Over-break is undesirable in underground civil construction because it excessively damages rock along the perimeter of the tunnel, which directly influences the cycle times of advancement. A quicker cycle time for each process is required to optimize the operation and therefore minimizing over-break is essential for operational success.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

When the first rush of miners took place on the Molyneux River, in the Dunstan Gorge, the gold was won by means of cradling the gravel, which was shovelled from the various beaches and crevices in the rock-bound sides of the river.The above method of winning the gold was only practicable when the beaches were not covered with water, hence the work was usually carried on during the winter months, the ordinary level of the river during spring and summer months being some ten or twelve feet above winter level. The melting of the spow in the Lakes water-shed being responsible for the high summer level of the river.As the available beaches were worked out, other methods of winning the gold were proposed and worked with more or less successful results the first advance being to work the bed of the river by means of a spoon dredge. The spoon was made with a round lip or ring of iron, having a steel cutting edge on one half of the circumference, at the opposite side a socket being forged to take a long spar or boom, which was securely fitted thereto. At intervals round the hoop, half-inch holes were bored to enable. a bullock-hide bag to be laced on to same. The spoon was worked from a pontoon which carried a crab winch, tackles and the necessary washing appliances to treat the washdirt lifted. In starting to dredge, a tackle was attached to near the upper end of the boom, and a line or chain was carried over a cat head from the crab winch...

Keywords: Pyrometallurgy, Namakwa Sands, ilmenite, DC arc furnace, titania slag, pig iron Namakwa Sands is a heavy minerals mining and beneficiation business in the Anglo Base Metals Division, and operates along the West Coast of South Africa. The business encompasses mining, mineral concentration, separation, and smelting operations. The smelting process comprises the carbonaceous reduction of ilmenite to produce titania slag with a TiO2 content of 86%, and iron with a carbon content of 2.5%. The Namakwa Sands smelter, situated near the Saldanha Bay harbour, commenced smelting operations in 1994, when a 25 MW DC arc furnace was commissioned. The smelting operations were expanded in 1999, with the commissioning of a second 35 MW DC arc furnace. Despite the fact that ilmenite smelting poses a technical challenge in terms of the high temperatures required, the physical characteristics of the slag, the constraints placed on the feedstock, and the tight product specifications, Namakwa Sands has continually increased slag production since 1995. High furnace feed-on utilisation and furnace stability, complemented by continuous improvement drives, will be the vehicle to drive performance in the short term, with longer-term performance enhancements due to strategic process development.

Significant amounts of lateral load may act on pile foundations supporting structures such as transmission line towers, tall structures, bridge abutments, offshore platforms, quay wails, harbour structures and anchorages for water front structures. There were several theoretical and experimental studies conducted on laterally loaded piles in clays to determine ultimate lateral capacity and deflections under working loads. Under a lateral load, a pile deflects in the direction of load application and the soil in front of the pile offers resistance to this movement. The ultimate lateral resistance of a pile can be estimated considering the statics of the pile for a known distribution of soil resistance with depth. In this paper, considering the contributions from both lateral shear drag and frontal passive earth pressure, a method has been proposed to estimate the ultimate lateral capacity of rigid piles in clays. The lateral shear drag has been estimated in terms of adhesion and shape factor. A few load tests were conducted on model piles subjected to lateral loading and these experimental values are used in verifying the proposed method. The reported results obtained from both model tests and field tests were used in support of the predictions made. In all the cases, there is a good agreement between the predicted and measured capacities.

