Massey Coal Company's Western Division, headed by Vice President, Gregory H. Hoyl. I also have a very close friend and fraternity brother who works and lives in Denver so I could talk on and on about this area and our western coal properties, but it's Massey's coal terminal business I'm to focus in on today, and that's a horse of a different color. This semantically ambiguous title purports to describe an examination of the question of automation and its effect on the industrial worker. More explicit titles might be "Painless Automation" or "Mechanization without a Sting" or, if I may steal a few phrases from the title of a recent interview Pith John L. Lewis, "More Machines, Fewer Men -- Is the Union Happy About It?" Automation has become the biggest ?scare word? for many industrial workers and their unions since "wage stabilization.? "To many a union orator," reports TIME of January 4, "automation is the sinister business of eliminating jobs." TIME might better have phrased this description by saying that many unions regard automation as the attempt to eliminate not jobs, but workers, The recent steel dispute was hung up for so long primarily because of the problems evolved of increased job efficiency through automation and job changes. Everywhere today there is heard the cry of our need for maintaining full employment within the context of an expanding economy echoing against the sheer reality of automation's displacement of thousands of workers through a rapid acceleration of productivity.

Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

Between 2010 and 2018, Houston added more than 1 Million residents; the third largest rate of growth in the nation. With growth, the region faces new challenges with water supply, capacity of its wastewater system, and regional drainage. While tunnel construction has been limited in Houston since the Clean Water Program of 1990s, it is about to see a resurgence to improve water supply reliability and to reduce flood risks and sanitary sewer overflows. This paper examines the challenges with “going deep” below the built urban environment and related to high ground water; stiff, fissured clays; flowing silts and sands; faults; hazardous materials; and abandoned well fields.

Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major new source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth with about 5 percent of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40 percent of known world potash reserves and its ten active mines account for some 25% of annual world production. The development of this resource was recognized to be important to the development of Saskathcewan. In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product and conducting all of the other activities necessary for a successful corporation competing in the world potash industry.

About 1/3 of the world's supply of phosphate rock is produced in a relatively small area of the Florida peninsula east of Tampa. Until this past year, a circle with a radius of about 25 miles and centered on Bartow would encompass the major producing areas. During the past year producing areas have opened in North Florida which promise to vie with the Polk-Hillsborough County area in terms of proven reserves. In addition, new phosphate production is planned for counties to the south and west of the present fields. From the existing production areas, however, more than 19 million long tons of phosphate were mined in 1965. As mining engineers most of you probably are familiar with the methods of mining and beneficiating the pebble phosphate rock. You thus recognize that, although some water quality problems may arise from these processes, there is no potential air pollution problem. To make an economically useful product, however, further processing must take place. It is from this additional processing that potentially damaging materials may be discharged to the atmosphere.

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

Southern Peru Copper Corporation (SPCC) has recently completed the construction of copper leaching, solvent extraction, and electrowinning facilities at their Toquepala and Cuajone plants in Southern Peru. Much of the ore for these new operations is the result of the existing mining operations that have been in existence as early as 1959. At Toquepala, pre-conditioning and bacterial dump leaching of the sulfide ore that was too low in copper content to be processed through the copper concentrator began in 1987. The Cuajone heap leach operation is treating copper oxide ore that has been stockpiled since the Cuajone concentrator began operation in 1976. The pregnant leach solutions from the dump leaching at Toquepala and the permanent pad heap at Cuajone are combined into one plant feed solution. Adjacent to the large dumps at Toquepala, a solvent extraction and electrowinning facility has been constructed. The electrowinning facility has a planned annual production rate of35,000 metric tons per year Grade A cathode copper. Initial production of the cathode copper began in November 1995.

?Wyoming bentonite? has become almost a world-wide trade mark for high quality sodium bentonite. Although bentonite is produced in more than a dozen U.S. states the largest producing area covers Wyoming and adjacent parts of Montana and South Dakota. Bentonite was originally known as Taylorite and later renamed Bentonite by Dr. Sam Knight, the State Geologist of Wyoming. The new name came from the Fort Benton shale member of the Mowry Formation. Bentonite is a clay consisting essentially of the montmorillonite group of minerals. Since bentonite has good ion exchange capabilities, various cat-ions are easily replaced. These cations are usually calcium and sodium; however, magnesium, lithium, potassium, and others can be exchanged. One way of classifying the clay is based on its swelling capacities when wet or added to water. Bentonite having sodium as the dominant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium is more abundant than other ions has much lower swelling properties than sodium varieties.

