7.1 INTRODUCTION The circulating fluid (generally an aqueous cyanide solution) is the major active component of heap leaching. This solution extracts precious metal from the heap and is then processed to recover the precious metal. The solution continuously recycles through the heap to recover more precious metal. With each cycle through the heap, water and chemicals are lost. Make-up water and chemicals must be added to balance losses from evaporation, seepage, entrainment, and chemical reaction in the heap, as well as any other processing losses. Adding more water than needed can result in a build-up of water as inventory in the various ponds and can eventually require that water be discharged from the operation. This is an extremely undesirable condition, and can often be very expensive in both investment in water treating facilities and operating costs. Most heap leach facilities operate under a zero discharge permit; thus, a situation requiring water discharge can result in permit violation. Chemical solution control must be managed to maintain the optimum pH, dissolved oxygen content, and cyanide content, while preventing "scaling". Calcium-based precipitation is a common scaling problem in mill reclaim waters. A buildup of these deposits can result in severe reduction of water flow, loss of pump efficiency and eventual interruption in metal production. In addition, problems of plugged sprinkler heads, blinded leach pads and fouled carbon (in carbon recovery systems) can be and often are experienced when scale control is not maintained. The remainder of this chapter discusses chemical solution control and scaling prediction/prevention in the context of a "closed" system. Sizing of ponds to accommodate precipitation and runoff, collection systems, and other similar design considerations are not discussed here. These topics are deferred to later chapters, e.g. Chapter 10 considers design of collection systems while Chapter 12 discusses pond sizing. 7.2 CHEMICAL CONTROL Chemical composition of the circulating solution must be controlled by the operator if the heap leaching process is to be successful. This paper will describe briefly the steps taken in the development of a Central Florida phosphate ore deposit from acquisition to mining. Further, the design and early operation of the mining and beneficiation facilities will be depicted. During the 1950's, with confidence in the continually increasing requirement for phosphate fertilizer materials essential for producing food, I'. R. Grace & Cc acquired the Hookers Prairie tract containing approximately 45 million metric tons o. (50 million short ton~ of potential phosphate rock product. In 1973, at a point when the Grace captive need for rock was being greatly enlarged by a planned doubling of its Bartow phosphate chemicals plant capacity, the decision was made to expand existing phosphate rock production by building a new mine and plant. The initial annual capacity was to be 2.3 million tons (2.5 million st); however, subsequent investigation pointed to a higher than estimated dragline operating factor 'and the forecast of annual capacity was set at 2.5 million tons (2.8 million st).

I have been following the discussions on coal degradation started by the article "Degradation process in coal slurry pipe-lines," by M.G. Ayat and B.C. Scott. I agree with Mr. Dasher's comments in January that the title of the article was perhaps misleading as the information appeared to pertain more to processing the coal than to transportation. Specifically, the authors' conclude that the cyclone had an important impact on the degradation. Dr. Ferri's comments on degradation in other physical processes was very correct, handling of coal in a turbulent manner has an impact on the size distribution of the coal. This is one reason that when I design a coal system (mine to rail car) I try to minimize the total number of transfer and processing steps consistent with achieving the desired product specifications. Another area, mentioned in passing in the article, the impact of natural causes and the mining step, is of particular interest to me. A mine in West Virginia had a variation of 50% in the -6.35 mm (-0.25 in.) raw coal depending upon the direction of mining. Since it was a single unit mine, this significantly impacted the final product. Two articles on mining's impact on size distribution are: • Stefanko, R., Chopra, 1K., and Ramani, R.V., 1974, "Mining influence on size consistency and washability characteristics of coal," SME Fall Meeting, September; and • Albrecht, M., and Olsen, D., 1980, "Mining methods impact on coal preparation plant design," 1st International Mine Planning and Development Symposium, September. Both articles presented information on variation of size distribution and cleaning plant performance on a coal depending on the mining method used. Both articles considered a single coal seam at one mining operation. Stefanko's article considered continuous and conventional mining of coal in Pennsylvania. Albrecht's article considered surface, underground continuous, and underground hydraulic mining of a coal in British Columbia. Both concluded that mining methods do impact coal characteristics. I agree with Mr. Ayat's comments in reply to Dr. Ferri's discussion, "... degradation is a multi-faceted phenomenon involving many natural and man-made factors." As efforts are being made to produce a higher quality (lower sulfur) coal, this topic becomes even more important