"In 2000-2009, Highland Valley Copper (HVC) tested new generation 660 mm cyclones supplied by various manufacturers in an aim to replace existing first generation 762 mm cyclones without success. Due to plant infrastructure limitations, new generation larger (838 and 800 mm) cyclones were not feasible. In 2010, an approach of testing hybrid 800 mm diameter cyclones was initiated by HVC. The hybrid cyclone consists of an 800 mm cyclone upper head section and the use of existing 762 mm cyclone conical sections. Three hybrid 800 mm cyclones were engineered and fabricated, targeting a throughput of 850-950 mtph and were installed in the E line cyclone cluster. Since starting operation on September 20, 2011, three hybrid 800 mm cyclones have been running at combined throughput ranges of 750 to 1050 mtph. Based on plant Daily Met Reports, the test hybrid cyclones demonstrated a decrease in misplacement of coarse copper bearing material to the cyclone overflow and better cyclone efficiency when compared to the existing 762 mm cyclones at the same throughput. The hybrid 800 mm cyclones also demonstrated significantly higher capacity per unit when compared to the existing cyclones. Based on the improvement demonstrated in the full plant trials, HVC decided to install the new hybrid 800 mm cyclones in all five grinding lines starting in July, 2012. A more detailed discussion of the full plant trials and initial results of the first complete retrofit of E line will be presented. INTRODUCTIONHighland Valley Copper Partnership (HVC) is Canada’s largest base metals mine and one of the world’s largest producers of Cu-in-concentrate. The mine, located in the central interior of British Columbia, is owned (97.5% interest) and operated by Teck Resources Ltd. In 2011, HVC produced about 210 million lbs. of Cu and 8 million lbs. of Mo. HVC’s Mill Modernization Project (MOP), which was budgeted for $475 M, is currently under intensive construction and is scheduled for commissioning in Q1 2014. The following description was valid at the time of writing this paper.The operation has been expanded a number of times since the startup of the original Lornex mill in 1972. The plant started up with two 9.75 m (32 foot) diameter primary SAG mills. It was expanded in 1981 with the addition of a 10.36 m (34 foot) diameter SAG mill. In 1988, the Highmont concentrator grinding mills and flotation section were moved and attached to the Lornex mill site. This added two10.36 m (34 foot) diameter AG primary mills to the Highland mill. This brought the total number of primary mills to five referred to as Line A, B, C, D and E: three SAG mills (A, B and C) each with two ball mills in parallel and two AG mills (D and E) each with one ball mill. Each AG mill line is equipped with one short head pebble crusher. Ball mill circuits are classified using 8 clusters of ten Linatex 762 mm cyclones to reach a target P80 330 micron (equivalent 43% +100 mesh), before the cyclone overflow product advances to the bulk flotation circuit."

Froth flotation is the most widely-used method of separating fine coal, especially coal with coking properties. However, froth flotation is not efficient for treating ultrafine coal and coarse coal particles. Our previous fundamental test results demonstrated that cavitation-generated nanobubbles can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubble on the flotation performances of different particle size fractions of coal was investigated using a bank of 10-liter flotation cells, a specially designed 50 mm inside diameter column and a 152 mm inside diameter column. It was found that nanobubbles that were either directly formed on or subsequently attached to the surface of coal particles during coal froth flotation process improved flotation efficiency. The use of nanobubble in a bank of mechanical cells flotation and column flotation significantly increased the flotation recovery at a given product grade. Nanobubbles increased the flotation rate constants of different coal particle sizes. The presence of nanobubbles in flotation slurry could extend the lower and the upper particle size limits for effective coal flotation.

Modem mineral exploration and development takes place within a data-rich context underpinned by a wide range of data acquisition, processing and interpretation technologies. This leads to requirements for consistent and explicit methods by which the relative risks - or success probabilities - of exploration programs can be assessed and communicated. Bayesian risk assessment methods are outlined which provide a starting point for this more rigorous approach to exploration investment.   Effective governance of information technologies becomes a core function of the modem competitive Board. As such it becomes a component of any business audit and any assessment of the quality and success potential of a company. Limited data however suggest that the average Board may be under-represented in this increasingly critical skill area.

The Functional Performance Equation for Ball Milling” was first presented in 1988. It now has been used successfully in more than a dozen mineral processing plants. This powerful, yet simple tool provides a new level of understanding of closed circuit grinding. It shows how grinding circuit efficiency is in reality comprised of two distinct efficiencies. It demonstrates how circuit production rate is related, collectively, to these two efficiencies, mill energy input, and the grindability of the ore. It links circuit performance to design and operating variables that can be manipulated, and creates an effective strategy for making plant improvements. This paper covers the derivation and industrial validation of this equation. As part of an engineering and management system that also incorporates suitable metrics and process control, other operators can now use this tool to make improvements and to manage the performance of their grinding operations with clarity and confidence.

All methods of deep foundation construction present challenges to the contractor and engineer that vary according to the method employed, and the geotechnical conditions in which it is being used. Augered-Cast-In-Place (ACIP) piles are generally regarded as one of the most challenging, because the construction method precludes the use of traditional shaft inspection and quality control techniques. Application of Nondestructive Test (NDT) methods can provide quality control for ACIP shafts that traditional methods cannot, but each NDT method has limitations. These make some NDT methods unsuitable for use on ACIP shafts, and may limit the effectiveness of others, depending on geotechnical conditions. To help contractors and engineers working with ACIP piles select the test method most appropriate to specific site conditions, this paper presents a summary of the major NDT methods currently available, and reviews their capabilities with respect to the unique conditions presented by ACIP pile construction. Case histories illustrate how a combination of careful method selection, skilled data interpretation, and experienced engineering judgment have resolved problems and ensured quality in foundation construction by discriminating between potentially serious defects, and those that are unlikely to be significant.

