The final arsenic bearing waste products at the majority of metallurgical and chemical enterprises are cakes in which arsenic is present in the form of calcium arsenate. Burial of cakes demands construction of special burial sites and does not guarantee reliable protection from arsenic penetration into the ground and surface waters. Under laboratory conditions we developed technology for processing calcium arsenate cakes with obtaining low toxic products suitable for long-term storage, meeting environmental requirements. The investigations have shown that thermal processing of briquetted mixtures of cakes containing 15 - 20 per cent weight of pyrite under the temperature of 873 - 923¦K during 45 - 60 minutes gives briquettes sufficiently hard for transportation and long-term storage. Arsenic, under high sulphidisation temperature is bonded into low solubility non-volatile iron sulphide bearing compounds having chemical properties similar to the natural arsenic compounds. Solubility of the obtained products in neutral, acid and alkaline media was investigated during long period of time (three to 12 months). It was determined that arsenic content in the solutions did not exceed the norms for cultural and welfare basins and fish-ponds.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

The AusIMM is concerned about the longer tem sustainability of the minerals sector in Australasia. Our contention is that the sustainability of the sector is at risk if we do not:   ò encourage more exploration in Australasia by removing impediments and         increasing incentives; ò fund our university and research centres appropriately to increase both our   prospectivity, and our processing efficiencies; and ò manage our human resources better.   This paper will focus on how we can better manage our human resources to assist in ensuring sustainability of the sector in Australasia .   From a production point of view:   Economic output = f (Land, Labour, Capital, Environment) where Land refers to all of the natural resources used in production. As well as land itself it includes water, forest, fisheries, oil, gas and mineral deposits. Labour refers to the skills and capabilities used by humans in the production process. Capital describes all of the manufactured aids used in the process of production1. The challenge for management is to ensure maximum efficiency and effectiveness of labour in the production process whilst maintaining sustainable development.   The 1992 Rio Summit defined sustainable development as maintaining and enhancing:   ò natural capital û defined as all natural resources, both environmental and   those of traditional economic value; ò manufactured capital û made by human kind, including produced goods,     infrastructure and built environment; ò human capital û defined as the health, well being, intellectual capabilities and   spiritual welfare of individuals; and ò social capital û defined as social relations and consultations within and   between societies, their norms and functionality2.   The minerals sector in Australasia has successfully focused on the technical aspects of each of these components of sustainable development with primary attention applied to natural capital and efficient utilisation of manufactured capital. The technical aspects of human capital and social have also been addressed through an emphasis on occupational health and safety and interaction with local communities however I suggest that, to date, insufficient emphasis has been placed on labour (human capital) to maximise economic output1.   It has become increasingly common practice to identify land as natural capital, labour as human capital and capital as physical capital. That is labour has been treated as a commodity rather than an opportunity to create a comparative advantage and this will be the greatest challenge for mine management to show leadership over the next decade of the 21st Century.   This paper will outline characteristics of the sector which are relevant to the management and utilisation of labour, outline the outcomes of recent AusIMM surveys, review the reasons for the current and future anticipated skills shortages, some innovative responses to the challenges and finally, suggestions on how mine management can show leadership.

Five major veining events have been identified within the area surrounding the Mount Whaleback microplaty hematite deposit. These veining events can be directly correlated to the established deformation history of the Hamersley Province (Brown et al, in press). Vein formation temperatures of 203 to 231¦C have been obtained from primary fluid inclusions within veins which formed around the postulated time of ore formation. Preliminary proton induced x-ray emition (PIXE) analysis of these inclusions indicates KCl is the dominant salt species with varying levels of Ca, Fe, Ti, Mn present. It is suggested that some of these veins may have formed from feeder or effluent fluids from microplaty hematite ore formation.

