Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only. Several drilling programs at Maldon have produced 7790 core samples, which were assayed for gold, with 2825 of the samples assayed for nine other metallic elements. There is a lack of correlation between gold and all other elements. The situation, however, changes dramatically when sorted according to the abundance of arsenic. In the populations where As >200 ppm, there are strong, positive correlations between gold and several elements. There is also a strong positive correlation of Au with the weighted sums and products of all elements with the elemental averages as a weighting factor, and Bi*Sb and Bi*As elemental products. In these populations, there is also a strong positive correlation between the logarithms of Au and logarithms of each element, as well as the elemental sums and products described above. The correlation coefficients increase with higher As cut-off values.All elemental distributions but especially gold show a high-nugget effect and display high skewness and dispersion, low kurtosis, and common outliers. The distributions of their logarithms are several magnitudes less scattered and without outliers. Thus, the logarithmical distribution correlations are best for practical use.Correlation coefficients were T-tested and are statistically significant. The elemental correlations, particularly those of logarithmic values of weighted sums and Bi, could be used as a gold path finding tool at Maldon. After a preliminary assay for gold and arsenic, only samples with As > 200 ppm should be assayed for other elements. Higher values of gold-correlated elements or elemental ratios, in samples with low gold grades, may increase confidence that gold is under reporting due to its highly nuggetty nature.CITATION:Krokowski de Vickerod, J and Ebsworth, G B, 2012. "Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. The Shagou deposit is located along NE-trending faults within the high-grade metamorphic basement of the Xiong’er Terrane in the Qinling orogenic belt. It is a large Ag-Pb-Zn deposit hosted in the Taihua Supergroup and has proven reserves of 1.54 Mt of ore with grades of 767 g/t Ag, 13.24 per cent Pb and 4.31 per cent Zn. The hydrothermal ore-forming process can be divided into early quartz-pyrite, middle quartz-polymetallic sulfides and late quartz-carbonate stages. Four types of fluid inclusions (ie pure carbonic, carbonic, pure aqueous and aqueous) can be distinguished in quartz. Fluid inclusion, hydrogen, oxygen and sulfur isotope systematics indicate that the ore-forming fluids are initially deeply sourced metamorphic water with meteoric water gradually mixed in the later stages. Sulfur isotope data show that the ore-forming fluids originated from both the Taihua Supergroup and the sedimentary successions of the Guandaokou and Luanchuan Groups (CSC) located to the south of the Machaoying Fault. A genetic model of the Shagou deposit is proposed as follows: CSC subducted northward along the Machaoying Fault beneath the Xiong’er Terrane during the Mesozoic collision between the North China Craton and South China Block. Subsequent dehydration resulted in the devolatilisation of fluids rich in CO2. Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. In the Waiotapu geothermal area only Champagne Pool, 109 ng/L, and Waiotapu Geyser, 7.6 ng/L, have dissolved Au concentrations greater than 5 ng/L and most springs have concentrations less than 2 ng/L. When Au concentration data are combined with other physico-chemical data from each spring including; pH, reduced sulphur concentration and temperature, the degree of Au saturation can be calculated. All samples sites except Champagne Pool, Waiotapu Geyser and the Artists Palette are under-saturated with respect to Au(s) by 1 to 3 orders of magnitude. This indicates that adsorption or co-precipitation or both are important processes depositing Au beneath hot springs. Deposition of Au by adsorption or co-precipitation beneath hot springs implies that dissolved Au may not have to reach saturation concentrations for ore to deposit. This interpretation is supported by the presence of substantial Au as sub-microscopic components within sulphide minerals in ore deposits and indicates depositional efficiency beyond that possible through precipitation of Au(s).

For more than 15 years after the Northparkes orebodies were first discovered in 1976, the project was delayed by the need to find an economic way of mining the low-grade E26 deposit. The decision to use a low-cost block caving method to mine the orebody was made in the early-1990s; but the project's future did not solidify until 1993 when a radical new approach was adopted which sought to integrate business imperatives with technology and organisation strategies. The approach led to the establishment of a strategic vision which tied together all the components that could have a major impact on the project, to provide a framework for guiding strategic choices. The strategic vision strived to break away from the old rules of how mines are organised and operated; and involved finding imaginative new ways to radically redesign mining processes to achieve quantum leaps in performance.

DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

Laboratory-scale studies aimed at developing a process for solubilising manganese values from a low grade pyrolusite containing material using low grade pyrite, both available in India, are described. Leaching 21 parts by mole of pyrolusite with 6 and 26 parts by mole of pyrite and sulphuric acid respectively results in good manganese dissolution (98 per cent) at 100°C within one hour. The probable kinetics of the leaching process has also been given.

