In a minerals-recovery context, the object of exercising control over milling operations must be threefold, 1) To achieve maximum recovery at 2) minimum operating costs and 3) making maximum use of installed equipment, Milling is one of a sequence of operations which have as their objective the economic recovery of minerals from mined ores, All operations in the sequence are interdependent and each is both influenced by and itself affects all other unit processes. The part which grinding plays in achieving each of the above objectives is indicated in the following analysis: In South Africa, the most important mining operations are still the gold mines, A vast reservoir of knowledge and experience in treating the Witwatersrand and associated ores has been accumulated. and recoveries are consistently high, However residue values do vary and frequently this is due to fluctuations in the degree of grind, The significance of changes in residue values is indicated by the following example: On a modern mine, the residue values varied from 0,25 to 0,33 dwi; per 2000 lb, during a period of 6 months, The cash value of the gold thus lost varied therefore between $0.44 and $0.58 per 2000 lb, ton. A residue which assays 0.30 dwt per ton would contain approximately 0.26 dwt as undissolved gold and 0,040 dwt per ton as dissolved gold present in residual solution after filtration. This dissolved gold loss is a function of efficiency of filtration and varies from 0.030 to 0,.070 dwt per ton of residue.

Introduction Agrico Mining Co.'s Florida mining division has three surface mines and employs nearly 700 workers. The division produces some 6.3 Mt (7 million st) of phosphate rock annually. It is a good business. And Agrico has made it better by making it safer through a new approach to mine safety. In one year, Agrico - the second largest phosphate mining company in the US - recorded a stretch of one million manhours without an accident. That same year, the direct cost of accidents dropped to $9137 from a previous five-year average of about $50,000. Together with Don Roe, division manager of safety and security, Division General Manager Don Morrow made 1981 a watershed year for safety at Agrico. Morrow called on consultants from Safety Management Services of Du Pont's Specialty Services division to strengthen a safety program that was already better than average. From the late 1970s and into 1981, lost-workday cases (LWCs) were costing Agrico an estimated average of $22,000 each. And they were occurring with alarming frequency. In 1977, the company recorded six LWCs at an incidence rate of 0.64. This was followed by a jump to nine cases in 1978. In 1979, both occurrences and the rate increased - 10 LWCs at a 1.19 rate. The number of LWCs decreased to seven in 1980, with a rate of 0.71. Agrico instituted a far-reaching safety program in 1981, which began to take full effect in 1982. LWCs dropped from five in 1981, to three in 1982. And the direct cost plummeted from $110,346 to $28,828. In 1983, the mines recorded only one LWC. Its $9137 cost represented a reduction of $101,209 since the Safety Management Services of Du Pont had been called in. Through early 1984, the LWC incidence rate at the facility's three mines, phosphate drying plant, and transportation department was down to 0.26. This is 84% lower than the 1982 mining industry average, making it the safety leader among all Agrico companies, including its chemical plants. A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high' throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

Much concern has been expressed recently as to whether water supplies will be sufficient to support accelerated energy development foreseen in operation Independence. Taking the Nation as a whole, sufficient water is available for energy growth, but locally, as in arid parts of the Colorado Basin, limited water supplies will dictate economies in water use and affect plant siting. As Young and Thompson1 point out with respect to electric power generation, the term "water requirements" is misleading, as demand for water for cooling is sensitive to price of water and thus is quite flexible rather than the inflexible or fixed level implied by the word "requirement." Much the same is true of other energy conversion systems. Water is used in many aspects of energy production including mining and reclamation of mined lands, on-site processing, transportation, refining, and conversion to other forms of energy. In the East, South, Midwest, and along the seacoasts, water supplies are generally adequate for energy industries; most water problems in those regions relate to pollution rather than supply. West of about the 100th meridian, however, runoff is generally less than potential diversions and energy industries must compete with alternative uses for the limited available water supplies. Water is especially short in areas of less than 10 inches mean annual rainfall where natural precipitation generally is insufficient for establishing vegetation without irrigation. Extraction. The principal categories of extraction comprise coal mining, oil and gas production, uranium mining, and oil shale mining.