A number of mineral deposits occur in close proximity to the Pacific plate fronts. Among these deposits are gold-silver and the base metal sulphide deposits of copper, zinc and lead. Gold deposits that commonly occur in these areas are of hydrothermal origin. Of these the epithermal deposits have attracted the attention of the exploration geologists as well as the metallurgists. One vital aspect of the activity of the geologists is the development of models for epithermal gold mineralisation in the Pacific Rim. These models can also be used by metallurgists for predicting gold extraction processes. This paper reviews the mineralogy, fineness and the host minerals of gold and examines the data in the light of gold mineralisation in the southwest Pacific Rim. The gold mineralisation models proposed for the Pacific Rim have been used to predict gold extraction processes suitable for the various mineralisation types. Discussed also are the mineralisation and treatment processes of some selected epithermal gold deposits and gold-rich porphyry copper deposits in Indonesia, Papua New Guinea, Solomon Islands, Fiji and New Zealand.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. Over recent years the trend in Australia has been towards the definitions of sustainable development which emerged from the 1992 Rio Summit of retaining a commitment to ecological integrity, but also incorporating social and economic dimensions of sustainability. Sustainable development may be seen as maintaining and enhancing:natural capital: defined as all natural resources, both environmental and those of traditional economic value; manufactured capital: made by human kind; including produced goods, infrastructure and built environment; human capital: defined as the health, well-being, intellectual capabilities and spiritual welfare of individuals; and social capital: defined as social relations and institutions within and between societies, their norms and functionality (Ameef, 2002). This paper will endeavour to assess the challenges and opportunities facing the professionals and their Institute in the minerals industry in Australia because the MMSD Global and Regional Australia Reports do not, in the authorÆs opinion, adequately address the æhuman capitalÆ input into the current or future development of the minerals industry, in particular, the sustainability of the professionalsÆ skills, knowledge and experiences in a global context.

In different parts of the world the term epithermal is commonly used for a variety of deposit styles. Using the redox state of the ore-forming fluid (inferred from mineralogy and alteration), the metal assemblage of deposits, and other characteristics, at least five different styles of epithermal deposit can be distinguished. Most of these different deposit styles appear to be related to magmatic fluids, with differences resulting from different compositions of source magmas. The most common style of epithermal deposit (low-sulfidation gold-silver deposits associated with calc-alkaline volcanic rocks) remains the most difficult to explain; the metals in these deposits may be derived by basement leaching without magmatic input, or they may come from magmatic volatiles, with contaminated I-type or S-type magmas as the most likely source.

Previous studies of alluvial gold in Otago and Southland placer deposits have suggested a gold-mercury association for some deposits derived from Caples Terrane schist, whereas alluvial deposits on Torlesse Terrane basement typically have no mercury. A regional study of gold from Otago Schist vein deposits from both Caples and Torlesse Terranes has revealed the presence of both Au-Ag and Au-Ag-Hg alloys in both terranes. Au-Ag alloy (3 - 4 wt per cent Ag) is typical for gold found in most Torlesse vein deposits, and Au-Ag-Hg alloy (3 - 8 wt per cent Ag, 2 - 8 wt per cent Hg) is found in many Caples vein deposits. Au-Ag-Hg alloys are not exclusive to the Caples Terrane, however, as Au-Ag-Hg alloys with up to 4 wt per cent Hg are found in vein material from the Torlesse-hosted, HydeMacraes Shear Zone. In addition, not all Caples-hosted deposits have a gold-mercury association; gold grains from the Carrick and Invincible gold fields have no detectable mercury. The present study characterises gold compositions from various hard-rock vein deposits and has potential for determining placer-source relationships.

Operational effectiveness is fundamental to any operation, becoming highly topical in those experiencing less than optimal output from their fleets. It is all encompassing aiming to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the greatest capital return on expenditure.Argyle Diamond Mine (ADM) is a large open cut diamond mine located in the East Kimberley region of Western Australia, approximately 180 km south of Kununurra. It is owned and operated by Rio Tinto on a two week on/two week off roster fly-in/fly-out from Perth or drive in/drive out from Kununurra. Through benchmarking the operation between January and June 2002, a study was undertaken allowing identification of areas falling below target. Following this, analysis of annualised hours and production downtimes were undertaken to quantify the potential gains of improvements in these areas. Strategies were then identified as stated in the 2002 mine plan, in operational effectiveness meetings, and by staff members. This project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis.

