Integrated mining information and process control systems can reduce information delays, enhance decision making and improve the responsiveness of mining operations to, for example, variations in market conditions, mineral grades and ground conditions. This paper examines developments in the areas of: monitoring, data analysis and diagnosis,' communications systems; integrated mining support system;, and process and machine control. It concludes that the development of a comprehensive information technology plan is fundamental to the phased implementation of these technologies. In addition, hardware and software standards and concurrent digital design and simulation practices in selected manufacturing industries are examined and concluded to have relevance to the mining industry. Integrated information and process control systems will lead to emergence of the "digital mine". Such advances in mining information infrastructure as well as mining equipment will enable mining operations to shift from mass production methods to leaner production techniques. "Lean mining" aims to enhance and accelerate cash flow over the life of a mine by focusing on reduction of' throughput times; stockpiles for volume and quality control; and wastage and rework.

In 1873 Barton tines Corporation mining Garnets for Abrasives. From providing bulk Garnet Concentrate the technology has advanced to the sizing and classification of micron sized particles utilizing a Barton process. Processing of Garnet involves extensive quality control at all steps, first to insure product purity and secondly to insure the correct size range. Barton Mines produces about 30 different sizes of Garnet products to lead the world in the manufacture of technical abrasive Garnet. This paper will examine the present technology of Garnet Abrasive Manufacture and the specification to which the sizes are produced as well as some of the markets served.

The Mine Safety and Health Administration has developed a model to estimate diesel particulate (dp) exposures in underground mines. The estimate uses either in-mine measured dp concentrations or engine manufacturers' standardized emission data and through a series of calculations estimates full shift dp concentrations by applying standard engineering principles of ventilation, control technology and work cycle. This model, in the form of a computer spreadsheet, provides the mining industry with a method to estimate diesel particulate levels and determine the impact of various diesel particulate controls on occupational exposure to dp in underground mines. A detailed description of the estimator and several examples demonstrating the results are provided.

Industrial minerals or non-metallic minerals are loosely used terms applied to a diverse assortment of materials which, in many cases, have nothing more in common other than the fact that they are neither metals nor fuel minerals. To help bring order to this otherwise random assortment of minerals, we have grouped these materials into two main categories; chemical and physical minerals, and nine sub-categories based on end-use applications as shown in Table 1. Chemical minerals are products which are principally used for the specific chemical elements they contain, whereas physical minerals are products which are used to meet specific performance specifications. The latter part of the 1970?s, in particular 1978, were considered peak years in terms of production and sales for many industries, By using 1978 as a base year, we can evaluate wherethese markets stand today after the recession of the early 1980's and the recovery which began several years ago. From this historical overview and appraisal of the current situation, various assumptions can be drawn as to which markets are expected to perform well into the 1990's.

First of all let me say what a genuine pleasure it is to be here. Acapulco certainly is a beautiful change. I'm going to spend sometime talking about change, because frankly I'm astounded at the rate of change in our world today. One good example of this, reminds me that the first time I spoke before the AIME two years ago, we were at the Ramada Inn in Beckley, West Virginia. Today we're at the Princess Hotel in Acapulco, Mexico. Now that's what I call a change. Seriously though, I'm sure you've all heard it said that the most consistent thing about our society is its constant change. Five years ago, no one could have predicted the changes we experienced in the United States during the first half of the 1970's. In the past twenty-four months alone, we have seen two presidents, three vice-presidents and hundreds of administration and government personnel changes. We have stumbled from one social crisis to another, while suffering through rising inflation, major energy shortages and labor unrest that could plunge us into a full scale economic depression. In view of these constant and unpredictable changes around us, it's obvious that we must learn to deal with change and "roll with the punches" if we are to survive. A controversial book published recently, explores in detail the various aspects of change and its impact on man.

