Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

Four types of slope failures in waste dumps are recognized; debris flow, foundation failure, edge slump and blowout. The first three types, although at times causing considerable damage to property and interfering with mine operations, are not usually dangerous to personnel because of their slow rate of movement. The fourth type, the blowout, is considered to be the most dangerous because of its explosive mode of failure and lack of forewarning. The December failure at Verona dump is presented as an example of a blowout. Data from piezometer holes indicate that the blowout was due to perched leach solutions near the face of the dump. The level of water in this zone is very closely related to the rate of leach water application on the dump. A detailed analysis of core samples indicated that the impounded water was due to a zonal accumulation of Jarosite which is associated with a buried dump surface. Drain holes proved successful in controlling perched leach solutions in the critical zone near the face of the dump. Monitoring of the water level in the perched zone is considered essential in preventing blowouts. The use of drain and piezometer holes has allowed an increase in the rate of water application on the dump while preventing additional failure.

In this paper I use the term "industrial minerals" in its broad general sense, and I distinguish two main groups. The first consists of the bulk materials, characterized by low unit price, nearness of deposits to markets, relatively simple methods of extraction and processing, and a tendency to be closely related to the construction industries. The second group includes those materials valued for exceptional purity, or for some special property such as hardness, immunity to acids, or dielectric strength. These materials are produced in smaller amounts, at high unit values, from deposits notably restricted in. distribution; and they require more or less sophisticated methods of production and beneficiation. The applications of this second group are not closely tied to any particular part of the economy. From the way in which the commodity committees of the Industrial Minerals Division are set up, I take it that the chief interest of most members is with the first group of materials mentioned above. Hence this paper will deal mainly, though not exclusively, with such bulk commodities as sand and gravel, clay, and stone. The first word in the title of the paper also requires brief explanation. It is here given a threefold interpretation. First is the role of the industrial minerals themselves in industry; this would probably be taken as the conventional meaning of the title* The second is the role of the industrial-mineral producers as citizens of the community. The third is what may be called the scientific role of these producers.

As a class, silicate minerals have likely found the broadest, if not largest volume, use in combination with polymeric binders of all industrial minerals. Among the silicates, calcium metasilicate, wollastonite, enjoys a front runner position in a near universal sense. It is a viable and desirable part of composites ranging from thin films to large moldings; from a common filler/extender for paint for your garage to a reinforcement for the exterior surfaces of a luxury vehicle affordable to very few. This article is focused upon the variations in particle morphology and the surface characteristics which, by way of commercial examples and discussion of active research programs, make this environmentally benign mineral so unique.

The great increase in post-World War I1 use of molybdenum was made possible by discoveries of that metal in porphyry molybdenum and porphyry copper deposits. This section documents significant porphyry molybdenum discoveries of the post-war period. The most important discovery was Henderson in Colorado. It is not only one of the world's largest and richest, but it was found by a team of geologists who defined the hood model and tested it successfully at Henderson. Under the leadership of Stewart Wallace, these scientists established a set of criteria for exploration for Henderson-type de- posits that was copied by the industry. The discovery bf vertical cylinder type porphyry molybdenum deposits was less renowned. Boss Mountain in British Columbia and then Mt. Pleasant in New Brunswick were given relatively scant notice, compared with the Henderson discovery. However, these deposits have geometrics distinct from that found in the typical hood, which directly affects their exploration characteristics. Mt. Pleasant, included in this section, is a well defined, near vertical breccia pipe. Both the Henderson and Mt. Pleasant discoveries were made by relatively small groups operating independently of the bureaucracy that characterizes large corporations. The management role in each case was one of encouragement. In addition, Wallace had the beneficial experience of working for Climax, whose objective was the discovery of porphyry molybdenum deposits. Henderson was the natural outgrowth of the exploration effort by those who studied and understood the Climax deposit.

