Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty. Ltd. differ supstantially in their characteristics. Knpwledge of performance not only enables comparison and promotes better control, but also provides the means for predicting results.Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep). Results for Baum jigs, a Chance cone, heavy medium cyclones, and water washing cyclones were examined. The efficiency factors derived from the probable error were applied to the float and sink analysis, mathematically simulating operating conditions. This method was applied to the Balgownie seam.The Balgownie seam lies between the Bulli and Wongawilli seams in the coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits rather difficult washability characteristics, due to a comparatively high middlings content. These properties and the relatively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique.Applications of result forecasting are listed.

The surge of activity in the solar energy market, spurred by government incentives, has created new and more efficient solar technologies, but issues surrounding land- and water-use have backlogged the full-scale development of solar farms. This paper explores siting solar power plants on degraded or polluted lands, such as mine tailings impoundments. Historically, mining and has been integral to Arizona?s economy, but has dwindled in relevance due to urban pressures and environmental regulations. Currently, it is legal to site solar power plants on degraded or polluted lands, but the question remains whether the economics of this degraded lands solar development is more favorable than developing pristine land. Therefore, we explore economics of developing mine tailings impoundments at both the institutional and financial level. Methods of research for this paper were interviews with government regulators, environmental advocacy organizations, farmers, and mining company executives. Financial models using extant tax incentives show a positive net present value for the installation of solar power plants, even when accounting for the costs of land remediation.

"The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimization of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimization, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterize cell hydrodynamics, gas dispersion properties, froth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimization of the Red Dog flotation circuit. IntroductionThe traditional methodology for flotation scale-up and plant design is based on the ruleof- thumb with safety factors and dimensionless hydrodynamic group similitude considerations. With the recent trend toward larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-ofthumb and trial-and-error, the probability of failure would then increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimization of the circuit to meet its metallurgical target. This results in a plant design, which may be incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

As part of its risk management plan, the South Central Connecticut Regional Water Authority (RWA) is assessing the condition of its system of raw water conveyance tunnels and connecting pipelines. In 2006, the RWA inspected one of the system?s main tunnels, a 4-mi, 1950s-era tunnel that had not been inspected since its construction. The inspection team prepared extensively for the unknown conditions in the tunnel, and the inspection was completed safely and successfully. This paper describes the team?s pre-entry preparations, dewatering and ventilation efforts, surface-to-tunnel communication, access, physical inspection of the tunnel, and the lessons learned throughout the process. Additionally, this paper will preview planning for the subsequent inspections.

The concept of isokinetic measurement of strength was originally related by Hislop and Perrine.(1)Characteristics of an isokinetic exertion are constant velocity throughout a predetermined range of motion. Strictly speaking, a means of speed control, and not a load in the usual sense, is applied in isokinetic exertions.(1)However, load and resistance are definitely present in this technique. In this case, the load is a result of the energy absorption process performed by the device to keep the exertion speed constant. The device prevents energy from being dissipated through acceleration in isokinetic exercise. The energy is instead converted into a resistive force, which varies in relation to the efficiency of the skeletal muscle. Since the speed of motion is held constant in isokinetic exercise, the resistance experienced during a contraction is equivalent to the force applied throughout the range of motion. For this reason, the technique of isokinetic exercise has sometimes been referred to as accommodating resistance exercise. This type of exercise allows the muscle to contract at its maximum capability a tall points throughout the range of motion. At the extremes of the range of motion of a joint, the muscle has the least mechanical advantage, and the resistance offered by the machine is correspondingly lower. Similarly, as the muscle reaches its optimal mechanical advantage, the resistance of the machine increases proportionally. It must be understood, however, that while isokinetic devices control the speed of the exertion, this does not assure a constant speed of muscle contraction. The speed of isokinetic contractions is constant during individual exertions; however, it is also possible to compare muscular performance over a wide range of isokinetic velocities. Increasing the isokinetic speed of contraction will place increasing demands on Type II muscle fibers (fast twitch and fast oxidative glycolytic). Workplace Assessment It is clear that isometric strength testing cannot substitute for dynamic strength assessment when examining highly dynamic occupational job demands. As most industrial work tasks contain a significant dynamic component, analysis of isokinetic strength capabilities appears to offer some advantage to isometric testing in this regard. However, it must be recognized that isokinetic devices are not entirely realistic compared with free dynamic lifting in which subjects may use rapid acceleration to gain a weight-lifting advantage.

A simulation and animation model was constructed for the Stockton Coal Mine. This mine is located in the north western area of the South Island of New Zealand. This model was used to study the optimum size of the stockpile areas whilst achieving the correct product coal qualities. The model evaluated the impact on stockpile size and product coal qualities for both bulk and selective mining. The effect of modifying the amount of known clean coal quality was also investigated. The software used was GPSS/H« for the simulation and Proof Professional« for the animation. From the study, it was recommended to incorporate selective mining in future studies. The shipping plan needed to be modified for a better correlation between coal production levels, in situ coal resources and wash plant capacity.

