Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles)northeast of Winnemucca, NV (Fig. 1). The deposit is owned by Getchell Gold Corp. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 to 671 m (1,400to 2,200 ft) along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate in the beds has been replaced with silica, pyrite and arsenic sulfides.

"The most widely used method for predicting the onset of continuous caving is Laubscher’s caving chart. A detailed examination of this method was undertaken which concluded that it had limitations which may impact on results, particularly when dealing with stronger rock masses that are outside current experience. These limitations relate to inadequate guidelines for adjustment factors to rock mass rating (RMR), concerns about the position on the chart of critical case history data, undocumented changes to the method and an inadequate number of data points to be confident of stability boundaries.A review was undertaken on the application and reliability of a numerical method of assessing cavability. The review highlighted a number of issues, which at this stage, make numerical continuum methods problematic for predicting cavability. This is in particular reference to sensitivity to input parameters that are difficult to determine accurately and mesh dependency.An extended version of the Mathews method for open stope design was developed as an alternative method of predicting the onset of continuous caving. A number of caving case histories were collected and analyzed and a caving boundary delineated statistically on the Mathews stability graph. The definition of the caving boundary was aided by the existence of a large and wide-ranging stability database from non-caving mines. A caving rate model was extrapolated from the extended Mathews stability graph but could only be partially validated due to a lack of reliable data."

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

"IntroductionThe evaporation losses of gasoline in the refinery, can be reduced by proper methods of refinery construction and operation. When gasoline evaporates slowly, as when stored in tanks that are not vapor tight, the most volatile part evaporates first, so that the remaining liquid in not only less in volume, but is also lower in quality. In some,evaporation changes the characteristics of the product so much that it must be reblended to meet trade specifications.Refiners are, therefore, greatly interested in the various appliances and methods used to reduce these losses. In the past this interest has been directed largely to storage tanks, probably because evaporation from tanks is more readily observed than losses during other refinery operations. As tests by the Bureau of Mines on evaporation of gasoline from small storage tanks had indicated that the losses during the various stages of refining might be equal to or greater than those of standing storage, a survey was during the spring and early summer months of 1924 in a large number of refineries in the Mid-Continent field. In order to enable the refiner to select the results of those tests that conform most nearly to the conditions that he has to meet, tests were conducted at various stages of refining, as follows: (1) Randown tanks, (2) (agitators), (3) filling tank cars, (4) storage of refined products, and (3) miscellaneous handling. The results are presented in this paper."

This task report provides the process technology, preliminary design, capital and operating costs for a 25 TPD pilot plant to produce cell-grade alumina using a clay/hydrochloric acid extraction - HCI gas induced crystallization process. The report consists of six volumes: I - Process Technology and Costs; II and III - Equipment Lists, Specifications and Quotations; IV and V - General Specifications; VI - Drawings. The process was selected by the Bureau of Mines as the more promising method to produce cell-grade alumina from clay based on the results of the two previous task reports under this contract: Task I - Comparison of Six Processes (alunite, anorthosite-lime sinter, clay/sulfurous acid, clay/nitric acid, clay/hydrochloric acid evaporative and gas-induced crystallization) and Task 2 - Comparison of Two Processes (clay/nitric acid and clay/hydrochloric acid - gas induced (crystallization). The pilot plant process utilizes a unique dual crystallization process to produce aluminum-chloride-hexahydrate crystals having sufficient purity when decomposed to meet stringent alumina product specifications. The size of the 25 TPD pilot plant has been selected to permit scale-up to commercial size plants of equipment, technical and economic parameters. The capital cost estimate for the pilot plant, exclusive of fee and escalation, for a southeastern U.S. location is $52,311,000 expressed in 1979 dollars. The total time required to construct the pilot plant including engineering and procurement is 32 months. The operating cost to produce the estimated 9,000 tons of alumina required for testing in Hall cells is $40,91[0],190 expressed in 1979 dollars.

Several evaluations were made by Modified Rhyme Test (MRT) word lists transmitted through various simulations of the Trapped-Miner Communication System being developed by the U.S. Bureau of Mines. The tests were performed in a "single blind? situation so that the evaluators would not be biased by knowing the characteristics of the system being simulated. A computer program was developed to provide a simulation of the electrical aspects of the communication system and to provide an evaluation by calculation of the articulation index (AI). The study indicates that communication through the presently proposed system will be somewhat unreliable at depths as great as 300 metre even with the system operating at maximum effeciency.