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

This study examines the accuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines. The specific objective of this research was to find locations where an area sampler might work better than earlier studies have indicated. The results show that fixed-location area sampling cannot accurately predict the dust exposure of a machine operator, even when the best fixed location is sought, the fixed location is quite close to the operator and the bias due to the dust concentration gradient is corrected. Industrial hygienists have known for many years that area sampling is unsuitable for measuring air contaminant exposures in the workplace. Near contaminant sources, the dilution air and the contaminants are not evenly mixed. Therefore, when workers are near contaminant sources, exposure measurements must be taken from the worker's breathing zone to be accurate.

HISTORICAL BACKGROUND The American Concrete Institute defines shotcrete as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity onto a surface." This definition thus includes what is traditionally known as gunite, which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this chapter. In 1914, following the invention of the mortar gun in 1907, then chief engineer of the US Bureau of Mines (USBM) George Rice developed the gunite process for underground test work at the USBM facility at Bruceton, PA. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto tunnel in California. The greatest development was in Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Initially, shotcrete was used to reduce manpower requirements for forming and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately after the opening had been made. The incorporation of wire mesh into the shotcrete led to the new Austrian tunnel method or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the US reliance on wood or steel supports in main-line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to accept the new and seemingly unrealistic lighter shotcrete support. APPLICATION REQUIREMENTS Shotcrete is a relatively new material for use in underground support systems. Consequently, experienced miners are not always available who are capable of applying the material effectively. Shotcrete, particularly in the small cross sections typical of mine shafts or haulageways, is applied in cramped quarters under less than ideal conditions. Adequate lighting should be made available. The surface should be clean and free of running or dripping water. It may be necessary to collect flowing water in plastic pipes or water collection devices. Any dry cement dust from previous shotcrete applications should be washed from the surface in order to assure a good bond. The US Bureau of Reclamation (USBR) while shooting test panels at the Cunningham tunnel in 1974, found that experienced shotcrete operators were able to obtain up to three times greater compressive strengths than were obtained by unskilled operators using the same equipment and shotcrete mix. ENVIRONMENTAL AND SAFETY REQUIREMENTS Since sodium and potassium hydroxide, as well as other moderately toxic compounds, are often contained in shotcrete (particularly where accelerators are used), safety precautions must be taken to prevent skin and respiratory irritation. Nozzlemen and helpers are required to wear gloves, protective clothing, and ventilation hoods with a filtered air supply. Respirators approved by USBM, equipped with chemical filters that will not pass the caustic mists, may be permitted in lieu of hoods if goggles or safety glasses are worn. Protective ointments are available to reduce skin irritation. All air and shotcrete feed hoses should be equipped with safety-type couplings and secured with safety chains at each coupling to prevent whipping in the event of a hose or coupling failure. Some environmental effects can take place down-stream from the development face being supported. The accelerator compounds, as well as the portland cement used in the shotcrete, will be found in the rebound material which falls to the invert of the heading. Since these compounds may be leached from the rebound material and carried by the drainage system, it may be necessary to install neutralizing or other water treatment facilities. Investigations may find that the final reaction with other compounds being leached from the mining operations may result in a more or less environmentally acceptable end product. USES OF SHOTCRETE General Uses Shotcrete, as a combination of cement, aggregate, and accelerator, is utilized for underground openings such as shafts, adits, haulageways, and service chambers for the following general purposes : (1) primary sup¬port; (2) final lining; (3) protective covering for excavated surfaces that are altered when exposed to air (the protective covering may be of a temporary or final nature); (4) protective covering for steel or wooden supports, rockbolts and rockbolt plates, heads, nuts, and other mats, including wire fabric, used to prevent rock-falls; and (5) as a lagging material in place of timber, steel, or concrete between steel or wooden supports. These applications can be grouped into three general use categories: shotcrete used as a rock sealant, shotcrete used as a safety measure, and shotcrete used as a structural support. Use as a Rock Sealant Thin applications of shotcrete can reduce or prevent slaking of shales or other rocks that are altered when exposed to the wetting and drying cycles created by mine ventilation circuits. While shotcrete may be effective in preventing such rock alteration, at the present time it is not as economical or efficient as other commercial sealants. However, if the sealant property can be incorporated into the structural support capability, the added contribution is usually helpful. The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

