A technology for producing liquid fuels from oil shale at prices competitive with crude oil prices is a necessary but not exclusive prerequisite for the development of a shale oil industry. Many other factors will affect the timing and the rate at which oil shale is commercially developed. Among the more important are: governmental policy concerning oil shale and oil resources (including the Outer Continental Shelf) that are under Federal control; oil import policy; Federal taxation of shale oil production including depletion allowances; regulatory practices; competition from other energy sources, both synthetic and natural; Federal treatment of factors affecting competing energy resources; and present legislation under which the public resources must be leased. Significant changes in any of the foregoing factors could have a controlling effect on the timing and rate of oil shale development. The effect of changes in each of these factors is evaluated.

Selective Flocculation process development generally involves single mineral flocculation tests to identify the appropriate polymer and experimental conditions for achieving the desired selectivity. Invariably the selectivity predicted on the basis of such tests is not realized when mixed mineral tests are conducted. A systematic experimental investigation revealed that adsorption of the polymer on various substrates is critical to selecting the suitable flocculent. Simultaneously, a mathematical model was developed to predict the overall process efficiency with a given polymer. In this paper, results of these efforts to scientifically design a suitable selective flocculation process are presented.

Early attempts to apply superconductivity to the beneficiation of kaolin required very large refrigerators to remove the heat generated during rapid charging and discharging of the magnet. In the early 1990's, Advanced Cryo Magnetics, Inc. developed and patented methods to reduce this pulsed heating by a factor of fifteen. Small, helium refrigerators and cryo-coolers are now used. Along with savings in electric power, superconductivity allows operation at higher magnetic fields and greatly improves separation process efficiency. New designs offer enormous reductions in weight, size and capital cost as compared to older copper magnets. Application of this technology to minerals other than kaolin is emerging.

Kaolin tailings ponds play an important role in reclamation of land and water. Discharges impounded from kaolin plants include oversize fractions consisting of coarse kaolin, mica, quartz as well as magnetically extracted contaminents, acid filtrates, and plant washdown streams. Tailing ponds perform an essential function in sedimentation of particulates, blending and reoxygenation of liquid waste, and neutralization and clarification of discharge water. During the past fifteen years, most kaolin firms have segregated their coarse filler waste to allow for possible reclamation for production of delaminated coating clay. This excess coarse filler fraction constitutes a reserve for future coating clay production.

The new Niagara Falls Intake Tunnel, mined in the highly fractured Lockport Dolomite, encountered prolific inflows of water contained in rock seams directly linked to the Niagara River. These inflows were pressurized and, more significantly, contained high concentrations of dissolved H2S gas. The contractors attempts to control the water/gas inflows included cement and chemical grouting from inside the tunnel. Ultimately, improving the rate of air exchange in the tunnel by increasing the fan capacity, in conjunction with a pattern down-hole pre-grouting program along the tunnel alignment allowed the contractor to control the concentration of H2S gas and complete the tunnel.

The aim of this study was to develop an integrated approach to enable identification of areas favourable for the presence of massive sulphide deposits in a given region (Las Herrerias, Spain). It is based on geochemical soil exploration, geophysical surveying (ground gravimetry), detailed geological mapping and a knowledge of the deposits of the South Iberian Massive Sulphide Belt. The multi-dataset approach consists, in the first instance, in standardizing and combining all the geochemical data with reference to their geological setting. Next, the "heavy" anomalies are extracted from the gravimetric survey, regardless of the surrounding context (heavy or light). The results from these two stages are then crossed, so that areas where heavy anomalies are associated with geochemical anomalies can be identified and classified. Crossing the geochemical and geophysical data enables a much tighter selection of anomalies than does the manual superposition of data provided by each method (geology, geophysics, geochemistry).

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

A sensitive portion of Section U 6/3 of the Vienna, Austria subway system required construction of two single-track tunnels under a telecommunications facility, where strict ground settlement limitations had been set. Local geology, hydrology, and site constraints led to the decision to use the New Austrian Tunneling Method (NATM) supplemented by compressed air and partial dewatering. In addition, ground freezing was used, as the tunnel would pass through alluvial layers beneath the facility, with a cover of as little as 1.5 m. Laboratory testing and two in situ test fields were used to collect frozen soil data so that the freezing scheme ensured minimal heaving magnitude.