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

Barite Worldwide barite production for 1985 decreased 1.3%, while US barite production increased 1.4%, according to US Bureau of Mines statistics. The increase in US production is attributed to heavy demand for oil and gas drilling during the first quarter and an unrealized heavy expected demand in oil and gas markets for the last quarter. Nevada accounted for 82.1% of the 807 kt (890,000 st) of barite produced in the US last year, according to the Bureau. Other producing states were California, Georgia, Illinois, Missouri, Montana, Tennessee, and Washington. In 1985, the US imported 1.8 Mt (2 million st) of crude barite and 64 kt (71,000 st) of ground barite. China led the way with 43.3% of the total. Imports from India accounted for 21.6%; Morocco, 15.5%; and Thailand, 5.6%. The 1.8 Mt (2 million st) of crude barite imported is an 18.8% increase over 1984. Apparent consumption of barite for 1985 was about 2.6 Mt (2.9 million st), a 15.7% increase from 1984. Due to very low drilling rig activity during the last quarter of 1985, actual consumption is probably less as crude barite inventories at mines and plants increased. According to the Bureau, 90% of barite consumed in 1985 was for the oil and gas market. Paints, rubber, glass, and other chemical uses consumed the other 10%. With the price of oil falling dramatically early in 1986, the outlook for oil and gas drilling looks to be significantly lower than 1985. This lower demand for barite, coupled with the high year-end inventories, should lower both imports and domestic production. Significant lower prices on imported barite are expected, especially from China, Morocco, and India. This also could further lower US production of barite this year.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

Several hydrometallurgical leach processes have been recently proposed for the recovery of copper from copper concentrates. These include the Cymet Process of Cypress Metallurgical Processes Corporation, the Arbiter Process of the Anaconda Company, and the Treadwell Process of Treadwell Engineering company(1). These processes and similar processes for recovery of other minerals, have several phenomenological similarities which make their quantitative description difficult at best. These include (a) the presence of more than one phase, (b) non-uniform mineralization of the feed concentrate, (c) surface and diffusional effects, and (d) a particle size distribution which varies with time. Semi-theoretical, rather than purely empirical, treatment of such processes in their developmental stages will result in a better understanding of the physico-chemical mechanisms in effect. This, in turn, will allow reliable process designs to be made on reasonable time scales for reasonable development costs. Once a production unit is built, such an approach will provide straightforward methods for process control and optimization. A research and development effort to determine criteria and procedures for semi- theoretically characterizing such mineral leach recovery processes has been initiated in a joint venture by the Arizona Bureau of Mines and the College of Mines at the University of Arizona. This group has as its task the mathematical characterization of hydrometallurgical leach recovery processes using semi- theoretical mechanisms for the underlying phenomena. The resulting models are experimentally verified and parameterized on the laboratory scale in such a way that they can be utilized with similarity criteria to provide reliable scaleup to production designs. This discussion will be centered around the elements of such an approach and how they fit together.

A number of interesting and. important phenomena were revealed during a study of the response of beryl to sulfonate flotation (1). Perhaps the most important observation is the effect of various cations on flotation response. Experiments showed that in the vicinity of pH = 3. 0, about three ppm Fe.+++ increased recovery of leached beryl from about 60 to 100 per cent, whereas about four ppm Ca++ reduced the recovery from 60 to 2 per cent. With the exception of ferric iron, all of the other cations investigated reduced flotation recoveries drastically at this pH. As postulated in the paper "Sulfonate Flotation of Beryl", (1) even with low concentrations of polyvalent cations and sulfonate (on the order of one ppm), cation¬ sulfonates are precipitated immediately in solution. That is, blueish-white clouds .were noted to form after given additions of salts to. known solutions of sulfonate. Furthermore, it was also shown that one-hundred-fold more ferric iron than necessary to form the precipitated cloud had to be added to effect complete flotation. In other words, some form of solid ferric sulfonate was found to function as the collector in these systems. The form of the compound was suggested to be Fe (RSC3)2OH and that bonding to the surface occurs through the hydrogen of the hydroxyl. As the form of this compound was shown to be dependent on the extent of hydrolysis of ferric iron, it is to be expected that ferric iron will be unique in some pH region. Further, if the presence of hydroxyl in the neutral precipitated compound is of primary importance, then other cations should function similarly but at different values of pH, since they will hydrolyze at different concentrations of hydroxyl ion. To determine whether the premise of hydrolysis is correct, the study was extended to quartz systems lit the presence of various cations at various values of pH.