Assembling consistent data for a 40-year time series is a challenge because of the many changes that have occurred in this period. In many cases, because of process improvements and consumer requirements, grades of materials change in a 40-year span. This can lead to a wide fluctuation in price data simply because of increased costs for premium grades. Sources for obtaining price data can also change during a 40-year period. Changing the data source also introduces anomalies in a time series. In some cases, published price data are not representative of the real value of the material and provide little basis for further analysis. For some industrial mineral commodities, there are only a few producers, and value and production data are considered proprietary. In the data presented in this chapter, every attempt was made to ensure that the data were as consistent and representative of the industry as possible. However, the factors mentioned above may have introduced inconsistencies in some of the data series. Many different factors influence trends for industrial minerals because of the diversity of end uses for these commodities. Trends in production and prices for most of the industrial minerals can be related to one or more of the following: changing demand or technologies in end-use industries, development of new end uses, the effect of environmental regulations, production and processing technology changes, energy costs, foreign competition and substitution by other materials, and production as a byproduct of other minerals. World economic conditions, such as recessions and inflation rates, also play a part in some production and price trends. Data for 40 years of production for industrial minerals in the United States are presented in [Table 1] in 10-year increments. Unit values for the industrial minerals, in actual and constant 1990 dollars, are shown in [Tables 2 and 3].

Rare earth elements (REE) are becoming more important in our society. REE deposits are found throughout NM. Some REE past production (1950s), as bastnaesite, came from the Gallinas Mountains district, Lincoln County, NM. Several companies and the U.S. Bureau of Mines (USBM) have conducted exploration programs to identify REE potential. Four types of deposits are found in the district: epithermal REE-F veins, Cu-REE-F veins, REE-F breccia pipe and iron skarn deposits; all are associated with Tertiary peraluminous, alkaline to alkalic-calcic volcanic rocks. District zonation is defined by base metals (REE-F-Cu veins) that form center of the district, surrounded by REE-F veins. The magmatic-hydrothermal breccia pipe deposits form a belt partially surrounding the veins. Iron skarns formed at the top and edge of the trachyte intrusion and are likely the earliest stage of mineralization. In 1991-1992, USBM calculated an inferred resource of 0.487 million metric tons with a grade of 2.95% total REE. With the projected increase in demand of REE, areas such as the Gallinas Mountains district in New Mexico are being re-examined for additional REE potential.

This review is based on a questionnaire sent out to 24 Canadian exploration companies, known to be active in the mineral exploration field, concerning their practice in the use of applied geochemical techniques in Precambrian terrains. Of the companies questioned, 16 returned completed questionnaires and of these, ten companies stated that they had some experience in this type of work. Of the companies who did not answer or return the questionnaire in time I know that at least three have been quite heavily engaged in applied geochemical work in the glaciated Precambrian areas. I also know that these three companies have been reasonably successful in their ventures, so I feel the following figures and opinions are, if anything, on the pessimistic side. Before continuing with the paper I would like to express my personal thanks to the Chief Geologists, Geologists and Exploration Managers of the various companies who cooperated in making this review possible by answering the questionnaires and making available summaries of their work in the glaciated terrains. Of the companies who stated that they had no experience in geochemical prospecting in glaciated Precambrian areas it is interesting to note that only two have reported that they do not use applied geochemistry at all. Two companies have reported that they make use of applied geochemistry in New Brunswick in areas of-light glaciation. Their opinion is that it is a useful aid to other techniques in evaluating mineralized areas.

