Introduction Flotation is a recovery process that utilizes natural or chemically-introduced hydrophobicity of minerals to separate ore from gangue by attaching the ore particles to bubbles. Flotation has been known since 1906, when it was patented by E. L. Sulman, H. G. K. Pickard and John Ballot. Flotation's first documented plant use was in 1911, when it was used on gravity tailings from a zinc plant. Cyanide leaching was first patented in 1887. Most early precious metals flotation was linked to lead or copper concentrates. Most precious metal flotation is linked to sulfide recovery and utilizes such reagents as xanthates, dithiophosphates and thiocarbanilides. But the involvement of flotation in precious metals recovery does not have to be limited to active flotation of the gold and silver bearing minerals. Flotation can be used to remove interfering minerals, such as carbon, or cyanicides, such as copper, arsenic bearing minerals or other cyanide complexing minerals. Cyanide Leaching The use of cyanide to recover precious metals is the backbone of the industry. The various recovery processes that use cyanide are: 1. Leaching-Counter Current Decantation(CCD) Merrill-Crowe 2. Carbon-in-pulp (CIP) 3. Carbon-in-leach (CIL) 4. Vat leaching 5. Heap leaching These processes are selected depending on ore grade, ore leaching characteristics, reserve size and capital limitations. Ore grade is used as the first criteria to determine the type of cyanide plant required. However, the reserve size can determine whether a ground ore alternative is used. The ore leaching characteristics may indicate that the higher recovery, associated with a process that employs grinding, is the only economic recovery alternative. There are some extremely large leaching plants with grades that would be non-economic for some existing heap leach plants. Many factors, such as strip ratios, metal recovery and reserve size, determine what the ultimate plant design will be. The exact processing scheme that is used, is a multifaceted decision matrix, which gives the process metallurgist some job security. Precious Metal Recovery Using Flotation Flotation recovery can conceivably be used on any ore that has been ground. Many operations utilize gravity separation on the ore to remove native gold from the ore prior to sending it to cyanide leaching. A lot of work is in progress to improve copper recovery by leaching-solvent extraction-electrowinning (L-SX-EW). At Outokumpu the focus of attention is on SX equipment development as a result of which a new mixing-settling technology, the Vertical Smooth Flow (VSF) has been introduced. Using helical stirrers in the VSF mixers a more gentle and uniform contacting can be obtained than in the mixing compartments of the low-profile design. The benefits of Outokumpu's new approach are an essential decrease in organic losses and in aqueous in organic entrainments. Separate pumping using a smoothly pre-contacting "Dispersion Overflow Pump" (DOP) is a key feature of the VSF design. The scale-up of this pump as well as the VSF mixers are shown to follow simple mathematical relationships which also have been confirmed by full scale experiments.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

