PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. The trends are analysed to extract the reasons behind the changes and most importantly, what can be done about it.CITATION:Lumley, G, 2012. The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. This report contains the results of tests performed on three large diesel engines to determine their ability to meet selected criteria of the Mining Enforcement and Safety Administration Regulations for equipment used in gassy, non-coal mines. Study efforts were first directed toward determining the types of equipment expected to be used in underground oil shale mines. Three typical engines in the 800-1200 horsepower range were then selected for testing. Intake flame arresters, exhaust scrubbers, and water jacketed exhaust system were designed and built for each engine. During testing, each engine was evaluated for its gaseous emissions output, adequacy of the exhaust gas cooling system, ability to withstand internal explosions, and adequacy of the flame arresters. Surface temperatures of the engine and exhaust cooling system were determined under full load operation.

Production at Knob Lake is currently proceeding at depths which may be as much as 200 feet below the original standing water table. In order to produce a more saleable product and to improve operating and maintenance conditions, it is necessary to depress the water table below the mining level. Considerable success has been achieved by drilling deep wells in strategic locations and installing vertical tur-bine pumps at depths of up to 400 feet. This method is especially suitable for operation under severe winter conditions and has reduced the detrimental effects by a far greater extent than other methods of water control, Spring runoff is handled in open sumps, but all other water from four mines, with flows exceeding 16,000 g.p.m., is pumped all year 'round from about thirty-five wells. The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and, thus, deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the gob and to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

"The chromite deposits of Red Mountain, 10,miles southeast of Seldovia, Alaska, are in an intrusive of ultramafic rocks. The earliest reference to the deposits was made by U.S. Grant3/; J.B. Mertic, Jr. 4/ made a brief examination in 1917; and A.C. Gill5/ spent 7 weeks studying the ore bodies and geology of the region in 1918. The Federal Geological Survey had a field party in the region from July until September 1940 and the Red Mountain area was mapped and geological data were assembled by P.W. Guild.6/A preliminary investigation of the Kenai chromite deposits was made in July 1941 by R. S. Sanford,7/district engineer of the Bureau of Mines, accompanied by P. W. Guild, assistant geologist of the Geologi¬cal Survey. This was followed by surface sampling and core drilling, which were completed in September 1942 under the direction of John W. Cole,8 associate engineer of the Bureau of Mines. G. O. Gates, associate geologist, and A, B. Unkelsbay, junior geologist, of the Geological Survey, logged cores and interpreted geologic features revealed by Bureau of Mines drilling and trenching.9/J. C. Roehm, associate engineer of the Territorial Department of Mines; examined the Red Mountain area in august 1941.10/Additional exploration of other deposits in. the Red Mountain area was completed during the summer of 194. Work consisted of surface sampling, core drilling, and mapping. G. O. Gates, associate geologist of the Geological Survey, spent 4 days in August investigating results of the Bureau of Mines program.Throughout the exploratory work conducted by the Bureau of Mines the cooperation of Red Mountain Chromite, Inc., and especially of John Blodgett, Jr., and Collis 2, Druley, president and superintendent, respectively, was greatly appreciated. Use of their camp in the Windy River cirque and shops at Kasitsna Bay facilitated the Bureau of Mines program."

The. problem of supplying enough magnesia for the American war effort has become highly important. Before hostilities began, only about two-thirds of our, require vents came from domestic sources; now they must supply almost all the magnesia we need. A further burden is placed upon our own supply by the fact that more and more magnesia is being required, not alone to pace the war tempo of general industrial activity, but also to replace chrome ore in refractories and to make magnesium metal. The domestic magnesite and brucite industry is equipping itself to satisfy much of this greater demand for magnesia, but the remainder must be obtained elsewhere. The principal sources of magnesia are magnesite, brucite, dolomite or high-magnesium limestone, natural brines, sea water, salt-works bitterns, magnesium silicates, and magnesium salts. Although dolomite is tae subject of this paper, it should be considered in perspective with all these highly competitive sources of magnesia.

