This paper describing the mining practice of the Hecla and Star mines, both located at Burke, Idaho, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. It is partly a revision of articles by the author appearing in volume 72 of the Transactions of the American Institute of Mining Engineers, published in 1925, and in the June 1928, issue of the American Mining Congress Journal. About 26,000 tons per month of lead ore is produced at the Hecla mine. Costs at the mine are given for the year 1928. Stoping operations in the Star mine have covered such a short period, during which time the abnormal expenses of starting were incurred, that they are not given in this paper.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

This report presents the results of a program to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies' are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.

Voyageurs National Park in northern Minnesota, and a 30-mile radius area of influence on the United States side of the International Border, was examined for hardrock (nonferrous metallic minerals and diamonds) mineral potential and environmental sensitivity by the U.S. Bureau of Mines. The investigation also included an analysis of current Metallic Minerals Leasing Rules of the State of Minnesota, and the probable effects of changes proposed to the current rules by the State of Minnesota in order to "encourage mineral exploration and development." The study has determined that the proposed changes to the Minnesota State Leasing rules will have minimal, if any, impact on the likely, foreseeable levels of mineral-related activities in the State as a whole, and particularly, in the area of influence to the Park. Voyageurs National Park management was advised on the extent and character of the proposed rules changes, and on those items of concern meriting a specific and timely response by the National Park Service.

The Phu Kham Copper-Gold Operation (PKM) is a large-scale open pit mine located in northern Laos. It was developed and is operated by Phu Bia Mining Limited (PBM) a Lao-registered subsidiary company of Australian incorporated, PanAust Limited. Production commenced at Phu Kham in 2008. Since the second half of 2016, there has been a significant increase in ore hardness and this has negatively impacted the PKM concentrator and resulted in lower SAG mill throughput rates. Over the remaining life of mine, the changing ore body and increase in ore hardness is forecast to continue as the pit deepens and the availability of softer blending ores reduce. To manage this risk, PKM initiated a Hard Ores Management Program to determine the most effective way to improve the mill throughput of harder ores. This involved conducting a number of innovative and process control driven blasting trials to optimize run-of-mine (ROM) fragmentation and other blasting outcomes. From 2016 to 2017, the performance of high powder factor blasting, electronic detonators and fast timing, high velocity of detonation (VOD) explosives, double-priming, and deck blasting, were individually and systematically assessed. The success of each blasting trial was then based on a ‘value for money’ criteria. This criteria is a cost / benefit analysis that weighed-up the additional cost to implement the trial against the measured improvement in mill throughput. Electronic and high VOD 90:10 emulsion:ANFO blasts were determined to have the best value for money, achieving an increase in mill throughput of 54% compared to baseline. This paper discusses how the implementation of an innovative and process control driven blasting trial methodology was able to successfully manage the hard ore challenges at PKM. In addition, this success was achieved without any major cost implications, safety incidents or process plant set-backs.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. To solve the support stability control problem for a coal face with large angles along both strike and dip (CLSD), the ’support-surrounding rock’ mechanical model has been developed, which takes into account the impact of the dip angle of the seam on the stability of the support in the strike direction. The mechanical relationships of the critical topple angle and critical slip angle of the support along the strike of the coal face with large dip angle and the support height, support resistance, friction coefficient, and other factors have been derived through the mechanical analysis of support stability in the strike direction of CLSDs in the free state, the operating state, and the special state. The research findings were applied to a fully mechanized CLSD in Xinji Coal Mine. The maximum underhand angle and overhand angle in strike are 42° and 25° respectively, and the maximum dip is 39°. It is calculated that during underhand mining and overhand mining, the critical support resistances for avoiding support toppling are 3723 kN and 1714 kN respectively, and the critical support resistances for avoiding slipping of the support are 7405 kN and 6606 kN respectively. Thus, the selection of type ZZ7600/18/38 hydraulic roof support for the coal face is justified. Measures to prevent sliding of the support and the installation of a limiting stop maintain the support runs in good condition and ensure safe and efficient mining of CLSD.

The Hemlo Gold District, located on the north shore of Lake Superior, was discovered in 1981 and will become one of the largest gold mining camps in Canada. Three major Canadian mining companies are presently developing large orebodies and are scheduled to commence production at various times through 1985 and 1986. This paper describes the types of shaft sinking equipment and technology being used by contractors in constructing the required shafts to depths below 1000 metres. The principal shaft design criteria, types of shaft sinking machinery and relevant manpower allocations are discussed.

"Modern signal and power electronics made adjustable-speed AC drives technically feasible and reliable and economically attractive. Cycloconverters are discussed as a proven technology for mine hoists. \IntroductionUntil rather recent technical and commercial advances in power and signal electronics, DC motors were used almost exclusively for applications requiring continuously adjustable operating speeds and torques. More recently, the significantly higher efficiency and the accordingly lower operating costs of AC motors gained importance. An effective and efficient speed control of AC motors requires the control of AC voltage and frequency. Table 1 shows typical applications of adjustable-speed AC drives.CycloconvertersOf particular interest to the mining industry are cycloconverters for hoist drives. The cycloconverter represents by far the simplest, most efficient and most economical means of converting a constant-voltage, constant-frequency supply into an adjustable-voltage, adjustable-frequency supply as required for the speed control of AC drives operating in the frequency range to half of the utility frequency.Cycloconverters feeding synchronous motors or induction motors are ideally suited for slow-speed direct-coupled drives."

