The 53 countries that constituted Africa in 1990 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, the titanium minerals-ilmenite and rutile, vanadium, vermiculite, uranium, and zircon. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States. Despite the underdevelopment of much of Africa, mineral raw materials playa very important part in the national economies of many of its countries. In many cases, the production of minerals is the dominant economic activity in the country, often having the largest and most sophisticated work force. In several countries, one or two mineral commodities are dominant in a weakly diversified economy. Among these are petroleum and diamonds in Angola, petroleum in the Congo, gold in Ghana, bauxite in Guinea, uranium in Niger, phosphate in Senegal and Togo, and copper and cobalt in Zaire and Zambia.

The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.

The National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory (PRL) is conducting research to reduce the noise exposures of roof bolting machine operators and to prevent additional cases of Noise Induced Hearing Loss (NIHL) thru the development of engineering noise controls. This paper describes and evaluates an engineering noise control for the roof bolting machine, namely the collapsible drill steel enclosure. The results of the evaluation demonstrated that using the collapsible drill steel enclosure provided a 7 dB(A) reduction in sound pressure level at the operator?s position of a roof bolting machine.

1. Estimates have been made for eight coal beds in Marion County, but only the Pittsburgh is important from a production standpoint at this time. The Pittsburgh bed has the largest recoverable reserve, and the Sewickley is second in importance. 2. Known measured and indicated reserves thickness of 14 inches and on 1,800 short tons estimated at 3,141 million tons, as of January lion tons is in beds 28 inches and more thick in all beds, based on a minimum per acre-foot of coal in place, are 1, 1955. Of this total, 2,983 mil-Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Part 1 summarizes significant accomplishments of the projects that were active during the report period. Part 2 presents short abstracts of the publications that appeared in the Bureau series and in other media during fiscal year 1966. Publications issued after June 30, 1966, are noted where pertinent in foot- notes but are not abstracted. Patterns of species colonization, biochemical interaction among species, and competitive phenomena were studied in four reclaimed areas in western North Dakota ranging in age from one to four years after mining, along with a site from a native mixed grass prairie for comparison. Early successional changes in floristic composition and soil chemistry were quantified. The mined sites had been contoured, topsoiled, fertilized and seeded. Despite seeding of agronomic species, initial colonization was by fugitive species; analysis of the seed bank in topsoil showed that the most dominant colonizers immigrate after topsoiling. Of the 95 species encountered, Kuchia scoparia was the most dominant in the first two years following mining. Kochlo had relatively low densities in the first year (50-80 plants m-2), but was robust and attained heights of 88 cm with a biomass of about 400 g m-2 In the second year, the plant densities increased to over 10,000 plants m"2 but the height and biomass were reduced to 15 cm and 90 g m-2. However, during the third and fourth years Kochia density declined and was practically non-existent by the fourth year, while the planted Agropyron grasses had concomitantly increased. Other pioneers like Amaran thus retroflexus, Chenopodlum album, Helianthus annuus, Salsola spp. And Setaria spp. showed a less abrupt but similar decline. Chemical analysis of the soils over the same time period showed decreases in electrical conductivity (E.C.), and in the concentrations of P, Ca, Mg, Na, Li, Sr, and SO4 (due to leaching), while N increased. Field studies were conducted on the competitive relations between the dominant species - Kochia scoparia and Agropyron spp. - during early succession. It was found the Kochia acted as a "nurse" crop for several months during the first year of Agropyron spp. establishment, but then began to shade heavily by late July, thus reducing grass tillering. Field and growth chamber experiments on the intraspecific competition relations of Kochia demonstrated that its density and dry matter production, per plant and per unit area, conformed to several laws of plant population biology. Autotoxicity or the depression in growth of a species by its own degradation compounds, in Kochia, appears to be the main factor causing the decline in its growth. Results from a field experiment indicated that thinning dense second year Kochia stands to the density of first year stands did not alter the growth of Kochia, providing strong evidence for autotoxicity. Similarly, several growth chamber experiments demonstrated that small amounts of decaying Kochia leaves and especially roots were toxic to Kochia growth, but not Melilotus officinalis or Agropyron canlnum, Chemical analysis of the soils and plant tissues indicated nutritional im¬balances as shown by P/Mn and P/Zn ratios may be responsible for autotoxicity. In addition to Kochia, a bioassay experiment showed allelochemics to be important in several other colonizing species. Although our results indicate that later stage species generally have greater toxicities than first year colonizers, autotoxicity in the very initial stages seems to be accentuated by harsh habitat conditions. Several practices (mowing. fire, etc.) are used to manage grasslands. Mowing of the first year erect, annual, colonizing vegetation was shown to be beneficial in the growth and establishment of wheatgrasses after mining in western North Dakota. Plots containing Kochio predominantly were mowed in mid-and late-July, and in mid-August, during the first year of growth after recontouring, replacing topsoil. seeding and fertilizing. It was found the Kochia densities were reduced to two percent of the control and its biomass reduced to less than one-third when the area was mowed in mid-August. On the other hand, wheatgrasses showed increases of 23% in stem density and 860% in biomass production over the controls when mowed in mid-August. The mowing of Kochia just before seed-set apparently reduces interspecific competition between Kochia and Agropyron spp. during the following growing season. The method is highly recommended for use in hastening the establishment of planted grasses.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