Large - scale tests at the Polish Safety in Mines Institute /established in 1925 as "Barbara" Experimental mine/ performed in underground and surface experimental galleries, simulating conditions in roadways in mines, are the basic source of knowledge about development and propagation of explosions. Investigations up to 1973 were performed under the Institute's former research director Professor W.B. Cybulski s supervision, whose handbook concerning combating of coal dust explosions in collieries has been also published in the U.S. (2), and are continued until now. For investigating explosions the "Barbara" Mine disposes of 170 m /7.5 sq m/, 200 m /5 sq m/ and 400 m /7.5 sq m/ underground gallieries as well as of 10 m, 25 m, 44 m and 100 m surface galleries. For example, in the 200 m gallery more than 5200, and in the 400 m gallery - more than 2200 test explosions have been performed. Basing on determination of explosion hazard in roadways in collieries and on data of scientific research performed at the Safety in Mines Institute, the strategy of combating the explosion hazard in mines was elaborated; it includes mainly diminishing of coal duet. deposition in roadways, and -because of the possible inefficiency of this safety means in some roadways in mechanized collieries -- the introduction of three additional defence lines against coal dust explosions. It should be mentioned that at the "Barbara" Mine the problem of coal dust explosion initiation was elaborated as contract work for the U.S. Bureau of Mines. The main aim of this paper is to discuss some aspects of methods and measures for combating coal dust explosion hazard in highly mechanized mines in the Polish mining industry where in some roadways explosible coal dust is present, but it is not the aim to evaluate the effectiveness of methods and measures for diminishing the make-up of coal dust and coal dust deposition rates in roadways.

Assessment of the possible impact of existing and future mining projects located in remote areas may be difficult and costly. This may have an adverse effect on the process of issuing mine permits and development of new mines. A remote sensing based land cover change assessment methodology presented in this paper is a promising avenue to render this process more meaningful, precise and affordable. It has been applied to a case study of the Oil Sands Mining Development in the north-east of the Canadian province of Alberta. Recently, the Athabasca Oil Sands Region (AOSR) is a place of unprecedented growth of open-pit mining operations. This study was focused on the primary impact onto the landscape and vegetation resulting from exploration and, mining development. This impact was assessed using an information extraction method applied to two LANDSAT scenes. The analysis based on derived land cover maps shows a 8.64% decrease of natural vegetation in the study area (715,094 ha) in 2001 relative to 1992. It is demonstrated that the methodology presented here provides reliable results and is fully applicable for the assessment of the environmental impact of large scale mining operations.

Resin bolting has enjoyed wide acceptance for coal mine roof support. Beginning in 1973, the first year of significant resin bolting in coal mines, we estimate that 2.5MM resin bolts were installed. This grew to 7MM resin bolts in 1974 and 13MM in 1975. Resin bolts are currently being used in over 300 coal mines throughout the major coal producing areas of the U.S. and barring major work stoppage we expect more than 17MM will be installed in 1976. Although not a cure-all, the number of unintentional roof falls occurring in many mines has been dramatically reduced as a result of converting to this "new" method of support. 1 The improved anchorage strength of resin bolts provides better roof support. (Slide #1) This anchorage strength provides a mechanism to resist changing roof stresses along the entire length of the fully grouted resin bolt, thereby assuring stabilization of rock strata over long periods of time. The ability to resist roof displacement is borne out by readings obtained from strain gauged bolts. These findings can be summarized as follows.2

GENERAL BACKGROUND The first mention of the presence of bauxite in the mesozoic series of north-west Sardinia (fig. 1) is owed to Oosterbaan, a Dutch geologist, who carried out a geological survey of the area in the ninetten thirties. A more detailed study of the mesozoic series was attempted in the fifties by Pecorini and other, who concentrated particularly upon the stratigraphy of the bauxitic horizons, through examination of the various outcrops. In the sixties a pining company, Monte Amiata S.p.A., turned its attention to a section of the deposit outcropping near Olmedo and, considering it to be of some promise, carried out prospecting works consisting essentially of various trenches, some bore holes, a few adit and a. layout plan for the preparation and execution of trial exploitation. The results, although positive, did not convince the company's shareholders to continue the exploration. This report, which is intended as a new contribution to knowledge of the Sardinian bauxite deposit, takes into account the information acquired not only from a drilling prospection begun in 1979 in connection with the SOMIT-PROGEMISA joint venture, but also the results of structural studies and numerous chemical, mineralogical and