THE object that the writer has mainly in view in presenting this paper is to draw the attention of those connected with the technical side of the industry to the unsatisfactory and by no means up-to-date methods employed in estimating the tin contents of an ore. At the same time, what is regarded, from the writer's personal experience, as a satisfactory and reliable method is explained in detail. It is a curious fact that for the last 25 years tin·assay methods have made little or no advance, while those now in general use ill connection with copper and lead ores can scarcely be compared with those then obtaining, so greatly have they been improved upon. Though it. is not altogether expected that the method herein advocated will at once meet with general approval, the writer hopes the resultant discussion may bring out points that have hitherto escaped detection.FIRE METHODSThe old Cornish method of smelting with anthracite is now obsolete. Antimony (Sb) is an element similar to arsenic that forms anions in surface waters, rather than cations like other metals. Little is known about natural mobility of antimony in the environment. However, recent studies have suggested that antimony has similar toxicity to arsenic. Current New Zealand drinking water guideline values are 3 parts per billion (0.003 mg/l) for antimony and 10 ppb (0.01 mg/l) for arsenic. Antimony occurs principally in stibnite (Sb2S3) in mesothermal vein deposits hosted in low grade metamorphic belts of eastern Australia and southern New Zealand. Many deposits have been mined historically, including one large deposit, at Hillgrove, NSW. Oxidation of stibnite and associated arsenopyrite and pyrite causes local acidification of natural waters but acid is readily neutralised by carbonates in mineralised zones and host rocks, and therefore waters are near-neutral (pH 6-8.5). Antimony dissolves readily in moderately oxidized, near-neutral waters. Experimental stibnite oxidation yielded up to 37 mg/kg (37 000 ppb) dissolved antimony, and mine and tailings dam waters at Hillgrove mine have up to 55 mg/kg (55 000 ppb) dissolved antimony. Natural stibnite can contain >5000 mg/kg arsenic in solid solution and therefore dissolution of stibnite, arsenopyrite and arsenian pyrite also releases arsenic into waters. Resultant dissolved arsenic concentrations are up to 3.6 mg/l (experimental) and up to 7.2 mg/l (mine and tailings dam seepages). Mine and tailings discharge waters have elevated antimony and arsenic where they emerge, but attenuation occurs by deposition of the metals on to amorphous iron oxyhydroxides which can contain >10% each of antimony and arsenic. Historic disposal of mineralised waste rock and tailings into the stream system at Hillgrove has caused contamination of sediments and waters with antimony and arsenic for at least 20 km downstream with effects traceable in sediments for 300 km. Other stibnite-bearing deposits are likely to have analogous environmental effects, particularly from historically-mined sites.

This paper discusses the determination of the percentage of crystalline material in a natural silica deposit which would be considered harmful to health (<10 ¦m). A sample of the natural silica material was recovered and split into a number of subsamples. Samples were sieved using a conventional dry sieve to remove material >300 ¦m before testing. Particle size analyses of the fine fraction showed 75 per cent of the material was below 10 ¦m. Initially XRD and XPS were run on the samples to determine the minerals and composition of the sample. The XRD revealed strong quartz peaks and smaller tridymite peaks with a high amorphous background. The XPS indicated traces of iron, titanium and carbon with dominant silicon and oxygen peaks. The structure of the sample was investigated using the SEM. It was apparent that there were a number of larger quartz crystals (>30 ¦m) with a mix of amorphous and crystalline in the finer fraction. It was also observed that amorphous material was attached to the surface of the crystals. In order to determine the percentage of crystalline quartz a known amount of quartz was added to the sample incrementally. On each addition an XRD scan was performed and the area under the peaks recorded. Back analysis of these peaks with an assumed percentage of crystalline material in the original sample gave a crystalline content of 30 per cent. The quantity at the respirable fraction was estimated to be 18.7 per cent.

