The guiding principle in developing this plan resulted from evaluating potential future markets for oil, the quantity of mineable oil shale and the optimum rate of production comensurate with market demand on the available oil from shale. In addition, the rate of production may depend upon a solution to the problems of scarcity of resources other than oil shale. The rate of production finally will tend to establish the choice of technologies with these limits. The principle components discussed will be: 1) The place of oil shale among the various energy sources and its relative adaptability for use in the area of major consumptive demand. 2) A recalculation of the reserves and their classification on the basis of quantity, grade - gallons per ton, - and physical characteristics principally thickness, overburden and depth.

Coal has in general a wide range of density from minus 1.3 to plus 2.0 g/cm3 because of its variations in purity, rank, and porosity, etc. The coal density has great impact on froth flotation performance, but much less attention has been paid to particle density than particle size. Our previous research results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubble on the flotation performances of different density fractions (minus 1.3, 1.3-1.4, 1.4-1.5, 1.5-1.6, 1.6-1.8, 1.8-2.0, 2.2-2.2, and plus 2.2 g/cm3) of coal was investigated using a bank of 10-liter flotation cells, a specially designed 50-mm-inside-diameter column, and a 152-mm-inside-diameter column. It was found that nanobubble has the biggest impact on the flotation performance of 1.4-1.8 g/cm3 medium-density coal particles.

The laminated model, in conjunction with the seam element method, is expected to be a powerful predictor of subsidence due to coal mining. The fundamental solutions for the model are presented. Numerical approach to determine the roof-to-floor convergence and evaluation of ground movement are discussed. Numerical results and comparisons with field observations are given to illustrate the validity and the potential of the model.

Mine Safety and Health Administration (MSHA) regulations require underground coal mine operators to dust their mine corridors with an inert material to prevent coal dust explosions. The most commonly used material is pulverized limestone. Current practice to determine compliance with MSHA regulations requires the coal mine foreman or an MSHA inspector to collect samples of the deposited dust, a mixture of coal dust and limestone rock dust, for above ground laboratory analysis. To expedite this process, the U.S. Bureau of Mines has developed two instruments to facilitate the inspection and rock dusting processes, the explosibility meter and float dust deposition meter. The explosibility meter is a hand-held instrument which provides an in situ measurement of the explosible nature of homogeneous mine dust samples. The float dust deposition meter measures the mass loading density of the top layer of coal or limestone dust deposited on the mine floor during mining operations by the ventilation air. It may also be used to automate trickle rock dusting equipment. The operation of each device is based on the difference in the optical reflectance between the light limestone dust and the dark coal dust. The principal of the explosibility meter is based on the observation that, for a fixed coal volatility, the optical reflectance of dust mixtures is relatively constant at the limit of flammability, and independent of the coal dust particle size.

Two-phase (water and air) flow in a self-aspirated WEMCO flotation machine has been investigated using computational fluid dynamics (CFD). The geometric model is a replica of a 300 m3 cell. A 72-degree sector containing two blades of the ten-blade rotor has been modeled and periodic boundary conditions are applied in the circumferential direction. Simulation of a sector of the machine allows acceptable resolution of the mean flow field using 4x106 grid points. The flow is modeled by Euler-Euler approach, and transport equations are solved using a commercial software ANSYS-CFX5 [1]. Unsteady simulations have been performed. In a self-aspirated machine, airflow rate is not known a prior; it is an output from the CFD simulation. Uniform mean bubble diameter of 0.7 mm has been specified as an input for the simulation. Air flow rate and power consumption have been monitored with time, and results indicate a stable operation. Air volume fraction contours and velocity field in different regions of the machine are presented and discussed.

The selective depression of pyrite from the Kentucky No. 9 coal seam was systematically examined using various kinds of inorganic and organic chemicals. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates was explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta-potential measurements. It was shown that pyrophosphate reacts strongly with the iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

Mining in the Coeur d'Alene Mining District has been going on for over 100 years with a long- term continuation very likely. Mining is presently carried out at depths below the -5000' horizon. As mining continues at ever increasing depths, higher in-situ rock stresses and subsequent rock deformation is encountered making mining costly and hazardous. To provide access for men and materials in such areas, a wooden raise preparation structure is typically built. Although these structures provide adequate support and access, they have proved to be very costly to construct and maintain.

Geochemical exploration guidelines were developed from a study of 460 rock chip samples collected at nine disseminated gold deposits in Nevada. Obtaining high grade Au samples is difficult because gold content is extremely variable, even over 8 m (25 ft) distances. For reconnaissance sampling, pathfinder elements are reliable indicators with threshold values of 100 ppm As, 1 ppm Hg, and 50 ppm Sb. Arsenic is the most reliable of the three elements, being significantly enriched in all deposits. If the pathfinder threshold levels are reached with low Au content, more samples should be collected. Successful disseminated gold exploration requires large numbers of samples.