Introduction Asamera Minerals (US) Inc. and its joint venture partner, Breakwater Resources Ltd., discovered ore grade gold mineralization on their 20 km2 (5000 acre) Wenatchee, WA land position in February 1983. Due to the high grade nature of the discovery ore and the known reserves of ore in the "B Reef' and "B West" zones previously outlined by other companies, a decision was made to construct a mine/mill operation near the known ore occurrences. Further drilling in the discovery area quickly expanded known gold occurrences to more than 3.6 Mt (4 million st) with tentative in-place ore grade of 7 g/t (0.25 oz per st) and minor silver values. Based on existing knowledge of the ore body and the rapidly increasing ore reserve, a decision to build a 1.8-kt/d (2000-stpd) mine and mill complex was made in the second quarter of 1983. A schedule was devised to begin immediate mine development, shaft sinking, environmental and land use permitting, and mill and tailings dam construction (Fig. 1). Meeting the scheduled startup date, April 1, 1985, required a fast track schedule in all areas. To this end, Asamera purchased the Oracle Ridge Partners concentrator. This was an assemblage of new equipment designed for use as a copper concentrator in southern Arizona. The purchase contained all of the major mineral dressing equipment - crushers, screens, rod and ball mills, etc. and an engineering package. It did not include most of the other required items, such as buildings, conveyors, pipelines, tanks, and pumps. At the same time, core samples were sent to two independent process development laboratories for initial flowsheet development. Due to the refractory nature of the carbonaceous ore, cyanide leaching was not feasible. Flotation was selected as the concentration process. Further testing showed that autoclaving of the flotation concentrate followed by cyanidation would result in overall recovery of about 85% gold. A mine manager was hired to begin assembling an operations staff, hire an environmental consulting firm, and begin mine development. Environmental and land use concerns were major obstacles due to the mine's close proximity to a city of 20,000 people. These concerns had to be rapidly defined so as to mitigate any adverse impacts from and mining processing operations. Baseline data dealing with weather, air and water quality, and sound were measured before start of mine construction. Concentrator and flowsheet development remained static until October 1983 while definition drilling and mine development proceeded. In late October, a process engineer was hired to coordinate development of a process flowsheet, purchase the remainder of the concentrator equipment, prepare a concentrator construction contract, finalize concentrator detail engineering, and combine environmental and process requirements with a tailings dam design. Process development There were only 17 months remaining to mill start up from the hiring date of the process engineer. Therefore, the process flowsheet had to be finalized rapidly. To accomplish this, samples of drill core from the highest grade (and therefore potentially the most commercial) ore zones were sent to an outside metallurgical laboratory to confirm beneficiation tests on the flotation process. Test results again showed that flotation would provide about an 86% gold recovery. Therefore, all further testing was concentrated on flotation and autoclave/cyanidation of flotation concentrates. Focusing on a well known process such as flotation was important in accomplishing the rapid design and construction of the concentrator. If, during these next phases, we were continually changing design concepts, layout, and process flow, the mill startup would have been delayed many months. Once a process flowsheet is selected the process engineer must obtain the process criteria needed to design the beneficiation system. For example, it was known in early December that the Oracle Ridge rod and ball mills were too small to grind 1.8 kt/d (2000 stpd) of Wenatchee ore. A decision had to be made to purchase a large, used ball mill and convert the Oracle Ridge ball mill to a rod mill. The process engineer must be cognizant of the process criteria needed to size and select equipment. If not, the process engineer must use the professional services of the equipment manufacturing companies to review the requirements that the equipment is asked to perform. For the Wenatchee system, this resulted in the adaptation of a ball mill to a rod mill with a weight limit of grinding rods to protect the mill bearings and drive trains. When a decision is required, the process engineer has to present the facts and options in a manner that allows a rapid decision. This information must include costs, equipment availability, and effect on the construction schedule. At the Cannon mine, there were process development details that resulted in decisions similar to the ball mill purchase. These included an increased flotation residence time from eight to 25 minutes, an increased thickener area requirement, a high pressure tailings pumping system, and area constraints in plant layout. All of these decisions had to be timely and required assistance from manufacturers' service engineers, and knowledge of the alternate costs and effects on construction completion. A liquid and solid waste management plan for an operating uranium ore processing mill was developed to efficiently and effectively dispose of existing solid wastes and related, affected surface and ground water resources. The goal of this management plan was to achieve satisfactory clean up of these existing wastes ad their by-products as well as to prevent similar situations from occurring in the future. An existing, modern system of synthetically lined tailings ponds, constructed after many years of mill operations, now provides an approved site for the disposal and containment of waste streams currently generated by the mill. This system was thought to be readily adaptable to serve as a key element of the waste management plan. The potential presence of extra capacity in these ponds could eliminate or reduce expenditures for new facilities required solely for proper management of liquid and solid wastes generated by operations prior to construction of the modern tailings ponds as well as for a range of anticipated future operations.

Applications of mathematical statistics to the field of exploration are still relatively new. There are two primary reasons why little has been published in this field. First, if one discovers an effective technique for exploration, he does not like to disclose it. Second, the geologist needs to work closely with a mathematical statistician, and the communications barrier between the disciplines is formidable. The authors of this paper, one a geologist and the other a statistician, were interested in the economic benefit which appeared to be possible in the interdisciplinary area which they have called "geostatistics." An actual example has been selected to illustrate this benefit.

More and more mining underground is being conducted using the longwall method. Likewise, many new surface mines use area or mountaintop removal methods. These methods can have a significant impact on surface and groundwater resources. The overall study of the effects on surface and groundwater from mining is referred to as the probable hydrologic consequences (PHC) determination of mining and reclamation. Collection and interpretation of information concerning groundwater and surface water quality and quantity, as well as detailed geologic analysis, is required to adequately define the impacts of mining. This paper discusses the present day requirements and methodology of preparing a PHC for a large mining operation in the eastern coalfields.

In the Mining Industry, the means of handling and transferring lubricants has been given little attention over the years. An analysis of this process indicates that this neglect has often exacted a very high price. As the costs associated with labor, equipment utilization and waste disposal soar, the need for an efficient system takes on an increasing significance. Certainly, there is nothing new about a large lubricant container; they have been available over a period of years, known under a variety of names, "mini tank", "super drum", ?flo-bin" and "tote bin", to name but a few.

In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

This paper presents the equipment and techniques developed to mine subsurface mineral deposits through 16 inch bore holes entirely by hydraulic methods. Use of this equipment for excavating large cavities in oil and water well producing zones is discussed. Results of surface experiments using high pressure jet streams of water to determine the cutting rates of materials are outlined. Various basic shapes of subsurface excavations that can be mined with the equipment are illustrated and discussed. An example of the cost of mining by this method is presented. Problems encountered in the field operations led to the development of a new explosion type slurry pumping system and related slurry handling equipment.