The adverse health impacts from diesel particulate matter (DPM) exposure are a well-known global concern. The building evidence has triggered underground mining operations to review existing atmospheric conditions and assess the scale of the challenge faced. South32’s Cannington Mine (Cannington) evaluated the ability to provide a healthy atmosphere from a whole mine approach, taking into account existing preventative controls including: maintenance strategies, fuel quality, mining operations, ventilation provisions, monitoring protocols and effective education and training programs.During the evaluation process, Cannington gave due recognition to the advice and guidance provided in the Queensland Guidance Note 21 (QGN21), the Guidelines of New South Wales’ MDG29 and Mining Industry Advisory Committee (MIAC) of Western Australia. Each of these documents advises a dilution rate of >0.06 m3/s/kW is best for reduction of DPM exposure in underground mines.Achieving the prescribed mine ventilation rate typically results in the need to directly invest significant capital into increasing ventilation infrastructure in order to further dilute contaminants. In today’s economic market of volatile metal prices and increasing pressures to meet regulatory requirements, it can become challenging for established metalliferous operations to create a balance between optimisation of current ventilation infrastructure and capital outlay.In order to obtain and correctly justify the requirements for capital investiture Cannington conducted a ventilation operational analysis for the life-of-operation, identifying the existing air volume envelope was adequate for current and future production rates by optimising existing primary ventilation infrastructure through the implementation of a modified ventilation on demand (VoD) and air conservation system.This process achieved sustainable operating and capital cost reductions without compromising delivery of adequate ventilation to work areas. The process also recognised that engaging mine workers’ ownership of their work areas is crucial to maintaining a technically efficient and operationally robust ventilation system.This paper will concentrate on Cannington’s existing preventative controls, their implementation and their management for the prevention of increased DPM exposure; reducing the risk of both short and long-term health impacts to ‘as low as reasonably achievable’ (ALARA).CITATION:Black, J and Reid, D, 2017. In 1801, Hatchett discovered the oxide of a new element while he was examining a heavy black mineral from Haddam, America, which had been presented to the British Museum. He named the mineral Columbite and the metal Columbium. A year later a Swedish investigator, Eckeberg, while working with a new mineral resembling columbite-yttrotantalite discovered a new element, to which he gave the name of tantalum.In 1844, Rose announced the existence of two new elements in a sample of columbite from Bodenmais. One was similar to Eckeberg's tantalum and the other was called Niobium. Wollaston, in 1909, attempted to show experimentally that columbium and the tantalum were identical, but it was soon proved that they were two separate elements. Subsequently a number of investigatiors found other "new elements" in tantalum and columbium bearing ores, but these were shown to be mixtures of the twin metals.Since Hatchett's Columbium and Rose's Niobium are identical, it is more fitting to use the name assigned to this element by the earlier investigator. However, the term niobium is still retained in Germany and England.The separation of tantalum and columbium has been one of the major problems for analytical chemists since the discovery of the two elements and it is only in recent years that tantalum of a high degree of purity has been produced. High purity columbium metal is probably still to be obtained.Until 1903 tantalum was merely a laboratory curiosity, but about this time its use in incandescent electric light bulb filaments was discovered. Eight years later it was replaced by tungsten, which was better and cheaper. For a time the electrolytic valve action of tantalum was used in the charging of storage batteries, but the chief uses of the metals' to-day are for corrosion resistant apparatus, in vacuum tubes and as carbides in the manufacture of hard cutting and shaping tools.Most of the recent work on the metals has been done by C. W. Balke, in America. Tantalum has been studied more than columbium. OCCURRENCE OF TANTALUM AND COLUMBIUMI. As a discipline, geophysics covers an enormous range of scales and applications - from planetary geophysics through to the monitoring of acoustic emissions of rock samples. Although it is not a core discipline within the mining industry, geophysics has a useful role in providing information on the nature of the rock mass and the way it is responding to the mining process. For coal mining purposes, geophysical studies mainly seek to - delineate boundaries between the coal and the various layers within the surrounding strata - determine the physical properties of the rocks in-si tu, and - monitor the response of the rocks to the mining process Some of these applications may be associated primarily with mine planning, but once a mine is underway, most geophysical results can be used for the purposes of ground control. For example, insights into the nature of a geological fault mapped by a 3D seismic reflection survey will be relevant to determining support requirements while mining through it. In some instances there are parallels in the use of geophysics by the petroleum industry. Seismic reflection and wireline logging techniques have mainly been developed for petroleum exploration where their on-going development continues to provide spin-offs for the coal industry. The 3D seismic survey techniques that we now routinely employ were in their infancy 25 years ago and, almost certainly, the high quality borehole scanning tools that are now available would not have been developed without the need for petroleum well evaluation. Mining has also led to the development of specific techniques. An example is microseismic monitoring for the management of roof conditions during longwalling, and also the prediction of rock and coal bursts. The use and success of this technique have grown greatly over recent years. Another example lies with the use of geophysical wireline logs to predict rock strength and in rock mass classification. Coal seams also provide an unusual geophysical situation in that they form seismic and electromagnetic waveguides. The in-seam seismic and radio imaging methods have been developed to exploit these geological properties. In this paper I address the development and application of geophysical methods such as these with a particular emphasis on their role in ground control. We will see that there have been many developments over the past 25 years but we should also think about the future and how geophysics needs to be developed. From a miner?s perspective, one obvious area of need is in the detection of voids in the vicinity of current mine workings, be they old workings or karsts within nearby carbonate beds.