The bulk of Australia's uranium resour- ces was delineated in the last 18 years when a total of $563 million (1984 dollar values) was spent on uranium exploration. Australia's share of the low-cost Reasonably Assured Re- sources in the World Outside the Centrally Planned Economies Area (WOCA) increased from 1.5% in 1967 to 29% by the end of 1984 and its share of the low-cost Estimated Additional Resources (Category I) then stood at 25%. As of December 1984, Australia's uranium resour- ces were estimated by the BMR to be: Cost range US$80/kg U (US$30/lb U301) Reasonably Assured Resources 463 000 t U Estimated Additional Resources(I) 251 000 t U Cost range US$80-130/kg U (US$30-50/lb U308) Reasonably Assured Resources 63 000 t U Estimated Additional Resources(I) 126 000 t U The increases in Australia's resources was sustained by a group of large and rela- tively high-grade deposits which were disco- vered during the period 1969 to 1975. Austra- lia's share of the low-cost resources was also enhanced by a contraction of WOCA's low-cost resource base due to escalation of production costs for smaller low-grade deposits. Most of Australia's uranium resources are contained in the Proterozoic unconformity- type deposits of the Alligator Rivers uranium field and the stratabound deposit at Olympic Dam on the Stuart Shelf. Most of the remain- der of Australia's uranium resources is con- tained in calcrete-type deposits. Less than 10% of Australia's uranium resources are in sandstone-type deposits. Total Australian production to the end of 1984 amounted to 26 241 t U, representing 3.4% of WOCA's cumulative production. Aus- tralia's share of WOCA's annual production has steadily increased from 1.3% in 1977 to 11.2% in 1984 (4390 t U). The increases in Austra- lian production took place in the face of reductions of production in WOCA countries, principally the US, from a record level of 43 988 t U in 1980 to about 39 000 t U in 1984. New low-cost production centres, mainly in Australia and Canada, have partly compen- sated the decline in US production. The Department of Resources and Energy (1985) reported that Australian exports of yellowcake are expected to reach 10 000 t U308 (8480 t U) by 1993/94, representing an in- crease of about 13% oer annum.

In this paper a quantitative deterministic risk modelling approach (Quadrim) is introduced. The mathematical framework and equations for quantifying uncertainty within and aggregating across value chain nodes from error propagation techniques is proposed and discussed. A case study and worked examples, based on a hypothetical mine are then presented. This illustrates how uncertainty from the mining and economic value chains can be handled in a typical net cash flow calculation, and how this can be translated to a risk model. It is then illustrated that current valuation techniques do not just result in an information gap for decision makers. Traditional approaches such as discounted cash flow (DCF) analysis and truck and shovel productivity analysis, which do not take into account uncertainty in input values, can result in potential bias in estimates such as net present value (NPV) or equipment hours

This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

Building and Maintaining Community Relationships   In mining terms, the town of Waihi is distinctive with the Martha mine situated right in the heart of the town. MarthaÆs central location and other mining activity nearby means there is an increased community focus on the happenings at the mine and the effects and impacts of mining. While WaihiÆs proximity to the mine is unique, all mines have a community context that they operate within.   Issues of proximity simply heighten awareness and emphasise the need for building and maintaining good community relationships. In the three years we have been working alongside the Waihi community, we have worked together with concerned and supportive residents, representatives of Newmont Waihi Gold and representatives of Hauraki District Council, to develop a collaborative framework for addressing the economic, social, environmental, cultural and spiritual wellbeing of the people of Waihi. This could not have occurred without the genuine commitment of all participants.   This collaborative focus has resulted in some tangible progress in Waihi which, in part, stems from people taking an interest in the town because the town is taking an interest in itself. As we have worked and learned within the process of building and maintaining a collaborative and sustainable community environment, we have tried to adhere to a philosophy and a set of basic principles. We believe that this approach, combined with a teachable skill set, helped to create the opportunity to develop a truly collaborative community environment which continues to grow. Our paper will describe this philosophy, these principles and the skill set that we have applied.   The application of the process in Waihi has resulted in a series of outcomes unique to Waihi. These outcomes include formation of the Waihi Community Vision committee, the Vision Waihi Trust and the subgroups set up to further the interests of particular groups, for the collective benefit of all the community.   Based on our experience of other situations, and on the way the Waihi process has developed, we believe that the identified principles and skills can be transported and used in other cultures and contexts. While the resultant outcomes may differ, the underlying principles will still apply. Progress will come from creating a sustainable environment within which the community (including residents, industry and regulatory authority) can determine its own internal relationships and the vibrant growing sense it has of itself.

SMC Resources Limited is implementing a selective mining approach at the Hadleigh Castle mine, formerly operated by Aurora Gold Limited. The main ore zone has a length of 250 metres and dips at 40 - 45¦ to the south. Gold mineralisation occurs in a variety of quartz-sulphide lodes in sericitised granodiorite. Shallow dips, alteration intensity and mineralisation style combine to make mining relatively difficult. Previously unworked, high-grade, shallow dipping (30 - 45¦), narrow quartz-sulphide lodes within the hanging-wall of the deposit are also being selectively exploited. Annual production of 35 000 oz Au is forecast from 185 000 tpa ore grading 6.5 g/t Au over a currently envisaged mine life of six years. Operations completed to-date include deepening the decline and access development of the first two levels beneath the previous workings. Longhole stoping operations have commenced in the main ore zone with air leg stoping also underway in the hanging wall lodes.

The influence of feed size and pulp density on the specific rate ofbreakage of quartz was investigated. Plots of log fraction of feedremaining within the feed size interval against grinding time allowed the application of the first order grinding model to be examined. Substantial non-linearities were observed for all feed sizes due to environmental and material factors. For feed sizes above 1.3 mm, the specific rate of quartz breakage was higher with rod milling than ball milling, but below this size the reverse was true. Material that remained in the feed size interval after the initial grinding broke more slowly in subsequent grinding than the original feed material. Grinding media and time as well as feed size influenced the effects of pulp density on grinding. More dilute pulps (eg 50 per cent solids density by weight) were favoured for higher rates of breakage in rod milling but for ball milling, the optimum pulp density appeared to be 60 to 70 per cent solids by weight.

Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. Application to both an abandoned mine site and a newly opened mine site in Fiji showed that this approach could provide a risk-based estimate for rehabilitation cost and demonstrated potential applicable in the Fijian context.CITATION:Soro, A T, Mulligan, D R, McIlveen, G, Franks, D M, Robinson, J J and Noller, B N, ?2014.