Virtual Reality (VR) is a concept in which the human experience of perceiving and interacting with a computer-modeled environment is achieved through the use of sensors and effectors. It is an advanced fonn of computer graphics where the images are generated based upon where the user looks and how the user moves. As personal-computer-based (PC-based) instruction gains acceptance as an innovative approach to providing safety training, VR offers the capability of providing a multisensory, rather than merely a multimedia, mode of presentation. VR has been effectively used by the military for training tank commanders and by hospitals for training surgeons. However, these applications have been limited to small numbers of highly skilled participants. The purpose of this paper is to examine VR's potential for enhancing the hazard awareness of larger numbers of individuals in a broad-based approach to mine safety training, such as new-miner, annual-refresher, and independent-contractor training.

Hundreds of highway and rail transportation tunnels in North America have been rehabilitated in the last two decades. Tunnel rehabilitation is usually dictated by an owner’s need to extend the working life of the structure, but typically has the added benefit of increasing capacity (greater speed or increased clearance) and enhancing safety. Not only has rehabilitation proven to be an economical alternative to new tunneling, but it can be safely accomplished by working during short work “windows” without taking the tunnel out of service. This paper presents methodology for planning and designing of tunnel rehabilitation projects, and case histories illustrate successful excavation and support technologies.

Recent sewer construction in downtown New Haven, CT required avoiding open trench methods because of near surface utilities and traffic congestion. The .73 km long alignment is in sands with the water table at the tunnel's springline. The designers felt the situation was ideal for an EPB machine; however, the tunneling method was left to the Contractor. The winning bid surprised everyone. The tunnel is being excavated by hand using an open face shield with breasting boards. The review of the bids indicates hand mining was approximately 1/2 the bid price of TBMs. Currently, excavation rates average 14 m/day with no excessive settlements.

Belt feeders are commonly used to meter the flow of bulk solids from bins and hoppers. If the interface between the hopper outlet and belt feeder is not designed correctly, flow from the bin may be severely compromised, resulting in problems of no-flow, segregation, flooding, etc. By knowing the flow characteristics of the bulk solid being handled and applying proven design techniques, such problems can be avoided. Relevant bulk solids flow characteristics are identified, along with measurement techniques. Design procedures for correcting problems with existing feeders as well as proper design of new feeders are presented, along with case histories of successful application of these procedures.

In this paper we revisit the well known "Ultimate Pit Limit Problem" and suggest an alternative approach for fast and efficient solution. We follow the approach originally proposed by Johnson and Barnes (1988), but utilize the "Excess Scaling Algorithm" in solving the equivalent maximum flow problem. This algorithm provides significant increases in speed and reduction in memory requirements over the well known Labeling Algorithm of Ford and Fulkerson (1956), enabling one to solve large problems with relatively small computers. We present results of a series: of benchmark tests using this approach against the well known Lerchs Grossman algorithm as well as a brief description of the new algorithm.

The mechanism of sulfur oxidation in pyrite is a function of the rate and driving force for oxidation. New evidence is presented to show that, at moderate potentials, a sulfur-rich hydrophobic layer is formed. Under ordinary conditions, the sulfur layer is covered with a layer of iron oxides, hydroxides, sulfate or oxy-sulfide ions. Pyrite is hydrophilic under these conditions. In the presence of iron-chelating agents or iron sequestering ions, an iron layer might not form. Under these conditions, the sulfur layer is exposed, and the pyrite might become hydrophobic. Stronger oxidizing conditions decompose the sulfur layer, thereby making the surface hydrophilic.

Industry requires higher speed sheet stacking. High speed sheet stacking requires equipment and techniques to solve several inherent difficult problems, such as the tendency for sheets to sail, and the need for a means to absorb the kinetic energy of the sheet without damaging the sheet. Accurate alignment of the sheets on the stack is another problem difficult to solve. The paper first analyzes the process of sheet handling into its basic elemental steps. It then describes equipment and techniques presently used for moderate sheet handling speeds, with emphasis on how each step in the stacking process is accomplished by the present equipment. The limitations to speed-up of present equipment is discussed. New high speed equipment, either recently introduced to the market, or in the process of development, is described. Magnetic, air float and vacuum conveyor stackers are compared.

This paper is based on the thesis that the demand for computer-oriented mining engineers will continue to sharply increase in coming years. It presents the philosophy behind the development of a mine systems engineering program at The Pennsylvania State University. The paper discusses the current status of mining engineering education and the problems encountered in integrating extensive computer background and education into a traditional mining engineering program. The paper analyzes the interrelated roles of research, graduate studies, and continuing education in developing a comprehensive program of study. It is hoped that this program philosophy will be useful to other institutions which are contemplating new programs and courses in emerging technologies.