This paper will present the design and construction of a deep underground station of the Réseau Express Métropolitain (REM) project; the Édouard Montpetit station. The Édouard-Monpetit station is an interchange station that will connect the deeply sitting REM tracks to the existing metro station of the same name located closer to the surface. Édouard-Montpetit station is expected to be the deepest in North America, surpassing the famous Forest Glen Station. The various challenges and solutions put forth for the successful completion of this underground work are presented to serve as a valuable example for future deep excavation performed in urban area, in the close vicinity of highly sensitive structures.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. "In 2004 works started for the now completed seven-level automated car park accommodating 480 parking spaces inside the pre-existent “Morelli cave”, located in a strategic area in Naples. Since 470 BC Greeks initiated the growth of the fascinating world of the underground Naples, of which this cave belongs. It seems that once here the god Mithras was worshiped. It’s also became a quarry for tuff extraction and in 1600s it became an aqueduct serving the area. In 1853 the Bourbon Tunnel, a project commissioned by King Ferdinand II of Bourbon to allow easy escape from the Royal Palace in case of riots, was connected to this network of tunnels. The cavern became an air raid shelter during the Second World War, then a deposit of cars and motorcycles in the '50s and' 60s, a disposal area and it has been abandoned in the last 40 years before it’s new utilization. INTRODUCTION Over time, the overcrowding and congestion of major cities’ historic centres has led to seeking spaces underground that can accommodate activities and car parks, as in the case of the Morelli cavity, site of the future car park by that name. Before describing its characteristics, design solutions, and executive problems, it is necessary to introduce the site historically into the broader landscape of the cavities present below ground in the municipality of Naples. The province of Naples, which includes the area of the Municipality of Naples, has a large number of cavities. The existence of “Naples underground” is connected with the morphological and geological conformation of its territory, consisting of tuff stone which has entirely special features of lightness, brittleness, and stability. The first transformations in the territory’s morphology, taking place thanks to the Greeks starting from 470 BC, initiated the growth of the fascinating world of Naples underground. These transformations were dictated by water provision requirements, which led to the creation of underground cisterns to collect rainwater, and by the need to recover construction material to erect the buildings of Neapolis. In subsequent centuries, the city’s expansion led to the construction of a proper aqueduct, which allowed drinking water to be collected and distributed thanks to a series of cisterns linked to a dense network of tunnels. During Roman rule, the existing aqueduct was expanded and perfected, but with the rise of the Angevins in 1266, the city saw great urban expansion, which obviously corresponded with increased extraction of tuff from the subsoil to construct new buildings. This confirmed a particular feature of Naples: that of having been generated from its own innards, with buildings rising directly above the quarry that provided their building material."

"At present scenario, there has been an increasing demand in the usage of blend coal in power sector; regardless of how, specific knowledge on burning and ignition characteristics and their interactive effects is stingy. In this work a detailed investigation was therefore taken up to study in detail the combustion characteristics of selected coal samples and their blends. Certain parameters were believed to have significant effects on combustion characteristics of individual coal and their blend. Major parameters identified for this purpose included proximate analysis, combustion conditions, heating rate, reaction regions, blending ratios, ignition condition, reactivity (or reaction rate) and burnout temperatures. With the help of these parameters, thermal features and reaction kinetics of the individual and blended samples were investigated through a qualitative and quantitative thermo-gravimetric analysis of two different individual coals and their blend carried out in an oxygen atmosphere from ambient to 800 0C at a constant heating rate of 10 K/min. A significant difference in terms of rate of mass loss with temperature correlated from Arrhenius expression along with coal-coal blend interactions and deviation from their expected behaviour, have been observed between the kinetics of individual and blend samples, the latter showing better ignition performance and comprehensive combustion phase. It was also found that particles having the lowest percentages of volatile matter and ash could possibly be blended with particles having high ash and volatile matter to meet the required burning condition which can be effective in terms of cost savings, improved fuel economy, reduced undesirable exhaust emissions and improved safety of coal burning equipment. Experimental results further indicated that individual samples and coal blend samples have different combustion features in terms of residue left, peak temperatures and activation energies. Thermodynamic activation parameters such as activation energy, pre-exponential factor and order of reaction were computed from the thermal data using the modified form of non-isothermal methods. INTRODUCTION Coal has been the most significant source of energy for India and would remain so at least for the next few decades. About 60-65% of the electricity produced in India is from coal fired power plants. Indian coal is of drift origin and of high ash content. Ash content of the coal burnt in power plants in India is in the range of 30-45%, most of it being Run-of-Mine coal. Most of the power plants in India source their coal from number of mines, most common being multiple sourcing. Usually coal from each source [1] is burnt separately. For various reasons mostly associated with logistics, burning of blended coal is rarely practiced. Blending of coal is practised mainly for improving the quality of available coal and meets the shortage of coal supply. Blending technique is generally practised in power industries to reduce the cost of power generation along with mitigating combustion performance or slagging problem ensuring consistency in as fired coal quality and also for environmental compliance. Blending good quality imported coal can improve coal quality and helps in preserving indigenous coal resources for longer period [2]. Use of blended coal shall reduce load on all boiler components (Mill, CHP, Boiler, AHP) & reduce O&M cost and increase the availability. The main purpose of blending is to get a blended as fired coal having ash, volatile matter and gross calorific value close to design coal and the two coals are to be blended in such ratio proportions that resultant coal blend have desired ash, volatile matter and gross calorific value [3]. For a coal to be blended certain parameters have to be considered to get compatibility with respect to combustibility ( Burn ability) of coal, grindability ( HGI), ash fusion behavior, swelling characteristics of coal, need to be checked"