ACRS will eliminate most if not all controversies with the IRS over depreciation. 2. Real property now depreciated over 15 years. Component depreciation is not available. 3. Accelerated depreciation is available - a 175% declining balance method with an automatic shift to straight line method at the optimum point in the asset's life. Alternatively, a taxpayer can elect to use the straight line method.

Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

Because of a shortage of diamonds for the drilling industry in the 1970s, efforts were made to develop synthetic diamonds. The resulting development of polycrystalline diamond compacts (PDC) enabled the evolution of a new generation of rotary-drilling drag bits. Bits based on PDC cutters were very successful in drilling soft, abrasive and medium strength rocks. However, because of their thermal instability, they failed rapidly when drilling hard rocks. Thermally stable diamond (TSD) was then developed for hard-rock drilling. The rate of penetration (ROP) and bit life significantly influence the drilling cost. The ROP and the life of the TSD bits or cutters are affected by a number of complex factors. However, in laboratory testing and infield operations, the principal factors that need to be considered in predicting drilling and wear rates are bit design characteristics, bit operating parameters and the characteristics of the penetrated rock. These characteristics are comprehensively reviewed for both laboratory and field drilling results using TSD bits. Optimization of these parameters increases the drilling rate, prolongs the bit life and reduces the drilling cost.

The author was the banquet speaker at the 48th Annual MPD meeting, sponsored by the SME Colorado Minerals Processing Section, May 14-16, 1998, in Colorado Springs, CO. Here are his remarks. It has been an exciting experience to have spent 34 years involved with the process of generating patented technology eventually leading to commercialization. In today's terminology, this process is called technology transfer. I have had the unusual experience of being involved doing basic research as an inventor while also being responsible for managing new product development and commercialization. In addition, I worked for 31 years before my retirement for a large research-oriented company, The Dow Chemical Co. In 1995, the company spent more than $1 billion dollars on research and development. The last three years of my career have been spent working with a research-oriented university, The University of Florida. And I have worked as a consultant helping several companies to optimize their products and processes. It is on this cumulative experience base that the preparation of this article is based.

Coal blending inherently means homogenizing a mixture of coals so that the properties of the blend meet some specifications for maintaining power plant performance and emission requirements. In practice, however, coal blending is, at best, coal mixing. The degree of blending sophistication required depends on the reason for coal blending in the first place. If it is to maintain fuel characteristics that will diminish the chance of slagging and fouling, then some swings in variability may be tolerated at some power stations. However, if emissions limits are the issue, then more sophistication may be needed. Emissions limits are becoming stricter with requirements to meet averages for shorter time frames (hours and days instead of weeks and months). These restrictions require closer control over the quality of the blend being fed into the bunkers at the station. Even scrubbed units should have a consistent quality of fuel as feed so that sorbent additions can be minimized. To meet these challenges, engineers must consider available equipment and control techniques and the properties of the parent coals when evaluating new blending systems.

Gas holdup profiles in the collection zones of a pilot flotation column (0.91 m x 13.5 m) and a laboratory flotation column (0.057 m x 9.5 m) operated with air and water only were determined from pressure measurements. The profiles were determined discretely and continuously. For the pilot column, a minimum distance between pressure measurements was necessary to give reliable results. For the laboratory column, a third-degree polynomial fit to the pressure vs. height data was required. Water manometers proved to be less sensitive to sensor and process noise than pressure transducers. The profiles showed that gas holdup approximately doubled over a height of 8 to 10 m. The profiles were not linear, and the gradient increased towards the top of the column, especially for gas rates greater than 1 cm/s. The profiles cannot be predicted by a simple bubble expansion model. The implications of this new finding of a significant gas holdup increase with height in the collection zone on various aspects of flotation column design and operation are discussed.