"Gold and silver cyanide complexes are presently desorbed from activated carbon by means of hot caustic elutions. These solutions may or may not contain additional sodium cyanide. There are several parameters which affect the rate of stripping. Some of these include pH, ionic strength, and temperature. (1) Stripping is conducted in recirculating (ZADRA) or once through (AARL) circuits.This paper describes the development of a new chemical eluant which significantly increases the rate of stripping of both gold and silver cyanide complexes from activated carbon. Two case history applications are also described.INTRODUCTIONAdditional cyanide is used in strip circuits in order to prevent its depletion which could lead to precipitation of base metals or lead to a change in the nature of the gold cyanide complex to one which does not strip as easily. (2)The strip circuits that are able to function efficiently without the use of cyanide are mostly those where the carbon is acid-cleaned after stripping.Once the minimum cyanide requirement to maintain the complexes in their proper state are fullfilled, any futher incremental increase in the level of cyanide will have no bearing on the rate of stripping. (3)DEVELOPMENT OF THE NEW ELUANTGeneral DiscussionVarious carboxylated materials were investigated including octanoic acid, polycarboxylic acid (various molecular weights), salicylic acid, polymaleic acid, acetic acid. benzoic acid, terephthalic acid, 4, bi-phenyl carboxylic acid, phosphoric acid and stearic acid.The initial work was done on medium activiiy, non acid-cleaned carbon. The silver to gold ratio on the carbon varied greatly.Two different blanks were used. The first was an elution using a 2% caustic and 0.4% cyanide solution while the second was a 2% caustic elution."

The dissolution of alumina and magnesia has been investigated using laser scanning confocal microscopy (alumina) and a rotating finger apparatus (magnesia) to assess the effects of temperature, composition and forced convection on the rate of dissolution in CaO-SiO2-Al2O3based slags. The two techniques have differing strengths and limitations, and provide complementary methods for studying dissolution. Alumina dissolution was studied for temperatures from 1477 to 1577°C. Based upon the data, the rate controlling mechanism was thought to be mass transfer control in the slag. The diffusion coefficients for the alumina particles are estimated to be in the range 10-11to 10-10m2.s. MgO degradation for sample rotation speeds of 50 to 800 rpm at 1500 and 1530°C was studied for both congruent and incongruent dissolution. The results show that the rate of dissolution for this is primarily controlled by a diffusion mass transfer mechanism for congruent dissolution except at the highest rotation speed. For incongruent dissolution, the mechanism is much more complex, with the morphology and distribution of the spinel reaction product having a significant effect. At high speeds and prolonged times, mechanical forces played a major role in the degradation process. The Metropolitan Water Reclamation District of Greater Chicago's Tunnel and Reservoir Plan (TARP) is a multi-purpose urban public works project with a total cost of $3.7 billion. Currently 51 miles of TARP tunnels are completed and operational and 34 miles are under construction. The excavated TARP tunnels have been constructed in rock utilizing 29 tunnel boring machines, ranging in size from 6.5 to 35.3 feet in diameter.

The conditions of a stability of metallurgical films on a surface of solid on the basis of classical regularities of a thermodynamics are considered. For specific conditions of metallurgical processes the basic equations relevant to non-metallic inclusions (product of steel killing) migration and transfer through the interface boundary of metal-slag are obtained. The basic criteria equations of conditions of stability of metallurgical dispersed systems are developed in view of films formation. The probable thermodynamics reason of wetting due to formation of stable films are discussed. The experimental measurement of thin and thick films elastic resistance for metallurgical systems are carried out and the results are discussed. The presence of a wetting thick film increases stability of dispersed systems (facilitates an inverse implication of non-metallic inclusion in a melt) due to a barrier effect of wetting films. The quantitative evaluations of non-metal inclusion stability for steel in contact with any metallurgical slag are carried out. The results are in accordance with technological experience. Newcrest Mining is one of the leading independent gold producers in Australia thanks in large part to its Cadia Valley operations. It is the largest gold and copper producer in New South Wales and one of the largest in Australia. This year Newcrest will expand its operations with a A$545-million expansion in the area. The Cadia Valley is approximately 250 km (155 miles) west of Sydney. The province presently includes the Cadia Hill opencut mine and the Ridgeway underground mine. With a significant mineralized system to the east of Cadia Hill and a mineral resource below Ridgeway, Cadia Valley has the potential to underpin Newcrest?s production for up to 30 years. In 2007, total gold production for the company in-creased to more than 50 t (1.6 million oz) and cash flow increased by 47 percent, according to the company?s annual report. The history of mining in the area dates back to 1851, but Newcrest?s history is young. In 1990, Newcrest commenced activities in the Cadia Valley. In 1992, Cadia Hill was discovered, with the discovery of Cadia East (1995) and Ridgeway (1996) following close behind. In 1998, the Cadia Hill openpit mine was commissioned. In 2002, the Ridgeway underground mine was commissioned and in 2007 the company?s board of directors approved an A$545 million development of the Ridgeway Deeps. The Ridgeway underground mine is located adjacent to Cadia Hill. The Ridgeway orebody has no surface expression but lies approximately 500 m (1,640 ft) below the surface and resembles an inverted teardrop. It measures approximately 450 m (1,476 ft) by 250 m (820 ft) and extends in excess of 850 m (2,788 ft) in depth. Ridgeway is a sublevel caving operation. Crushed ore from underground is delivered by conveyor to a surface stockpile, adjacent to the Ridgeway concentrator. Using similar processes to the adjacent Cadia Hill concentrator, gold and copper are recovered in a conventional flotation circuit to produce a copper concentrate containing elevated gold levels. In the last four years, 2007~2010, 9 out of 24 metal/nonmetal underground mine fatalities were caused by ground fall across United States of America (Mine Safety & Health Administration, MSHA). To reduce or eliminate incidents/accidents caused by ground fall, this paper clarified how to design and select ground support based on different ground conditions, how to use mine ground support standards, what geotechnical engineers and underground operators should do to keep mine production free of ground failures.

