"Where can I obtain a reclamation bond today?" "Who is writing your bonds?" These questions are common and heard frequently. The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

In spite of the tremendous amount of research conducted in the last few decades. no single blasting theory has been developed and accepted that adequately explains the mechanisms of rock breakage in all blasting conditions and material types. Given specific test environments, conditions and assumptions, individual researchers have contributed valuable information and insight as inputs into blasting theories, although a simple "plug-in" type formula for predicting optimum fragmentation, muck pile geometry and casting distance, is still largely unresolved. There is as yet, no consistent and widely applicable theory of blasting, but only a number of limited and disconnected theories; many of which are empirical in nature and based on ideal blasting conditions. Blasting theories have been formulated and based on pure speculation, years of blasting experience on a trial-and-error approach, laboratory testing, field investigation, and mathematical and physical models adapted from other disciplines of science.

Agglomeration for the heap leaching of gold and silver ores is the process of attaching fine ore particles-less than 150 µm (100 mesh)-to coarser particles. The fines are thus immobilized and uniformly distributed throughout the heap. This is needed to make heaps more porous and uniformly permeable to the flow of a leaching solution. This article describes liquids and binders used to form agglomerates. Agglomeration techniques and equipment are also described. These include drum and disk agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse-running conveyors. The need for agglomeration The main reason for agglomerating heap leachable ores is to prevent percolation problems in a heap. This is different than pelletizing iron ore. In the latter case, the purpose is to bond very finely ground material into coarser, strong particles. These particles can then withstand the rigors of transportation and the loading forces in a blast furnace. Most percolation problems in heaps are caused by the segregation of coarse and fine particles during heap construction. This segregation creates areas with significantly lower permeability because fines plug the channels between coarse particles. Consequently, the leach solutions are subject to channeling, following the path of least resistance. They percolate downward through the coarse ore areas and bypass or barely wet areas that contain large amounts of fines. This results in lower extraction, longer leach time, and higher reagent consumption. Permeability problems in heap leaching are compounded because of the vertical migration of fine particles after the heap has been built. These fines eventually accumulate in pockets or layers and impede uniform solution flow. The fines move because they are not attached to a coarser particle. Moreover, the sluicing action of leach solution flowing over the surface of particles may break the bond between fine and coarse particles. Some fines are also created by the decomposition of ores after being wetted. Percolation problems are minimized if the fines can be attached to the coarser particles. Fines are thus uniformly distributed and rendered immobile within the heap. Heinen (1979) conducted comparative tests of nonagglomerated and agglomerated gold and silver ores. He showed that percolation rates through agglomerated material usually are improved by 10 to 100 times. This reduces leach time for economic recovery to less than one-third of that for nonagglomerated material, and total recovery may be increased. Cyanide consumption is also reduced in most cases because of the shortened leach time. Even run of mine (ROM) ore should be agglomerated. This can be achieved with moderate success by passing each truckload of ore under a water spray to bring total moisture of the ore up to about 8% to 10%. The ROM ore will mix when the ore is dumped, when it cascades down the slope of a heap, or when it is pushed up with a dozer. Overall, agglomeration allows low-cost heap leaching technology be applied to gold and silver ores and tailings that could not be economically processed by conventional methods, according to Phariss (1982). How agglomeration works Agglomeration means that the clays and fine particles contained in the ore adhere to the coarser particles. This creates a coating of fines around the coarse particles. When the ore has few fines and the percolation problems are not severe, the addition of a liquid may be all that is necessary to make the few fines adhere to coarser particles. However, when the quantity of fines is substantial, e.g., +10% -75 µm (-200 mesh), a binding agent may be needed. In today's economic environment, Canadian mines can ill afford to neglect their ventilation systems as they can consume 30- 40% of the electricity used in underground mines. In addition, Canadian mines can incur significant heating costs. For mines to be their most cost efficient they must embrace existing and emerging technology to optimize the use of their air; namely, maximizing its work in diluting and removing pollutants, limiting leakage, and avoiding the unnecessary consumption of costly fan pressure all the while ensuring the health of their workforce. Furthermore, in Canadian mines which are heavily dieselized there is great interest within the industry to convert from a rigid quantitative approach to ventilation, based upon engine size, towards a more flexible qualitative approach that provides credit for Clean engine technology" and permits ventilation supply to be driven and based upon pollutant demands. In the future, there is even the possibility that ventilation will only be required to supply oxygen to diesel equipment as the underground hands-on workforce is replaced by surface workers and tele-operation. Such changes will allow mine operators to minimize their electrical usage and operating costs, for in its simplest form the cost of running a fan is proportional to the quantity3; therefore, reducing current ventilation demands or limiting increases brought on by more stringent legislation, can produce very significant cost savings. CANMET, through ventilation surveys and use of its modern 3D-CANVENT ventilation simulator, have been demonstrating to the mining industry how ventilation can be optimally delivered at reduced costs. El-Equip with their leaky-feeder communications and MultiVENT monitoring and control system have facilitated mines to control fans and hence costs, and also monitor such ventilation parameters as pollutant concentrations. These two parties are now combining their efforts to develop an integrated air management system which will be demonstrated at CANMET's Experimental Mine Val D'Or, Quebec. With such an air management system, the ventilation engineer will have: 1) a simple to use simulator to design and test ventilation scenarios; 2) remote controls of fans, doors and regulators to implement changes; and 3) real-time monitoring of airflow, pollutant concentrations, and both vehicle identity and location to show whether changes are necessary. It is only when all three are available, that a mine's ventilation system can be operated at minimum cost.

