that do occur at the industrial level with particle size are still being identified and/or quantified. This study also presents, in a consistent manner, the changes in flotation kinetics that occur as a function of particle size, in a typical industrial circuit along with some insights as to how flotation operators can optimize rougher circuit performance.

This report describes Koppelman's work to develop the K-Fuel® Series C Process used to dry and stabilize Powder River Basin coal. It also contains summaries of the results of bench-scale and pilot plant tests conducted to prove the Series C Process. The process is being used by the KFx-Thermo Ecotek partnership for a 500,000 ton per year commercial plant that has been constructed near Gillette, Wyoming. The plant is presently undergoing shakedown.

Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming's coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil's Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert's Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec's personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer's Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.

Although roof bolting has been a major means of strata support for nearly two decades, little attention has been directed towards the design of bolt Installations. The variables involved are interdependent and their study complex. However, some simple tests may be employed to serve as guides to the efficient design of roof bolt systems. Local conditions are continually varying and are important to pattern design. This paper discusses such considerations and suggests techniques which may be employed to effect improved roof control with bolts.

All complete plant foods require phosphorus, nitrogen and potassium. And phosphate rock is the primary source for the phosphorus of the inorganic fertilizers. As more and more world food production is grown with these chemical fertilizers and since the Florida field supplies over 30% of the phosphorus component, let us look at the vital phosphate industry. Mining of phosphate rock in Central Florida began in 1891 and production has continued to grow at a steady pace. In 1965 a phosphate mine was opened in Hamilton County, North Florida and one in Beaufort County, North Carolina in 1966 . Since the beginning of mining in 1891, approximately 700 million metric tons of phosphate rock have been produced of this amount one-half was mined in the last 11 years. While the field was not deliberately "high-graded," the best of the known deposits were mined first. Those now being mined, and those yet to be mined, cost more to operate and the product is of lower grade. The U. S. Bureau of Mines' data for 1977 lists "Florida" phosphate rock production as 40.6 million tons; 86% of U. S. production and 85% of "Florida" capacity. The U. S. Bureau of Mines includes North Carolina production in "Florida" statistics so as not to reveal individual data for the one mine operating there. Approximately one-half of "Florida" production is exported, either as rock or as rock equivalent in upgraded products. Deposits of phosphate rock necessary to support present and future production are catalogued as: reserves, paramarginal reserves and resources. Reserves denote deposits which can be mined at a profit now. Paramarginal reserves are defined by the U. S. Bureau of Mines and the U. S. Geological Survey as: that portion of sub-economic resources that a) borders on being capable of production economically, or b) is not commercially available solely because of legal or political circumstances. The " b)" part of this definition may now be expanded to include environmental controls and requirements. Resources are deposits which cannot be mined at a profit at present. Listed in Table I are reasonable values for each of the three categories of phosphate deposits in the northern and southern parts of Central Florida. North Florida and North Carolina.

Natural ores, sinters, and pellets were subjected to a carbon monoxide reduction-disintegration test under laboratory conditions including a simulated blast furnace gas and a 1000°F temperature. The most significant findings were that: 1. Self-fluxed pellets broke down to a greater extent than either the acid pellets or the acid or self -fluxed sinter. 2. When pre-reduced, both the acid and self-fluxed pellets had very good resistance to breakdown.

Due to the present economic climate, particularly the depressed copper market, conventional mining, milling and flotation operations have been suspended. However, due to the apparent amenability of the ore to 'natural' leaching, investigations have been initiated into establishing an in-situ leaching operation as a preferred alternative to conventional operations. Cement copper production has been developed in parallel with the leaching trials and is presently at the rate of approximately 3,000 tonnes of contained copper per annum. Testwork includes controlled leaching of ore both in the laboratory and in-situ following blasting.

A blast furnace test of approximately 5,000 tons of PelleTech Corporation (PTC) cold bond pellets was successfully run at Kaiser Steel Corporation (Kaiser) Steel Manufacturing Division at Fontana, California. The pellets were produced from mill scale, BOF dust and blast furnace flue dust. A 15 day base period, during which time the metallic burden was 2/3 heat indurated pellets and 1/3 sinter, preceeded the test. During the test period the metallic bur- den was 10% cold bond pellets, 56.7% heat indurated pellets and 33.3% sinter. A 15 day post test base period followed during which the PTC pellets were replaced by conventional pellets. The pellets were produced in the 3.C Semi-works Facility located on Kaiser property. The facility incorporates the Michigan Technological University Hydro-Thermal Agglomerating Process.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia's internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia's VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.

