IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

Discussion of the paper of D. W. Brunton, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 33, September, 1909, pp. 837 to 855. WILLIAM' KENT, New York, N. Y.:-The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is au admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly give's the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that. the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation' of the headings of the address, grouped as below, shows this most clearly. Work of the Mechanical Engineer-Rock-drills, hoisting-machinery, tramming, pumping, ventilation, dredging, sampling, concentration, briquetting, fume-recovery. Work of the Electrical Engineer-Electric machinery for hoisting, pumping, tramming, lighting and signaling, electric . transmission, electric smelting. Samples of fine coal refuse were obtained from 11 coal preparation plants throughout the United States. These samples were characterized by ash analysis, particle size, and mineral composition. From the characterization, geographical locations, and the dewatering equipment being used by the plants, five sites were selected for obtaining bulk fine refuse samples. The selected coal preparation plants were using for final dewatering thickeners followed by: a vacuum disc filter, a filter press, a belt press filter, a centrifuge, and a settling pond. None were using thermal drying. The moisture content of the final cake varied from approximately 23% to 50% depending upon the feed material, flocculant addition, and the type of equipment. The filter press gave the lowest moisture content followed by a belt press and then either a centrifuge or vacuum filter. The centrifuge products were all dried to an approximate 5% moisture in a thermal dryer.

Much time has been devoted, by metallurgists, to the study of steel after solidification and remarkable strides have been made in the heat treatment of steel, but less knowledge is available of the thermophysical activity of the constituents of steel prior to solidification in the mold. It is known that certain elements added to steel produce marked changes in physical properties, also that other elements added to steel produce similar changes, but we have only meager knowledge as 'to. how these elements combine in steel under different conditions of solidification. It is not sufficient to know, from chemical analysis, that a certain element is present in steel. We should know how this element is in combination with the other elements and whether the combination is such as will give the greatest physical properties. Certain elements go into solid solution with the iron, while others segregate to the grain boundaries and combine with the impurities collected there. Until it is known where an alloy produces the most beneficial effect and a means is determined for controlling its physical location by altering solidification conditions, or otherwise, we will not obtain the maximum value from our alloys. When molten steel freezes, it forms a heterogeneous mass of various crystalline constituents; and as the transformation of steel from a liquid state to the solid crystallized state is a critical step, involving as great a transfer of heat as any other operation in the making of finished steel, a variation in the rate of this heat transfer will have much to do with the arrangement of the various constituents in the solid state. The object of this paper is to show some of the effects on steel caused by variations in the rate of cooling in the ingot mold, particularly as to ingotism, segregation, dendrites, and intergranular material.

Despite increasing competition from mechanical methods of tunnelling, the drill and blast method is often still the most viable method of excavating tunnels in strong and abrasive rock. To advance a tunnel using drill and blast, explosives are loaded into boreholes in the rock and detonated according to a prearranged sequence. On detonation of the explosive, the rock is fractured and displaced from its original position, leaving behind the desired void. Among the secondary effects of a tunnel blast are ground vibrations caused by elastic disturbances that propagate away from the blasted tunnel face. The possibility that such ground vibrations may cause permanent damage to property and substantial nuisance has generated significant opposition to the use of drill and blast, particularly in urban areas. It is therefore essential that the blasting engineer is able to predict Peak Particle Velocity (PPV) vibration levels at locations in the vicinity of the blast site. Such predictive capability enables the engineer to design blasts so as to ensure that ground vibrations can be kept within acceptable levels. The objective of this project was to analyse data obtained from the ground vibration monitoring program undertaken during the drill and blast excavation of a hard rock tunnel in Central England. Seismograph recordings of tunnel blasts contain a vast amount of information that cannot possibly be expressed using a single PPV value. The main focus of the study was to investigate whether predictive capability could be improved by using scaled distance models derived for selected PPV components relating to specific detonator timings in a given tunnel round. This study has established a method of analysis that can unlock this information for predictive purposes. By permitting the extraction of sub-event Peak Particle Velocity (PPV) values and allowing Scaled Distance (SD) models to be derived for individual period numbers or groups of period numbers, the method has the potential to vastly improve PPV prediction from tunnel blasting. The method established could also help diagnose blasting problems and help target blast design modifications, resulting in improved efficiency and excavation rates.

Increased employment and a lower accident-frequency rate were the outstanding features of the metal- and nonmetal-mining4 industries of the United States in 1939 compared with 1933, according to reports furnished by individual mining companies to the Bureau of Vines, United States Department of the Interior. Except for 1937, the reports for 1939 showed gains both in number of employees and number of mar -hours worked over all years since 1929. The accident-frequency rate per million man-hours of exposure to mining hazards was lower than in any year since 1925. Reports for 1939 revealed a total of 111,909 men employed in and about mines, an increase of inure than 8 percent over 1931 The total volume of labor performed at all mires was slightly more than 299 million plan-hours, an increase of mare than 10 percent over 1938. As these gains suggest, the average employee had a longer period of work in 1939, the increase amounting to r workdays per employee.

