Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker's pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee's report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Committee's recommendations encompass a wide range of issues addressing permissible exposure limits (PELS), sampling, dust control plans, hazard and medical surveillances, role of miners, training, and research and development.

In this study, a systematic examination of the scale and variety of micro-structures in coal using Scanning Electron Microscopy (SEM) has been carried out, using coal samples of differing stages of coalification from the Bowen Basin and New Zealand. SEM provides detail of various micro-structural features and shows that a variety of micron-sized fractures and cavities are present in coals. These are differentiated into three pore types: fracture porosity, phyteral porosity and matrix porosity. Fracture porosity is generally associated with bright coals (although it has been shown that micro-fractures are present in maceral fragments from the dull coal layers). Characteristically the macro- and micro- fractures form a continuous structural fabric through the bright coal layers and thus make a significant contribution to overall permeability. The macro- and micro-fractures appear to have been formed during the process of coalification rather than being formed due to shrinkage during methane extraction, as most of them are infilled with secondary minerals. In contrast, phyteral and matrix porosity is associated with the dull coal layers that are composed of plant fragments or a heterogeneous mixture of macerals. Like the macro- and micro-fractures, the continuity of the observed cavities suggest that these too are a significant contribution to overall permeability, and therefore play a major role in the transmissibility of methane at a level between diffusion at the micropore level and laminar flow at the macro-fracture level. Due to different spacing, orientation and persistence of individual fractures and cavities, the rate of methane transmissibility through a coalseam will vary according to coal rank, coal type and the organic precursors from which the coal was derived. This is important as a knowledge of the micro-structure system and its relationship to coal type and coal rank, plays an important consideration in: a) gas drainage modelling, b) enhancing permeability by inducing fractures and c) predicting the occurrence of outbursts.

"Mogale Alloys operates two alternating current (AC) submerged arc furnaces (SAFs), and two direct current (DC) open bath furnaces. These furnaces are capable of producing two products, silicomanganese (SiMn) and ferrochrome (FeCr), with a total production capacity of 110 000 t/a. This paper focuses on the silicomanganese process specific to Mogale Alloys, with a two-furnace operation facility that produces 55 000 t of SiMn per annum.IntroductionMogale Alloys is situated in Krugersdorp in the West Rand District Municipality in South Africa’s Gauteng Province. The Krugersdorp facilities were initiated by Palmiet Chrome Corporation in February 1963 to produce charge chrome (Basson, Curr, and Gericke, 2007). Mogale Alloys bought the Palmiet Chrome facilities in 2005 from Samancor Chrome. The Afarak Group currently owns 90% of Mogale Alloys.SiMn is produced in two 20 MVA submerged arc furnaces (SAFs), which were originally built for chromite processing, and ferrochromium (FeCr) in two DC open bath furnaces rated at 40 MVA and 10 MVA. When this paper was compiled, the 10 MVA furnace was not operational due to the high cost of production, and one of the 20 MVA SAFs was recently converted to produce FeCr due to market constraints. Mogale Alloys has 290 permanent employees with four contracting companies on site. The paper presented here focuses on the production of SiMn at Mogale Alloys.The high-level process flow at Mogale Alloys is summarized in Figure 1, which details the raw material input and the products produced by the two 20 MVA furnaces. SiMn is produced by carbothermic reduction of manganese-bearing raw materials from four different sources, namely Wessels, Mamatwan, and UMK ores, and BHP sinter feed. The carbon sources are bituminous coal from Forzando and Msobo, local suppliers in Mpumalanga."

"The Level Crossing Removal Project – Package 1 is part of the Victorian Governments commitment to remove 50 of the most dangerous and congested level crossings across Melbourne. This involved removing three crossings on the Frankston Line in the south east suburbs of Melbourne. The works involved replacing approximately 2.5km of at grade track with three rail cuttings up to 8 m deep at each of the bridges that replace the level crossings. The cuttings are retained by piled retaining walls and during the main construction occupation approximately 250,000 cubic metres of soil was removed. The project has presented significant geotechnical challenges due to the location in residential suburbs and tight rail corridor and rail occupation timeframe. These challenges included temporary and permanent wall stability, foundations, earthworks and dewatering. The geotechnical challenges generally fell into one of three areas, earthworks, structures and groundwater. The primary earthworks challenge for the project was moving the 250,000 cubic metres of soil in a 10 day window, however, from a geotechnical viewpoint, obtaining a stable subgrade on which to operate the necessary construction plant in a short time frame with constrained site access and time to import materials was the key. Whilst closely watching the performance of the dewatering system, a range of contingency plans were developed to cope with any difficulties."

A refined ad improved self-sealing brattice for use in coal mine rescue and recovery operations for directing the flow of air has been developed and tested by Goodyear Aerospace Corporation for the U.S. Bureau of Mines. The brattice is made from a lightweight, low cost material that meets MSHA flammability requirements. The units can be erected using pins, spade or lightweight extensible poles. Tests here conducted to determine leakage rate from minimal to a maximum of 1.5" H20. The ability to handle reverse flows was demonstrated and a non-flammable foam was used as an auxiliary sealing agent.