This report is one of a series dealing with oil-shale-operations in foreign countries visited and studied by Bureau of Mines oil-shale technologists within the past 4 years. Many oil-shale deposits have been discovered in Brazil and studied with various degrees of thoroughness. In this report the major emphasis is upon the oil-shale concessions of Companhia Nacional de Oleos Mineraes, in the River Valley of the State of Sao Paulo, because this oil-shale deposit is one of the most promising in Brazil for large-scale utilization for the manufacture of liquid fuels and other products of oil-shale processing, and because the opportunity was afforded to examine the concession area and to study mining, retorting, and. refining operations on these shales. Results of detailed analyses at the Oil Shale Research and Development Laboratories of the United States Bureau of Mines, Laramie, Wyo., are reported, Analyses and other date dealing with other oil-shale deposits in Brazil have been compiled from many sources. As many data have been reported as could be correlated to indicate the range of variation of the several types of shale end similar material. The oil-shale deposits in Brazil differ widely in size, richness of the shale, and of the oil. Some deposits are situate& more favorably for exploitation than others.

Gunite was invented in 1907 by Carl Akeley to repair a crumbling facade of the Field Columbian Museum in Chicago. The method used was to blow dry material out of a hose with compressed air and inject water at the nozzle as it was released. In 1911, he was granted a patent for his invention, the ‘cement gun’; the equipment used; and ‘gunite’, the material that was produced.The advantages of using the dry mix process is that the water content can be adjusted instantaneously, allowing more effective placement in overhead and vertical applications without using accelerators. The dry mix process is useful in repair applications when it is necessary to stop frequently as the dry material is easily discharged from the hose.This paper describes the applications and principles of the gunite pump system in underground coal mining and discusses why it is the preferred spraying system for both cement and plaster products.It also addresses improving productivity and examines dust, respirable crystalline silica (RCS) and health issues around gunite pump systems. An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

"The opening chapter of this volume, by A. Ignatieff, places in perspective Canada's coal resource base as part of the world scene. This chapter will focus on the Canadian scene.Units of measurement in this report are in the International System of Units (SI) as approved for official use by the Canadian Standards Association and Metric Commission Canada. These units have been adopted by the Mining Association of Canada and the Coal Association of Canada. To assist with the shift to metric units these two associations have published ""Metric Practice Guide for the Canadian Mining and Metallurgical Industries"", 1978(1J, Appendix ""A"" lists some useful conversion factors along with SI prefixes. The last official assessment of Canada's coal resources and reserves was done by the Department of Energy, Mines and Resources and presented in Report ER 79-9 ""Coal Resources and Reserves of Canada"", published in December 1979 and authored by H.U. Bielenstein, L.P. Chrismas, B.A. Latour and T.E. Tibbetts(2). The Geological Survey of Canada has a continuing project concerned with coal resource assessment as does CANMET, whose concern is with coal reserve assessment and coal quality. As well, Alberta's Energy Resources Conservation Board (ERCB) has a continuing assessment program for coal in Alberta and publishes an annual reserves report, the current issue of which is cited as reference No. (3). The difference in resource and reserve terminology as used by EMR and ERCB has a major effect on derived tonnages for Alberta. This difference will be discussed later. In 1982 the Department of Energy, Mines and Resources produced a map titled ""Canada-Coal""<4J which outlines coalfields and illustrates coal import and export movements for the years 1981and1980. A copy of this map is contained in the map pocket of this publication. Two other resource assessment reports are noteworthy, the first is ""Coal Resources of Southern Saskatchewan: A Model for Evaluation Methodology"", by J.A. Irvine, S.H. Whitaker and P.L. Broughton<SJ which is one of the major outputs of a joint federal-government study of southern Saskatchewan's lignite deposits. (Another output from this same study' is the Geological Survey of Canada's SASCO file, a computer processable file holding borehole and coal quality data.) The second is ""Deep Coal Resources of the Interior Plains, Estimated from Petroleum Borehole Data"", by G.D. Williams and M.C. Murphy(6) which identifies coal resources from nearly 4,000 petroleum exploration boreholes distributed uniformly over an area spanning Manitoba, Saskatchewan, Alberta and British Columbia."

