Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

One important element of the U.S. Bureau of Mines computer-assisted mining research program is the development of a reliable coal interface detection (CID) system. Several candidate CID concepts currently being investigated by the Bureau include use of natural gamma radiation (NGR), vibration, passive infrared, video, and radar. To help establish which CID sensor technologies need to be developed for a given seam, the Bureau has collected geological and mining practices data from over 460 underground and surface mines in the United States. Also, over 500 coal and rock samples have been obtained for laboratory analyses of ash content, sulfur content, heating value, and NGR. The Bureau's findings indicate that the immediate roof strata in 81% of the underground mines and 93% of the surface mines are made up of shale, draw slate, or claystone. The immediate floor strata in 88% of both the underground and surface mines consist of fireclay, shale, draw slate, or claystone. The results of the NGR testing indicate that the NGR method appears to be a potentially useful CID tool, provided that the immediate roof and floor are both composed of a high percentage of shale-type material.

This Bureau of Mines study outlines the history of 11 major metal ore deposits or districts that are relatively new discoveries. The oldest operation is the White Pine mine, where major exploration was initiated in 1929. Discovery (delineation of ore bodies) dates range from 1948 to 1976. All but two of the deposits, Quartz Hill in Alaska and Flambeau in Wisconsin, are or shortly will be in major production.

Detailed oil yield, lithologic, and mineral distribution data are presented for core and drill-cutting samples from the Western Oil Shale Corp. Project Utah EX-1 Corehole (WOSCO EX-I), drilled to sample a deeply buried oil-shale sequence in the Green River Formation of Utah's Uinta Basin. Drilling of this corehole was part of the evaluation of this site for possible oil-shale development by nuclear explosion. Sections sufficiently thick for nuclear development average 15 gallons per ton or less and consist predominantly of low-grade shales. Some properties of low-grade shales may be advantageous to a nuclear experiment by facilitating breakage, fracture development, and in situ retorting. The formation correlates precisely with the well-studied oil shales 25 miles east near the Colorado border. A 235-foot mineralized section containing nahcolite, shortite, and searlesite whose bottom lies 300 feet above the Mahogany zone is described.

"The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

The Black Hills Mineral Atlas briefly summarizes all pertinent date available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold: First, from available date the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

The Bureau of Mines has conducted substantial research on the design, construction, and operation of metal and nonmetal tailings ponds. This design guide, like related Bureau publications that preceded it, is produced to assist the industry in the management of mill tailings disposal. It covers the site selection, sampling, laboratory testing, design, construction, operation, and inspection of tailings embankments. The effects of environment, topography, and hydrogeology are also included, and various methods of stability analysis and factors affecting stability are reviewed. Because of the diversity of problems encountered in tailings embankments, specific solutions are not intended. The guide is, however, a useful checklist for designers, operators, and inspectors of this type of structure.

The Explosives Division of the United States Bureau of Mines makes certain laboratory and field investigations that deal with explosions, explosives, ignition, and combustion, together with many related problems, such as the cause and prevention of fires, and certain fundamental scientific questions bearing upon the determination of the chemical and physical mechanisms underlying some of the important phenomena encountered. Its work on explosives has been particularly directed toward determination of the chemical and physical characteristics of explosives designed for use in coal mines and in a more limited way to those used in metal mines, tunnels, quarries, and other engineering operations. HSM can be divided into different groups such as Conventional HSM with Roughing stands and HSM without Roughing stands = Mills with just finishing stands. The roll requirements for different stands are quite different. In Roughing stands the temperature of the slab is very high. Therefore the resistance against thermal wear/fatigue is the most dominating factor. Today mostly Chrome Steel, Semi HSS and HSS rolls are applied. A comparison and evaluation of such rolls will be described. In the finishing mill the tendency/wish is to use HSS rolls in all the stands. The grade HSS is defined by at least a certain amount of carbide forming elements such as V, W, Mo, Nb etc. The matrix and other precipitations can be adjusted according to the need and situation in the mill. In the pre-finishing stands the HSS is already well introduced. In the last finishing stands the original HSS tended to stick and the cobble rate increased. New development decreased the problem and gave some very promising results. In the last finishing stands beside the high performance a higher resistance against incidents is needed. Solutions in this direction including e.g. residual stresses and special core material will be discussed. Proper testing and grinding procedures can avoid losses and reduce the TCO. Data sourcing and evaluation in regards of rolling and grinding is the key for the optimization of the TCO. Several examples and comparison between different applications will be given in detail and explained. Future possibilities will be discussed as well as results of latest trials in mills.

After three years of experience in operating the pilot plant for the Noranda Continuous Smelting Process, the decision was made, in March 1971, to build an 800 ton per day commercial plant at Noranda, Quebec. The de- sign and layout of the plant is discussed and the installed equipment described. Experience previously gained in the pilot plant is mentioned when it has been used in the choice of equipment or plant layout. The full- scale reactor was started up in March 1973 and the operational datacollected and the experience acquired during the first 30 months of operation are described. This includes operation to produce both high grade matte and copper. Areas discussed include refractory wear, fuel consumption and throughput of copper concentrates. Changes made to original equipment and methods of operation are discussed, together with the reasons. The ad- vantages of using solid fuels to handle inert materials and to maximize converting air flowrates and concentrate throughputs are described. Relative efficiencies of oil and natural gas are compared. The addition of oxygen from a 94 ton per day oxygen plant to the reactor converting air was started in August 1975 and the initial operating results are included.