Manganese ore bodies of Banswara Mn belt were classified into stratiform and stratabound types, based on their mode of occurrence, distribution, and their chemical characters. These ore bodies generally composed of braunite, pyrolusite, cryptomelane/ psilomelane, wad, etc. The stratiform-type Mn ore bodies are conformable with the associated host rocks (Mn phyllite, etc.) and occurred in the form of layers, bands, etc., which are variable in their shape and size. These ore bodies are also strongly folded with the enclosing host rocks. The others, which are stratabound-type Mn ore bodies, also showed an intimate association with the associated host rocks. These types of ore bodies occurred in thin layers, pockets, lenses, stringers, etc. The classified ore bodies are confined with Kalinjara formation of Aravalli Supergroup of Paleoproterozoic age. The ore bodies are structurally controlled and well associated with phyllite, schist, limestone, quartzite, etc. The stratiform-type ore bodies constitute a marginal to low Mn grade and are also characterized by lower Mn content (26.19–39.24%) along with the Mn/Fe ratio of 7.16–12.23, while the stratabound-type Mn ore bodies are rich in Mn (35.92–49.64%) along with the higher Mn/Fe ratio of 14.15–23.97. However, the poor Mn grade along with high siliceous impurities of Banswara Mn deposits is subjected to them for intermittent mining activities in the past and, consequently, did not attract the scientific and industrial community for the evaluation of these resources. Therefore, the authors attempted this study in a scientific and systematic manner (mode of occurrence/distribution and possible methods for evaluation/exploration) to evaluate the potential of existed and newer Mn deposit resources in the Banswara Mn belt. The whole findings would be very much helpful for exploration/ mining geologist along with other concerned, to completely evaluate these Mn deposits in the future.

"The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting research on jackleg use and related accidents in underground metal mines. This paper provides an analysis and overview of jackleg drill usage, accidents, operational characteristics and alternatives, based on information from injury reports, legacy research, stakeholder input and published literature. The results indicate that jackleg drills are involved in more groundfall accidents in underground metal mines than any other drill, and jackleg-drill-related injuries are most prevalent at the face in the course of installing initial ground support. Practical mechanized alternatives to jackleg drills for drilling and bolting under incomplete support in narrow underground openings have not yet been realized. Small, versatile mechanized bolting equipment needs to be developed to address jackleg-drill-related accidents and improve safety at mines where jackleg drills are being used. IntroductionJackleg drill is a generic name for a handheld, rotary, percussion rock drill equipped with an attached reaction leg to provide stability and thrust (Fig. 1). All of the drill and leg controls are located near the operator’s handle at the rear of the head portion of the drill. Jackleg drills are classified according to the bore size of their pneumatic pistons, which normally range from 6.03 to 8.26 cm (2.375 to 3.25 in.) (Kurt, 1982; Clark, 2012). Jackleg drills typically weigh 46.7 kg (103 lb), but the weight can approach 54.4 kg (120 lb) after being fitted for operation with drill steel and air and water hoses (McKibbin and Clark, 2001). In underground mines, jackleg drills are commonly used to drill 3.8-cm (1.5-in.) diameter holes up to 1.83 m (6 ft) deep in rock."