The value of exported nonenergy minerals from the less-developed countries has increased substantially between 1970 and 1985, but their market share relative to world exports has remained stagnant. Of the top twenty minerals exporters, only four are developing countries. Production capacity in the developing countries is shown to be less sensitive to demand downturns than capacity in the developed countries. Two approaches to the management of cyclical minerals demand are given using examples from India and Papua New Guinea. The authors conclude that pro¬tective policies implemented by developing nations have, barring a few exceptions, relatively little impact on the chronic nonfuel minerals oversupply problem.

"The waters of Lake Superior flow into those of Lake Huron through the St. Mary's river. The rapids in this river are about half a mile wide and three-quarters of a mile long, in which distance the fall amounts to about twenty feet. Since this was the only obstacle to navigation between the west end of Lake Superior and ports on any of the other Great Lakes except Ontario, attempts were made many years ago to permit the passage of small boats from Lake Huron to Lake Superior by means of canals and locks. The first canal was built on the Canadian side of the river by the Northwest Fur Company in 1797-98. The lock was 38 feet long, 8 feet 9 inches wide and had a lift of 9 feet. A tow path was made along the shores for oxen to track the bateaux and canoes through the upper part of the rapids., The lock was destroyed during the war of 1812 by United States troops from Mackinac Island.The first ship canal, known as the State Canal, was built on the American side of the river in 1853-55, about 750,000 acres of land in Michigan having been granted by congress to a private company as a 'concession for its construction. This canal was more than a mile long, 65 feet wide at the bottom and 100 feet wide at the water's surface. It had two locks, each 350 feet long by 70 feet wide, with a lift of about 9 feet. The depth of water in the canal was about 13 feet and in the locks about 11 1/2 feet."

The development drilling program of the Copper Cities mine indicated that the molybdenum content of the ore would be about 0.011% MoS2' The molybdenum content of the Miami mine at the same time was about 0.025% MOS2' The Miami mill had a very successful molybdenum operation which used bleeder turbine steam from the Miami power plant for the steaming operation. The much lower grade of the Copper Cities ore, the absence of a source of low cost steam and the use of sodium aerofloat as the copper collector which Miami experience indicated did not respono readily to the steaming technique made very doubtful the success of a similar operation at Copper Cities. However, the relatively few pounds of copper that could be recovered from the low grade Copper Cities heads made very desirable the recovery of the molybdenwa,as a source of additional revenue. Accordingly, shortly after the Copper Cities mill began operation, a research program was instituted to develop a suitable method of molybdenum recovery. This program explored first, the successful steaming process then in use at Miami and as expected, found it unable to decompose the sodium aerofloat copper collector. The known chemical depressants were then tried without much encouragement. Finally the copper concentrate was dried, not roasted, to 2-3% mOisture and this along with sodium ferro-cyanide and cyanide resulted in sufficient copper depression that a final molybdenum concentrate containing 1.0% CU could be made. The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner's bonanza. I do not mean to' infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

The Bureau of Mines (USBM), US Department of the Interior, has developed a method of dewatering clay slurries based on flocculation by high-molecular-weight polymers and water removal from the formed flocs using a trommel or hydrosieve. The exchange ion on the clays affects their dewaterability. Metal ions in solution and on the exchange sites of smectite clays are known to act as Lewis acids. Recent work has determined that these ions can be titrated with high-molecular-weight polymers. The relative acidity of the exchange ion and the basicity of the polymer determined by the new method give insight into the dewatering mechanism.

P.T. Freeport Indonesia operates a mining complex located in the highlands of West Papua, Indonesia. Present production from PTFI’s DOZ Underground Block Cave Mine is approximately 40 thousand tonnes per day (ktpd). This paper describes the design process and recommended ventilation infrastructure necessary to expand the DOZ Mine reserves and to increase sustained daily production above 50 ktpd. The enlarged footprint will feature longer production panels of up to 650 m in length, more active draw points, a second large gyratory crusher, and additional men and mobile equipment. The increased ventilation capacity will be achieved through the development of new, dedicated ventilation drifts, and primary Underground exhaust fans.

