The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

This paper presents best practice data management for monitoring of extensometers in Australian underground coal mines. This work is based on the combined experience of the authors and the available literature. The information and ideas presented herein are a culmination of many years of database development founded from mine site-based ground support design, underground inspections, extensometer data management and data analysis. Each author has more than ten years’ experience as a practicing geotechnical engineer at several operating industry wide research project focused on utilizing mechanical extensometer data for data analytics and machine learning. Principal hazard ground control management plans, stipulated in Australian coal mining legislation, outline the mandatory installation of ground monitoring devices during routine mining activities. After 20+ years of data gathering the barrier to implementing modern data analytics remains the challenges imposed by inconsistent data structure and data quality. This inconsistency is still routinely found between sites, companies and mining regions. Through the relatively simple application of a standardized database structure, the potential to shift from simplistic tracking of trigger levels, siloed at individual sites, to an industry standard method for compilation & comparison of monitoring data is enabled.

Native sulfur deposits in Poland occur in Upper Miocene strata on the northern (platform) border of the Carpathian foredeep. Systematic exploration since 1953 has resulted in the discovery of seven stratifom-stratibound sulfur-bearing limestone deposits that together contain about 0.6 billion tons of demonstrated sulfur reserves and about 0.5 billion tons of inferred and hypothetical resources. One open pit and three Frasch mines are currently in operation; another is under construction and one has been abandoned. Total production is about five million tons per year from ore containing on the average about 25% sulfur. Field, isotope, and micropaleontological data indicate that the sulfur-bearing limestone was formed through the bacterial reduction of gypsum in the presence of methane discharged from source beds and traps in the Carpathian foredeep. Subsequent recrystallization of the sulfur-bearing limestone, tectonic activity, jointing, karstification, and partial leaching of the sulfur has transformed the sulfur deposits and has altered the thickness and content of the sulfur-bearing strata, and their porosity and permeability, affecting the productivity and water consumption of the sulfur wells. Caputerized borehole logging techniques and geostatistical reserve estimates are used in mine planning. Great environmental impact constrains the development of sulfur mines.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. The only previous attempt to use a tunnel boring machine in the rock formations encountered in New York City was unsuccessful. However, technology has been developed since then which made a new attempt a practical proposition. Nine thousand feet each of 8'6" and 11'0" diameter tunnels were driven in Manhattan schist using Jarva TBM's together with 1100 ft. of the smaller diameter driven conventionally in Inwood marble and earth. (1) The selection of tunneling method was largely based on the need to avoid community reaction and hazardous tunneling conditions where the larger diameter tunnel passed beneath residential structures in poor condition in seamy and blocky rock. Experimentation with cutters and cutter mountings indicate that good cutter life and ease of change are available. It was found practical to use unusually large muck cars for an efficient muck disposal system. Conventional tunneling was successfully executed beneath a subway station whose invert was less than seven feet above the crown of the tunnel. Attempts at chemical consolidation and dewatering were unsuccessful in the earth section which was completed under compressed air.

A new separator, known as the HydroFloat cell, was developed to overcome the limitations of traditional flotation cells in recovering coarse particles. The HydroFloat cell separates particles based on differences in mass after the selective attachment of air bubbles to the hydrophobic component of the feed stream. Proof-of-concept testing, utilizing phosphate matrix, heavy mineral sands and anthracite slag, indicated that significant improvements in separation efficiency can be achieved using this air-assisted teeter-bed system. Based on the encouraging laboratory results, a pilot-scale HydroFloat cell was fabricated and installed at a central Florida phosphate plant. Test data collected using the pilot-scale unit suggest that the BPL recovery of the +35-mesh plant feed can be increased by snore than 40% through the application of this new technology. This improvement is particularly beneficial due to the very high grade (-73% BPL) of the +16-mesh particles in the HydroFloat concentrate. This article describes the theoretical basis for the development of the HydroFloat cell and provides an overview of recent laboratory and pilot-scale test results.

Model-Based Expert Control systems (MBEC) are on-line supervisory dynamic optimization systems which combine the ability of a phenomenological model to generate a large amount of information about the state of the process and predict its evolution, with the flexibility of a rules-based approach to take plant constraints into account and apply a complex control strategy. For its new concentrator started in 1995 in Kiruna (Sweden), LKAB has implemented a progressive grinding flowsheet with closed-circuit autogenous grinding followed by closed-circuit pebble grinding with ore pebbles. The standard for instrumentation in this new plant is very high. The control hardware consists of a Distributed Control System (DCS) through which the operators interact with the plant, supplemented by a site-level Management Information System (MIS). A state-of-the-art MBEC system was imbedded in the MIS by the authors before plant start-up. It consists of several modeling and expertise software modules: a phenomenological process model and a Kalman filter estimate continuously the state of the process, an optimizer calculates an optimum feedrate, while rules-based modules establish production targets and key process set-points. The decision to install the MBEC system as an integral part of the new plant before start-up illustrates the current maturity of the technology, i.e., enough know-how was accumulated through former projects to design and develop the system to a large extent without accessing the plant. The feasibility and the power of dynamic optimization systems were previously demonstrated in Kiruna pre-existing concentrator by the authors. First, a MBEC system was installed on the three existing pebble mill circuits, providing both an increase in quality (stabilised size distribution) and a 10% increase in capacity. An on-line expert control system with limited modeling capabilities was also installed in the existing flotation plant, with the aim of stabilizing phosphorous content in the concentrate and optimizing collector additions. A brittle solid broken by crushing or impact, results in a mass size distribution curve having a straight line segment when plotted on log-log paper. Depending on the mineral, the slope of this straight line segment ranges from a maximum of one for materials like glass and quartz to values of one half or less. Theoretical derivations of the size distribution, such as the Gaudin-Meloy model, yield a slope of one and only one. When the Gaudin-Meloy model is modified to assume that not all cracks terminate on a preexisting surface, the new model predicts that size distribution slopes, depending on the type of brittle solid, will be less than one. There is a measurable physical parameter that will predict the slope. In addition the model predicts that particles from such a size distributions will have negative corners and peaks - indentations. Moreover the model predicts that particle shape will systematically change with decreasing particle size. Finally, this new physical model of comminution may be experimentally tested.

