The Dominion Coal Board was created by Statute passed on July 17th, 1947, and was brought into effect by proclamation on October 21st, 1947. It is, consequently, a comparatively young body, having been in existence for only eighteen months. Before dealing with the constitution and duties of the Board, it may be well to answer the unspoken question of why it has been considered necessary to single out coal as one specific mineral requiring the continuous attention of a specially created permanent Board. In Canada, coal has been the neglected sister of the more spectacular minerals and it comes as a surprise co many to note that in 1948 the value of the coal produced in Canada was higher than that of any other mineral with the one exception of gold. Coal touches upon our daily lives in many different places of which the public are not generally conscious. As household fuel, it is a necessity of life in this northern climate; as a source of steam, it provides the heat for most of our industries; it is the food of the 'iron horse' chat shuttles our persons and our goods across the land; it is the source of power in many parts of the country; it is the chemical reducing agent chat, in our furnaces, transmutes the metallic oxides to the virgin metal. Coal is, in fact, the indispensable mineral chat forms the corner-stone of our present structure of industrial civilization. Is it, then, such an odd thing that the provision of an adequate supply of coal should be a matter of national interest or that measures should have been taken by government co provide for a constant watch, by a permanent Board, on the supply of co al? ? The Board is the result of the recommendations of the Royal Commission on coal which made a long and detailed study of the Canadian coal problem. It is composed of a permanent Chairman and six part-time members, most of whom have had intimate contact with various phases of the industry.

Preliminary evidence indicated that the Chattanooga Shale might constitute a potential vast low-grade source of uranium. Investigation by core drilling indicated that while the Chattanooga Shale may constitute a resource for the future, the very low (0.006 percent) average uranium content is not economic when compared with the relatively higher grade western ores. A total of approximately 12,000 feet of test drilling was done in 72 drillholes, and large samples were mined for extractive and metallurgical testing. An experimental mine site was selected on the basis of the drilling project.

The identified helium resources of the United States were estimated by the U.S. Bureau of Mines at 617 Bcf, as of December 31, 1992. This includes 285 Bef of demonstrated reserves, 85 Bcf of demonstrated marginal reserves, and 37 Bcf of demonstrated sub-economic resources. The identified resources also include 166 Bcf of helium in inferred reserves and inferred marginal reserves and 44 Bcf in inferred sub-economic resources. The identified helium resources contained on Federal lands are approximately 172 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. Undiscovered helium resources in the United States are estimated at a most likely volume of 104 Bef, with a maximum volume of 249 Bcf and a minimum volume of 41 Bef. Also reported are 51 Bcf of helium in nonconventional and low-helium-content natural gases. Extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1992 was 3.3 Bcf. Some shortfalls in helium supply may occur in about 5 to 10 years.

"Afton Mines Ltd. (N.P.L.) operates an 8500-tpd open-pit copper-gold mine near Kamloops, R.C. The pit is currently 480 feet deep and will reach an ultimate depth of 800 feet. The east, south and west walls of the pit are composed of Triassic andesites (Nicola Volcanic Formation) and contemporaneous sub-volcanic intrusions of micro-syenite, microdiorite, diorite and picrite-basalt (Iron Mask Pluton). The north wall of the pit consists of Tertiary sandstones, shales and mudstones (Tranquille formation) and dacitic dykes, sills, flows and tuff s (Kamloops Volcanic Formation).The Afton copper-gold orebody (30 million tons of open-pit ore with a grade of 1.0 per cent copper, 0.016 oz/ton gold and 0.12 oz/ton silver) occurs within the Triassic Iron Mask Pluton adjacent to its faulted contact with Tertiary rocks. The Triassic-Tertiary contact is a complex fault system dipping 65 degrees southward and causing the Triassic rocks to overlie the Tertiary rocks. The detailed trace of this contact is very intricate due to the mutual interference of three principal fault systems.The dominant geological structures in both Triassic and Tertiary rocks are faults striking WNW and dipping 65 degrees southward, i.e. sub-parallel to the orebody (strike faults). Cross faults and oblique faults are abundant and highly significant in some sectors of the pit. The Tertiary sedimentary rocks show an early series of northwesterly plunging folds deformed by a later series of northeasterly striking folds. Major lithological and structural boundaries divide the pit into 8 structural domain s within which the pitwall slope stability is controlled by the local geological structures and lithology.Assay data from production blasthole samples and exploration diamond drillhole samples show a log-normal frequency distribution, with a fairly low relative variance. Variograms computed from production blasthole samples show good continuity with elliptical horizontal zones of influence which are truncated by the major faults that bound the ore zone."