A table that greatly simplifies determination of metastable transitions in mass spectra has been prepared. All the mathematically possible metastable transitions of any compound whose molecular weight lies between 26 and 150 can be determined from the table without calculation. The method of utilizing the table is described, using selected peaks from the spectrum of normal butane for illustration. In the mass spectrometer, ions are formed in the isatron and accelerated through a series of slits. Most of these ions reach the collector without further change, but a few dissociate in transit to form new ions. These ions appear in the mass spectrum at neither the mass--to-charge ratio (m/e) of the original ion nor that of the new ion. "INTRODUCTION By far the greater part of the high-grade manganese ore used in the United States is imported from overseas. During the early part of the recent World War importations of manganese ore were seriously threated, and it appeared that it would be necessary to utilize low-grade domestic ores to the fullest possible extent. Among the processes that appeared to offer the best possibilities for beneficating low-grade domestic oxide manganese ores, which ordinarily are net readily amenable concentration by ore-dressing methods, were those involving leaching with sulfur dioxide. The Bureau of Mines therefore investigated the amenability of a large number of such ores to sulfur dioxide leaching.Several sulfur dioxide processes for beneficiating low-grade oxide manganese ores have been proposed. 3/ One of these, based on a patent by Van Arsdale and Maier, 4/ was used recently in a plant constructed to treat 1,000 tons per day of 20-percent manganese ore from the Three Kids deposit near Las Vegas, Nev. 5/ In this process the ore slurry is leached with sulfur dioxide gas, the resulting solution is evaporated to crystallize the manganese sulfate, the crystals are decomposed thermally to produce high-grade manganese oxide and regenerate sulfur dioxide, and the manganese oxide product is nodulized. The Bureau of Mines has recently developed a process 6/ in which a suspension of the ore in calcium dithionate solution is leached with dilute S02 gas, the manganese is recovered from the resulting solution by a simple lime precipitation, and the precipitate is nodulized or sintered to form a high-grade manga¬nese oxide product."

This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

If a conductor traversed by an electric current is broken, a conduction forms in the air between the two broken ends of the wire. This conduction manifests itself in an initial phase by an electric spark and, in a second phase, by an arc if the the circuit continues to supply sufficient power. This arc goes out when the distance between the two ends of the conductor becomes sufficiently large. If the break occurs in an explosive atmosphere, the energy contributed by the arc can cause an explosion. To avoid such accidents, electric circuits that may be utilized in hazardous atmospheres can be made "intrinsically safe". The investigation which we conducted is part of a research project on the intrinsic safety of arcs of high intensity but short duration, in the case of resistive circuits. We developed an electronic system which makes it possible to limit the duration of an arc at the level of the break of a conductor traversed by a current with a possible maximum intensity of 80 amperes. This experimental device for monitoring and measuring the parameters of the arc has shown that arcs of high intensity but with a duration limited to a few microseconds do not ignite an explosive methane-air mixture.

"Introduction**The progress of the ""Safety First"" movement in the oil fields of California during the past few years has been remarkably rapid. It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."