The Bureau of Mines customarily publishes lists of equipment meeting its safety standards to keep the mining industry informed as to the development and availability of mining equipment that can be used safely. The present list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953, as well as Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54. Because standards have been revised and new ones added by the Bureau, this list contains classes of equipment not previously covered.

"The principles involved in the use and application of mathematical models as an aid to the development of advanced process control computer systems are described briefly. This is followed by a brief survey of known models of this kind for the simulation of mining industry processes.The main part of the paper describes a dynamic model of the flotation process developed by Canadian General Electric. Using flotation rate constants for each species of mineral and gangue, the model provides a numerical solution of the differential equations describing cell behaviour. The cell mode] is used repeatedly as a subroutine in the •over-all-plant model. Much concern has been expressed recently as to whether water supplies will be sufficient to support accelerated energy development foreseen in operation Independence. Taking the Nation as a whole, sufficient water is available for energy growth, but locally, as in arid parts of the Colorado Basin, limited water supplies will dictate economies in water use and affect plant siting. As Young and Thompson1 point out with respect to electric power generation, the term "water requirements" is misleading, as demand for water for cooling is sensitive to price of water and thus is quite flexible rather than the inflexible or fixed level implied by the word "requirement." Much the same is true of other energy conversion systems. Water is used in many aspects of energy production including mining and reclamation of mined lands, on-site processing, transportation, refining, and conversion to other forms of energy. In the East, South, Midwest, and along the seacoasts, water supplies are generally adequate for energy industries; most water problems in those regions relate to pollution rather than supply. West of about the 100th meridian, however, runoff is generally less than potential diversions and energy industries must compete with alternative uses for the limited available water supplies. Water is especially short in areas of less than 10 inches mean annual rainfall where natural precipitation generally is insufficient for establishing vegetation without irrigation. Extraction. The principal categories of extraction comprise coal mining, oil and gas production, uranium mining, and oil shale mining.

Sulfur is a plentiful, low cost, unique material whose physical properties can be altered and employed in structural applications. This program was undertaken to develop an optimum sulfur based formulation for use as a coating to both seal and support mine walls. The initial effort in the program was devoted to a laboratory study of the physical and mechanical properties of a variety of sulfur base coatings that were specifically formulated for this application. Concurrent with formulation development, laboratory equipment and techniques were developed for spray applying the sulfur based coatings to the ceiling and walls of a structure that simulated the interior of a mine. Much of the formulation work was guided by the experiences encountered when attempting to spray the formulations overhead. One hundred parts of sulfur modified with 10 parts of talc, 3 parts of milled glass fiber, and 2 parts of dicyclopentadiene was found to be a fire retarded, low odor, low eye irritation, sprayable formulation for sealing and strengthening mini, walls. An invention disclosure on this formulation was submitted to the Bureau of Mines and a patent application was filed. Various mineral samples were obtained and adhesive strengths of the formulation to these samples in both the wet and dry state were measured. With the development of an attractive sulfur based coating material, attention was directed to the design, fabrication, and testing of a portable spray application unit so that coatings might be applied in the field to various rock surfaces and earth formations for further evaluation. The unit was fabricated in the Southwest Research Institute shop. Once operational, the unit's capabilities were field tested and demonstrated at three separate locations. Upon completion of the field testing, the unit was shipped to the Spokane Mining Research Center where Bureau personnel were instructed in the use of the unit.

"The de-waxing process in investment casting is truly a black art which is carried out in a black hole - the autoclave. The process involves exposing wax, coated by a porous ceramic shell, to steam at a pressure of 10 bar and a temperature of about 180°C. The processes which then occur are truly multi-media and multi-physics. Steam condenses in the porous ceramic, wax melts and flows, the shells expand and sometimes crack. Why the shells crack is one of the most difficult questions asked in the industry.Modelling and validating the de-waxing process is not simple. The IRC at the University of Birmingham is attempting to model this process using Physica+ a code developed in the UK. This paper will present the latest results in this attempt to model one of the casting industries most intractable problems.IntroductionThe de-waxing process using an autoclave involves the following physical phenomena:· Flow of the steam in the autoclave;· Heat transfer from the steam to the wax, possibly through the shell;· Melting and flow of the wax.At the same time, other phenomena may occur, such as the flow of the steam through the shell, the condensation of the steam on the shell surface and on the wax pattern surface, the flow of wax the through the shell, etc ...This shows how complex the de-waxing process is from a physical point of view. The main defect that appears during this process is the cracking of the shell. Previous modelling work carried out by Snow [1] has shown that it is possible to predict the stress in the shell, making numerous assumptions. In this paper, the modelling to predict the state of stress in the shell that is currently in development at the University of Birmingham is presented together with the presentation ofthe physical phenomena to model and the assumptions used. The parameters that are needed in such models will also be discussed, and some experimental work undertaken at the moment presented."