Mining dilution is one of the most important factors affecting the economy of mining projects. Instead of quantifying dilution in mining studies, it is common to assume a general dilution such as 5 per cent for massive deposits. Dilution increases the operating costs in the plant by increasing the tonnage of material to be milled. It prolongs the mine life by reducing plant’s effective capacity. It also reduces the feed grade. In most cases, lower feed grade means lower plant recovery. Dilution also increases the cut-off grade, which in turn reduces the overall ore utilisation of a mine. In this study has been investigated applying pre-concentration by dry magnetic separation for decreasing of dilution impact on reserve estimation and open pit design in low-grade iron ore mine. Based on the preliminary open pit design and assumption 3 per cent as dilution factor, the mineable ore in life-of-mine (measured + indicated) has been estimated with Fe = 25 per cent, SiO2 = 49.7 per cent. Based on the experimental test work on the ore, by dry low intensity magnetic separation of dry HPGR product grinding circuit, it is possible to remove diluted waste material and liberated gangue before concentrate plant, so that around 34 per cent rejected and Fe grade increase from 25 per cent to 33 per cent and by weight recovery 66 per cent. The results of the test work showed that this methodology could decrease largely the impact of dilution in the feed to the plant. It also slightly effect on the reducing of dilution factor impact for open pit design and optimisation and leads to increase the mineable tonnage in the low-grade magnetite iron ore mine.

"Current Environmental Protection Agency (EPA) risk models and asbestos fiber counting techniques for monitoring airborne exposures treat all fibers as being equivalent and ignore the effect of dimension on toxicity. While this may have been appropriate when modern analytical methods were not available, the measurement world is now fully capable of making the appropriate distinctions. The importance of width as a determinant of carcinogenicity has been recognized for nearly 30 years within the published literature. Stanton,1 in a landmark study of a suite of fibrous materials, found that durable mineral fibers with widths less than 0.25 mm and lengths longer than 8 mm were causally associated with the induction of tumors. Pott,2 in a later study, postulated a fiber toxicity model that agreed reasonably well with the Stanton findings, but extended the concept to include varying toxicity as a function of length and width. Wylie et al.3 reanalyzed samples used by Davis et al.4 and found that tumor generation was strongly and inversely correlated with fiber width. Crump5 testified increasing fiber length was correlated with disease occurrence. Lippman6 reviewed a number of studies and suggested that mesothelioma was closely associated with long, thin fibers. Berman et al.7 published a risk model, which found that disease was correlated almost exclusively with fibers longer than 40 mm and width less than 0.25 mm. Recently, Loomis et al.8 reanalyzed textile mill samples and found that aspect ratios greater than 40:1 were highly correlated with disease. Incorporation of width into risk models has been limited by the availability of data from operating asbestos plants and, in particular, the observation of an asbestos plant for which there is no observable mesothelioma. There have been only limited studies published on the dimensions of asbestos fibers, with a few serving as the primary references in other literature.9_13 A rare opportunity to collect detailed concentration and dimensional data of airborne crocidolite from an operating asbestos-cement plant using modern analytical procedures arose, providing a chance to supplement the existing literature on airborne fiber dimensions. The asbestos-cement plant is located in the eastern end of Cochabamba, Bolivia along Highway 4. Cochabamba is a relatively large city located in the Andes Mountains, approximately 250 km southeast of the capital La Paz. The city sits in a valley that runs east-west with mountains to the north and south. The crocidolite used in the products made at this facility is mined in central Bolivia, approximately 75 km northwest of Santa Cruz. The crocidolite is a fibrous magnesioriebeckite 14 (blue asbestos). Crocidolite fibers from Bolivia were the subject of prior reports suggesting the fibers are generally longer and thicker than crocidolite from Australia or South Africa.9 At the cement plant, the run-of-mine crocidolite was first pulverized using a hammer mill and then sieved on vibratory sieves to produce fibers of limited size ranges for use in the cement. The sieved crocidolite is mixed with other components, including recycled cement product, to produce a slurry that is vacuum filtered into sheet form. The sheets are then manually molded into a corrugated shape, air dried, and sawed (using circular saws) to accepted dimensions. The sawed sheets are cured in soaking pits for 28 days before being shipped to the consumer. Prior to shipping, the sheets are finished by a light hand sanding followed (at customer request) by applying one or more coats of paint. Many organizations, including the Bureau of Mines, have made intensive studies of the application of leaching methods to relatively small low-grade disseminated deposits of copper ores, containing both oxide and sulphide minerals. One of the principal difficulties has been to obtain a solvent that could be made at a low cost and would effectively dissolve the copper minerals. Another drawback has been the high initial cost of a plant and the refined type of mechanism ordinarily required by standard practice for carrying out the leaching cycle. The Bureau of Mines has attempted to develop a cheap and efficient solvent that would especially meet the requirements of smaller plants. (See Bibliography.) It has been known that dilute ferric sulphate-sulphuric acid solution is an excellent solvent for most copper minerals, such as chalcocite, bornite, and oxidized forms, but not for chalcopyrite and certain silicates. A method of producing this solution from sulphurous products and waste liquors was developed by the bureau and tried successfully on a test-plant scale at the Southwest Experiment Station in cooperation with the department of mining and metallurgy, University of Arizona, Tucson, Ariz. However, this work did not involve the actual leaching of ores with the solutions thus produced or the cyclic use of the iron solutions in the regenerator cell. Except for certain laboratory tests, in which known impurities were added, no data were available to show the effect on regeneration if accumulations of impurities were built up in the leaching circuit.