Phase I of these studies demonstrated the feasibility of measuring the efficiency and capacity of sorbents in tube-type samplers for contaminant gases. This was accomplished by measuring concentration at various points along the length of the diffusion path during sampling. Concentrations were measured by removing small aliquots with gas-tight syringes and gas chromatography. With hexane as the gas and activated charcoal as the sorbent the procedure was quite successful and we proceeded with Phase II of the study; this involved application of the principle to gases of importance in diesel exhaust using a variety of sorbents. When we worked with high concentrations of the test gas we clearly demonstrated the differences in both efficiency and capacity of the sorbents for each of several gases. The chief drawbacks of the system were that we were unsuccessful in determining more toxic gases at realistic occupational exposure levels or determining formaldehyde at any level using the flame ionization detector. It was concluded that, although the method is feasible, more sensitive methods of measuring concentrations of gas in the tube must be developed to make the procedure applicable to regions of chief industrial hygiene interest.

This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. "Timing and charge sequence are very important for optimized blast design. Traditional nonelectricinitiation systems have moved the industry toward a system of delays consisting of hole-to-hole androw-to-row timing sequences that mimic the application of nonelectric surface delays or dual delayinitiator systems that have been prevalent in the blasting industry for many years. The increasedutilization of electronic detonators allows for the use of Regular Rhythmic Timing (RRT) utilizing onlyone delay between charges and a selected charge firing sequence. The hole to hole and row to row (HHRR) timing method has been utilized for blasting optimization and allows for simplistic changes to the tie in phase of the blasting sequence. When using this traditional timing methodology, for some specific cases related to the number holes and rows, crowding occurs in the delay between charges with subsequent increase in the peak particle velocity (PPV) produced by the blast. This is in contrast to RRT where the timing between the delays remains constant."

In decision making support system, that are used in various fields of environmental protection (environmental impact assessment, environmental management systems, setting environmental standards and regulation, etc.), it is often important to apply various mathematical environmental engineering models. The question of linking environmetal engineering modeling to decision making support system used in environmental protection is not yet methodically solved. The reasons for that could be manifold. Decison making support systems, used in environmental protection, because they are simply taken from bussines decision making, are not often adequate for specific problems raised in environmental protection. On the other hand, there are great number of types of models in environmental engineering, what urges the problem of finding the way of their proper linking with decision making support systems. The application of fuzzy logic in that field is estimated as one of possible solution of the problem.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

The Western Australian gold industry has approximately 100 operating plahts, mainly CIP/CIL. The nature of the State's rapidly expanding gold industry gave rise to concerns over management of the  cyanide hazard, in that most plants are remote from major population centres, have a workforce with a high tum over and use highly saline process water. Approximately 4500 workers in the industry have the potential to be exposed to cyanide in the course of their normal work.   This paper outlines the risk management strategy developed by Government and industry to monitor atmospheric HCN gas in the work environment and the role of continuing education and training along with regular site inspections by Department of Mines Inspectors.

The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk. The Bureau of Mines, in support of its overall goal of helping to meet future U.S. demand for minerals, undertook this study to aid the quarry entrepreneur and/or operator in developing quarries near urban areas. In response to increased environmental concerns, the quarry operator often must take steps beyond those required in the last decade toward gaining permits for quarrying near metropolitan areas. Following the steps suggested in this report should increase the chances to obtain the permits to open and develop a quarry. Each task and question in the general plan flow diagrams are described in detail, with the flow diagrams aimed at the goal of acquiring the necessary permits. The appendixes include (1) types of projects for which Environmental Impact Statements (EIS's) may be prepared and Federal agencies responsible for preparing them, (2) State contacts for information regarding environmental impact assessment requirements and mining and mineral land reclamation laws, (3) a checklist of environmental inventory factors, (4) a tabulation of different regulations that affect mining in Michigan and the number of townships and counties that have each of the listed regulations, and (5) environmental logic associated with site selection. A central recommendation is that the quarry entrepreneur and/or operator coordinate plans at the beginning with local government officials (such as township supervisors and/or city and county planning board members), State and Federal officials, and public groups that will be affected.

Iron and steel scrap has accounted for 45 to 50 percent of the metallics used by the steel industry. In an electric furnace which utilizes a 100-percent cold charge consisting of about 99 percent scrap and 1 percent pig iron, sensible heat from molten pig iron is not present as it is when hot metal is charged to open hearths and converters. A study of means for more efficient utilization of iron and steel scrap in steelmaking indicated that the time and fuel requirements to melt scrap were important cost factors, particularly in arc-furnace steelmaking. A process to preheat scrap economically prior to charging into the arc furnace has been developed, utilizing efficiently the heat from combustion of fossil fuels as a substitute for electric-arc heating in the initial stage of arc-furnace steelmaking. Scrap is loaded into a portable vertical cylindrical furnace body that is open at the top and has a perforated dropout door at the bottom. In the heating operation, the furnace body containing scrap is placed upon a hollow base connected to a flue, and then the burner and combustion-chamber unit is lowered on top of the furnace body. The stream of hot-combustion products flows down through the bed of scrap imparting heat to it, and the cooled gases exhaust through the flue. After the heating operation the furnace body containing hot scrap is transported to the arc furnace for charging. Thus, the furnace body serves as a charging bucket for top-charged arc furnaces, enabling this preheating process to be integrated into existing material-handling patterns in many arc-furnace plants.

On the underwater testing of explosives, the measuring system consists of water filled test pond, tourmaline based pressure sensor, measuring cable and measuring unit, which supplies the DC current to the pressure sensor. Depending on the length of the measuring cable, it is always possible that some signal damping may occur in case the measurements are carried out without the signal amplifier to keep the measuring system as simple as possible. Therefore the length of the measuring cable should always be as short as possible.