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. Theoretically, controlling redox potential to a relatively low value and inhibiting jarosite formation on the chalcopyrite surface would be an effective strategy to accelerate the bioleaching of chalcopyrite. In this work, using limonite as seed crystals, the effects of the goethite precipitation process on the bioleaching of chalcopyrite were studied for the first time. The bioleaching results showed that the addition of limonite controlled the redox potential in an appropriate range and promoted chalcopyrite dissolution through the removal of ferric (Fe3+) ions. X-ray diffraction and scanning electron microscope analyses indicate that limonite significantly induced the goethite precipitation process and inhibited the production of jarosite. We conclude that promoting the goethite precipitation process with limonite is an effective strategy in accelerating the bioleaching process of chalcopyrite.

The preparation of aggregates is a form of mineral processing which has been taken for granted for many years, mostly because of its lack of glamour when compared to the winning of metallic minerals from their ores. Many of the processes and equipment now used in the metallic mineral processing industries originated in the more prosaic preparation of aggregates. 'Their adaptation to metallurgical processes has led to developments both in their design, and in their use. Modern practice, has been so exacting in its demands that, in many cases, this improved technology is finding new applications in the very industry in which it originated the mineral aggregate industry, The low cost requirements, large tonnage capacities and complex specifications which govern the acceptability of its products have node modern aggregate processing a much different art than it was one or two generations ago. The basic conditions which govern the type and quality of mineral aggregates were presented in an addendum to a paper given at the San Francisco Meeting in 1959 by one of the authors.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The branch of economic theory known as welfare economics concentrates on providing guidance about the problems of policymaking. The theory examines both what

One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world's needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. INTRODUCTION Kerckhoff-2 is a 140 MW underground hydro-electric project designed and owned by Pacific Gas and Electric Company and constructed between May, 1980 and May, 1983 by Auburn Constructors. The project is located in the western foothills of the Central Sierra Nevada Mountains, about 30 miles northeast of Fresno, California, and develops the power potential of the lower San Joaquin River and its tributaries between the existing Kerckhoff and Millerton Lakes. The Kerckhoff-2 Project consists of project roads, adits, and access tunnels, service tunnels, power tunnels, powerhouse, tailrace tunnel surge shaft, buss shaft, intake structure, discharge structure, and switchyard. In the 1920s, the Kerckhoff 1 project, consisting of a dam, reservior, tunnel, and 34 MW powerhouse, was built in the same general area as Kerckhoff-2. The tunnel was constructed by conventional methods, and was left unlined. In time, other projects were built upstream, allowing the flow of the San Joaquin River to be regulated. The Kerckhoff 2 project is designed to harness that regulated flow, providing an additional 140,000 ON of power. Kerckhoff 2 will be the primary power plant; Kerckhoff I will produce power whenever the flow rate exceeds 4,800 cubic feet. The new power tunnel is built along the east side of the San Joaquin River between Kerckhoff and Millerton Lakes, parallel to the existing tunnel but extending approximately one mile further downstream.

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

A prevalent technique for the recovery of silver from wastes generated in silver-tungsten electrical contact fabrication is electrowinning. Such scrap is placed in a permeable plastic basket which constitutes the anode compartment and this basket is suspended in a larger cell in which the cathode is mounted. A silver nitrate solution is used as the electrolyte and, upon application of an electric field, the silver migrates to the cathode where it deposits out. At times, there is tungsten migration to the cathode compartment and consequent co-deposition with the silver. This W contamination, which may amount to several thousand ppm, necessitates additional purification of the deposited Ag and its removal would therefore be advantageous. The elimination of the W impurity would also extend the operating period of the cell with corresponding increase in the Ag output and savings in labor costs.

City of Manchester, NH, is implementing a 20-year plan to control and significantly reduce overflow of its sewer system. The long-term control plan had called for large scale box culvert installation through downtown Manchester. The City and the project team evaluated, and eventually selected, tunneling as an alternative to mitigate construction related impacts for open trench approach. This paper provides an overview of the alternative evaluation process; discusses the development of the preliminary design for the 12,000 feet long, 12-ft internal diameter tunnel, including plan and profile selection, subsurface conditions, drop shafts and the anticipated packaging of the separation areas.

A new flotation collector, benzyl arsonic acid, was used for the flotation of ilmenite. ESCA, Auger spectroscopy, and chemical analysis were used to investigate the correlation between the variation in surface constituents and the flotation recovery of ilmenite. Experiments indicated that, as the ratio of surface Ti ions/surface Fe ions increases, flotation recovery increases. pH regulation with an inorganic acid was found to be effective in changing the ratio of surface ions, and, hence, the flotation recovery.