The value of Alabama's nonfuel mineral production in 1983 was $361.3 million, an increase of $61.9 million over that of 1982. The increase reversed a downward trend that started in 1980 and established a new record high for value of nonfuel minerals in the State. Output of most nonfuel minerals increased to some degree with unit value increases creating the record-high value year. Cement, clays, lime, sand and gravel, and crushed stone were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; fourth in ferroalloys, dimension marble, common clay, and fire clay; fifth in bentonite and kaolin; and sixth in masonry cement and lime.

The National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory (PRL), RAG Pennsylvania and Strata Control Technologies of Australia have collaborated to conduct an extensive study of roof bolt strata interaction at the Emerald mine in Southwestern Pennsylvania. The primary goal of the project was to obtain detailed data on the interaction between the mine roof and the support elements for use in modeling studies. The study site was a longwall tailgate subjected to high horizontal stress. Three arrays of instruments were installed at the site, one in the tailgate entry and two in an adjacent crosscut. Pumpable concrete cribs were present in the tailgate array, and cable bolts were installed in one of the crosscut arrays. The instruments included mechanical and sonic extensometers for measuring roof movement, instrumented roof bolts, and three-dimensional roof stress cells. The study was ultimately successful in determining the magnitude of the horizontal stress concentration, the height of roof failure and the roof failure sequence, and the loading history of the primary roof supports.

"INTRODUCTION The tests described in this publication were planned to provide information on the explosibility of metal-powder dust clouds. This subject has become increasingly important because of the large quantity and variety of metallic powders now used for military and industrial purposes. To provide the increased amounts of metallic powders needed in the manufacture of munitions and to supply the demand created by the rapid growth of powder metallurgy, existing metal-powder plants have been enlarged, production schedules accelerated, and new plants erected. In some cases new methods of producing metal powders have been developed. This increased production and the development of new manufacturing methods have caused an increase in the number of metal-powder fires and explosions, with accompanying heavy loss of life and property. These have emphasized the need for information on methods of providing protection against hazards inherent in the production and handling of powdered metals. This paper gives results of laboratory inflammability and explosibility tests made to April 1, 1943, and is a progress report. Many descriptive details have been omitted purposely; they will supplied in a later publication, expected to be a Bureau of Mines bulletin."

Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

"Manganese ore from Metals Reserve stock piles at Deming, N. Mex., Cushman, Ark., and Philipsburg, Mont., were processed in the Bureau of Mines pilot plant at Boulder City, Nev., to determine their suitability for the production of electrolytic manganese. Manganese was produced successfully from all of the ores.The ores, crushed and ground to minus 33-mesh, were roasted in a Skinner furnace to reduce the manganese and were then leached with spent electrolyte, from the cells, containing sulfuric acid. Acid-leach extractions of 96 percent on Deming, 89 percent on Cushman, and 97.5 percent on Philipsburg ores were obtained. Neutralization of leaches with ammonia results in the highest manganese extraction; but Cushman and Deming leaches could not be neutralized with ammonia, because the amount required was more than enough to maintain the proper ammonium sulfate concentration. A combination of ammonia and calcine was used. However, ammonia was satisfactory for neutralization of Philipsburg leaches. Sulfuric acid needed for make-up was as follows: Deming, 0.380 pound per pound of manganese extracted when neutralized with ammonia and calcine; Cashman, 0.402 pound per pound of manganese extracted when neutralized with ammonia and calcine; Philipsburg, 0.594 round per pound of manganese extracted when neutralized with ammonia alone.All of the leach slurries settled well enough to be separated and washed in countercurrent thickeners.Impurities were precipitated with hydrogen sulfide and removed by filtration. Cushman ore solution contained only- small amounts of impurities and required 0.055 gram of hydrogen sulfide per liter of solution for purification. Deming and Philipsburg solutions contained large amounts of zinc and required 0.55 and 0.65 gram of hydrogen sulfide per liter of solution, respectively.Electrodeposition was satisfactory on all three ores and current efficiencies of 62 to 66 were obtained.A process for the production of electrolytic manganese has been developed by the Bureau of Mines, first on a laboratory scale4/ and then on a semicommercial pilot-plant scale.5/ At first the- pilot plant operated on ore from the Three Kids mine near Las Vegas, Nev., to determine the practical features of the process on ore of this type. Since completing the work on this ore, the pilot plant has been used for processing other domestic ores to obtain engineering data and other economic information regarding the amenability of such ores to the process."

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent.