Ground water can pose major engineering and environmental problems to the new generation of large, deep gold mines currently being developed throughout the world. It is important that the potential magnitude of these problems be assessed early in the planning of such projects and that any necessary dewatering and environmental remediation programs be designed at least preliminarily in the feasibility stage. The assessment should begin with acquisition of hydrogeologic data during exploration drilling and be followed by carefully designed and analyzed aquifer tests. Once a sufficiently detailed conceptual hydrogeologic model has been defined, state-of-the-art numerical models should be used to estimate ground-water inflows to proposed pits and underground openings, to design and evaluate the potential effects of various dewatering schemes, to define specific environmental impacts, and to predict pore pressures in highwalls relative to slope stability. The modeling results will indicate which method(s) of dewatering will be most effective both technically and economically. If wells are used, it is imperative that they be as hydraulically efficient as possible. There are new methods of drilling and completing dewatering wells that can help assure maximum efficiency.

It is fundamentally important to evaluate bauxites in a realistic, commercial way on the basis of the processing technology both for the supply of existing alumina plants and for the designing of new ones. The evaluation system developped by ALUTERV-FKI consists of chemical, mineralogical, texture and technological testing. The commercial value of bauxites is basically determined by their available alumina content and the caustic soda consumption required for their processing. However, their contaminants have to be taken into consideration, too. The commercial value of bauxites also depends on the processing technology and their possibly unfavourable chemical and mineralogical composition can be /at least partially/ compensated by R&D efforts. The selection of the optimum processing technology and the effects of further developing the same are demonstrated on monohydrate bauxites containing goethite and carbonates. Some of the technological solutions /desilication or deironing of bauxites, hydrothermal treatment of the digestion residue / make at the same time possible the complex processing of the bauxites, the profitable utilization of their main components.

For this paper, blending is conceived as a linear process that takes a proportion from one stockpile or location and mixes it with another proportion from another stockpile or location, with the aim of obtaining a set of attributes in the final combination that satisfies a given quality standard. A blending class is the combination of ore attributes and grade limits that should be stockpiled in order to achieve the target quality for the process Plant. Current literature considers the number of blending classes in the Open Pit Scheduling Problem as fixed; however, this paper shows how to define specific blending classes for a given deposit so that the schedule can be solved with Sequential Linear Programming. Finally, a practical application in a Peruvian copper mine is shown, involving four ore attributes: alteration code, arsenic, oxide content and copper grade. INTRODUCTION In copper ore deposits, blending for quality has not been a typical issue as it was for coal and iron ore; however, current copper deposits in the world are becoming geologically and chemically more complex than in the past and is not uncommon to have quality standards involving up to four attributes, introducing an additional complexity to the mine scheduling process [1]. In order to solve the Open Pit Scheduling Problem with multiple ore quality constraints, two assumptions are necessary [2]: - Grade constraints are defined only by specifying an upper and lower limit; - Ore attributes in stockpiles are pre-determined, i.e., the upper and/or lower grade limits defining each stockpile are already known at the time of setting the schedule. Assuming each ore attribute is classified as high, medium or low, and there are four attributes to be controlled in the target ore quality, the number of possible blending classes would be 3^4 = 81. This number is impractical to manage in Operations, and increases the complexity at the time of running the schedule; therefore, a more efficient way of classifying ore is required. Note that in practice, one blending class can be split into more than one stockpile location due to physical capacity constraints. Therefore, the number of stockpiles could even be more than 81. BLENDING CLASSES DETERMINATION For a given set of ore grades with lower and upper limits to be achieved, one has to find all feasible ore classes such that when blended, their grades will lie within those limits.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators' vision when major deviations occur. An image analysis system has been developed by IMC Fertilizer to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

