Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent. The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

The beneficiation of fine iron ore will increase in importance in the future because most new iron ore resources will be in the form of lower grade ore deposits that will require liberation of iron ore minerals at finer sizes. Generally this fine iron ore will be beneficiated to produce a pelletizing concentrate with very strict chemical and physical specifications. In addition, because of the increasing demand for iron ore there are now more opportunities to produce by-product iron ore from mining operations producing other commodities. In the past the associated iron ore minerals would report to final tailings but now there is potential value to be realised from by-product revenue. These by-product iron ore opportunities are almost all centred on producing pelletizing concentrate. Currently pelletizing concentrates are produced mainly by various combinations of flotation and magnetic separation. The selection of the beneficiation route will depend on ore mineralogy and considerations around plant capacity and final concentrate quality. The main economic iron minerals are magnetic, haematite being paramagnetic and magnetite being ferromagnetic. This, therefore, means that magnetic separation can be applied, in principle, to all fine iron-ore beneficiation plants. While flotation has a considerable capacity advantage over magnetic separation, the real advantage of magnetic separation over flotation in fine iron-ore beneficiation is that treatment of -10 µm iron ore is possible-in flotation, the feed is deslimed at 10 µm and the -10 µm stream is considered to be final tailings, even though there is often a significant amount of contained iron ore. This paper describes a study around the recovery of fine magnetite in the form of a pelletizing concentrate. The study is based on an evaluation of an iron ore by-product opportunity from an iron oxide copper-gold (IOCG) deposit. Experiments were conducted to quantify the differences in magnetic separation performance with decrease in particle size treated. A mineralogical evaluation of all the test work products was undertaken to facilitate the interpretation of the test work results. These results were then used to propose an economically viable flowsheet for maximizing fine magnetite recovery using magnetic separation.

The Domain and Burnley Tunnels, which are major features of the Melbourne City Link Project, are MelbourneÆs first road tunnels. They are 1.6 km and 3.5 km in length respectively and are being constructed through a variety of ground conditions. Deeper sections of the tunnels have been driven through the Silurian mudstone which underlies Melbourne. Other shallower sections of the tunnels pass through a variety of ground conditions including silts, sands, clay and rock and have been constructed using both top-down and bottom-up cut and cover construction techniques. The Yarra River Crossing is a 140 m length of the Domain Tunnel which crosses under the Yarra River on a relatively shallow alignment. The crossing of the river using cut and cover techniques was identified in the early stages of design development as being one of the most challenging stages of the works on the Southern Link. The prevalence of varying geological conditions combined with the need for maintained traffic and stream flow conditions provided a demanding and often conflicting set of criteria for which there appeared to be no one clear solution. A team of designers, constructors, estimators and specialist contractors were involved in a concept evaluation and risk analysis study spanning a period of approximately 12 months. During this study, four concepts were considered as likely contenders. This paper provides a brief outline of the four concepts addressing their relative merits, disadvantages and risks followed by a detailed description of the adopted solution, namely top-down construction using secant pile walling (east bank) and bottom-up in situ construction (west bank).

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.

A way back in 1851-2 an army of diggers had commenced the conquest, of the now famous goldfields of Australasia. At that time, and in the Colony of Victoria, more that 10,000 were camped on and around the slopes of the silurian ridges over which Ballarat East h'as been built. A wonderfully rich golden harvest was soon gathered from the alluvial found high on these slopes, and from runs (or gutters) which got their rise on them, and were traced down gullies into a broad valley. In due course it was ascertained that the valley carried a main gutter which represented the unity of the higher ones, and further explorations proved this gutter to have a westerly and then a southerly trend toward and under a basaltic plateau, on the top ofwhich Ballarat West and Sebastopol now stand. In the records of alluvial gold mining all the world over the Ballarat field can be classed amongst the richest. Gold in pieces the size of beans, in, stringy filigree bits, in dust and in solid lumps (the largest of which weighed more than 2,200 ozs.), was obtained in the comparatively shallow ground on the slopes; and speaking generally, great and uniform richness was met with along a belt of country on which, in a north and south line, the present quartz mines of Ballarat East are at work. It was noticed by the diggers that when the gutters crossed the upturned edges of the ,strata, the gold deposits in them were patchy, and that when they trended north and south on this beltthey carried rich deposits for longer distances. In time it was also noticf!d that a class of stringy, irregular shaped quartz occurrences, in a bottom of soft slates, in the, immediate vicinity of tpe g)ltter, meant greater richness, and (in the aIluvial) on the higher ground slabs of quartz would now and then be met with, in which strings and spongy masses of gold were found. As the shallow alluvial became worked out the diggers turned their attention to the quartz occurrences, and, now and again the striking of a flat make of a very golden nature would cause quite a stir in the local mining world.

The Bulyanhulu Mine, Tanzania is constantly trialing ideas for improvements in the drill and blast process. The project work has resulted in a large number of choices in explosive type and charging methods being available for blast design. Interestingly, though booster sensitive bulk emulsion had been introduced to the site to reduce dilution, better results were being obtained from reduced charge columns (decoupled columns of poured anfo in 50mm pvc pipe) and pneumatically loaded anfo upholes, which had been traced. In order to compare the explosive type and charge up-methods, an explosives comparison trial was performed.