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers. In recent years a great number of papers have been presented at symposiums and have appeared in the literature relative to geologic prediction for rapid excavation and tunneling. Many of these papers describe research projects now underway to investigate tunnel site selection by remote sensing techniques, seismic holography, electro¬magnetic pulse sounding, optical scanning for structural features, and many other exotic geophysical techniques. While it is possible that this research will produce techniques that may prove to be very useful, it appears for the present at least, and perhaps for another decade, that there still will be no substitute for conventional exploration methods such as coring boring, geologic mapping, studies of existing wells, and proven geophysical techniques. Nevertheless, there is still room for tremendous improvement in the conventional techniques for geologic prediction in tunneling. These include: more rapid and accurately aligned coring borings drilled parallel to the tunnel alignment; improved geophysical surveys both prior and during construction; improved methods for predicting ground¬water inflows and water pressures, both of which can greatly influence the cost of driving tunnels. Geophysical techniques can also be ap¬plied to locate deeply incised glacial troughs or ancient buried stream channels that might cross the tunnel alignment. In the meantime, while some researchers continue their efforts to¬ward a breakthrough in new techniques for geologic prediction, it is recommended that other researchers direct their efforts toward sol¬ving specific problems such as accurately predicting ground-water conditions, determining locations of high geostatic stresses, and locations of major fault and shear zones.

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

The Silver City mining region is located in Grant County, southwestern New Mexico (Fig. 1). This area is well known, having produced large tonnages of base and lesser amounts of precious metals over the past several years. Mining within the region continues today, as well as exploration activity, which seems to have been on the increase since the recent discovery of a large skarn-associated Zn-Pb-Cu replacement deposit near Pinos Altos, a mineral district within the region (McKnight and Fellows, 1978). Because the Silver City area contains a number of mineral districts and retains promise for additional deposits, as suggested by widespread hydrothermal alteration and favorable igneous rocks, it was selected as the focus of two independent geochemical studies, both seeking to enhance anomaly-to- background contrast in order to improve our abilities to detect blind metal deposits or subtle manifestations of near-surface occurrences. The first of these independent studies involved the systematic sampling of those secondary Fe-Mn oxides that occur within coatings, selvages, and fault fillings, and then the selective extraction of these oxides from the host-rock matrix by chemical methods. The second study sought to isolate clastic Fe-Mn-rich materials from the heavy fraction of stream alluvium. The ultimate source of the clastic Fe-Mn oxides is presumed to be the same coatings, selvages, and fault fillings sought by the direct sampling of joints, but has been transported as a result of lateral erosional processes.

Ventilation and refrigeration fortune climate modification contributes significantly to the operating costs of a deep hot mine. Mine climate simulation programs can he used to minimize the impact of these costs. There are several computer codes available to assist in this work. Whichever simulation program is used, it is the mine ventilation engineer who must supply the input data. This paper raises and answers the following question, namely, what accuracy is required of the basic input parameters, in order for a certain precision to he obtained in the predicted air temperatures? In the first part of the paper a new approach is described to estimate the dry and wet bulb temperature of the airflow, either in a dry or wet roadway. The calculation procedure allows an arbitrary temperature change with time, using Duhamel's superposition solution. Matrix-vector representation is applied to simplify the computational structure. In the second part of the paper the sensitivities of the dry and wet bulb air temperatures are analyzed, to the changes of the rock thernrophysical properties, the heat transfer coefficient, and the wetness factor.

The basic compression-yield concept of roof support for mine roadways requires that the mine roof be placed in a state of compressive stress. The compressive stress may be achieved using a support system such as an entry truss or other specialty truss device. Furthermore, the roof must be allowed to yield, but with great resistance when abutment loads are placed on the roadway. The resisted yielding may be provided using a new yieldable steel prop, known by the trade name, YIPP~. The yieldable steel prop can allow as much as 1.5 m[5 ft] of yield, or up to approximately 40% of the opening height, while providing a resistance in excess of 60 mt[66st]. More than fifteen mining operations including coal, trona and hard rock mines have field tested the YIPPI . Present results indicate that the yieldable prop provides a cost-effective alternative to wood cribs, concrete cribs, hydraulic props and other steel prop supports. The paper describes the YIPPI including its unique principle of operation, its applications and actual field performance.

