"Investors in flow-through shares are going to need an expanded road map to find their way through a growing maze of tax rules affecting such shares. At the end of 1985, no fewer than three new sets of important tax amendments were tabled which could have a significant effect on flow-through share issues. This proposed legislation is discussed this month in Tax Notes.IntroductionIn a flurry of legislative activity at the end of 1985, the federal government tabled legislation which includes the introduction of new rules which will have a notable effect on investors in flow-through shares and on companies that issue such shares.First, on November 26, 1985, Bill C-84, the legislation to implement most of the changes announced in the May budget, was introduced in Parliament. This legislation includes the rules for the $500,000 capital gains exemption, a matter of considerable interest to flow through share investors.Next, on December 2, 1985, the government tabled a Notice of Ways and Means Motion which would extend the time horizon for spending flow-through share funds to include the 60-day period following the calendar year. But all news was not good news. On December 4 the government released its proposals for a minimum personal income tax, which would include rules that would catch an investor's CEE expenses and capital gains."

Volcanic ash, although a little-used Kansas resource, is available in forty counties with estimated, reserves of more than 20 million tons. It was first produced in Kansas in the early 1900?s but not until the early 1920 is did it become an important abrasive material. Total production to date is estimated at 2 million tons, the major use being as an abrasive in scouring compounds and soaps, additional uses include ceramic glazes, an additive in cement, and a filler and stabilizer in hot mix asphalt for paving. Unrecorded tonnages have also been used in construction of black-top (macadam) roads. From 1916 through 1944, Kansas ranked first among the states in volcanic ash production; peak production was about 52, 000 tons in 1923. Since 1945, production has steadily declined, primarily because materials other than volcanic ash are now being used for abrasives; only two producers operated in 1964.

IN 1880, the late James Douglas, LL.D., was superintendent of the Chemical Copper Co., operating the Hunt & Douglas process for the treatment of the siliceous copper ores of the Jones mine at Phoenixville, Pa. In conjunction with this a refining furnace was operated. After correspondence with Ben Williams, of Bisbee Ariz., who was commencing the mining and smelting of the Copper Queen ore. Dr. Douglas decided-to make his first journey to Arizona. While making plans for the trip lie visited a friend in Philadelphia, a .Mr. Logan, a prominent lawyer. He, through Professor Treadwell, brother of the discoverer of the great Treadwell gold mine of Douglas Island, Alaska, had an option with his min¬ing partner, Mr. Lenig, on the Eureka and Wade Hampton claims near the headwaters of the Verde River in Yavapai County, Arizona. These two claims, later the source of practically all of the wealth of the Jerome district, were then owned by C. P. Head and Co. Prescott merchants. Hugo Richards, banker, and formerly sutler at Camp Apache; Rod and John McKinnon prospectors and Nova Scotians; and perhaps one or two 'other owners of minor interests. Mr. Logan, hearing of Dr. Douglas intended trip to Bisbee, asked him to go first to see the two mining prospects, and this, Douglas, in need of the $500 fee, agreed to do as the time on the option on the claims was running short.

To control direct blasting costs many open pit mines dewater and line wet blastholes before loading them with ANFO or Heavy ANFO blends of explosives. The plastic lay-flat tubing used for these liners can be punctured during loading and allow water to partly dissolve and desensitise the explosive column which reduces blasting performance.