INTRODUCTION The sublevel stoping mining method is usually applied to a relatively steeply dipping, competent ore body, surrounded by competent wall rock. Ore is produced by drilling and blasting longholes, which can range from 50 mm (2 in.) to 200 mm (7% in.) diam, with lengths up to 90 m (300 ft). Longholes can be inclined in any direction, but the ring or pattern usually forms a plane, and the holes are blasted as a unit. Recently developed mobile drilling and loading machinery, as well as new explosives products, blasting techniques, and cemented sand and rock fill have made sublevel stoping a highly efficient and versatile mining method. When designing a sublevel stoping production sys- tem, it should be kept in mind that production rates from conventional sublevel stopes vary widely through- out the life of the stope. Early production is at a low rate, coming only from the drawpoints near the slot, but increases as new drawpoints are reached by the stope face. As the stope nears completion, again, fewer drawpoints are productive. Enough drawpoints must be available at any time to provide required production. Drawpoint availability should be compared to equipment availability; plan for more drawpoints than are needed at any one time. Accurate, realistic scheduling is essential to smooth production rates. Also, initial recovery of ore in a stope/pillar block is normally from 35% to 50% in sublevel stoping. Planning of pillar recovery, representing the majority of ore tonnage in a production block, must be done during early mine planning. Since much of the development already done for primary stoping (access for drilling, drawpoints, and haulageways), can be used for pillar recovery, early production from pillars is highly desirable. The following description of components of the system is an attempt to highlight some of the most important features and requirements of mechanized sublevel stoping methods. Similar comments would apply to the use of older equipment (column-and-arm drill setups, slushers, etc.) in similar methods. As in any good mining system, maximum economic recovery of the resource in the ground is the primary consideration. STOPE DESIGN CHARACTERISTICS Length and Width The following are some of the factors which affect sublevel open stope length and width dimensions: ore body geometry, principal stress directions, competence of stope back, optimum drill pattern, and drilling drift layout. In new mines initial stope layout design may occur before the ore body is actually intersected by mine workings. Stope dimensioning is a critical decision, and assistance from as many knowledgeable people as possible at this stage is essential. Operators with past experience in similar ore bodies, rock mechanics experts, and others with mine design experience should participate at this stage of stope planning. Height The following are some of the factors which must be considered in determining stope height: competence of stope pillar and stope/fill walls; slenderness ratio of adjacent pillars; ore body dip; ore body thickness; hole depth capability of the drilling machine; fragmentation characteristics of the ore; and level intervals in existing mines. In competent ground, drill-hole length and accuracy are the most important determinants of stoping height. Frequently entire drilling sublevels can be eliminated because of the depth capability of sophisticated drilling equipment, resulting in significant development cost savings. Drawpoint Location and Design Some of the most important considerations of a good drawpoint system are optimum spacing of draw- points, within the constraints of stope dimensions, for uniform drawdown and maximum recovery; excavations designed for stability for the life of the ore block to be drawn-primary stope ore as well as subsequent pillar ore; floor or roadway design including type of surface, reinforcing, grade for water runoff; orientation with respect to the main haulageway, for optimum loader maneuverability and ground stability at the inter- section; and length, to allow articulated front-end loaders to work in a straight configuration. Careful drawpoint design and construction are keys to successful production. Extra care in development, such as smooth wall blasting, rockbolts or grouted rebar, wire mesh, and shotcrete usually will ensure long draw- point life. Human exposure during production loading is of longer duration than during development or production drilling, and consequently preparation of draw- points is easily justified, particularly when pillar ore can be drawn through the same drawpoints. Secondary blasting of boulders can weaken drawpoints, also justifying good ground control techniques. A smooth draw- point floor of poured, reinforced concrete, on a grade of +3% or +4% toward the ore pile facilitates water flow out of the drawpoint, and ease of loader bucket penetration into the muck pile. Slot Raising, Slotting A slot or other space for rock expansion is necessary in conventional sublevel stoping where vertical rings or rows of holes are blasted. The slot can be started at a slot raise driven by conventional raising methods, raise boring, drop raising (predrilling and blasting a raise from the top, using small diameter-less than 200-mm (7%-in.)-holes for relief), or crater blasting (similar to drop raising, but without relief holes). Recent advances in rock mass mechanics and computational technology now allow for stability analysis of excavations in "wet" mines where mining-induced changes in rock mass deformation and fluid flow are coupled and time-dependent. All the usual dry mine parameters including the premining stress state and rock mass properties are taken into account, in addition to water pressure and flow in jointed, possibly porous, rock masses. Finite element analyses of shafts and tunnels as circular, elliptical, rectangular and arched-rectangular hole shapes excavated in an initially stressed and pressurized rock mass indicate that the usual guidelines for optimum shape and orientation of single openings apply. Here, optimum means maximizing the minimum wall safety factor, or equivalently, minimizing the peak stress concentration. The results also show that failure originates in elements at the wall and that the minimum safety factor at the wall in the wet case is always less than the dry case regardless of drainage time allowed.

The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.

A theoretical and experimental study was made of the surface phenomena occurring in a silicate - sulfonate system and a silicate -amine system, Experiments were conducted varying the collector concentration to examine its effect both on the total surface sorption and the rate of sorption. The results were compared to a theoretical model based on a Langmuir-type isotherm, Finally, the flotation behavior of selected silicate minerals was predicted from the sorption results and an explanation for the flotation of silicates postulated on the basis of both the theoretical predictions and experimental data.

Unprotected uranium mill tailings impoundments can pose a significant risk to nearby inhabitants and the surrounding environment in the event of a prolonged or catastrophic release of contaminants contained in the tailings. As a result of this potential, reclamation plans for such facilities must include engineering designs to protect against disruption of the tailings and the potential release of radioactive materials. The goals for such engineering designs should be to provide overall site stability for long-term periods with no need for planned ongoing maintenance and to provide a repository for the tailings that will not place a burden on future generations. Although the goal is to provide a maintenance-free system that does not require monitoring, it must be recognized that some period of surveillance would be reasonable. The surveillance period could be relatively short and only needs to assure with reasonable confidence that the reclamation scheme that was implemented is functioning adequately. An investigation was conducted by Nelson, Volpe, Wardwell, Schumm and Staub (1983) entitled Design Considerations for Long-Term Stabilization of Uranium Mill Tailings Impoundments (NUREG/CR-3397). This report assesses the degree of confidence with which long-term reclamation plans can be expected to remain effective over specific periods of time, and to assess the additional effort required to extend the design period from one long-term period to a longer one. This paper presents a summary of that investigation and discusses some of the important conclusions.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Belt conveyors offer a reliable means and often do the most economical job for providing continuous bulk material transport, whenever the terrain permits their installation. The ore processing, construction and mining industries use belt conveyors to carry all types of material, from small to large tonnages. Most of the conveyors Fluor Mining & Metals, Inc. designs for metallurgical plants are in the in-plant category, of limited length and medium tonnages, and use fabric carcass conveyor belting. Belt widths can range from 24 to 60 inches Generally, the layout and design of these belt conveyors present no unusual problems. However, calculations for belt tension and horsepower, design of materials transfers, and the sizings and layouts of belt pulley stations and their drives are time consuming.

This paper reviews the trends in supply and consumption of the principal magnesium compounds in the United States in relation to domestic requirements and world resources. The data are confined to these principal magnesium compounds: Magnesium chloride, magnesium hydroxide, precipitated magnesium carbonate, and magnesium oxide (commonly referred to as magnesia). The properties and uses of magnesium compounds are shown in various chapters of' the 2nd edition of Industrial Minerals end Rocks. 3/ The third edition of this reference is in preparation. A more recent description of properties, uses and sources of magnesium compounds appears in a Bureau of Mines publication.4/ The American Iron and Steel Institute and the Refractories Institute have published comprehensive data on the properties and uses of basic refractories. Many magnesium compounds are prepared by the producers to meet specifications set by individual consumers.

It is a transitional region in which it is difficult to ascertain the mechanisms of adsorption of ions, molecules, etc. on mineral surfaces, as well as other secondary reactions which occur in interfacial regions. Thus, in this paper the authors deal with conceptual considerations from which hypotheses are set forth to describe the environmental- interfacial relationships for sulfide minerals.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m (36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM -800 Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

The surface coal mining industry in the United States employs over 50,000 people and is responsible for 60% of domestic coal production. This represents a very significant contribution to our national economy and an important source of highly skilled and well paying jobs. The U.S. Bureau of Mines (USBM) has targeted surface mining as an important research priority to reduce the social and economic costs associated with surface mining injuries and fatalities. USBM safety research focuses on the development of technologies that can enhance productivity and reduce mining costs through a reduction in the number and severity of mining accidents. This report summarizes a number of completed and ongoing research programs that address a broad range of surface mining safety problems. Research methods are described, and research products which are suitable for industry implementation are highlighted.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

An overview is provided of Franklin Industrial Minerals mica mine and plant operations located near Velarde, New Mexico. Operated by Franklin Industrial Minerals since July of 1990, several process and product modifications have been developed and instituted to improve the operation. In addition to a brief history of site operations, descriptions of the mining, beneficiation, delamination grinding, and product classification processes are reviewed. Supportive topics discussed include equipment modifications and improvements, product application diversification, and specific product characterization. Also reviewed are the key areas of safety, environmental responsibility, and programs pertaining to process quality control and product quality assurance.