History attests to the catastrophic consequences that fire, explosion and contaminated, noxious andirrespirable atmospheres can have for workplace health and safety in underground coal mining. It also confirms that fires and explosions present the greatest risk of partial or total loss of underground mines and equipment and that this risk continues to materialise. The design, implementation, operation and maintenance of the mine ventilation system are core controls for managing the hazards associated with these risks, both for preventing them from materialising and for mitigating their consequences if they do materialise. These are most effective when embedded in a risk management approach.

The U.s. Bureau of Mines is conducting research to optimize the utilization and design of mine roof support systems. This report describes methods to evaluate resultant loading on longwall shields, defined as external resultant vertical and horizontal force acting on the canopy and base. Four models are considered: two rigid-body models, an elastic model, and a numerical model. The rigid-body models equate measured internal shield forces to unknown external resultant shield forces (loads) through rigid-body analysis of static equilibrium requirements. The elastic model develops a solution to shield mechanics by evaluation of the load-displacement relationship and stiffness characteristics of the support structure. The numerical model is a two-dimensional finite-element representation of a shield structure. Model determination of resultant shield loading is compared to controlled loading of a shield in the Bureau's mine roof simulator. Parameters investigated are shield height, canopy contact configuration, canopy and base horizontal constrainment, and boundary conditions imposed by vertical and horizontal shield displacements. It is concluded that rigid-body models are most applicable to in situ measurement of shield loading. Applications requirements and potential error sources are discussed.

The prediction of ground-borne noise levels from tunnel construction activities requires knowledge of the input vibration forces from the vibration source(s) into the cutting face, knowledge of the vibration transmissibility through the surrounding medium, and knowledge of the receiver building’s vibro-acoustic response. The conversion of this vibration energy into sound pressure within the receiver building depends upon the vibration coupling of the soil and the building’s foundations, the structure’s response including floor-to-floor attenuation and amplifi cation due to resonance, the radiation effi ciencies of the internal structural elements, and the room’s acoustical properties. Beginning with a known input vibration spectrum at the cutting face, it is possible to predict the resultant ground-borne noise levels within a receiver building using either analytical and/or empirical techniques, or by numerical modelling. This paper presents an overview of the various methods available to estimate ground-borne noise levels from tunnel construction activities and discusses the advantages and limitations of each.

IN gathering material for this book, I have made extensive use of the archives of Phelps Dodge, contemporary news- papers, and a wide range of secondary sources. Two manuscripts-one on the history of Phelps Dodge by Arthur Train, Jr., and John L. Lawler, the other a biography of William E. Dodge by Richard Lowitt-have been of the greatest value. I owe a particular debt to the authors whose names I have just mentioned. I have also gathered important information and obtained revealing points of view from conversations with many people. Personal visits to the company's mines and plants added knowledge and understanding that nothing else was able to supply. Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

THE object of this paper is to present the various facts that l1ave been revealed during lengthy investigations into the performance of all types of ropes on different hoisting installations. It then goes on to suggest means by which most of these findings could be usefully employed to obtain more economical rope lives with increased safety. Laboratory studies suggest that improvements of coke strength brought about by pre-heating caking coals before carbonization accrue from inadvertent oxidation rather than from other low-temperature changes in the coal mass. Controlled oxidation of highly caking coal, followed by laboratory carbonization, produces cokes which, in terms of a laboratory scale tumble test index, are equivalent to those obtained from prime metallurgical blends. Appropriately formulated blends of exhaustively oxidized and fresh caking coal similarly yield cokes with strength indices comparable to those of cokes made from the same coal after oxidation under optimum conditions.

"1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

The South African mineral resource royalty system, initiated in 2010, employs a hybrid ad valorem approach tied to profitability ratios. This rate is then applied to the total revenue from mineral sales. In this article we explore how the profitability ratio in the mineral resource royalty formulae interacts with the gold tax formula as applied to South African gold mines, devising a strategy for cut-off grade optimization. The study focuses on nine narrow, tabular-reef (Witwatersrand) gold mines. The approach involves a mixed-integer cut-off grade optimizer utilizing Excel Solver, incorporating relevant royalty and income tax formulae. Different mineral resource royalty cost scenarios were examined. Ignoring these costs in the break-even analysis lowers the cut-off grade but slightly boosts profits compared to considering expected costs. The developed optimizer model, recognizing the profitability aspect of the mineral resource royalty and income tax formulae, yielded a 6% lower cut-off grade than the base case. This is significant for increasing mine life. While the profit differences are marginal (0.2% compared to the break-even base case), substantial improvements were noted: a 6% increase in stope tons above cut-off grade, and a 4% rise in total revenue. Enhanced resource utilization (3% extra gold kilograms) reduces necessary development and overall costs, allowing for a reduction in the cut-off grade and ultimately, more profit.