An overview is given of the matte melting process used for the beneficiation of South African Platinum Group Metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef-types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky reef is low in chromium and do not pose significant melting problems. Concentrates from the UG-2 reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8-10-9bar at temperatures of 1550°C to 1600°C). During the converting process care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation ofFe2NiO4(trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3. A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. According to the world bank1, the mining industry consumes up to 11 percent of global energy use. In comparison, 70 percent of mining projects from the six largest mining companies operate in water-stressed regions. To steer the direction of the process industries toward more sustainable practices, more than 40 governments have adopted a price on carbon. This measure includes additional taxes on the use of fossil fuels, trade programs, new standards for renewable energy, energy efficiency mandates, more stringent emissions regulation, carbon offsets, etc. This emphasis is also supported by investors shifting their priorities to reduce risk by focusing on long-term plans, including environmentally friendly operations. The metals and mining industry is at the core of the green energy mix and electrification of vehicles. This new trend creates an astronomical increase in demand for minerals. Under a 2-degree scenario, according to the latest analysis from the world bank, as new energy technologies continue to grow, it is expected that all minerals to double in demand, and the distribution of these materials will depend on their application. • Solar panels, will account for 87% of the aluminum demand, and more than 95% of silver • Wind turbines and geothermal plants will require 98% zinc and 64% titanium. • Solar and wind energy alone will demand more than 74% of the global supply of copper, and this is without considering wiring or other infrastructure to connect the grid • Battery storage accounts for 100% of the graphite and lithium demand. (Hund, 2020) • Other materials, such as nickel and steel, are also projected to more than double in demand as they are cross-technology minerals. These materials require a manufacturing process that is accountable for the emissions proper of the transformation process. It requires that these processes move from a hindsight mode focused on reporting to a forecasting mode based on run-time measurement of GHG emissions. This is a critical first step in companies realizing an economic return for doing the right thing for the environment and their communities.

"Human rights can contribute to sustainability in the mining sector, both in theory and in practice. Both human rights and sustainability share a common concern to improve economic prosperity, environmental health and social equity by avoiding negative impacts and conflict, as well as by engaging with and empowering affected communities. Globally, there is an emerging consensus that companies have a responsibility to respect international human rights standards. Respecting human rights means that mining companies are responsible to ""do no harm"" to the people and communities affected by their operations. After a discussion of the Protect, Respect and Remedy framework for business and human rights, this paper illustrates some examples of how international standards for human rights and sustainability interacted in a recent assessment of Goldcorp's Marlin Mine in the Western Highlands of Guatemala. The final section explores how human rights should be integrated into broader policies and procedures for corporate sustainability. This includes integrating human rights into ESIA processes, legal compliance, corporate governance and grievance mechanisms. Pressures on mining companies to respect human rights will not disappear; therefore, a proactive and integrated approach to human rights is a fundamental component of a broader strategy for sustainability"

The aim of this paper is the construction of models of systems with ionic and ionic-covalent bonds (molten salts) using experimental diffraction data and the calculation of their structure and thermodynamic and transport properties. Modelling was performed using algorithm BELION, in which the non-coulomb part of interaction potential between ions in the model was determined by the method of iterative simulation which targeted agreement between calculated and experimental partial pair correlation functions (PPCFs). The ionic charges in salts, which can be fractional, were determined by minimization of internal energy. In this paper, the algorithm BELION is applied for chlorides of alkaline-earth metals. Pair potentials, PPCFs, atomization energies, self-diffusion coefficients and electric conductivity are calculated. The charge of alkaline-earth metals was in the range of 2.0-2.1, slightly increasing from Mg to Ba. Partial pair correlation functions and atomization energies of models agree well with experimental data for MgCl2, SrCl2and BaCl2.
