The aim of this paper is to provide an overview of existing forms of subcontracting in the South African mining industry. A descriptive framework is developed to understand different subcontracting arrangements. We argue that, in order to do so, it is important to distinguish between labour broking and gang subcontracting. Data resulting from a research project (including an analysis of historical sources, interviews with contractors and focus group interviews with mineworkers) is presented to highlight the implications of changing formations of subcontracting for the South African mining industry in the late 1990s. Apart from the subcontracting of ?traditional? functions, such as shaft sinking, access development, catering and hostel maintenance, contractors are now used in ?core? mining activities. In some instances, whole shafts are ?outsourced? to outside agencies. It is argued that certain of the subcontracting arrangements have serious implications for the ability of the mining industry to improve health and safety standards. Some of the practices can potentially result in conflict between different categories of workers, and, as a result, instability in the industry.

The Reefton Goldfield on the West Coast of the South Island of New Zealand was a significant gold producing area between 1860 and 1951. During this period it produced approximately 2.1 million ounces (67 tonnes) of gold. The largest single producer on the goldfield and the deepest mine in New Zealand, was the Blackwater Mine at Waiuta which produced 21 tonnes of gold. The Prolubition Shaft reached a depth of 878 metres (317 metres below sea level). The mine closed suddenly in 1951 with about 66 000 tonnes of are remaining in the stapes. Since closure there has been no attempt to determine the ore potential of the mine at depth. This paper summarises the geology, history and resource potential of the mine and sets out two options for evaluating the remaining resource. The options are either deep drilling from surface or recovery of the Prohibition Shaft and underground development and drilling. A schedule for each option is presented and discussed.

Near Bunker, Mo., in the New Lead Belt, Ozark Lead Co. operates a 6000 tpd lead-zinc mine. Mined ore is transported to the surface in three mechanized and automated steps. The mine is developed by a rectangular-shaped sublevel haulage drift 15 ft high by 28 ft wide, driven on strike below the ore zones. Ore transfer raises were driven from the sublevel at locations near the shaft, 1500 ft distant, and on subsequent 1000 ft centers. These 6 x 5-ft raises are slashed to obtain maximum storage below dump points. These dump points are located on each mining level and are of steel and concrete construction. Spiral 12 X 24-ft inclines driven from the sub-level provide access to these levels for equipment and mine utilities.

The bagging of dry pulverized products using fluidized air packers creates severe respirable dust problems in many surface mining operations. During bag filling, excess air and product blows by the bag valve/nozzle interface. After bag ejection, dust blows out of the bag valve. During conveying and handling dust is released from the bag valve and dirty bag surface. Overexposure of the bagging machine operator and bag handlers is common. This report describes the development and testing of a new dust control system for bagging machines. The system features a new bag clamp design to reduce product blowby during filling. A controlled vacuum system removes excess air from the bag before ejection, eliminating the problems after bag ejection and during conveying and handling. The system has shown significant reductions in dust exposure for both bag machine operators and bag handlers. These reductions are achieved with no significant effect on total mill productivity.

Flotation studies were carried out to recover carbon values from blast furnace flue dust containing ~30.34% carbon, 4.6% volatile matter (VM), and 65.03% ash. The variables chosen for the experiments were dispersant (sodium hexametaphosphate), pH, collector (diesel oil), and frother (MIBC). The experiments were designed according to a 24 full factorial design method and regression equations for the recovery of carbon and product grade were determined from the data. Experiments were performed to optimize recovery and grade using the steepest ascent method. The maximum recovery of carbon was 90.0% with a concentration of 56.5%, whereas the maximum obtainable grade of carbon was 66.35% with 50.45% recovery.

This report describes in detail the work done on the development of the Time Domain Reflectometry Microcomputer (TDRM). Modifications to the FMC-Model 302A Cable Fault Locator is described in Appendix D. The TDRM unit uses an 8080 microcomputer to accurately locate major faults in low capacitance cables to within ± 1 foot when properly calibrated. Major faults in high capacitance cables are usually located within ± 5 feet. The upper limits of fault detection are <1 kilohm shunt fault and >7 ohm series fault. In practice fault detection limits are reduced to <300 ohms shunt fault and >30 ohms series fault because of discontinuities caused by cable repair.

The major proportion of South African coal is extracted by the bord-and-pillar mining method which requires that the overlying strata be supported by pillars of coal. The stability of the pillars is a major safety concern. One of the factors which affects the strength of coal pillars is the intensity and nature of discontinuities in the coal seams. Current design methods for pillars assume that al the coal seams have equal strength and are equally disturbed by natural discontinuities, resulting in over-designed pillars in some cases and potentially unstable pillars in others. Research was carried out to determine the nature of discontinuities in coal seams and to assess their potential effect on pillar strength. It was found that large variations exist in the intensity of discontinuities in the different coal seams being mined. In addition, numerical model studies showed that the discontinuities could significantly reduce pillar strength if the width-to-height ratio of the pillars is small, but the effect decreases as the width-to-height ratio increases.

This document was compiled by Apt, Bramer, Conrad and Associates, Inc. under contract number H0111464, issued by the U. S. Bureau of Mines and forms Volume II of the final report. This contract was authorized by and executed pursuant to the Federal Coal Mine Health and Safety. Act of 1969 (P. I. 91-173; 83 Stat. 742).