Although lateritic deposits have long been a principal source of bauxite and are becoming an increasingly important source of nickel, the problems in the evaluation of such deposits are not generally understood. In the evaluation of lateritic bauxite and nickel deposits, there are many similarities, but there also. are significant differences. It has long been recognized that laterites with commercial concentrations of trivalent metals represent the ultimate in the intense leaching of tropical soils. Any factors which effect-the rate of soil leaching will effect the form of local lateritic concentrations. Although the most intense leaching generally occurs on somewhat elevated areas of gentle relief where there is a free downward flow of rain water, the- effect of local rock structures in effecting varia¬tions in soil metal concentrations has-not been well understood - primarily because the laterite forms a masking blanket over the rocks from which the laterites were derived. All of the-factors which facilitate downward movement of water may effect greater surficial concentrations of trivalent metals. Such features as zones of fracturing, zones of greater rock permeability, and areas of karst topography may, therefore, be responsible for greater leaching. The variations in rock structures and the vagaries of ground water flow pat¬terns impart, to the laterites, rapid lateral and vertical variations in thickness and metal concentrations. In this paper, we present a physiographic classification of gravel deposits, identify some field measures of aggregate quality, and describe sampling strategies for mapping aggregate quality in the Front Range Urban Corridor of Colorado. Gravel occurs in four types of deposits along the Front Range of Colorado: (1) piedmont alluvial fans, (2) high dissected terraces, (3) high (continuous) terraces, and (4) floodplains and low terraces. The four deposit types are the basis for definition of gravel-deposit models, which differ in geologic environment, deposit characteristics, deposit size, environmental impacts of mining, and post-mining use. Of the four types, floodplains and low-terrace deposits have been exploited most for gravel. High terraces also have been mined. Deposits of high dissected terraces and dissected alluvial fans have produced minor amounts of gravel, mostly for use as local fill. Studies to identify useful field measures of aggregate quality and to determine the appropriate scale for sampling were conducted on gravel deposits beneath the flood-plain and low terraces of the South Platte River north of Denver and the Cache la Poudre River between Ft. Collins and Greeley. Gravel deposits of the South Platte were selected for study because they represent the last major resource of gravel for aggregate in the Denver metropolitan area. The Cache la Poudre valley is the primary source of gravel aggregate for rapidly urbanizing areas around Ft. Collins and Greeley. Of all the field measures of gravel quality, the most important is particle size. Various parameters that measure particle size were investigated, but the easiest to determine, and the most useful to the aggregate industry, are measures of the proportion of coarse sizes. Particle size varies widely in gravels of the urban corridor. Gravel lithology, particularly the presence of deleterious particles such as reactive volcanic rocks and decomposed rocks, must be determined to assess aggregate quality. Studies of South Platte and Cache la Poudre gravels have not revealed large proportions of deleterious lithologies. Studies of particle shape revealed only small numbers of physically weak shapes in both the South Platte and Cache la Poudre gravels. Particle shape does not appear to vary from place to place in the gravels. Rounding, or the ab¬sence of angular corners, may play a role in the tendency of loose gravel to yield under load. South Platte and Cache la Poudre gravels are rounded, and rounding tends to increase upstream. Before the quality of gravel in a valley can be assessed, the stratigraphy of the gravel must be known because it affects sample design. If only a single gravel layer is to be studied, only the thickness of the gravel must be known before sampling. If, however, more than one layer of gravel-distinguished by particle size, sorting, or lithology-is present, sampling must take into account the thickness and distribution of each layer. For example, three gravel layers of different particle size underlie the floodplain and low terraces of the South Platte. The tributary Cache la Poudre, on the other hand, contains gravel layers that can be distinguished only locally and vary slightly in particle size. Sampling experiments were conducted on gravel bars in the South Platte River and in gravel pits on the floodplain and low terraces of the South Platte and Cache la Poudre Rivers. Experimental results indicate that, even where sample error is large, regional and stratigraphic variation may be measured if it is large relative to sample error. Using vertical trench samples weighing an average of 40-90 pounds, down-stream decrease in coarse particle size was mapped for Cache la Poudre gravel, and differences among superposed gravel beds were measured for South Platte gravel.