This investigation was carried on by means of models and the application of the principles of similitude to determine the effects of props, props and cribs and sand filling in longwall mining. The geologic structure and rate of face retreat were kept constant and the only change introduced was in the method of support. It is not felt necessary to repeat a description of apparatus, or to explain the fact that a scalar model made in all parts of the same material as the prototype will behave similarly to the prototype when rotated at speeds such that the centrifugal force is as many times the gravitational force as the prototype dimension is a similar linear model dimension. The reader is referred to earlier papers1,2 for further information regarding these statements. All models were made of sandstone and were as in Fig. 6. They are composed of a 3/16-in. ore body bed A, overlain by a 3/16-in. bed B, a ?-in. bed C and two ?-in. beds D and E. The model was rotated at + 2350 r.p.m. equivalent to a model ratio of 1268. It was worked back ¼ in. at a time before being replaced in the centrifuge and again rotated. Table 1 gives model and prototype dimensions occurring in this discussion, the prototype dimensions being 1268 times the model dimensions. Figs. 1, 2, 3 and 4 were taken while the model was rotating at 2350 r.p.m. One was taken for each face retreat of 26.4 ft., but for obvious reasons all are not presented. Fig. 1 (A-E) shows the behavior of this type of structure with face retreats of 26.4 ft. and no artificial support. Introduction So many minerals and mineral products are used in the glass industry that it would require an unduly long paper to deal adequately with all of them. Only those that go to make up the batch for the more common types of glass will be discussed here, and even with these only, the list is a lengthy one. It is true that for the body of the glass comparatively few materials are required-as silica sand, soda-ash, lime, and feldspar. The others are used mainly to colour or decolorize the glass, or to give it some other desired characteristic, such as high lustre, greater physical strength, or opalescence; but, although they may be present in very small quantities, they are just as in-dispensable to the glass industry as are the main constituents of the batch. Sand Sand is essentially quartz, the dioxide of silicon, Si02. Most glass contains from 71J to 75 per cent silica. Sand for use in the glass industry, or 'glass sand', is obtained both from deposits of unconsolidated material, commonly referred to as 'sand', and from solid rock-sandstone, quartz, or quartzite. For the manufacture of glass, the material must possess a high degree of purity, as noted below, so that, although sand is widespread in most parts of the world, and sandstone, quartz, and quartzite are not at all uncommon, it is only in certain places that suitable deposits are found. At the present time, most of the glass sand used in Canada is imported from France, Belgium, and the United States. The French material, from Fontainebleau, near Paris, is known the world over as a very high quality glass sand. That from Belgium is nearly as good and is lower is price.

Mine-wide (MW) microseismic systems use widely spaced transducers to determine the source location and parameters of stronger microseismic events, while high frequency (HF) systems use fewer transducers to monitor local areas for the weaker events that can precede stronger events. Previous monitoring at the Creighton Mine indicated that an HF transducer located 120 m away from an active stope recorded two types of activity in response to production blasting: the first occurring at the same time as the production blasts and associated with the passage of the direct seismic waves from the blast through the local area, and the second occurring several hours later and associated with the arrival of a slower moving stress change through the rock mass (which was identified by the mine’s MW system). Interpretations of locally increased stress levels, based on analysis of the recorded HF events, correlated with the nearby occurrence of two strong seismic events. These results were applied to a similar monitoring trail at the Kidd Creek Mine where the transient stress changes induced by several development blasts were monitored. It was observed that increases in HF activity corresponded with the occurrence of MW events near the transducer location, and that fewer HF events were recorded the longer this occurred after the blast. Local geological features appeared to influence the number and occurrence of both HF and MW events.

IN the summer of 1934, gold was discovered on Lodge bay, on the north shore of lake Athabaska in northern Saskatchewan, about fifty miles east of the Alberta boundary line. The first claims were taken up by the Consolidated Mining and Smelting Company of Canada, Limited, and there was a 'rush' to locate similar showings. Staking continued through the summer and succeeding winter, and in the spring of 1935 the provincial government established a recording office at a convenient point which is central to the more important holdings and where 'planes can land in any weather. During the past summer, the name of this townsite was changed from Beaverlodge to Goldfields, and a post office was established here. The season was one of great activity; a great deal of assessment and development work was carried out and a large amount of further prospecting done. In addition to the work by private companies, geological investigation was carried out in the region by a Federal Geological Survey party under the charge of the writer and a reconnaissance examination was made of an area of some 7,000 square miles surrounding the region of particular interest. Though this was the first discovery of gold in the region it was not the first occasion that prospecting had been carried out along the north side of lake Athabaska. Over twenty years ago, a number of prospectors were at work in the area and a large number of claims were staked, many of which were never recorded. One man by the name of Piché, in the years 1910, 1912, and 1913, took up a considerable number of claims north of Pine Channel narrows, east of Fond du Lac. His discoveries, which consisted of small showings of sulphides in sedimentary gneiss, proved to be of no economic importance. In 1915, a sudden widespread interest was aroused by the report that a sample of ore collected near Fond du Lac had yielded a very high assay in silver. In March and April of that year, prospectors began to rush into the field by dog teams to take up claims, and, as soon as the Athabaska river was free of ice, others started by boat from Athabaska Landing. Some hundreds of claims were staked and recorded in the Dominion Land Office at Edmonton or at Fort Smith. By July, most of the prospectors had? left the region, having failed to find any silver ore. In 1921, considerable prominence was given to the area a few miles east of Goldfields by reports that very large masses of iron ore were available there. Claims were taken up, but the material is much too low grade to be considered commercial ore.