The paper examines the role of chain pillars in longwall mining layouts as used in several countries. The application of chain pillars in relation to their expected design role is discussed. An important feature is the specification of the pillar design to meet strata loading conditions as imposed by the mining and geological setting. The paper relates longwall width and chain pillar configurations to pillar size to satisfy anticipated loading and strength expectations. Laboratory work is referred to which examines criteria for pillar stability. Comments are made regarding the application of the findings presented in the paper, to different situations involving the use of chain pillars in longwall and shortwall mining systems.

The Miranda Pine Roadless Area Review and Evaluation (RARE II) study area (No. 5114) comprises 12,600 acres (5,100 ha) in Los Padres National Forest in Santa Barbara County, California, about 15 mi (24 km) east of Santa Maria (fig. 1). Mineral investigations are made by personnel from the U.S. Bureau of Mines on National Forest lands identified as Further Planning Areas in the RARE II program. The Bureau of Mines reviewed literature, mining claim records, and production files; examined the study area; and sampled mineral properties where appropriate.

Presents the results of mining tests conducted on a forward rotating bucket wheel excavator designed to continuously mine coal at 1080 tons/hour, Goals of the program are to determine the feasibility of the forward rotating bucket wheel principle as an effective means of reducing fragmentation and loading costs associated with surface mining, with additional benefit in reducing, coal preparation costs and stripping overburden. Tests took place at the Navajo Mine in Fruitland, New Mexico, Results show that the excavator performed as expected and can reduce fragmenting and loading costs up to 80°. Presented are: 1) production machine design specifications and projected economies extrapolated from the test data, and 2) recommendations for further work in dust control.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. The Sullivan Concentrator treats a complex sulphide ore consisting mainly of galena, marmatite and pyrrhotite. The ore carried minor values in silver, antimony, bismuth, indium and tin. The products of the concentrator are lead, zinc, iron and tin concentrates. The minor metal values other than tin are recovered from the concentrates by the refining processes in the smelter at Trail.The concentrator was completed in 1923 and first operated with a capacity of 2,500 tons per day. In the years 1926 to 1929 changes to equipment and buildings brought the operation up to 5,500 tons per day and then, in the years 1935 to 1945, the daily tonnage was raised to 8,500 tons. After 1945, the rising insoluble content of the ore made it necessary to consider the construction of a Sink-Float plant. At this time consideration was also given to the construction of a new crushing plant underground to replace the rolls crushers and cone crushers located at the concentrator. By 1949, construction of the Sink-Float plant was completed along with a new underground crushing plant, and an electric haulage way between the underground crushing chamber and the Sink-Float plant. The ore was hauled in forty 14-ton car trains which discharged into a 3,000 ton receiving bin by means of an air operated five car rotary dumper. With the start up of the,Sink-Float plant, a 1 ½ ft. by 12 ft. Hardinge rod mill was also brought into operation. The Sink-Float plant made it possible to treat 12,000 tons/day of mine run ore with up to 40% of this being rejected as float.

At Namdeb, submerged beaches are earmarked for sampling and future mining and various sampling configurations are tested for optimality through the use of spatial simulations. For the creation of these virtual orebodies, basic statistics and variograms are needed, but in this specific instance no data exists from which the necessary parameters can be determined. The best that can be done is to use proxy data from onshore beaches, with adaptations where needed. The reworking of raised beaches during periods of rising and falling sea levels in some cases destroyed the internal beach structures, and it is very difficult to determine the variograms. A method is proposed whereby simulated annealing is used to adjust the sample locations to align the data pertaining to beach crests or cliff lines, thus improving the variogram structure along the shoreline in the direction of the highest geological continuity.

Grade uncertainty can have a number of important implications for a mining operation. One of the most significant risks in not considering grade uncertainty in planning is the over or under allocation of processing or mining capacity when compared to realised grades. This could lead to wasted capital expenditure or missed opportunities to add value. This paper demonstrates a method that optimises production capacity and mining schedules in the presence of grade uncertainty. Applying this method to the case study of a nickel deposit recommended a reduction in processing capacity, an increase in mining capacity and more extensive utilisation of stockpiles than optimisations completed with traditional methods. As a result, average NPV improvements of between seven per cent and 27 per cent were gained.

Mineral deposits examined in and near the Raywood Flats RARE II area have low potential for development. The Mill Creek Mine (fig. 1), has produced about 14,000 tons (13,000 t) of marble, and another 5.5 million tons (5.0 million t) of marginal marble reserves suitable for lime, chemicals, and cement production are estimated to remain at this deposit. However, nearly all the marble is outside the study area. The deposit is marginal because alternate sources of marble are closer to markets. A tungsten occurrence in the marble is too small and low grade to be considered a resource. Ten tons (9.1 t) of uranium- and thorium-bearing material have been mined from a pegmatite dike at the St. Patrick Mine. However, this occurrence also is too small and low grade to be considered a resource. More than 400 lode and placer claims have been located in or near the study area. There are no current claims or mineral, oil and gas or geothermal leases.