This paper refers to the new crushing and grinding process, invented by Professor Schonert (Ref. 1), Clausthal, Germany. The process is known as high pressure particle bed comminution or interparticle crushing. Several papers already describe fundamentals of the process, the equipment used, results of lab size and large scale tests and the first results of commercial operations (Ref. 2 to 7). Of course, we will treat the topic from the perspective of a downstream gold ore upgrading or leaching process. Some recently executed testwork indicates that the process provides special advantages in this field. To describe the process generally, in view of the already existing publications.

Agglomeration by balling in cylindrical or shallow pan devices dates back to the early part of this century. The first sintering tests conducted by Dwight-Lloyd on nonferrous ores included a mixing step for ore, flux and fuel carried out in a deep pan device similar to the balling pans, or discs, presently in use. Further work directed mainly toward sintering of ferrous and nonferrous ores always included a preparatory step, usually referred to as mixing, agglomerating or green-balling of the ingredients. In the late forties and early fifties two methods of particle preparation prior to firing were in general use. In Europe the balling pan was used predominantly, both as a mixer and as a pelletizer. In the United States many pilot plants and semi¬commercial plants used balling drums. When the first iron ore pelletizing plants were built in this country, the most frequently used device for green-balling was the cylindrical drum. At the same time, the pan device was used both in Europe and the United States for many other materials such as fertilizer, cement, flyash, alumina and copper concentrates, as well as to mix the feed for sinter machines. The difference between these two balling devices - -the drum and the disc - has been the subject of much discussion and is well covered by several papers included in the 1962 publication "Agglomeration' issued by AIMS, based on their 1961 International Symposium held in Philadelphia. While processing zinc cakes with application of Weltz-technology silver remains unrecovered and goes into clinker. In order to prevent it the elaboration of effective silver recovery methods from zinc cakes before their weltzing becomes necessary. A combined method of zinc cakes treatment with leaching and flotation in a closed water circuit has been worked out. The technological scheme envisages the use of sulphgydril collectors in combination and comprises a series of consecutive operations: leaching, filtration, precipitation(cementing) and flotation. Total silver recovery is approximately 94%. The technology elaborated has been realized in a project by which the construction of a new shop is under way now.

Increasing concerns of industrial hygiene and worker health issues and resulting regulatory actions, coupled with continuing advances in mining systems, are placing new burdens on the industry and Federal Government; particularly, mine ventilation departments. More encompassing worker health programs are required to respond to Federal promulgation of regulations and to keep abreast of techno- logical advances in the mining industry. The relationship between the mining industry and Federal agencies involved in rulemaking is presented, along with the rationale of an Industrial Hygiene Management Plan. This plan or strategy focuses on developing partnerships and collaborative research groups to address the controversial health issues facing not only the mining workforce, but our society.

Calaverite is a gold telluride species, with the composition, AuTe2. Calaverite is usually characterized by an exceedingly slow dissolution rate in a cyanide solution. Cyanidation of a slurry containing synthetic calaverite (P90 of 10 microns) was studied to determine the leaching kinetics and surface reactions. Alkalinity, dissolved oxygen, lead nitrate and sulphide minerals (pyrite and chalcopyrite) were among the parameters evaluated. The reaction products at the surface of calaverite were documented using X-ray photoelectron spectroscopy. High lime concentration with lead nitrate and injection of oxygen produced the fastest leaching rates. New gold leaching mechanisms were identified which appeared to be related to the parameters selected.

The new generation of computer environment provides mineral processing plants with convenient tools to store and retrieve or to analyze on-line process variable values as given along time by the various sensors installed in the plant. The paper describes the application of classical tools, such as time series analysis, to retrieve the hidden information contained is such data. The concepts used in single signal processing (autocorrelogram, power spectrum, ARIMA descriptors) and multi-signal processing (cross-correlogram, cross-spectrum) are briefly reviewed. Some examples are given to illustrate their application (sampling, data filtering, process behaviour prediction, process evaluation, data synchronisation). Examples are taken from mixing, flotation and leaching processes.