In the last decade, new developments took place in the area of indoor positioning (or localization). Since the Global Navigation Satellite System (GNSS) cannot be used in underground mines, other technologies are needed for localization. Positioning and communication options today primarily include Wi-Fi, Bluetooth Low Energy (BLE), Ultra-Wideband (UWB), Radio Frequency Identification Device (RFID), etc. Smartphones and tablets currently have an array of sensors and radios, which can provide valuable information to allow indoor localization via various methods. Where mineworkers could keep smartphones with them, they can be highly effective at enabling localization and navigation. Recent applications of these technologies in underground mines have been thoroughly reviewed and examined for the likelihood of their utility for accurate localization where no other means exist. Some critical challenges and gaps that need to be addressed in future research have been identified.

In planning mine ventilation systems, heat issues are normally associated with deep-level mines where auto-compression and virgin rock temperatures play a major role. However, a number of mines suffer from high ambient temperatures and humidity, very steep virgin rock temperature gradients and an influx of hot groundwater. Mines in Australia and, particularly, South-East Asia have to deal with these environmental conditions, both in the operational and planning phases. These operations normally have to take heat into consideration during the planning stages at much shallower depths. In high rainfall regions, the water table is saturated and groundwater flow rates are particularly high, which add significant water heat load potential to the mine ventilation system.This paper considers the ventilation challenges associated with hot groundwater conditions in mechanised mines. The paper is based on specific project experience gained from a number of projects in the United States, Australia and South-East Asia and draws on data from mines that experience hot groundwater conditions. In safety work a study of past accidents is of value in determining means of reducing future accidents of the same character. This is particularly true with reference to coal-mine explosions. Data from publications of the United States Bureau of Mines and from published reports of the State inspector of coal mines of Colorado are presented in this circular in the belief that they will be of value to operators by indicating methods of preventing future coal-mine explosions. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which five 'or more men are killed. However, this circular also includes a considerable number of minor disasters, Various explosions in the coal mines of Colorado from 1883 to 1932, inclusive, are listed with information available as to their probable cause, number of men killed and measures which, if they had been in use at that time, might have prevented them. John McNeil, first Colorado State coal-mine inspector, on page 43 of his first report for the period ended July 31, 1884, made the following recommendations for the prevention of explosions in the coal industry: True causes could be traced either to insufficient ventilation, carelessness and lack of rigid discipline in carrying on energetic ventilation and other precautions needed to be enforced in a mine giving off explosive gases. *** When any quantity of fine coal dust is observed in an entry, air course, or room it should be made damp and be removed from the mine, and thus beep every place as free from dust as possible. *** A system of bratticing close up to the face of each and every place in the mine from crosscut last made (whether gas should just then show its presence or not) which should not be more than 50 or 75 feet according to the nature of the mine.

Concentradora "Dana Aida" (100 t/d capacity) was built in 1971-1972 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals from two veins. The veins, Don Felipe and aria are about 150 m apart, but are distinctly different mineralogically. The deposit is near San Juan de Guadalupe, Durango. Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuila. Sampling, ore testing, flowsheet design, plant design, drawings purchasing, financing, etc. was planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.

It is almost exactly seven years since the last previous meeting of the Institute in this city. In a paper on " Pittsburgh, its Resources and Sorroundings," read at that meeting, I showed that Allegheny County had produced in 1878, " one-twelfth of all the pig-iron,.... two-ninths of all the rolled iron (except rails), over one-eighth of all the Bessemer and open-hearth steel, two-thirds of all the crucible blister and puddled steel, one-fourth of all the glass, one-eighth of all the coal, and one-sixth of all the pig-lead produced in the United States;" and the object of this paper is to show that, great as the record then was, it has been greatly surpassed since.* Population. In my former paper I expressed the opinion that the census of 1880 would show the population of Allegheny County to be in excess of 300,000. The census report made it 355,869. Sunshine Mining Co.'s Kellogg operation is the primary silver producer in the US. Maintaining a comfortable working environment in this deep underground mine historically has been a complex and costly problem. To improve the ventilation and cooling systems at a time of declining and un-certain silver markets, it was proposed to optimize the performance of existing facilities at minimum cost. This paper discusses a two-year, $400,000 optimization program that resulted in increased total mine airflow, cooler ambient temperatures, reduced compressed air usage, and lower energy consumption by primary fans, air compressors, and refrigeration plants. This saved the company about $650,000 per year.