Australia is the largest exporter of coking and thermal coal to the international market. This market has required that the coal being presented to the customer has a particular level and consistency of quality. In this context, the Australian industry has developed coal preparation practices that allow this criteria to be met while maximising the recovery of coal from the resource. This has required on- going developments in both coarse and fine coal cleaning technology over the past 30 years. Coal flotation has undergone a number of developments with regard to maximising recovery from the overall plant circuit. This includes innovative flotation circuits (split feed), methods of enhancing the use of reagents and control of pH. During the 1990s, there have been major changes in flotation as practised in Australian coal preparation plants. Columns have become the preferred technology for both greenfield developments and plant upgrades. This paper will outline the above developments with a number of plant examples and the reasoning that has driven the change. The ongoing research that is being carried out on new cells to optimise the overall fine coal circuit will also be discussed.

A geostatistical approach is proposed for the design of infill drilling programs. The method consists of the following four major steps: developing geological favorability models, delineating mineralization and ore envelopes, classifying resource potentials, and designing infill drilling patterns. Geological modeling develops the permissible geological zones in which infill drilling is designed. Modeling mineralization and ore envelopes establishes criteria on the potential blocks to be drilled. The blocks that are included within the ore envelopes are considered in the infill drilling. The following four types of resource potentials are used in this analysis: measured, indicated, possible and barren. Blocks in the indicated category are the top targets to be confirmed in infill drilling. Blocks of possible resources may be considered exploration targets. The algorithms involved in the analysis include indicator favorability analysis, indicator kriging and ordinary kriging. A case study on a gold deposit of the Carlin type is presented to demonstrate the methodology. The deposit was originally delineated by a sparse drilling program with about 230ft of average spacing. The infill drilling design, based on the new method, suggests a significant reduction on the number of holes from a regular-grid infill drilling pattern.

The long-term mine scheduling is the optimal decision on how to extract and process the mining reserves. The resulting plan is mainly driven by economic, metallurgical, and geological factors. Accounting for their uncertainties leads to a robust solution and the feasibility for economic-risk quantification. In this work, we model the spatial uncertainty of grade distributions of multiple correlated elements, by using a multivariate morphing transformation. The result is a set of multivariate geostatistical realizations of the grades, which honor the conditioning data, the direct and cross variograms, and the multivariate statistical distribution, inferred from a set of samples. These models are the input in a reinforcement learning framework, adopted to train a deep neural network that considers the grade uncertainty and leads to an optimum mine plan after training using deep Q-Learning. Mining and processing capacities, as well as economic parameters and metallurgical constraints, are incorporated as the reinforcement learning environment rules. The method is validated on a real deposit, providing insights for future applications.

In mid 1978 Inland Cement Industries Ltd. brought on-line their new one million megagram (Mg) per year cement plant at Tilbury Island, Delta, British Columbia. The Plant--Its Philosophy of Design The design of this plant began in 1974, at the beginning of the rapid rise in petroleum costs later referred to as the "energy crisis". The trend in fuel costs was clear, so one of the basic criteria for the selection of process equipment was high thermal efficiency. Throughout the process of selection of materials handling and process equipment, energy consumption was a factor in decisions. A second factor which influenced the design of the plant was its location on navigable water. The plant is designed to make maximum use of this means of transport to minimize transportation costs. All raw materials (and some fuel) are received by water, and a major portion of the cement and clinker is sent out by barge. Extensive modern dock and material handling facilities were provided to accomplish the shipping and receiving functions. A plant meeting stringent environmental regulations was the third major factor which formed the basis for design. To meet this requirement, all storage facilities had to be covered, 53 bag type dust collectors were applied throughout the plant, and materials handling equipment was designed to minimize dust and spillage.