The large size of the modern flotation cells and the high product flow rate from them has increased the importance of optimal flotation of all the particle sizes and of process control. By treating all the subprocesses of flotation separately a new family of flotation cells and a new concept of optimizing the flotation of coarse and fine particles in separate units but in the same row of flotation cells has been developed. The paper discusses the possibility to enhance coarse particle flotation by varying the froth residence time. A function has been developed between the residence time of the froth, air rate and the froth removal rate of coarse apatite particles. The response of apatite flotation to different control variables has been studied and modelled. The results show that the BPL assay response depends not only on the control variable used but also on the feed assay to the cell. There exists an feed assay dependent region within which the froth assay can be controlled by using the froth residence time as the control variable. These regions can be used to tune a rougher-multistep cleaner circuit to optimal.

Introduction The Summitville Mine located in southwestern Colorado was added to the National Priorities List in June of 1994. Summitville was the site of mining operations that began in 1873 with the discovery and development of gold placer and lode deposits in the late 1800's. The mine site is located about 25 miles south of Del Norte, Colorado in the San Juan Mountains adjacent to the Rio Grande National Forest at an approximate altitude of 11,600 feet. The site was mined for gold, silver and copper between 1873 and 1947. The Summitville Consolidated Mining Corporation, Inc. (SCMCI), a wholly-owned subsidiary of Galactic Resources, Ltd of Vancouver, Canada ran a large tonnage open-pit mine and cyanide heap leach operation from 1986 to 1992 (Pendleton and Posey, 1992) During the mine operation by SCMCI, approximately 10 million tons of gold ore was mined, crushed and stacked on a lined leach pad. Heap leach operations experienced water balance and unplanned solution discharges from the start of the mine life. Despite the production of 249,000 troy ounces of gold during the mine operation, SCMCI was unable to meet remedial requirements and notified the state of Colorado of its intention to file a Chapter VII bankruptcy in December 1992. The EPA Region VIII Emergency Response Branch took over site operations on December 16, 1992 to prevent a catastrophic release of hazardous substances to the environment. The multiple contamination sources at the mine site are due to both historic and SCMCI mining operations. Emergency response operations at the site have prevented releases of severely contaminated solution and a permanent treatment for all waste units at the site is under investigation. A Request for Proposal (RFP) was issued in October 1993 by Environmental Chemical Corporation (ECC) at the Request of EPA Region VIII, Department of the Interior and Bureau of Reclamation. The RFP requested that interested companies provide information on their ability to implement innovative treatment technologies to improve treatment efficiency and reduce treatment costs for remediation of the heap leach pad (HLP) spent ore and ore leachate solutions. Dames & Moore and Pintail Systems, Inc. (PSI) jointly submitted a proposal suggesting application of biotreatment processes for detoxification of cyanide in spent ore and HLP leachate solutions. The proposal was accepted for pilot and field demonstration under the SPA Superfund Innovative Technology Demonstration Program (SITE) with additional funding from EPA Region VIII. This report discusses the test program and results of a Focused Feasibility Study which demonstrated biotreatment processes for spent ore cyanide detoxification.

Assuming a number of discrete leakage paths and treating the airflow through leaky duct line as a series-parallel combination of airflows along the duct and through leakage paths, exact solutions for auxiliary ventilation problems can be obtained. A computer program "SEGMENT'' has been written to solve problems using this method. However, most of the investigators have treated the duct lines with a uniformly distributed leakage and many have derived formulas assuming various boundary conditions and levels of simplification for the design of a simple auxiliary ventilation system An appraisal of accuracy of the various formulas has been conducted using the results from the program "SEGMENT' as benchmark and the formulas which give accurate results have been identified. The ranges of application for all the formulas have also been determined for 5 %error.