Mineral extraction from sulfide ore deposits usually leads to the combined action of oxygen and water on the newly exposed ore. The result is acid mine drainage, a low pH solution of various metal sulfate salts and sulfuric acid. Paradoxically, the valuable metals dissolved in acid mine water are a liability because they are too toxic for discharge but too dilute to recover economically. The expense of compliance with water quality release standards has reduced the profitability of many mining operations. Solid phase extraction (SPE) columns have been developed to extract metals from acid mine water. These columns are designed to remove the toxic elements from water and recover the metals as purified fractions. This article describes the results of a Phase 1 bench-scale project to test the performance of the SPE columns. The tests were conducted with water collected from the abandoned Berkeley Pit copper mine in Butte, MT.

The continuous balling? operation whereby a moist particulate mass is tumbled in a horizontal revolving drum with recirculation of the undersize product can be extremely unstable. Product and recycle rates are subject to wide fluctuations. Although the problem seems to be well-recognized, there is little published information or quantitative data readily available, especially in relation to industrial-scale circuits. Probably the best available published results are in the Russian literature, an illustration of which is given in Figure 1. These data, taken from a study') of some of the factors which influence the stabilization of the pelletizing process, illustrate the wide variations in circulating load and circuit productivity which may be encountered over a period of operation. The problems of balling circuit stability may be traced to random seed or nuclei generation and uncontrolled agglomerate growth. The situation is analogous to that in crystallization processes where (4 considerable attention is given to nucleation control. "Constructed between 1939 and 1945, the Rondout-West Branch Tunnel (RWBT) portion of the Delaware Aqueduct is 45 miles (72 km) long. The New York City Department of Environmental Protection (NYCDEP) first identified suspected areas of leakage from the RWBT in the 1990s. A $1 billion project is underway to mitigate the leakage through the construction of a bypass tunnel around the area of most severe deterioration, a 2.5-mile (4 km) section located beneath the Hudson River. Two shafts, 800 and 900 feet (244 and 274 m) below the ground surface, are being sunk to support the tunnel construction. The deep shafts will be subjected to high groundwater pressures and have been designed to accommodate multiple tunnel portals. This paper discusses the engineering decisions and analyses leading up to the final design. INTRODUCTION Project Background The New York City Department of Environmental Protection (NYCDEP) provides over 1 billion gallons (3.7 billion liters) of water to over 9 million residents of the City of New York and surrounding communities each day. This water is stored in upstate reservoirs and conveyed to the City via a system of aqueducts and tunnels. Water is delivered to the City almost completely by gravity and consists of three systems: the Croton, the Catskill, and the Delaware. The Delaware System is the largest of the three and supplies between 50% and 70% of the City’s daily water supply. In the 1990s, the NYCDEP discovered leaks in the central 45-mile-long (72 km) portion of the Delaware Aqueduct known as the Rondout-West Branch Tunnel (RWBT). The leaks release between 15 and 35 million gallons per day (MGD) (132.5 million liters per day) and are concentrated in two areas near Wawarsing and Roseton, New York. As part of the Rondout-West Branch Bypass Tunnel and Wawarsing Repairs Project (Bypass Tunnel Project), the leaks in the Wawarsing area will be repaired by grouting from inside the existing RWBT, and the leaks in the Roseton area will be mitigated by constructing a bypass tunnel parallel to and 1,750 feet (533 m) north of the leaking portion of the existing RWBT. Two deep shafts will be excavated on either side of the Hudson River: Shaft 5B in Newburgh and Shaft 6B in the Town of Wappinger."

The processing of EAF baghouse dusts from both the specialty steel industry and low alloy producers will be reviewed. In addition, the INMETCO process has been modified so as to recover nickel, chromium and iron from many other waste materials such as pickling solutions or filter cakes, spent nickel and chromium plating baths, carbon refractories from pickling tanks, and super alloy wastes including baghouse bags. INMETCO is the only North American company presently capable of recycling nickel-cadmium batteries by high temperature metals recovery. This, along with the details of INMETCO's BDAT Test Program and results performed to pre-agreed standards with the EPA will be discussed.