"The Waite-Amulet, an important copper-zinc mine, lies astride the Duprat-Dufresnoy township boundary about 8 miles northwest of Noranda, Quebec. It is an amalgamation of two properties, that of the former WaiteAckerman- Montgomery Mines to the north and that of Amulet Mines, Limited, to the south. This amalgamation took place in 1933. The description that follows is confined to the Amulet section.Ore was first discovered on the Amulet property in the autumn of 1924. The C Shaft and Upper A orebodies were found in 1925 and the F orebody in 1929, the latter by diamond drilling under a swamp. Under the present management, Lower A ore body was discovered by diamond drilling at a depth of 700 to 1,200 feet in 1938, and new ore was found from the old C Shaft workings between 1943 and 1945.From April 15th to October 20th, 1930, 60,291 tons of ore was produced from the Amulet. During the second half of this period, the ore averaged 4.2 per cent copper, 16.3 per cent zinc, and 0.02 oz. gold and 3.35 oz. silver per ton. Due to the prevailing low prices of metals, there was no further production until July, 1937. Output was greatly accelerated in 1940 when the newly found Lower A orebody assumed the main burden of production. Up to January 1st, 1946, mill reports indicate the treatment of the following ore: GENERAL GEOLOGYFig. 1 shows the geology of the entire property. To the east is the Lake Dufault granodiorite stock and to the west the Flavrian Lake granite mass. Around the granodiorite and separating the Waite from: the Amulet section is an older diorite intrusion. The ore occurs in a series of lavas that form a broad anticline pitching eastward at a relatively low angle into the Lake Dufault intrusives. There are several steep east-west faults. The late Powell diabase dyke is shown, also the general areas of strong dalmatianite alteration, a type closely associated with the sulphide mineralization."

Increased coal production, wider use of indiscriminate mining techniques, improved cleaning methods, and greater emphasis on clean fuels is increasing the rate at which wastes accumulate Over the next several years, Colorado Plateau underground coal production is predicted to increase. Currently, mine refuse is deposited in canyons or lowland areas near mines. This study presents information on the nature of coal refuse and disposal practices on the Colorado Plateau. Samples were collected and analyzed to provide information to help formulate alternative methods for reclaiming refuse piles. The analyses were based on determining the capability of unmodified refuse to provide a suitable medium for plant growth. Local topsoils which would be used in reclamation were used as standards. Potential environmental hazards were assessed also. A general cost analysis was done for both surface and underground disposal and the advantages and disadvantages of each were assessed. Several problems were identified which, if solved, would increase the effectiveness of state regulatory programs.

This paper compares an integrated evaluation approach to decision-making with more traditional sensitivity analysis and Monte Carlo simulation. The primary objective is to highlight the differences in NPV that can arise from using these evaluation methods in a top down and bottom-up approach. Results from three resource scenarios, derived from sampling a "virtual" ore body (reality) on grid spacings of 75m, 50m and 25m, are analyzed and compared.

Over the last decade, instrumentation has been developed that allows the application of seismic reflection methods to groundwater and engineering problems. At the Geological Survey of Canada, we have been developing and testing shallow reflection techniques for mapping the bedrock topography and structure within the overburden. We have attempted to develop methods which can be implemented with a minimum investment in equipment and computing capabilities. The data are recorded on a l&channel engineering seismograph, using a single high-frequency geophone per channel, and a hammer or in-hole shotgun (“Buffalo gun”) as the seismic source. Processing and display of the data can be accomplished on an Apple II+ or IIe microcomputer and an Epson wide-track dot-matrix printer.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."