"INTRODUCTION The relative value of the various individual physical and chemical properties of coke as a measure of its performance in the blast furnace as aroused considerable controversy but it is generally agreed that uniformity in these properties is extremely important if maximum mum pip-iron production is to be attained. The control of,the bulk density or weight per cubic feet of the coal charge in the coke ovens is a major, and frequently overlooked, factor in producing a uniform product and in efficient operation of the coke plant.This report presents a brief discussion of the general problem of bulk-density control and the results of tests on samples of coke-oven charges from several operating plants experiencing difficulties due to lack of adequate control. These tests covered the effect of moisture and oil content on the bulk density of the coal. Some tests on the effect of a wetting agent and furnenous of gained were also made. A description of the methods used to determine the bulk density of the coals studied in this investigation and of the methods used to apply oil to the coal at byproduct-coke plants are included in this product. No theoretical analysis of the data presented in this report, because the primary purpose of the investigation was to obtain data of immediate practical value to the plants concerned."

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since in most fields gas under pressure is the main source of the energy causing the oil to move through the sands into the wells and thence to the surface, coincident production of natural gas will continue as long as present-day producing methods are used. Generally the use of this gas is restricted, since markets are not readily available. Consequently, a large portion of the gas produced is often wasted by being blown into the air. The magnitude of gas waste is well brought out in the following statement by Miller: Only a few outstanding examples need be cited to show the enormous production of gas that accompanies the discovery of new sources. In April, 1927, the Ventura field produced approximately 210,000,000 cubic feet of gas a day; and during the summer of 1927 Alamitos Heights reached a peak gas production of 102,000,000 cubic feet a day; on December 1, 1928, as a result of the summer's deeper drilling in the Long Beach field, surplus gas production amounted to 125,000,000 cubic feet a day. It is estimated that in January, 1929, the Santa Fe Springs field will have a daily gas production of 387,000,000 cubic feet from the recently discovered Buckbee oil zone. Of this amount 274,000,000 cubic feet a day will be the surplus above the amount required for field and plant fuel, taken out by utility corporations, and that used in repressuring the Meyer sand which lies above the Buckbee zone. Another example of the waste of large volumes of gas is in the Turner Valley field of Canada, 6 where 250,000,000 cubic feet of gas is being burned daily in flambeaus, as there is no present outlet except at prohibitive cost.

Contour blasting is commonly performed by employing linear charges decoupled from the boreholes. This method is common in surface and underground excavations, either for civil or mining purposes. To achieve the best results in terms of rock breakage and respect of the excavation profile, blasting theory suggests that charges should be inserted coaxial to the holes to grant uniform distribution of the explosive energy, therefore obtaining a uniform radius of damage. Nonetheless, due to readiness of operations or lack of availability of specific products on the market, non-coaxial charges are often employed in blasting practice. Non-coaxial charging methods include the employ of high-power detonating cord (40 to 100 g/m), low-power detonating cord connecting small-diameter cartridges (commonly 10 g/m detonating cord priming 1” cartridges) or string loading (a thin layer of bulk emulsion pumped with controlled flow and controlled extraction of the injecting rod). This research focuses on evaluating the effects of the first two charging methods on the quality of final walls in open pit and underground operations. Different drilling geometries and charging configurations were applied to both quarrying and tunnelling blasts. The half-cast factor, the overbreak and the underbreak were evaluated as control indicators. Rock quality designation and rock mass rating were used to classify the rock mass. The research was aimed to push contour blasts to their limits, observing for which geometry and charge configuration the blast lost its design threshold with respect to the final wall for every given rock mass. Results show the operational limits of non-coaxial charges encountered in the rock masses object of this study. In good-quality rock, smooth blasting with decoupled linear charge of 40 g/m can be extended to a spacing S = 22Øf with little or no detectable drawbacks in terms of final wall quality, in contrast with theoretical formulae for the determination of the radius of damage. On the other hand, when the rock is poor, any quality of the final wall is hardly achieved at all, in spite of any care in the details of execution of smooth blasting. "Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.1 Mt/a (4.5 million stpy) of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this article and include improvements in geo-modeling, mine planning, and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution.Project overviewPeña Colorada is a mining company that produces about 30 percent of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in Fig. 1. Technological innovationsMost mining projects around the world typically follow the logic of “mining the next best ore.” Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that improved many aspects of the mine plan. The Peña Colorada block model has undergone 3 expansions to reflect additional information not available in the past. The model has expanded to the East and Southwest. The latest model expansion increased the total number of benches to 98 as a result of positive exploration results. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. Two sectional block model views in Hexagon Mining’s MineSight 3D, along with the pit designs and geologic solids are shown in Fig. 2."