The characteristic of stope supports plays a vital role in the design of the supports. This paper deals with the characterisation of both cellular lightweight concrete and timber supports since both supports absorb and dissipate the energy in different ways. The behaviour of the support and hence its performance is simulated for different loading conditions by constructing a model consisting of various mechanical components like springs, dampers and blow-off valves. When the force exerted by the stope support increases significantly during deformation of the support, the stresses in the hangingwall could exceed values where failure of the hangingwall may occur. There is a need to understand this phenomena and the work presented in this paper is a first attempt to start with the characterisation of the stope support. Les caractéristiques des supports de taille jouent un rôle vital dans la conception des supports. L’étude présente traite de la caractérisation des supports cellulaires en béton léger et en bois, puisque ces deux types absorbent et dissipent l’énergie de façons différentes. Le comportement du support et par conséquent sa performance est simulée pour des conditions différentes de chargement en construisant un modèle qui consiste en des organes mécaniques variés tels que ressorts, registres et valves d’échappement. Quand la force exercée par le support de taille augmente considérablement pendant la déformation du support, les contraintes dans le toit peuvent dépasser des valeurs qui pourraient entraîner la défaillance du toit. Il est nécessaire de comprendre ce phénomène et l’étude ici présentée constitue un premier essai dans la caractérisation du support de taille. Die Charakteristika der Strossenunterstützung spielt im Design von Unterstützungen eine vitale Rolle. Diese Arbeit befaßt sich mit der Charaketerisierung sowohl der porösen Leichtgewichtbeton- als auch mit der Holzunterstützung, da beide Unterstützungen Energien auf verschiedene Art und Weise absorbieren und auflösen. Das Verhalten der Unterstützung und folglich seine Leistung wird für unterschiedliche Ladezustände simuliert, indem ein Model konstruiert wird, welches verschiedene mechanische Komponenten wie Federn, Dämpfer und Ausblaseventile enthält. Wenn die von Strossenunterstützung während einer Unterstützungsdeformation aufgebotene Kraft signifikant ansteigt, könnten die Spannungen im Bereiche des Stollenfirstes Werte überschreiten wo ein Versagen des Stollenfirstes eintreten kann. Es besteht die Notwendigkeit dieses Phänomen zu verstehen, und die Arbeit, die in diesem Elaborat dargestellt wird, ist ein erster Versuch, mit der Charaketerisierung der Strossenunterstützung zu beginnen.

"The pressures on mining and minerals education at the tertiary level are well known. Within Australia, for example, the number of undergraduate mining engineering courses with 30 or more students in each year has reduced to three (University of Queensland, University of New South Wales and Curtin University). Similar declines in both student numbers and participating institutions are evident in many other parts of the world, and notably in USA and most countries in Europe.An in depth study of the Australian sector was conducted in 1997/1998, resulting in the Back from the Brink report (Carter 1998). The Australian situation was summarised as follows.Australia’s minerals education system, in its current form, is fragile and is in no position to seize the opportunity (i.e. world leadership in minerals education) and is more likely to succumb to the threat.Current trends include:- an acute shortage of talented academic staff, as a result of University remuneration packages having become hopelessly uncompetitive with those in the minerals industry;- small student populations and high relative costs, making mineral specific courses vulnerable to closures, when Universities are under extreme cost pressures; this situation will be exacerbated if enrolments drop in response to, say, a cyclical down turn in the industry; and- under-resourcing of minerals departments because of their comparatively small size, making these departments incapable of delivering top class teaching in all aspects of their courses, despite being excellent in some areas.Most of the Australian issues identified above have direct parallels in other countries.The most common response of institutions to the threats is to seek strength, and in some cases survival, through various forms of linkages and networks. A number of these associations, which are frequently defensive in nature, are outlined in the paper."

The following is a Maintainability Design Checklist for coal mining equipment. The purpose of the checklist is to provide a summary of design review points for the maintainability assessment of new or existing underground equipment. It specifically focuses on the identification of equipment design features, tasks, or procedures that impact equipment downtime, repair costs, labor hours and maintainer skill level requirements. Some checklist points are general in nature. The checklist was designed to be used across all categories of underground equipment. The intent is to draw attention to design features and maintenance procedures that will increase maintainability requirements. You are encouraged to adapt this checklist to site specific or machine specific requirements by: ? Inserting specific performance criteria for various categories of maintenance tasks. For example; all hydraulic lines on a shuttle car should be replaceable in 15 minutes or 25 minutes, etc. ? Adding or deleting checklist items for different categories of equipment. You would include environmental control equipment, for example, on face equipment and not on shuttle cars or man trips. ? Adding additional checklist items based on site or equipment specific maintenance histories or experience, company maintenance standards, or other factors.