Recently, a new theory of the subsidence of rock masses has been advanced by Litwiniszyn and coworkers, which is based on the notion that the individual rock particles perform random walks. It is shown in the present paper that the final equations of the random walk theory can be justified from general principles of statistical mechanics in which no specific theoretical model of particle behavior has to be made. The theory appears to account appropriately for subsidence phenomena.

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental and technical aspects of openpit mining operations. Factors influencing ore loss and dilution fall into two categories: (1) controllable factors, like mine equipment selectivity and blast design, and (2) uncontrollable factors, such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls preblast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, through a number of case studies, the study investigates the relationship between spatial entropy, cutoff grades, blast movement, dig-limits optimization model running time, and profit. The results show that changes in cutoff grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy

The Metropolitan Water Reclamation District of Greater Chicago (MWRD) imposed a no-blasting specification (blasting is restricted to the construction shaft and shaft bottom or boot) on the Deep Tunnel project in 1988. This was prompted by numerous complaints from the residents in the vicinity of the project, and controversies experienced on previous projects from blasting the rock overlying the tunnel. This paper will describe the methods utilized by two major contractors who are driving 20 km (12.5 of tunnel along with drilling over 36 shafts under this restrictive specification. The impacts on design, construction, schedule, cost, and the environment are detailed.

Open-source technology to support Industry 4.0 has become the target of academic research in many sectors. This study reviews the trends of open-source technology, its forms, and some industrial applications. As a case study of the use of open-source hardware and software in the mining industry, this study proposed a low-cost environmental monitoring system for nonmetallic underground mines to support mine safety and occupational health. The system was developed using open-source hardware, Arduino and 3D printer, to design the monitoring device, and open-source software, MIT App Inventor, to develop an Android application for smartphones to enable remote communication with the system. Field experiments were conducted at an underground tunnel and a nonmetallic underground mining site to assess the performance of the system in mobile and static modes, respectively. Although a few limitations related to the precision of the low-cost dust and gas sensors exist, the findings of the experiments show that the mining industry can benefit from open-source technology deployment when considering cost factors.

This paper proposes a hydromechanically coupled numerical modeling approach to quantify the influence of various parameters on the mechanical and hydraulic performance of protective water barrier pillars (PWBP). The results are validated for two case studies having pillar widths of 16 and 42 m at cover depths of 136 and 190 m and water heads of 25 and 141 m. The outcome can be significantly helpful in the rational design of these pillars in underground coal mines.

A mathematical model based on the pertinent fluid dynamic equations to predict the performance of the hydro cyclone has been developed which will eventually replace the empirical model. Experimental measurements of fluid velocity profiles made in a 75 mm hydrocyclone by laser Doppler velocimetry (LDV) agree well their predictions by solving the Navier-Stokes equations numerically. Particle slip velocity and particle trajectory were computed which in turn, yields separation curve of the hydrocyclone.

World demand for phosphate fertilizers has grown at an average annual rate of between 6 and 7 per cent over the past 10 years. In the next five years world demand is expected to at least continue to grow at that rate. Also, the continued need for improved fertilizer materials, coupled with improvements in fertilizer technology, have placed added importance on the use of phosphoric acid as a starting material for high analysis phosphate fertilizers. This demand for phosphates and phosphoric acid must be met by increased production. Increased phosphoric acid production also brings increased demand for chemical processing agents including foam control agents. We at Arizona Chemical Company have closely followed the phosphate fertilizer industries needs. Arizona Chemical Company has been an important supplier of flotation agents to the phosphate industry, primarily from its Panama City, Florida plant. We have also recognized the important role played by foam control agents in the wet-phosphoric acid manufacturing process. We feel it is the responsibility of the supplier of foam control agents to offer specifically designed products that are highly efficient and economically useful. The difficulties involved in evaluating foam control agents in the plant are recognized. Owing to the large number of variables present, and the difficulties in controlling these variables during the period of a plant trial, plant evaluation of a large number of foam control agents is impractical. We have attempted to develop a practical, reproducible, and yet rapid, laboratory evaluation test which correlates with plant performance.