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

The Price Road Drainage Tunnel was constructed for the Arizona Department of Transportation (ADOT) in 1988 and 1989 to provide surface water drainage for the proposed outer Loop Highway (SR 117). The 5.4 km (3 mile) long, 6.6 m (22 ft) excavated diameter tunnel was driven through sand, gravel and cobbles utilizing an open face digger shield. Precast concrete segments were erected for initial ground support. A second-pass reinforced concrete final lining was placed, which was followed by contact grouting. This paper will consider the owner&apos;s representatives&apos; view of the effectiveness of using precast concrete segments for this project. Topics discussed include segment design and erection, ground support, geotechnical instrumentation, segment erection verses contact grout interactions and tunnel production.

The leaching of zinc and copper from Nigerian bulk sulphide ore with sulphuric acid in the presence of hydrogen peroxide was studied. The aim of the study was to investigate the effectiveness of hydrogen peroxide as an oxidant for the sulphuric acid leaching of zinc and copper from a complex sulphide ore. Distribution of elementals within the various particle sizes was initially determined by ICP-OES and XRF to provide a basis for explaining the dissolution process. The effects of concentration of hydrogen peroxide, particle size, stirring speed, and leaching time at a constant temperature of 298K were studied. There were variations in elemental and mineralogical composition within the different sizes. The concentrations of zinc and copper reduced as particle size decreased while silica, sulphur, iron and lead contents increased. Dissolution results showed that the leaching rate of copper was lower than that of zinc. The highest recoveries of zinc and copper were obtained at a leaching time of 180 minutes, stirring speed of 160 rpm, particle size of 75 µm and a concentration of 1M H2SO4/1MH2O2. It was observed that the leaching rate of zinc and copper increased with increasing hydrogen peroxide concentration. Increased stirring speed had a negative leaching effect as it promotes hydrogen peroxide decomposition. This Final Report describes the major technical activities that were accomplished to produce a comprehensive continuous miner training system (CMTS) for coal industry utilization. The primary product of this program was a continuous miner part-task trainer. It is composed of an interactive computer graphics system combined with the operating controls of a continuous mining machine mounted in a simulated cab. The cab contains an audio system for reproducing continuous miner operational sounds. The trainer is supplemented with a complete set of cognitive materials that provide instruction in the operation, safety and health of continuous miner operations. A complete summary of the field test and evaluation of the CMTS is provided along with a set of recommendations for further training program refinements, expansions, and utilization.

Of the 345 km long Taiwan High Speed Rail Project, connecting the cities of Taipeiand Kaohsiung, the 23 km alignment on Contract C230 required the construction of5755 m of shallow mined tunnels ranging from 137 m to 1285 m in length. All nine of these tunnels were mined using NATM methodology. On September 6, 2002, a collapse occurred in Tunnel T08 that affected approximately 50 m of tunnel. There was little warning. However, the crew was evacuated approximately 45 minutes prior to failure and thus, no injuries or loss of equipment. This paper will discuss the mining methods, jet grouting ground support, and the instrumentation selected for the rehabilitation and monitoring of the tunnel.

The tube bundle system is an integral part of an underground coalmine’s gas monitoring system. The maintenance of these systems is vital to ensure the quality of the data produced. Integrity testing of the tube bundle lines is required monthly, as specified in Standards Australia AS/NZ 2290.3 (1990). The various forms of integrity testing are reviewed, including pressure testing and introduction of a known gas. This paper provides a recommended and standardised methodology for those techniques where none currently exists. A strengths, weaknesses, opportunities, threats (SWOT) analysis is performed. The parameters considered for the SWOT analysis include resourcing required by the mines, time for the testing to be performed, and quality of the results produced. The suitability of such integrity testing protocols to be used in a mine emergency situation is also evaluated.CITATION:Forrester, L, 2017. Certain roof shales in coal mines deteriorate upon exposure to the atmosphere, causing difficulties in the mining operations and adding to the cost. This report presents the results of both field investigations, in a West Virginia mine, and laboratory studies on the effects of atmospheric moisture on roof shales. Based on these observations a conceptual procedure is presented on how shale deterioration might be predicted during exploration, and guidelines are given as to how air tempering or conditioning chambers may be designed to reduce moisture effects. Recommendations for further studies are included. An annotated bibliography of the literature constitutes the second volume.

A model for the leaching of oxide ores is developed and II correlated with laboratory tests for percolation leaching of copper oxide are. Using the model, recovery of metal values and lixiviant concentration of the effluent solution at any time may be evaluated. For the copper oxide ore a simplified version of the model is examined for the leaching mechanism consisting of: 1) a surface flush reaction with the highest rate of lixiviant consumption; 2) penetration of lixiviant to react with copper minerals and gangue constituents; and, 3) slow lixiviant consumption, mostly by residual gangue materials. The simplified model is able to explain reasonably the leaching behavior of copper oxide ore by introducing a concept of effective initial size to correct for packing in a bed of fine particles.

This final report presents results of a program to develop a new conveyor system, adaptable to existing miners or loaders, which reduces the noise level to 90 dBA without reducing machine performance. The trial conveyor design consists of a main conveyor and a swinging tail conveyor. The main conveyor incorporates a rubber-covered return guide roller, rubber mounting of pillow blocks, rubber cover of the return bed, and a rubber belt running between the flight chain and the conveyor bed plate. Testing took place in a surface coal pit and underground at the Peabody Spur Mines in Boonville, Indiana. Noise Levels as low as 90 dSA were observed on the surface and 93/94 dRA underground. Recommendations for further work are also presented.

I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.