WMC was a late entrant into Indonesia in mid-1996, but had considerable experience and success in exploring in Asia, particularly the Philippines since 1988. Given the geological similarities to the Philippines and IndonesiaÆs superior æcradle to graveÆ Contract of Work (CoW) tenure system, the entry into Indonesia was a logical decision but nonetheless a result of detailed planning. At the time of WMCÆs entry, Busang in Kalimantan was still a 60 moz wonder and the euphoria of this apparent discovery had overflowed into every aspect of exploration. Many junior mining companies and tenement speculators were clamouring for properties in Kalimantan, whilst other serious and capable explorers had to compete for properties and exploration personnel in an era of high and often unrealistic expectations. The picture in late-1998 and through 1999 is dramatically different, as the worldwide downturn in the price of most metals coincides with financial and social crises throughout most Asian countries. The impact of this has been particularly severe in Indonesia and when coupled with the negative sentiment of the Busang fraud has resulted in an exodus of junior companies and also some of the majors. This is understandable given the much publicised social unrest, uncertainty of government, mooted changes to the eighth generation CoW, increasing illegal mining and heightened community expectations. The reality however is somewhat different and although clearly a crisis in many respects, it is also a time of great opportunity.

Underground contractors in the mining industry must be prepared to take a position at the forefront of innovation of equipment and work methods in order to maintain a competitive advantage over in-house operations and remain relevant. Innovative concepts such as split-feed development jumbos, high capacity trucks and loader guidance systems were implemented by contractors to stay ahead of ‘the pack’. All of these are now common across the industry.The demands of regular participation in competitive tendering coupled with aggressive fleet depreciation, means contractors tend to have more communication and opportunities to work with equipment suppliers than mine owners. Therefore, they are more likely to influence equipment design and product directions. They also have a unique opportunity to assist in trialling new concepts and technologies across a wide variety of operating conditions rather than being restricted to one mine.In addition, as a ‘guest’ on a mine site, mining contractors do not have the luxury of creating the environment for their preferred systems, rather they must have the capacity to adapt their technology to suit the offered environment at a particular mine. This leads to a pursuit of adaptive technologies that can be implemented selectively and seamlessly without excessive disturbance rather than ‘all-of-mine’ systems. These incremental innovations then become available for use across the mining industry where they can add value as ‘bolt-on systems’ to existing operations.Mining contractors, therefore, act as the bellwether for industry practices and equipment. However, in order to maintain their position they must engage industry stakeholders to deliver practical, innovative and cost-effective technologies that add value and result in an improved bottom line for all. The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.

This paper discusses the methods used in the design of flotation plants, including benchscale batch and locked cycle tests and pilot plant trials. Two case studies are presented, one for the Cadia Hill Gold Mine and the other for the Hellyer copper, zinc and lead plant. These case studies present different problems with widely different target grind sizes, liberation characteristics and HellyerÆs sequential flotation circuit versus CadiaÆs æsimpleÆ copper/gold flotation circuit. They have a common theme in that pyrite forms the principal floatable concentrate diluent. Hellyer ore contains finely disseminated chalcopyrite, sphalerite, galena, and tetrahedrite. The flotation plant design was based on extensive benchscale testwork (including locked cycle tests) on drill core and many months of operation of a 30 tonne per hour æpilot plantÆ, using the old Cleveland Tin Mine process plant suitably modified for the duty. The Cadia concentrator was designed on an extensive benchscale variability testwork program, approximately a dozen locked cycle tests conducted on drill core and two weeks of continuous pilot plant trials on three separate samples obtained from an adit into the orebody. The orebody is a monzonite porphyry with disseminated chalcopyrite/bornite/pyrite of very low grade (0.17 per cent Cu, 0.73 g/t Au). Methods used to establish the appropriate flotation circuits for the treatment of the Hellyer and Cadia ores, as well as the interpretation of the testwork data, are discussed in this paper. Plant performance is reviewed in the context of predicted versus operational performance.