This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

Bastnasite is a natural fluocarbonate of the cerium group and affords an abundant and high-grade source of the lighter rare-earth elements. As part of a broad research program in rare-earth element technology, the Federal Bureau of Mines directed extensive experimental work to separating and purifying the rare-earth elements in bastnasite. By the use of a combination of techniques--classical chemical, ion exchange, and solvent extraction--the processing of a bastnasite concentrate to obtain the individual rare-earth elements, or groups of elements, was accomplished. A bastnasite concentrate, containing about 60 percent rare-earth oxides, was sulfated with concentrated sulfuric acid to eliminate the carbon dioxide, fluorine, and silica. Calcination at 1,200° F. made the gangue matter insoluble, thus permitting the separation of the soluble rare-earth sulfates. Essentially 100 percent of the rare-earth elements were recovered by this procedure. Since the rare-earth sulfate solution contained only trace amounts of nonrare-earth elements, subsequent separation procedures were simplified.

The current trend of increasing augered cast-in-place (ACIP) pile diameter, length, and load carrying capacities demonstrates improvements in installation equipment, increased acceptance, and that quality control is being successfully implemented by the parties involved in the ACIP pile construction process. Quality control is essential for ACEP piles since 24- to 36-in-dia (610-to 915-mm-dia) piles are currently being constructed to sustain design compressive loads of 800 to 900 kips (3555 to 4000 kN). This paper presents a summary of ACIP pile quality control procedures and methods beginning in the design and bid process, through ACIP pile installation, to post-construction. The results of a recent survey of contractors, engineers, equipment suppliers, and researchers routinely involved with ACIP piles in the United States, Europe, and the Middle East are included to address current trends in ACIP piles and quality control.

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

Oil-yield results are presented for 65 oil-shale sections in Piceance Creek Basin, Colorado, sampled during the period 1957 through 1963. Including previously published data, oil-yield results for 203 sampled sections have now been released by the Bureau of Mines to aid in appraising the shale oil potential of the basin. Oil yields of core samples (135 sets) were regarded as reliable bases for appraising the Mahogany-zone interval, but only 5 sets of cores sampled the deeper, lower-zone oil shales. Drill cuttings (68 sets) sampled the lower-zone oil shales, but their oil yields are principally indicative and should be confirmed by analyses of cores. More complete core sampling of the lower-zone oil shales is needed.

This volume describes a comprehensive program of research into the reliability of mine electrical power system components and the resultant reliability of the total system. The research effort encompassed analytical models, laboratory testing and field testing. The analytical work included definition of terms, fail rate functions and distributions, failure rate estimation and techniques and procedures for theoretical reliability assessment. One of the primary mine power system components addressed in the study was the ac molded case circuit breaker. This device is known to have low reliability and hence an unfavorable impact on mine safety and productivity. Ac molded case circuit breaker reliability was studied by analytical means, laboratory testing and field monitoring. A similar three-pronged' effort was made to study the reliability of undervoltage relays/releases. Particular emphasis was placed on new solid state undervoltage relays. The reliability of bulk power components, such as trailing cab les, motors, control gear, and other equipment, was assessed by gathering maintenance records from active mines. These data were compared to similar records from other industries. The work was extended to include the reliability, availability, maintainability and safety of these components.

A 4-component model for settling slurry pipe flow has been previously described by Wilson et al (2006) and Sellgren et al (2014) to predict pipeline friction loss (hydraulic pressure gradient) over a range of slurry compositions: from fine to coarse particle size, narrow to broad particle size distribution, and low to high solids concentration. The method applies a weighted average of established pipeline models for various settling slurry flow regimes, according to the volume fraction of solids falling within the applicable size range for each model. Further development of the model was undertaken by Visintainer et al (2017a, 2017b), based on a comprehensive set of laboratory tests in 203 mm (8 inch) and 103 mm (4 inch) pipelines, and it was also adapted to the modelling of slurry pump performance derates. However, this work was all performed with solids having a specific gravity near 2.65, as is typical for many mineral processing and dredging applications. The goal of the present work is to test the applicability of these models for settling slurries having a higher solids specific gravity, as may often be seen in the mineral processing of iron ore deposits. To that end, a test program was carried out in a 103 mm (4 inch) pipe loop using various compositions of an iron ore product having a solids specific gravity of 4.75 and containing both coarse and fine solids. By screening and flushing operations, a range of particle size distributions were created having different proportions of the coarse and fine elements. In all, 19 tests were performed with d50 particle sizes ranging from 50 μm to 3.2 mm and delivered solids concentrations from 10 per cent to 43 per cent by volume. Particle size distributions varied from very narrow to very broad, with d85/d50 ratios ranging from 1.75 to 26. Pipeline pressure gradient and pump performance data were collected and used to test the applicability of the previously developed 4- component models and to propose improvements to the models for the handling of high-density solids.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to mineral industries' mines, quarries, and plants that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove that efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. We have searched and analyzed several modern technologies aiming at the best applications of environmental management, the studying of quarrying ? mining as well as the excavation sites ? utilization ? rehabilitation. We have used long-range reflectorless laser surveying systems, so as to achieve the fastest and most accurate surveying of the extractive work sites. We also used them, in order to collect field data, measure distances, surveying monitoring stations and environmental parameters ? data. Furthermore these systems can make the field work quite faster, more reliable and credible and have low cost in collecting data even in dangerous and non-approachable areas. We have used and processed on the field data in G.I.S. applications, in order to create 2-D and 3-D digital ground models. These G.I.S. applications present the existing relief and the management of the final stage of the area. The suggested techniques and works needed, for reclamation and utilization of the areas, could be tried, evaluated and well presented. The evolution and utilization of these ?smart? modern tools for the effective environmental management of quarrying ? mining ? extractive activity sites, will be presented by using case histories from the Hellenic territory.

It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."