I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. Surveying is to tunneling, as a steering wheel is to a car—somewhat essential if you want to end up in the right place. The principles of tunnel surveying have remained unchanged since the first tunnels were constructed: To mathematically connect the selected start and end points of a tunnel and physically translate that alignment onto the ground. The alternative is just dead-reckoning and leaves the probably less than satisfying end results to chance. Today’s laser-guided tunnels often have to thread the needle through a maze of soil types, utilities, structural features and other underground considerations. Surveying makes it possible.

The transition from open pit to underground mining represents a key strategic challenge in modern mine planning. This paper presents a multicriteria and multivariable methodology to plan such a transition, integrating technical, economic, environmental, and social considerations. The proposed framework focuses on risk reduction (de-risking) through the identification of alternative development paths, the use of stochastic simulation to model geological and technical uncertainty, and different mining strategies such as methods, production rates, sequence, etc. for ultimate underground implementation. The study summarizes the limitations of traditional planning methods—which usually treat the open pit and underground mine designs as independent processes—, also often it considers a single mining method and production rate for the underground option. Instead it is proposed an integrated approach that leverages synergies between both mining methods and scalable production rates. Also the proposed methodology incorporates the definition of critical variables (geotechnical, economic, and social, among others), the construction of multiple operational and technological transition paths, and the evaluation of each path under criteria of economic attractiveness and practical do-ability (capacity to be executed). Using simulation tools (SIMPLAN for operational performance and SIMVAL for economic evaluation), probabilistic distributions of the different path are obtained, enabling the quantification of the project’s Value at Risk (VaR). A subsequent multicriteria analysis weights the expected profitability against the feasibility of execution of each alternative, producing a decision matrix that provides a framework for evaluating the different project path. As a result, the proposed approach identifies OP→UG transition strategies that maximize business value by capturing remaining resources while minimizing financial and operational risks. Finally, strategic conclusions and recommendations for the industry are provided, emphasizing the importance of early transition planning even challenging the open pit sequencing of the latest push backs by introducing early underground operations. Future work includes strengthening the methodology—such as integrating real-time analysis and adaptive decision-making—and providing recommendations for its application in various mining operations. In summary, this paper delivers a technical and professional framework to guide mining companies on when and how to carry out a successful transition from open pit to underground mining, balancing resource recovery with financial, operational, and social security.

Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).

The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

Small orogenic gold deposits have the same deposit-scale geological and geochemical features as those that characterise giant orogenic gold systems (>16 Moz Au). Therefore, a broader-scale approach is needed to identify the critical controls on giant deposits and their disproportionate distribution throughout time and space. Ages of giant gold systems cluster around well-defined periods of lithospheric growth at continental margins, and it is orogen-scale processes during these Late Archaean, Early Proterozoic and Phanerozoic times that determine gold endowment of a province.   A critical factor for giant orogenic gold provinces appears to be asthenospheric upwelling at the time of gold mineralisation to most effectively transfer the thermal energy required to initiate and sustain high hydrothermal fluid flux. The extent of this fluid flux should be related to thickness of the lithosphere beneath a province at the time of gold mineralisation, such that giant gold deposits are much more likely to develop in orogens with oceanic or thinned continental lithosphere. A proxy for the latter is likely to be a short premineralisation crustal history such that thick subcontinental lithospheric mantle was not developed. Conversely, orogens with protracted premineralisation crustal histories are more likely to have a thick subcontinental lithospheric mantle, which is difficult to delaminate and, hence, such provinces will normally be poorly endowed. The nature of the lithosphere also influences the intrinsic gold concentrations of potential source rocks, with back-arc basalts, transitional basalts and basanites enriched in gold relative to other rock sequences. Thus, segments of orogens with thin lithosphere may be defined by conjunction of giant-scale fluid flux through gold-enriched sequences.   Although the nature of the lithosphere plays the crucial role in dictating which orogenic gold provinces will contain one or more giant deposits, the precise siting of those giants depends on the critical conjunction of a number of province-scale factors that control fluid conduits, traps, and seals in tectonically and lithospherically suitable terranes within accretionary orogens.