In 1989, an autogenous grinding task force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding (SAG) at the National Steel Pellet Plant in Keewatin, MN. Pilot plant test work, performed by the Hanna Research Center (HRC), indicated that fully autogenous grinding with pebble extraction and crushing could be incorporated into the existing circuits. In 1990, one of the existing 10 grinding mills was converted for an in-plant test incorporating pebble crushing. Full-scale test work were conducted in 1990 and 1991. They verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit using pebble crushing being greater than throughput of the existing SAG mill circuits. The plant produces 5 Mt/a (4.9 million ltpy) of iron ore pellets from 17.6 Mt (17.3 million It) of crude taconite. Crude ore is single-stage crushed by gyratory crushers. Primary grinding is performed by 10 semi-autogenous wet grinding mills. Secondary grinding is performed by five ball mills. Induration is with an Allis Chalmers grate-kiln pelletizing system. The primary grinding circuit consists of 108.2-m-diam x 5.5-m long (27 ft-diam x 18-ft) SAG mills. The mills are charged with 127 mm-diam (5 in.diam) steel grinding balls at from 3% to 5% by volume. Ball consumption rate is about 0.55 kg/t (1.25 lbs/lt) of crude ore feed to the mill. Each SAG mill is powered by two 2.6 MW (3500 hp) motors drawing 5450 kW (7300 hp) at 76% of critical speed. The mills are grate discharge with 16 mm (0.6 in.) slotted grate openings when new. The mill discharge is sized on a trommel screen having 4.5 mm (0.2 in.) openings. The plus 4.5 mm (+0.2 in.) oversize material is returned to the discharge end of the mill by a reverse screw auger located in the center of the trommel. The -4.5 mm (-0.2 in.) trommel screen undersize is pumped to magnetic cobbers.

The selective depression of pyrite obtained from Kentucky No.9 seam in coal flotation with various kinds of inorganic and organic chemicals was systematically examined. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates has been explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta potential measurements. It was shown that pyrophosphate reacts strongly with iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

"INTRODUCTION “Explosion protection” refers to techniques used to minimize the potential for electrical and electronic equipment to create an ignition while operating in a hazardous location (HAZLOC). In particular, U.S. coal mines are required to use equipment in certain areas of the mine that has been approved by the Mine Safety and Health Administration (MSHA) for use in a methane and coal dust environment to limit the risk of the equipment creating an ignition-capable spark or a thermal energy ignition. In general, MSHA’s regulations for explosion protection recognize two techniques: the use of explosion-proof enclosures (XP boxes) and 2-fault intrinsic safety for electrical and electronic equipment. For 2-fault intrinsically safe (IS) equipment, the U.S. mining industry requirements are unique in that the equipment is certified by MSHA. The criteria MSHA uses to evaluate equipment for intrinsic safety, as required by Title 30 of the Code of Federal Regulations (30 CFR) [30 CFR, Sections18.20(b), 18.68(a)(1), 19.1(b), 20.1(c)(2), 22.6, 23.6, and 27.20(a)], is published in a document referred to as ACRI2001 (1). Outside of U.S. underground mining, many industries and countries accept equipment that is designed to a consensus-based international standard (ANSI/ISA 60079-11 is the U.S. version). The purpose of this study is to provide an overall assessment of the ANSI/ISA 60079-11 standard on 2-fault intrinsic safety and the MSHA ACRI2001 acceptance criteria, and determine if the ANSI/ISA document can be an alternative to ACRI2001 while maintaining an equivalent or better level of safety for miners. There are many drivers for this study. First, immediately after the 2006 MINER Act (2) was passed, there was a perception in the industry that the unique MSHA requirements were contributing to delays or restricting the availability of equipment to meet the requirements of the Act. Additionally, the MINER Act required that mine operators submit an accident response plan for MSHA approval, to be reviewed every six months. MSHA is required to determine if these plans reflect the most recent credible scientific research and make use of currently commercially available technology. There is a concern, as expressed in a recent National Academy of Science (NAS) study (3), that the unique requirements for U.S. mining may be limiting the technologies available to coal miners and technology options for mine operators. Accordingly, the study recommended that the National Institute for Occupational Safety and Health (NIOSH) and MSHA re-examine their technology approval and certification processes to ensure they are not deterring innovation, and explore opportunities to cooperate with other international approval organizations to harmonize U.S. and international standards without compromising safety. Lastly, the National Technology Transfer Act (NTTA) and the accompanying Office of Management and Budget’s OMB-119 circular mandate the use of consensus-based standards by federal agencies. However, for U.S. mining operations, MSHA cannot accept such standards unless a determination is made that such standards provide an equivalent level of protection for the miner, per the requirements of the 1977 Mine Act, the 2006 MINER Act, and 30 CFR Part 18 regulations."