Blast optimization in open-pit operations is a task that often remains at a theoretical stage. Indeed, when it comes to operational blast design and onsite implementation, time restrictions and field conditions make it difficult to execute a planned pattern accurately and optimization according to local conditions is even more difficult. For example, adjusting a drill pattern to a complex face geometry is not something that can be easily undertaken on site. Blasters and engineers will do their best trying to distribute boreholes over the bench and even then, it can take them hours to achieve an acceptable layout. Similar situations occur with delay sequences, when trying to adjust them to address selectivity or vibration issues. For these reasons, operational blast design will often remain at a very basic level and the required adjustments are laid aside due to the difficulty of implementing them on site.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

THE use of filling in mines is less common in the United States than it is in Europe, where in some places it is required by law. In most cases the filling is placed by hand, and the material used for this purpose is the waste from development and that sorted from the ore in the stopes. When these sources provide an insufficient supply, additional rock must be quarried on surface or mined underground, or some other material :st be used. In different parts of the world sand, clay, gravel, culm, nulated slag, mill tailings, and even ashes, have been used as filling material in place of or in conjunction with rock. Of all the materials used for filling the best is probably clean sand. Gravel, finely crushed rock, granulated slag and coarse mill tailings are almost as good, and the methods used for placing and confining sand will apply equally well to any of these. The advantages of sand are its comparatively slight compressibility and the ease, economy and convenience with which it may be placed. On account of the voids, which necessarily occur in fills made of coarse waste, such fills will compress 10 to 25 per cent before they develop their full strength, whereas clean sand seldom compresses more than 5 per cent. Sand is especially desirable when practically complete filling is required, and sand derived from mill tailings, especially when not thoroughly cleaned, has been remarkably effective in sealing off and extinguishing mine fires. When natural sand is available on surface, or when it can be obtained from the mill tailings or tailings dump, the cost of using this material for fill will probably be considerably less than that of rock. In this paper it is not proposed to discuss all methods of filling, butt to describe some of the methods used for placing sand fill and to make a brief comparison of their merits.

The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

Potassium ferrate is an excellent multifunctional reagent for wastewater treatment, but its preparation is crucial. The improved hypochlorite oxidation method was used to prepare potassium ferrate in this study. Iron nitrate, the preferred iron source, was added into hypochlorite solution and then the stabilization agent was added during the purification process of product. The influence of available chlorine content, iron molecular proportion, reaction temperature and reaction time on potassium ferrate preparation was investigated. The optimal condition for potassium ferrate preparation is 15% of available chlorine content , 0.6 of iron molecular proportion , 30i of reaction temperature , 45min of reaction time. The yield of potassium ferrate is about 67% with high purity (> 99%). The structure and performances of the product was characterized by XRD, EDX, SEM, TG and IR and the results show that the prepared product is consistent with the properties of potassium ferrate(VI).

Manitoba Mining and Milling operations consist of three underground mines (Thompson T1, T3 and Birchtree), feeding the Thompson Mill. Three years ago, a collaborative effort involving Mines Exploration, Mines Project Development Group, Mill Technical Services and Vale Base Metals Technical Excellence Center was initiated to establish and verify the cause of high variability in concentrate quality and Ni recovery at the Thompson Mill. One outcome of this work was a program to systematically characterize the mineralogy and metallurgical performance of current and future orebodies feeding the mill. Mineralogy results show that high value enabling ores typically have a high pentlandite to pyrrhotite ratio and benign silicate mineralogy (mostly quartz and feldspar from sedimentary host rocks), while metallurgically challenging ores contain some combination of pyrite and/or hexagonal (non-magnetic) pyrrhotite and/or elevated quantities of talc (with associated carbonates) derived from altered ultramafic host rocks. The metallurgical performance of these two ore types has been simulated by an Excel particle flotation model, which calculates the relative floatability of particles based on the particle’s mineral composition and mineral locking determined from MLA images. The relationship between these mineral properties measured by MLA and metallurgical performance was established using 13 monthly composite samples from Thompson Mill. The model was then validated with results of laboratory flotation experiments on individual orebodies submitted for evaluation. The validated model can be used to predict plant metallurgical performance based on individual ore bodies feeding the mill. Individual orebody’s grade-recovery curves are assumed to be additive, and can be weighted in proportion to the mill feed to predict mill recovery over the same time period. The ore mixing can be done with a simple Excel spreadsheet and comes with a graphical output for easy visualization of the resulting grade-recovery curve.