During the current business depression the Bureau of Mines has received many inquiries concerning placer mining, the prospects for men of small means to make wages by small-scale placer operations, the locations of placer deposits in the United States, methods of working placers on a small scale, and allied subjects. It has therefore seemed desirable to prepare a circular covering, in nontechnical language, the principal questions which have boon referred to the Bureau of Mines for answer. There are a number of bureau publications dealing with placer mining, most of which are now out of print, but which may be consulted in the larger libraries. Other articles on placer mining nave appeared from time to time in the technical press and several good textbooks have been written on the subject. A partial bibliography of this literature appears at the end of this paper. A recent pamphlet published by the Idaho Bureau of Mines and Geology to assist the prospector and inexperienced small operator has received wide and favorable attention and is recommended as a useful reference. In the present paper no attempt will be made to cover the subject of placer mining in a comprehensive manner, but discussion will be confined to elementary questions of particular interest to persons of limited experience.

The feasibility of leaching calcareous and siliceous oxidized copper ores by downward percolation with dilute acid was investigated in the laboratory and in a small continuous plant operated by the Federal Bureau of Mines . The crushed ore was leached in deep columns with solutions containing 1 or 5 percent sulfuric acid to dissolve the oxidized copper . Bench - scale laboratory tests on two calcareous ores from the same deposit indicated that a maximum copper extraction , about 72 percent , could be expected from heap leaching a feed as coarse as 1 inch . Laboratory tests on a siliceous ore showed that almost 70 percent of the copper could be extracted by leaching a 1 / 4 - inch feed . The bench - scale tests were supplemented by larger continuous runs wherein the copper was recovered from the leach liquors by precipitation on detinned scrap iron . Leaching the calcareous ore for approximately 10 days recovered 62 percent of the total copper . The sulfuric acid consumption was 9.6 pounds per pound of copper recovered . Treatment of the siliceous ore recovered 62.5 percent of the total copper in a 2.5 - day leach and the acid consumption was 3.7 pounds per pound of copper recovered . Cement copper products that assayed over 71 percent copper were obtained from the leach solutions by precipitation on scrap iron . The bench - scale and continuous tests demonstrated that downward percolation leaching of the calcareous ores was technically feasible but not economically practicable because of high acid consumption by the gangue . Leaching of the siliceous ore was rapid and the acid and water requirements were nominal . The downward percolation leach procedure is simple and requires a minimum of plant equipment .