This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

Abstract. The Surface Mining Control and Reclamation Act of 1977 (PL-95-87), Section 522, establishes requirements for state regulatory authorities to designate lands unsuitable for all or certain types of surface coal mining. Any party having an interest in an area that may be affected can petition for it to be designated unsuitable for mining. Section 522 could present major obstacles to the mining industry by typing up an area in an endless round of petitions. The program under development for Kentucky is examined and analyzed as an example for determining the hidden impacts of Section 522.

Current mine development requires the safe, 'expedient, economical construction of vertical shafts for ventilation and access in diverse ground conditions. Advancements in large diameter shaft drilling have lead to exceptional mechanical refinements of shaft drilling technology. The author traces the history of the equipment and methods employed by the large diameter shaft drilling industry and explores likely paths of future development. A few case histories are cited to illustrate the adaptability of shaft drilling as a versatile tool for advanced worldwide mining operations. Safety, schedules, cost, environmental impact, and capability are discussed to assist the mining engineer in the investigation of feasible projects.

This study aims to investigate the optimal method for ore pass construction in incompetent rock masses. We evaluated the conventional and raise boring methods based on safety, efficiency, excavation control and ground support for ore pass construction. A stability analysis using analytical Q-raise (QR method) and kinematic analysis methods for ore pass construction with a raise borer before and after grout injection of the rock mass was performed. As a case study, an ore pass (diameter of 3 m, depth of 100 m) within an incompetent rock mass was considered to gain further insight. The rock mass was characterized according to the classification methods Q Barton, rock quality designation (RQD), rock mass rating (RMR) and geological strength index (GSI). The grout intensity number (GIN) method of grout injection was used. The safety factor of less than 1.075 obtained before injection was lower than the acceptance criteria. However, grout injection before raise borer excavation resulted in a safety factor greater than 1.5. Using a raise borer without pre-grouting indicated that the maximum unsupported diameter (MUSD) of the ore pass was less than the required 3 m and equal to or larger than 3 m post-grouting.

The forces of nature have concentrated sand at various geographical locations that are being mined and processed for a large variety of industrial uses. While most operations serve a number of industries, this paper deals only with the foundry requirements. The forces that have decomposed a source rock, transported this material and redeposited it, have created two general types of sand. These types are classified as the (1) Lake and Bank Sands and (2) Silica Sands. The Lake and Bank sands will contain 92 to 94% Sio2 while silica sands are in excess of 98.5% Si02 and most of the producers wash these sands to up grade their products to 99.5% or better. Included in the Lake and Bank sand would be the river sands that are used primarily for construction purposes. The Foundry Industry is broken down into three types of castings : 1. Grey Iron Foundries The grey iron castings largest market is the automotive industry in Ohio, Northern Kentucky, Indiana, Illinois and Michigan. These castings are poured at temperatures ranging from 2400° to 2700°F. The Silica Sands or the Lake and Bank Sands will satisfy the requirements of the grey iron castings. There are 2 ½ to three million tons per year shipped from the state of Michigan far grey iron castings by the Lake and Bank Sand Producers.

Aerial photography is a recognized and integral part of the search for petroleum and for the metallic ores, but its application lags seriously; in the search for the industrial minerals This is, in all probability, a result of the relatively stringent economics of the various industrial mineral industries. The oil and mining companies (particularly the oil companies) can afford generous exploration budgets and thus can experiment with unorthodox approaches such as photogeology. The industrial mineral industry is more restricted, and up to now has relied on less sophisticated methods of exploration. The industrial minerals have been generally defined as those materials extracted from the earth that are neither metals, metallic ores, fuels, nor ground water. Any group chat must be defined in such a negative manner, by citing the things that they do not include, must in themselves be extremely diverse in character. This is truly the case for the industrial minerals; the full list of industrial minerals is incredibly long and tends to increase year by year.

The Coal Pillar Rib Rating (CPRR) technique has been developed to assist in rib support design in underground coal mines. One major challenge of the data collection process is the measurement of coal strengths in the field. Schmidt hammer has been verified as a useful tool to determine coal strength. An alternative approach is to obtain the representative strength of coal mass by determining the coal lithotypes in the field based on the coal brightness profile by experienced geologists or mining engineers. In this paper, image processing techniques have been used to quantify the texture of coal images of different lithotypes with the purpose of classifying coal lithotypes. The coal images were collected from the pillar ribs with exposed surfaces in underground coal mines, and the coal lithotypes were identified when taking the images. The method of Gray-Level Co-Occurrence Matrix (GLCM) was used to analyze the textures of coal images of different lithotypes, and the texture parameters, such as contrast, homogeneity, energy, and entropy, were compared. The results show that the images of coal with different lithotypes have different textures, which can be quantified through the image processing. The results from this study demonstrate the potential of classifying coal lithotypes using rib photos and easing the data collection process of CPRR.