"Continuous Flight Auger (CFA) piling is a variation of Augered Cast-In-Place (ACIP) or augercast piling. In both cases a continuous auger with a hollow stem is used to drill a hole and a pile is formed by injection of cementitious material through the hollow stem as the auger is withdrawn. CFA differs from conventional American ACIP by the use of concrete rather than grout to form the pile, and by the type of equipment used to advance the auger into the ground and withdraw it. CFA installation uses a European style rig (i.e. fixed mast and rotary system) which can produce greater crowd and usually has a larger rotator or drill motor than the standard augercast setup. A standard augercast setup will consist of a lattice-boom crane and a set of leads to house the drill motor and auger. The auger size will range up to 24 inches (610mm). With CFA rigs larger diameter piles can be constructed, 24 to 36 in dia. (610mm to 915mm) are common and the technique has been applied with diameters up to 48-inch (1220mm). CFA makes use of sophisticated computer controlled monitoring systems, which have more recently been introduced for conventional ACIP piling. Developments in CFA have taken place over the last 25 years in Europe and particularly in the UK, but are relatively new in the USA. One application is in the construction of secant (overlapping) piled retaining walls. D.J. Scheffler Inc. recognized the potential of the CFA system following visits to the UK and has introduced its use into California for both secant piling and other applications.BACKGROUNDThe high price of real estate in many of the favored areas of California has increasingly led owners to want to build basements under their houses to increase the floor space available on a lot. Many of these areas are by the coast where the ground conditions are predominately granular and the water table is high. Conventional shoring and dewatering systems have often caused problems with adjoining properties. Clearly tangent walls are not suitable in these conditions because of leakage and loss of ground. The secant pile system, using CFA techniques, has proved very effective at overcoming the problems experienced by other methods. Other applications for CFA secant walls have included use for an emergency job on a highway following erosion caused by unusually heavy rainfall.METHODThe concept of secanting piles, whereby primary(female) piles are installed first and then secondary (male) piles are cut into the primary piles is not new. The method has been known for more than 30 years. Originally ‘Benoto’ grabbing rigs, developed in Japan, were used together with sectionalized double skinned casing and oscillators.This early method was slow, although very effective. More recently high torque rotary machines have been used. Contractors in the UK have increasingly used CFA techniques to further improve productivity of this type of piled wall. The improved capabilities of piling rigs available, as well as developments in concrete technology and instrumentation, have made this possible."

This report describes a microcomputer-based instrumentation system for structural monitoring of the circular, concrete-lined Silver Shaft in northern Idaho, The 1-ft-thick concrete lining and surrounding rock mass were instrumented with a total of 12 multiple-point borehole extensometers, 16 pressure cells, 22 concrete embedment strain gauges, and 12 thermistors. The instruments were distributed among four test sites and installed immediately above the shaft bottom during sinking at the 2,414, 4,063, 5,191, and 5,955 levels. Limited access to the instruments prompted the development of a microcomputer-based remote data acquisition system that could be operated from the surface. The system scanned the instruments on a programmed schedule, printed out reduced data, and stored the data for plotting and recall. Data acquisition from off-site and uploading of data to mainframe computers were accomplished by the addition of modems to the basic system. The system is suitable for use in monitoring the structural behavior of any deep mine opening, especially in harsh operating environments and where access is limited.

In our work as health physicists*, we do a lot of public speaking and interaction with the public on issues related to development of uranium mining and milling (?uranium recovery?) in the US. Understandingly, the public has important concerns about this. Accordingly, this paper is presented in a ?question and answer? format in which we have tried to capture what are some of the most common concerns we hear from citizens and address them. We have attempted to do so based on the best scientific information we have, representing information well documented in peer-reviewed scientific literature and consensus positions from both national and international scientific standard setting bodies and related committees. We have included some of the more important of these scientifically-based references to support the information provided. [Recent investigations at the Intermountain Experiment Station of the Bureau of Mines at Salt Lake City indicate that metallurgists have given little attention to the occurrence of jarosite minerals in the oxidized ores of lead and silver. These investigations have also emphasized the importance of lowing when these minerals occur in the oxidized ores, especially those containing lead, silver, and gold, as their presence is a material factor in selecting a suitable kind of treatment. Since the question of the occurrence of jarosites in oxidized ores has come to the attention of the Bureau of Mines, investigation has indicated that plumbojarosite and argentojarosite are quite common. These two minerals appear to be widely distributed and probably escaped recognition by persons who had attempted to treat certain oxidized lead ores in which the jarosite minerals represented a material portion of the metal content. Consideration of the physical characteristics of the jarosites also indicates that in many cases failure to treat some of the oxidized lead ores with success has been directly due to the fact that the greater portion of their lead and silver content was present as plumbojarosite and argentojarosite. The data and the description of these minerals given in the body of this paper indicate that attempts to recover lead and silver from ores in which appreciable amounts of too metals occur is plumbojarosite and. argentojarosite would be unsuccessful if confined to gravity methods of concentration. There are undoubtedly considerable tonnage of oxidize lead ores in the various mining regions of this and other countries, and it is quite probable tat in some of these ores the metal content of lead and silver may be largely anglesite (lead sulphate) and cerussite (lead carbonate) but that they will also contain cerargyrite (silver chloride), argentojarosite, and plumbojarosite. The temperature of calcination and the resulting properties have been carefully investigated, and the most desirable calcines chosen for further investigation in the making of dolamite bricks.