Seafloor polymetallic sulphides are distributed in the EEZ of Japan, including substantial deposits in the Okinawa Trough and Izu-Bonin back-arc basin. In this new frontier, the successful development of these resources in Japan is expected to bring about a new domestic supply of mineral resources. The initial stages of this development are authorized by the Basic Plan on Ocean Policy, approved by the Japanese Cabinet on April 26, 2013, and the Plan for the Development of Marine Energy and Mineral Resources, formulated by the Ministry of Economy, Trade and Industry (METI) on December 24, 2013. In 2008, the Japan Oil, Gas and Metals National Corporation (JOGMEC), commissioned by METI, began a survey and technological development programme for the development of the seafloor polymetallc sulphides (PMS) based on these Plans. The examination of four different fields: the evaluation of the amount of the resource, environmental assessment, mining technology, and processing & smelting technology, are concurrently promoted, aiming for commercialization as soon as possible. Based on the results of research for properties of geomorphology and marine environments of the target test sites in the Okinawa trough, which have been ongoing for several years, the preparation of the pilot lifting test included an in-situ excavation and crushing test conducted using test excavating and crushing systems.

The Global Industry Standard on Tailings Management (GISTM) requires mining companies to make four key appointments as part of their tailings management structure. These four positions are an Accountable Executive with policymaking responsibilities, a Responsible Tailings Facility Engineer with operational responsibility, an Engineer of Record to ensure facilities are designed, operated, and closed safely, and an Independent Tailings Review Board to assess safety drivers regularly. Little guidance on the traits of these individuals is available in a South African context. Consequently, the tailings community of practice was surveyed to develop a table of ideal competencies and establish the flexibility in meeting these traits.

"A study of model rectangular mine shafts has been made in the wind tunnel, with the aim of reducing air-flow resistance elements to a practicable minimum. An analysis of Table 7 shows an indicated average decrease in resistance of 28 per cent by adopting the over-all modifications involved in the configurations actually tested. Much greater reductions (up to 68 per cent) are indicated by extrapolating beyond the test results directly achieved. Intermediate partial reductions in aerodynamic resistance are shown for individual modifications, such as: (1) about 3 per cent for locating the lagging in the No. 4 (inside flush) position as against the No. 1 position - 8 per cent as against the No. 2 position - and 23 per cent as compared with position No. 3; (2) about 12 per cent for using lagging instead of steel meshwork along the divider separating the skipway from the service compartment; (3) about 14 per cent for using steel gridwork ladder stagings at 3-set intervals instead of similarly spaced wooden stagings; (4) about 12 per cent for using steel gridwork ladder stagings at 3-set instead of at 1-set intervals; (5) about 13 per cent for fitting a streamlined fairing (see Fig. 5) to the upstream face of the skipway divider. Contrary to expectations, an advantage of only 3 per cent is indicated for lagging in the inside flush (No. 4) position over the outside position (No. 1). This slight gain does not appear to warrant the cost of moving the lagging. However, if the lagging is already in the No. 2 or No. 3 position, there is an 8 and 23 per cent advantage respectively."

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature of ash, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions~ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The Bureau of Mines, in its alumina miniplant project to investigate alumina recovery from domestic, non bauxitic ores, has conducted research on the use of a hydrochloric acid leaching, gas sparging crystallization technology. An important element of this research is the efficient separation of undissolved, siliceous residue from AICI3 -bearing leach liquors by continuous, horizontal, countercurrent vacuum belt filtration. In an effort to calculate material balances quickly and to predict material balances based on different belt filtration configurations, the perfect-mixing-cells-in-series model (PMCS) for calculating material balances around belt filters was used. Because of the porous nature of the solids, the model produced erroneous material balances. Therefore a reliable model, the shrinking voids model, was developed postulating the presence of an unwashable voids liquor volume that decreases with decreasing liquor AICI3 concentration. This volume decrease postulation is equivalent to assuming that dilute liquors flow more freely, causing more voids liquor volume to become washable. Least-squares based computer programs are provided, which are useful not only in producing material balances from plant data but also in predicting balances for untested configurations using the same feed materials.

Little precise information is available on the effect of mining on the surface topography. It is often assumed that after mining the surface will simply sink. This is not an infallible conclusion as is well illustrated in two of the three examples herein. This paper describes the results of an attempt to precisely measure the surface movement in the area around coal pillars left in place for three oil wells in a completely mined and caved area at the Harwick Mine of the Duquesne Light Company. The dates when the various measurements were made are shown on the data sheets and indicate the rate of surface movement. These oil wells are identified as wells Nos. 2, 3, and 6. This mine property is located on the north side of the Allegheny River at Cheswick, Pennsylvania, and extends in a northerly and westerly direction about five miles. The three well pillars are situated on the westerly side of the Bessemer and Lake Erie Railroad some 2,000 feet from Rural Ridge, Pennsylvania (Fig, 1).

In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.