Restricted fields of vision are a common problem with underground mining equipment. Also, when lighting systems are provided, they may be positioned where they cause glare. This restricts the visibility around the machines even further. To help address these problems, the US Bureau of Mines has developed a PC-based software package to aid in the analysis of certain human engineering aspects of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines.

The concept of microorganisms as chemical reagents (flocculants, flotation modifiers and flotation collectors) is quite new. Potential uses for microorganisms include their use in place of certain conventional flotation reagents and as flocculating agents in minerals engineering processes. In addition, in some studies micro-organisms have been used to modify mineral surfaces and, thus, the flotation or flocculation of the minerals.

Brines (a solution containing more than 100,000 mg/l dissolved solids) in sedimentary basins are genetically related to evaporites in one of three ways: (1) dissolution of evaporite minerals, generally halite; (2) interstitial fluids in evaporites which are expelled from their source rock during compaction; (3) incongruent alteration of hydrous evaporite minerals (carnallite). Most brines of commercial interest originate as interstitial fluids in halite-rich rocks. These fluids are initially rich in magnesium, sulfate, and potassium but evolve in composition to an Na-Ca-Cl brine during their migration to their present host rock. A particularly important reaction in this process is: 2CaCO3 + Mgt+ = CaMg(CO3)2 + Cat (1a) This reaction reduces the magnesium content of the brine and ultimately converts it to a calcium-rich brine. The loss of sulfate occurs by two mechanisms. One of these is by direct precipitation as calcium sulfate (either as gypsum or anhydrite): Ca 2+ + SO4 2- = CaSO4 (2a) Additional sulfate may be lost from the brine by sulfate reduction: S042 + 1.33CH2 + 214- = H2S + 1.33CO2 + 1.33H20 (3a) The loss of carbonate species occurs by precipitation as carbonates: H2O + C02 + Cat = CaCO3 + 2H+ (4a) The net result of reactions 3 and 4 is: Ca 2+ + SO4 2- + 1.33CH2 = H2S + CaCO3 + 0.33H2O + 0.33CO2 (5a) The loss of potassium from brines is caused by the formation of potassium aluminosilicates: 2K+ + Al2Si2O5 (OH)4 + 4SiO2 = 2H + 2KAlSi2O8 + H2O (6a) The hydrogen ions produced by this reaction dissolve carbonates: 2H+ + CaCO3 = Ca 2+ + CO2 + H2O (7a) The net result of reactions 6 and 7 is: 2K+ + CaCO3 + Al2Si205 OH)4 + 4SiO2 = Ca2 + 2KA1Si3O8 + H2O + C02 (8a) A study of brines from central Mississippi has shown that the composition of these brines is related to the interaction of pore fluids from evaporites with minerals in the enclosing sedimentary rocks.

Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

The “Building Our Future” project is a collaborative initiative between the UNC SME Student Chapter and the Water and Earth Museum (MAT) of Asociación Los Andes Cajamarca (ALAC), both corporate entities of Newmont Yanacocha. Its mission is to promote responsible and sustainable mining among new generations while fostering a culture of equality and respect. This comprehensive educational program integrates sustainable development goals and includes workshops led professionals and external experts who share their personal stories to inspire students from rural and urban educational institutions to follow their dreams. Additionally, for this year 2024, the project development and implemented an interactive mobile application that educates users about the use of minerals in everyday life through four levels: Minerals in the Home, Minerals in Medicine, Minerals in Transportation, and Minerals in Agriculture. This multi-faceted approach seeks to raise awareness about the importance of mining in Peru’s economic, environmental, and social development, ultimately fostering a new generation of informed and engaged citizens who understand the vital role of mining in a sustainable future.

The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

Groundwater remediation is growing in occurrence in the western United States. Groundwater remediation programs are regulated by state water quality statutes. The remedial action plans implemented under these statutes may conflict with well-established existing rights to withdraw groundwater for beneficial use. This paper discusses how the states of Arizona, Colorado and New Mexico administer conflicts between the need to withdraw and remediate groundwater with the existing rights of others to withdraw groundwater for beneficial purposes.

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope.