The term "potash" denotes a family of minerals and compounds of potassium, containing greatly varying percentages of that element. In commercial usage, most of the potash products are used in agriculture, where they are used to furnish potassium, one of the three basic elements for plant growth; the other two being nitrogen and phosphorus. Potassium's contribution to plant life is principally as a stalk strengthener, and if soils can no longer supply this basic element, then crop failure is inevitable without nutrition supplied from fertilization. While agriculture uses some 95 per cent of the potash produced, other industries require highly refined potash, for the manufacture of soaps, dyes, pharmaceuticals, synthetic rubber, insecticides, photographic film, and other products. Until the mid-nineteenth century, world agriculture had three options related to the potash content of soils: 1) crop rotation and pasturing to attempt to minimize the loss of potash in harvesting, 2) abandoning depleted and exhausted soils (part of the reason for the vast migration of populations in Europe and Asia), and 3) burning forests for the use of the ashes, and concentrating the nutritional value by boiling the ashes in large kettles, for "pot - ash". With the discovery in the mid 1800's and exploitation of potash from underground deposits in Germany, the beginning of the modern potash industry was established, but American potash requirements remained substantially dependent on German production until the 1920's, when oil drilling in the Permian Basin of New Mexico

All Sanitary District contract documents for new tunnel construction permit the Contractor a choice of four (4) separate alternate tunnel sections. This is the result of a continuing District policy to encourage at all times the use of the most suitable construction techniques and to attract to District construction the broadest spectrum of proven capabilities. Figure 1 indicates the alternate tunnel sections allowed on District contracts as follows: 1. A horse shoe section, ribbed and lagged, and a poured reinforced concrete tunnel liner; 2. Circular section, ribbed and lagged, and a poured in place reinforced concrete tunnel liner; 3. Circular section, ribbed and lagged, and a precast reinforced concrete pipe liner grouted in place; and 4. Circular section, no temporary lining, and a precast reinforced concrete pipe liner to be jacked in place. The Sanitary District now has in operation 10,500' of 5'6" I.D. and 6,500' of 5'0" I.D. jacked tunnel. An additional 5,600' of 7'6" I.D. jacked tunnel is currently under construction.

Over the past 14 years, the efforts of 2 companies and several individuals have outlined a major solfataric gold ore body in the Summitville district in the southeast San Juan Mountains of Colorado. The hard work of these years could not have flowered without a dedication to modern exploration methods, an intense interest in new theories of ore genesis, and a relentless discontent with the accepted geology of the Summitville area. To set the stage for this discovery period, it must be noted that it began 100 years after gold was first found at Summitville. It was the height of the "porphyry copper" era and gold was still not a part of the explorationists' portfolio. It was also a time of great intellectual stimulation. Theories were rapidly developing to relate different types of ore deposition and to place ore genesis within the fabric of plate tectonics. Summitville itself had just been linked to the newly discovered Platoro caldera complex and the Platoro lineament. This in turn related Summitville to the other San Juan volcanic field caldera ore deposits.

Two major tunnel projects with a combined value of about $US700 million have been recently completed in Sydney using both soft ground and hard rock Tunnel Boring Machines. The first of these and the main entry in Australia for the Year 2000 Olympics was the New Southern Railway. This is 10 km of mainly soft ground tunnel linking the Sydney’s International Airport with the Central Business District. The second tunnel was designed to alleviate major stormwater pollution of Sydney Harbour and involved construction of the Northside Storage Tunnel. This is19 km of hard rock tunnel at depths exceeding 90 m that connects many of the northern Sydney suburbs of Sydney with the North Head Ocean Outfall. Case studies of these projects describe the use of innovative geophysical technologies comprising gravity and seismic tomographic imaging with geotechnical testing at the feasibility and design stages. This approach minimised construction and financial risk by effectively quantifying the significant geological and hydrogeological issues along these tunnel routes that exerted major controls on these projects.

Jim Walter Resources operates five underground coal mines with longwall faces in operation in four of the mines. Due to high air velocities (1000-1200 fpm) needed for methane control together with the friability of the coal, dust control on JWR longwalls offers unique challenges. We have tested many innovative measures to reduce respirable dust concentrations on longwalls with varying degrees of success. These measures include the "shearer clearer" system, different drum water spray configurations, sprays on the longwall belt, stageloader and crusher sprays, wetting agents in the spray water system, and homotropal ventilation. Water infusion of deactivated horizontal methane drainage holes in longwall panels is now being evaluated. A study was completed in November 1986 where water was infused into two horizontal de-gas holes. Personal gravimetric samplers were used to measure respirable dust concentrations and showed a significant reduction in the infused zone. A more in depth study will be conducted. This paper will describe the dust control measures presently used on JWR longwalls, give the results of past studies, and discuss new methods proposed to control longwall dust.
