This report summarizes all work performed under Phases I, II and III of U.S. Bureau of Mines Contract H0387006, "Development of a Prototype Retrofit Noise Control Treatment for Jumbo Drills." The noise and vibration levels of four jumbo drills were characterized and a survey of percussive rock drill usage is reported. A Gardner-Denver DH 123 drill was chosen as a demonstration drill, and extensive noise diagnostic studies were performed. Noise control treatments were designed, developed and evaluated in a reverberant drill test facility. The treatments consisted of an integral enclosure/muffler for the drifter, vibration isolation of the drifter from the enclosure and feed, and a drill steel sheath. A 19 dBA reduction in overall sound power level was achieved with no loss in drilling rate. The prototype retrofit treatments were field tested in an aboveground mine and in a production section of an underground zinc mine. Long-term durability and operator acceptance of the enclosure/muffler treatment were excellent. Preliminary evaluation of the drill steel sheath was encouraging, although additional testing is required.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931, The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results off other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. The Bureau of Mines is involved in research directed toward the utilization of municipal solid waste. One of the primary objectives is the recycling of the magnetic fraction of municipal solid waste (raw refuse). This is consistent with one of the Bureau's goals, which is to minimize the requirements for mineral commodities by maximizing metals recovery from secondary domestic resources, In this investigation, cupola trials were made using combinations of refuse scrap with shredded automobile scrap under basic and acid slag practices. Furnace operating information and the behavior of alloying and tramp elements was obtained. The research showed that it is possible to utilize up to 60 percent refuse scrap in the cupola under basic practice and 30 percent under acid practice, Aluminum in refuse scrap, present in bimetallic cans, increased the recoveries of silicon and manganese charged to the cupola. Increased use of refuse scrap provided iron of lower sulfur. The alumina resulting from oxidation increased the slag volume. The aluminum and tin contents of the iron increased with increasing levels of refuse scrap in the charge. Lead was not a problem with respect to contamination of the iron. In basic practice, operation of the cupola was satisfactory since all slags were adequately fluid. In acid practice, operation became troublesome above the 45-percent level. Under both practices, the cupola iron melting rate decreased. Particulates in scrubber water and stack condensate samples contained lead, zinc, and tin, and the dust load increased. The tensile and transverse strengths of the iron produced under both practices are reported.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. This Bureau of Mines report is an evaluation of the state of knowledge about gravity flow from bin hoppers, the most commonly used method of handling bulk materials where the force of gravity is used. The requirements for flow to be initiated and to continue, formulas developed experimentally or mathematically from various assumptions to describe the materials flow, and the question of whether or not a material will flow over the entire cross sectional area of the bin hopper according to the flow regime developed are the primary areas discussed. The work of A. W. Jenike, whose pioneering investigations raised bin hop- per design from the trial and error state, is examined in depth and its limitations and assumptions are pointed out. Bin hopper design depends heavily upon prior experience, and suggestions for further studies of bin hopper flow to include the effects of feeders are made.

A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. Pillar recovery continues to be a significant ground control hazard. During the past decade, 10 miners were killed during pillar extraction operations in southern West Virginia. Studies conducted during the past decade have identified a number of “risk factors” that can be used to evaluate pillar extraction plans: •Cut sequence •Final stump •Timber or Mobile Roof Supports •Roof bolting •Intersection span •Depth of cover •Roof quality •Age of workings For each of these factors, rock mechanics science suggests which alternative would be expected to be more risky. For example, numerical models were used to evaluate different cut sequences, and indicated that less roof convergence occurred with the outside lift method than with the Christmas tree in the particular environment simulated. For many of the risk factors, accident statistics confirm the science. One finding was that currently almost 70% of the retreat coal in southern WV is being mined with MRS. In contrast, timber supports were used in 70% of the past decade’s pillaring fatalities. This paper discusses each of the risk factors in turn, presents the relevant accident statistics, and shows how the risk factors can be combined to estimate the overall hazard. It also addresses the use of pillar design to minimize the risk of global stability hazards including squeezes, massive collapses, and bumps.

While less than 1% of reported mine accidents are associated with slope stability problems, slope failure accidents were responsible for about 15% of U.S. surface mine fatalities between 1995 and 2003. Small rockfalls, which may involve hand-sized rocks weighing only a few pounds, can cause fatal injuries to workers away from the protection of large machinery. Massive highwall failures containing a million cubic yards of material or more can be fatal even for heavy-equipment operators. As part of an ongoing study at the Spokane Research Laboratory, several remote sensing technologies are being evaluated as tools to assess slope stability and monitor slopes for hazards. An interferometric radar device capable of detecting very small displacements on slopes has been assembled and tested. Radar techniques can provide new tools to augment current methods for monitoring ground control hazards in mines.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objective and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the following material is presented: (i) review of related literature, (ii) mathematical models to perform quantitative analyses of accident/ injury experience data using the tools and techniques of risk analysis, time series analysis, and the Markov process, and (iii) descriptions of the HDBSEL and ACIM programs which are used to perform accident/injury experience analyses and cost analyses, respectively.

"The pure mineral chromite, FeO.Cr203, consists of ferrous and chromic oxides, chemically united in equal molecular proportions. Unfortunately, pure chromite as defined above appears to be a rare exception. In most chrome ores the mineral may be considered a combination of spinel, MgO.Al203, and chromite, with the latter predominating. The ratios between the four common constituents Fe0, Mg0, Cr203 and A203 vary greatly, and other minor constituents such as TiO2 and. Fe203 may also be present.In the mechanical concentration of chromite ores the maximum grade of concentrates that can be produced is thus limited by the composition of the chrome minerals present. Pure chromite contains 68 per cent Cr203, but the Cr203 content of the chrome minerals in commercial ores varies between 45 and 60 per cent and the average is not far from 55 per cent.Chromite is usually associated with serpentine. Other silicates, quartz, dolomite, magnetite, ilmenite and other iron Minerals are frequently present.The amenability of a chrome ore to concentration, depends upon the kind and amount of the various gangue minerals present and the amount .of crushing necessary to separate the chromite from them.A relatively small amount of chrome ore is concentrated by milling. In most cases the mine product is simply hand-sorted. Such chrome deposits as are known in the United. States can not be worked in this way on account of one or both of the following conditions: High cost of labor and finely disseminated impurities. There are, however, several deposits in the United States, Canada, and Alaska which may be able to compete with imported or by efficiently utilizing modern ore-dressing and milling methods."

The following Inventory was prepared to provide mineral deposit data to the U.S. Army Corps of Engineers for use in the Resource Development Navigation Study in Alaska. The inventory was prepared using data contained in the U.S. Bureau of Mines Minerals Availability System (MAS) database. The Alaska portion of the database contains Information on over 7,000 mineral locations and deposits throughout the state. When MAS was established In 1975, database entries were originally compiled from literature searches by both Bureau personnel and contractors. Deposit data are obtained/maintained through Information gained from a variety of sources, Including published and unpublished Bureau of Mines reports, records, and files; U.S. Geological Survey (USGS) Bulletins, Professional Papers, and other reports; technical and professional Journals; State and other Federal agency publications; data generated during field examinations; and information obtained from knowledgeable individuals. Because of the size of the data base, many of the data have not been significantly modified since initial entry. Each deposit on the MAS data base has a sequence number of the following form:
