The United States Army Corps of Engineers (USACE) has committed to solve a major drainage problem in the suburban Chicago community of Griffith, Indiana. The Cady Marsh Ditch is currently undersized and on occasion spills its banks causing flooding and economic setbacks to the community. Preliminary studies have identified both tunnel and surface solutions as being attractive and viable. The USACE has decided that this project is an opportunity to use the design-build contracting approach to maximize ingenuity in project approach and to allow the market to dictate whether a surface or subsurface solution is most attractive. The tunnel would be over one-mile in length through sands, gravels and clay. Water control will be an issue during tunneling. The paper will explore the contracting approach to the project and the adaptation of Underground Technology Research Council (UTRC) guidelines for underground contracting to a design build project. The roles of Owner, Owner’s consultant, and design-build contractor will be defined as interpreted by the USACE and key contract provisions will be described and contrasted with a traditional design-bid-build approach to tunnel construction.

Classical apparatus for granulometric separation generally have limited applications which are found either in the level of the size of separation or in that of the accuracy and the efficiency of the separation or in that of the rate of feed. In industrial practice, the classification of the products of coarse dimensions generally poses no problems. On the contrary, the separation of fine particles presents some difficulties, however the apparatus is used (mechanical classifiers, curved screens and sieves, hydrocyclones, etc...). These difficulties are due to hprfections of separation, rather high cost prices, and sometimes large amounts of recycled materials.

Horizontal stresses are caused by global plate tectonic forces. During 1995 alone, they were largely responsible for closing two U.S. longwall mines. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky, and Alabama. In each case history, a mine encountered roof falls or difficult ground conditions in the headgate, caused by horizontal stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble-free. The paper also discusses detailed measurements made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel with the maximum horizontal stress, as previously thought, but rather 20° in the stress shadow of the gob. Other stress control techniques, including artificial support, are briefly discussed.

This paper will discuss the Final Tunnel Linings which were placed in 6700m of a 2.32m inside diameter precast concrete lined interceptor sewer tunnel in Staten Island, New York. Two methods were employed to install the final tunnel linings. One method involved forming and placing a polypropylene fiber reinforced concrete cunnette invert, followed by an arch pour. The second method involved the jacking of reinforced concrete pipe into the tunnel, followed by a low density cellular concrete backfill grout. These two methods will be described and compared.

Process development for Eskay Creek began in early 1990 at Lakefield Research, and was initially focused on producing a high-grade/high-recovery concentrate for sale. Owing to the significant base metal sulphide (Cu, Zn, Pb) content of the ore, such a product would have made an attractive feed to a copper smelter, while a gravity and/or flotation flowsheet would have circumvented many of the environmental permitting problems that were anticipated. In the event, it was found that neither gravity nor flotation (nor even a combination of the two) was able to produce a discardable tailing and, in late 1990, attention shifted to the development of a hydrometallurgical flowsheet.

The physiocemical properties and industrial uses of the clay mineral montmorillonite are reviewed. Montmorillonite is the most abundant species of the smectite clay mineral group and is the predominant mineral composing bentonite deposits. The crystal structure, chemical composition, exchangeable ion type, and small crystal size are responsible for several unique properties, including a large chemically active surface area, a high cation exchange capacity and interlamellar surfaces having unsual hydration characteristics. The type of exchangeable ion Na, Ca and/or Mg has a major influence on industrial and chemical uses of montmorillonite because of their hydration characteristcs. Natural occurrences of Na montmorillonite in commercial quantities are geographically limited, but Ca-Mg montmorillonite deposits are known world wide. Foundry, well drilling, pelletizing and civil engineering constitute the major uses of montmorillonite, but the total array of uses of montmorillonite exceeds that of any other mineral.

When the subject of plant computers is brought up most people visualize the computer's controlling the entire plant with very little operator intervention. Actually, this picture is true today in only a limited number of cases and will certainly not be true in the minerals industries for many years to come. There are several ways in which a plant computer can significantly contribute to improving plant operation and closed loop control is only one of these. First of all, what are the basic ingredients for good plant control? For good plant control, two requirements must be met. First, the operator must get good information feedback from the process and then he must know what action to take in response to this information. Control information can be obtained through instruments, laboratory analyses, or through simple visual observation. If it is timely and accurate and the operator knows how to use it, then we have the makings of a good plant control system. The computer can be of help in both these areas by getting good data back to the operator and in helping to develop a good control scheme for the plant.

Construction of a 13m shaft through approximately 100m of water bearing soils and another 100m of bedrock was attempted using the Slurry Diaphragm Wall Method with a combination of deep dewatering wells. During excavation within the slurry wall, unexpected groundwater inflows occurred in a structure of loose silty sands. Artificial ground freezing was selected as a remedial method to seal the leaking slurry wall, and as a primary excavation support and groundwater control method for the 30m of overburden material below the base of the wall. Design of the ground freezing system required analysis of both the structural requirements of the unsupported soil, the frost effects against the existing slurry wall and the groundwater control in the area of the breech in the wall. These design procedures are summarized, and construction and excavation techniques and corresponding schedules compared in this paper. Advanced drilling techniques, ground freezing quality control and general contractor procedures for efficient shaft construction are discussed.

Gold and silver cyanide complexes are presently desorbed from activated carbon by means of hot caustic elutions. These solutions may or may not contain additional sodium cyanide. There are several parameters which affect the rate of stripping. Some of these include pH, ionic strength, and tempera­ture. Stripping is conducted in recirculating (ZADRA) or once through (AARL) circuits. This paper describes the development of a new chemical eluant which increases the rate of stripping of both gold and silver cyanide complexes from carbon. Two case history applications are described.

The paper "Weld Notch Affects on Pulley and Belt Conveyor Reliability" has done an excellent job of describing theoretical fatigue and fracture mechanics methods used in modern weld design. From this foundation, we intend to further detail areas previously discussed and present new research in the application of these principles to pulley weldment life prediction. Affects of changes in alternating stress range, mean stress, and residual stress have been investigated using controlled laboratory fatigue tests on a pulley weldment. Comparisons between these results, weld codes, and theoretical fatigue predictions will be made and discussed.

The limitations in mechanism research of mineral comminution in the past and the basic features of the comminution process have been analyzed. Two kinds of catastrophe model, i.e., cusp model and swallowtail one in the mineral comminution have been put forward. The dissipative structure of the mineral comminution: entropy production rate, extra entropy, extra entropy production and system stability has been discussed. The physical nature of the behavior that an old structure was destroyed and a new one was produced in the mineral comminution process has been brought to light.

The main feature of caving methods is to draw ore from the overlying waste rock. Research on the movements of ore and waste plays a very important part in reducing ore loss and dilution and raising the economic benefits. This paper gives the basic theory of computer simulation of ore-draw, exposses the physical significance of mathematical model, puts forword a new formula of similarity characteristic value, brings forth a method of adjusting similarity, introduces the major functions of the simulation program and describes the ore draw control and stope parameter selection through computer simulation.

There has been a surge of exploration activity and interest in mineral properties located in cold Northern climates, with gold and copper properties as the two most attractive targets. There are already a number of mining operations located in the Arctic, for example, Red Dog, Polaris, and Lupin, all located in the Canadian Arctic. The logistics of sustaining operations, the engineering design and construction methods for such inhospitable regions are now relatively well understood. However, at least three of the proposed new mines in the Yukon Territory, Canada are designed to be heap leach operations. Rescan Engineering has recently completed Feasibility studies for two heap leach operations in the Yukon, one of which, the Brewery Creek Mine, is now in operation. The purpose of this paper is to explore some of the engineering and operating concepts that have been developed to make heap leaching an appropriate process method for gold recovery in a cold climate. Many of the readers will be familiar with the general and specific details of heap leaching, and it is not the intention of the authors to deal with any of the established "do's" and "don'ts" that have been addressed in numerous previous papers, but only with those pertaining to cold weather operations. This paper also examines these design concepts in specific relation to the results of the first winter's operation at Brewery Creek Mine, the first "far" North heap leach operation.

Gallium (Ga) and Germanium (Ge) are essential strategic elements that are extensively used as semiconductors in many technological fields. Owing to their essential uses and supply disruption, Ga and Ge are deemed critical by the U.S. They are typically found as substitutions or inclusions in zinc minerals. However, their distributions within zinc minerals are not well understood. To address this, trace element and mineralogy analyses of representative samples obtained from an old high-zinc-grade tailing were performed using various qualitative and quantitative techniques. These techniques included Inductively Coupled Plasma Mass Spectrometry (ICP-MS), Tescan Integrated Mineralogical Analysis (TIMA) with Scanning Electron Microscopy (SEM) and X-ray Diffraction (XRD). Moreover, bench-scale froth flotation tests were conducted to enrich zinc minerals, the major hosts of Ga and Ge, using PAX as a collector, Na2S as a sulfidizer, Pb(NO3)2 as an activator, and MIBC as a frother. Comprehensive characterization analyses of the flotation products showed significant enrichment of Zn, Ga and Ge in the flotation concentrates.

Introduction The Sierra Nevada Foothill Gold Belt in California extends from Mariposa north for more than 420 km (200 miles). It includes the Grass Valley and Alleghany districts in the zone of Northern Mines and the famous Mother Lode to the south. The gold belt has produced more than 3.1 kt (100 million oz) of gold since its discovery in 1848. This remarkable production, at the present gold price, would be valued at more than $40 billion. The Law of Gambler's Ruin supposes that averages are based on systematic rather than random variations. It emphasizes the vast differences between finite and infinite probability. By applying this Law to this figure, it can be seen that the belt has produced an average of 15.5 t (500,000 oz) of gold per running mile. Many geologists believe, with some justification, that less than half the gold in this belt has been mined. Sixty per cent of the past production has come from lode deposits, the balance from Tertiary and Recent placer gravels. This paper will concern itself with the developing lode mines along the Sierra Nevada Foothill Gold Belt. As a further and final note regarding placer mining along this belt, Mark Twain suggested that placer miners, having lost their senses, had contributed liberally to the population of California's insane asylums. After a 40-year lull with little or no gold production, the lode mines of this famous belt are showing signs of renewed activity. Two open pit mines, the Sonora (Jamestown) and Carson Hill, are now in operation at substantial scales. Two others, the Goldenbell (Pine Tree-Josephine) and the Royal-Mountain King, are being readied for production on equally impressive scales. All are in the southern part of the Mother Lode. Exploration farther north, at Sutter Creek, Drytown, and Georgetown, is showing encouraging results in developing deeper lode deposits. This new activity has been sponsored to a large extent by junior Canadian mining and exploration companies. Most of the established American mining companies have looked the other way, not participating in this important development. One major reason for domestic disinterest in this opportunity is there is little chance for heap leachable open pit ore in this belt, excluding Carson Hill. And heap leaching has become fashionable with American mining companies today. Also, this great old gold belt must have been worked out, for why else is there so little activity here - Catch 22 logic. Another reason is that if a new deposit of size and grade similar to the mines in the past was found, high costs would preclude a profitable operation. And, finally, California environmentalists would not permit mining, even if a rich deposit were found. These may all be pefectly valid reasons not to explore for gold along this belt. But a look at the history of gold mining in California may suggest that the future for exploration and development of the gold resources in the Sierra Nevada Foothills can be greater than the past. It was during the Depression of the 1930s that this gold belt saw its maximum activity, with more than 3000 mines in operation. Some were father and son operations producing only a few tons of ore a day. Other mines employed hundreds of miners to hoist more than 900 t/d (1000 stpd). Some ores were of marginal grade. Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. Salinity in Effluents carries a high penalty as a result of toxic­ity, corrosion, limited re-use potential, scaling and environmental impact. Although the high TDS, such as Calcium sulfate, other than metals are still being dealt with a low key non issue basis, they are receiving more and more attention from regulators. Traditional solutions to solve these problems are costly and inefficient and create therefore severe constraints on the prof­itability of mining operations and out-price in general the finan­cial resources for environmental clean up operations. Going up the technology versus cost curve the most econom­ic solution to pollution is dilution but which is difficult in a coun­t1y shoti of water. If this can't be done, the second best, at least in sunny areas, is, to pump the whole effluent on a tailings dam for evaporation. Depending on the contaminants, one may have to pond the efflu­ent to avoid re-dissolution and seepage into the ground. The next most common solution to pollution is the addition of lime to remove and concentrate any dissolved metals and then dump the product, hidden in a mass of gypsum in a convenient place. Again ponding may be required to avoid ground pollution. However the treatment costs start to rise steeply if it is not allowed to discharge the limed overflow solution because of its high calcium sulphate content. Further treatment is then required in the form of high cost and high tech membrane process tech­nology such as reverse osmosis or dialysis or even mechanical driven evaporation.

"In the mining industry, high-level commitments to adopt sustainability have been made at the corporate levels of mining companies, but there continue to be problems when attempts are made to adopt these high-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into day-to-day minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies. A proposed methodology to achieve integration of sustainability at the operational level will direct the systematic and rigorous identification and characterisation of sustainability issues in an operation. The methodology allows different approach strategies for assessment, comprehensive accounting of sustainability indicators and has the ability to identify sustainability issues which may have significant business implications that cannot be identified using traditional analysis processes."

The purpose of this paper is to summarize the role of water resource monitoring in mining activities and to discuss the considerations that go into designing and implementing a monitoring program. The design of a monitoring program is invariably based on sound engineering and scientific judgement since no design formulas exist that can be universlly applied to the monitoring of all activities. As discussed in this paper, however, a methodology of designing a water resource monitoring program does exist. In order to cost-effectively monitor the water resource impacts of mining activities, the following three monitoring related items should be understood: 1. the role of water resource monitoring in the planning, construction, and operational stages of mine development, 2. the available water resources monitoring methods and the proper role of each method in the various scages of mine development, and 3. the strategies that should be followed in designing and implementing a water resource monitoring program.

The Ray Mines Division has a long and illustrious history beginning in 1911, as one of the early underground block caving copper mining operations. The tonnage mined from the beginning of operations, increased from about 8, 000 TPD in the early years to the present daily tonnage of 22, 500 tons, mined by open pit methods. The Ray basic milling practice has been relatively unchanged since 1927 when the sulphide-flotation process was introduced at Ray. The leach-precipitation-flotation process introduced in 1956 has been the only major process change. The change from underground to open pit' mining was accompanied by a renewed drilling and exploration program which developed large tonnages of low grade copper ores both in the porphyry and the diabase. The ore bodies as outlined were of such a grade and size that it soon became apparent that economical operations could not be developed with the lower tonnage rate. Also that in order to develop these newly proven ores, it would be necessary to move the Ray crushing plant, the Ray. supporting shops, offices, a substantial part of the Ray townsite, and would also involve the rerouting of Mineral Creek, a typical Arizona stream which is dry most of the year but can flow as high, as 8, 000 second feet in the rainy season. This paper describes those changes in flow sheet made necessary both by the increased tonnage .and the requirement to move as much of the crushing facilities from the Ray area as practical in order to free the mine for the extension of its physical limits.
